New Rules For Preventing Heat Illnesses“As employers we have to train our employees about heat illness, what we’re doing on our worksite to pre-vent it, and how to respond in an emergency. It’s worth it in the end to make sure everyone is well-pre-pared”– construction contractor
Cal OSHA adopted a heat illness prevention regulation to prevent heat-related illnesses and deaths. It includes training, temperature moni-toring, rest periods, and access to shade, all important factors you need to know to prevent heat-related illnesses.
Employers must evaluate outdoor working loca-tion for air temperature, humidity, and radiant heat from the sun to see if there is a risk for heat illnesses. Employers must also evaluate work-load, the protective clothing employees are re-quired to wear, and the personal protective gear used to see how they add to the risk.
Preventing Heat-Related Illnesses
When the body heats up faster than it can cool itself, mild to severe illnesses may develop. It’s important to recognize the symptoms of heat-related illnesses and understand how to pre-vent, control and respond to their effects. Air temperature, humidity and clothing can
increase the risk of developing heat-related ill-nesses. So can age, sex, weight, physical fitness, nutrition, alcohol or drug use, or pre-existing diseases like diabetes.
How can you prevent or control heat-related ill-nesses?
Drink water - Drink small amounts of water •frequently, about a cup every 15-20 min-utes. (Alcohol increases the loss of body fluids.)Limit exposure time and/or temperature - •Try to schedule hot jobs for cooler times of the day or cooler seasons of the year. Take rest breaks in cool areas. Add more workers to reduce workload or reduce the workday.Acclimatization - Gradually adapting to •heat will reduce the severity of heat stress.Engineering controls - Mechanize heavy •jobs or increase air movement with fans or coolers.Wearing loose, lightweight clothing - Cloth-•ing can affect heat buildup.Salt tablets should not be used - Taking •salt tablets can raise blood pressure, cause stomach ulcers, and seriously affect work-ers with heart disease.
Someone with a mild reaction to heat may have a rash called “prickly heat” or painful muscle spasms, called heat cramps, during or after ac-tivity. A mild reaction may also include fatigue or dizziness. You may notice a change in physi-

This is required by California’s Heat Illness Prevention Standard (GISO 3395).

• Training on heat illness, how to prevent it and what to do if someone has symptoms
• A plan for emergencies

GIVE JACKS, LIFTS, AND HOISTS THE HIGH SAFETY PRIORITY THEY DESERVE
Each year serious injuries and deaths occur in the workplace as a result of unsafe jack, stands, lifts, and hoist use. Although safety
responsibility for these devices must be shared between employer and employee, the ultimate responsibility for safety lies with the individual
worker. Even where there is close supervision, the worker makes the final decision on how to do the job.
Jacks
Workers must select a jack with the rated lifting capacity that equals or exceeds the load it will support. Jacks must be placed on a firm,
level surface perpendicular to the load in order to work efficientially. If the jack slips out from under a load, workers may not have enough
time to get out of the way, so adjustable stands or other substantial support should also be placed underneath the load so that it will not fall
if the jack slips or fails. It should be clear to workers, that they should never enter beneath or work under a load that is supported only by
jacks. If a jack is bent or defective, it should be tagged and removed from service.
Hoists
Only workers who have been trained in the proper use of hoists should be allowed to operate them. The lifting capacity of the hoist must be
clearly marked and visible to the operator and cage-controlled hoists must be equipped with an effective warning devices. Before operation,
operators should check that the hoist chains or ropes are of sufficient strength and length to safely lift or otherwise handle the load. On a
chain hoist, they should make sure the hook has a safety clip so that if the chain is given slack the hook won’t come loose. The oil level on
hydraulic hoists should also be periodically checked. Operators should understand that they are prohibited from carrying loads over people
and any hoist malfunction should be reported to their supervisor immediately.
Lifts
Lifts should be marked with the name of the manufacturer, the approval number issued by the Division of Industrial Safety or statement of
compliance with ANSI B153.1-1974 (or if manufactured after 8/17/94, compliance with ANSI B153.1-1990), and date of installation. No one
should be inside a vehicle that will be lifted and for their safety, workers should stand to one side as the lift operates, making sure the doors,
hood, and trunk of the vehicle are closed before the lift. The load should rest squarely on the lift and not overload the lift’s capacity. The floor
under the lift should be free of oil or grease to prevent slipping hazards. Oil levels on hydraulic lifts should be checked periodically and lifts
removed from service if there are any indications of malfunctioning.
Many accidents don’t just happen, they’re caused by unsafe work practices or taking chances. Give jacks, stands, lifts, and hoists the high
safety priority they deserve.

Cada año, ocurren lesiones graves y muertes en los lugares de trabajo como resultado del uso inseguro de gatos hidráulicos, pedestales, elevadores y guinches. No obstante que la responsabilidad de seguridad por estos dispositivos debe compartirse entre el empleador y el empleado, la responsabilidad final por la seguridad radica en el trabajador individual. Incluso donde exista supervisión estrecha, el trabajador es quien tiene la última palabra sobre cómo ejecutar el trabajo.
Gatos hidráulicos Los trabajadores deben seleccionar un gato hidráulico con una capacidad nominal de elevación que equivalga o exceda la carga que soportará. A fin de funcionar eficientemente, los gatos hidráulicos deben colocarse sobre una superficie firme, a nivel y perpendicular a la carga. Si el gato hidráulico se desliza bajo la acción de una carga, los trabajadores quizá no tengan suficiente tiempo para apartarse, por esa razón es necesario colocar pedestales ajustables u otro tipo de soportes sustanciales debajo de la carga para que ésta no caiga si el gato hidráulico se desliza o falla. Los trabajadores deben entender con claridad que nunca deben colocarse o trabajar debajo de una carga que esté soportada solamente por gatos hidráulicos. Si el gato hidráulico está doblado o defectuoso, deberá etiquetarse y ponerse fuera de servicio.
Guinches Sólo los trabajadores con capacitación en el uso apropiado de guinches deben estar autorizados para operarlos. La capacidad de izado del guinche debe estar claramente marcada y ser visible para el operador y los guinches controlados desde la jaula deben estar equipados con dispositivos eficaces de advertencia. Antes de accionar el guinche, los operadores deben verificar que las cadenas o los cables del guinche tengan la suficiente longitud y resistencia para izar o de otra manera manejar la carga de manera segura. En un guinche de cadena, es necesario asegurarse que el gancho tenga un dispositivo de seguridad de manera que si se le da holgura a la cadena el gancho no se soltará. También debe inspeccionarse periódicamente el nivel de aceite en los guinches hidráulicos. Los operadores deben entender que les está prohibido transportar cargas sobre las personas y que deben informar a su supervisor la presencia de cualquier desperfecto del guinche.
Elevadores Los elevadores deben estar marcados con el nombre del fabricante, el número de aprobación emitido por la División de Seguridad Industrial o la declaración de cumplimiento con las normas ANSI B153.1-1974 (o si hubiera sido fabricado después del 8/17/94, el cumplimiento con la norma ANSI B153.1-1990), y la fecha de instalación. Nadie debe estar en el interior de un vehículo que se elevará y para su propia seguridad, los trabajadores deben pararse a un lado del elevador mientras esté funcionando, y deberán asegurarse que las puertas, el capó y el baúl del vehículo estén cerrados antes de elevarlo. La carga debe estar apoyada uniformemente en el elevador y no deberá sobrecargarse la capacidad del elevador. El piso debajo del elevador debe estar exento de aceite o grasa para prevenir peligros de resbaladuras. Es necesario verificar periódicamente los niveles de aceite en los elevadores hidráulicos y deberá ponerse fuera de servicio a los elevadores si existe alguna indicación de desperfectos.

WATER • Is there plenty of fresh, cool drinking water located as close as possible to the workers?
• Is there a plan for refilling water coolers throughout the day?

A contractor with a California license look-ing over the borderlines for business discovers things aren’t always as simple as rumored but having good tools makes the job easier. Another contractor walks a fine line to stay out of ‘hot water’ in Nevada, but we begin with a contractor who must make some ‘true’ or false choices…
Q: I need your help with a Nevada License to install boilers. I am currently a licensed HVAC (“C-20”) contractor in CA. From doing a little re-search, I have found that the equivalent classifi-cation is a “C-21” in Nevada. However, I’ve been speaking with an inspector in Nevada who tells me that I cannot install boilers with the “C-21” class and that I would need to also obtain a “C-1a” (Boilers) license. Is that true?
A: Thanks for your question. If you’re installing boilers for the purpose of heating, or raising a room’s temperature, then the “C-21” will cover you. The statute reads: “The installation, repair, service and maintenance of equipment, devices, machinery, units and related ductwork which use evaporation, refrigeration, boilers or combustion for the control of air temperatures in structures where people live, work or assemble....”
Q: I work for a large company that has several
sister companies. I am currently the Qualifier on my company’s “B” (General Building) license in AZ. My company has requested that I become the Qualifier on our sister company’s Arizona li-cense which is a “C-30” (Finish carpentry). Can I do that and if so, will I be able to waive the exam since I have a General Building license?
A: First of all, Arizona will only allow you to be on more than one license at the same time if one of the following is true: (a) You (the Qualifier) own at least 25% of each company that you are licens-ing, or (b) One licensee owns at least 25% of the other licensee. The fact that the two companies have the same parent company is not enough to satisfy the requirement. Secondly, you will be re-quired to take the “C-30” exam, even though you currently hold a ‘B’ license.
Q: I’m an electrical contractor and I have a li-cense here in CA. One of my customers has requested that I do some work for them in the Tahoe area. My understanding is that there’s a reciprocal agreement between CA and NV that allows me to work in NV if I have a license in CA. Is there anything else I need to do to start work, such as obtaining a business license?
A: While many contractors believe that the re-
ciprocal agreement between California, Nevada, Arizona, and Utah allows them to use one license in any of those four States, it isn’t quite that sim-ple. When doing work in another State, you’re required to obtain a license specific to that State. The agreement generally allows you to qualify for a trade waiver, if you have been licensed for 5 out of the last 7 years in one of these recipro-cal States. You’re still required to take and pass the Management exam and go through their application process. Unfortunately not all clas-sifications are reciprocal. For instance, Nevada and California do not reciprocate for Electrical, Plumbing, or Fire Protection. So as an Electrical contractor you would be required to take the trade exams and show the necessary experience qualification. Reciprocity is a great opportunity for contractors but like all ‘tools’ does require some effort to make it work.

A person with a moderate reaction or heat exhaustion, will have some or all of the following symptoms: excessive sweating, cold, moist, pale or flushed skin, thirst, extreme weak-ness or fatigue, headache, nausea, lack of appe-tite, rapid weak pulse, or giddiness and if not properly treated, the victim may collapse. Anyone with mild or moderate symptoms should be moved to a cool, shaded place with circulating air. They should lie down and, if con-scious, be given small sips of cool water at fre-quent intervals. If symptoms continue, a doctor should be called. In severe cases of heat illness, a heat stroke may result. The victim’s face is flushed red and their skin is hot and dry with no sweating. They develop a severe headache with deep, rapid breathing. They have a very high fever and may become delirious. They may become uncon-
scious, have convulsions, or lapse into a coma. This condition is fatal unless emergency medi-cal treatment is obtained. Immediately call for medical help. In the meantime, get them out of the hot environment. Loosen clothing and pour water over the entire body. Get air circulating around the body. Recognizing the warning signs and symptoms of heat-related illnesses and using preventive and control measures can reduce the frequen-cy and severity of heat illness while increasing worker productivity.

Project Description: The project involves the removal of an existing timber coastal access stairway, concrete foundation block, concrete steps, and timber piles and replacement with stainless steel stairs, stainless steel piles and concrete steps.
Sealed proposals for Bid No. 5158 for the Lower Mesa Lane Steps Replacement Project will be received in the Purchasing Office, 310 E. Ortega Street, Santa Barbara, California 93101, until 3:00 P.M., Thursday, June 21, 2012 to be publicly opened and read at that time. Any bidder who wishes its bid proposal to be considered is responsible for making certain that its bid proposal is actually delivered to said Purchasing Office. Bids shall be addressed to the General Services Manager, Purchasing Office, 310 E. Ortega Street, Santa Barbara, California, and shall be labeled, “Lower Mesa Lane Steps Replacement Project, Bid No. 5158".
The work includes all labor, material, supervision, plant and equipment necessary to complete the removal of an existing concrete stair and timber staircase and replacement with concrete and stainless steel stairs. Each bidder must have a Class A license to complete this work in accordance with the California Business and Professions Code. In addition, each bidder must have experience with construction of a project of similar size ($100,000 and greater) and scope (drilling and pile installation and concrete placement in marine or wetland environment) within the past 5 years. Evidence of this work as well as the name of the construction foreman and the project owner’s contact must be submitted with the bid.
There will be a mandatory Pre-Bid Meeting scheduled for Tuesday, June 12th at 1:30 pm. The pre-bid meeting will begin at the end of Mesa Lane and will include a review of the project site, access to the project site from Arroyo Burro County Park, and the staging area in the Arroyo Burro County Park.

Unlicensed Operators
Like legitimate contractors, unlicensed operators sometimes use advertising to find new clients. Ads without license numbers or with numbers that are not issued by the CSLB are frequently used by the Board to identify sting targets.
The CSLB and other enforcement agencies use two sections of the law—B&P Sections 7027.1 and 7099.10—to take legal action against unlicensed contractors and, on occasion, against licensed contractors who advertise illegally.
If an unlicensed operator advertises as a contractor in a telephone directory, and if an investigation determines the entity doing the advertising is unlicensed, under B&P Section 7099.10 (a), the Registrar can issue a citation for a fine or other civil penalty assessment. The citation will also include an order of correction that requires:

Unlicensed Operators
Like legitimate contractors, unlicensed operators sometimes use advertising to find new clients. Ads without license numbers or with numbers that are not issued by the CSLB are frequently used by the Board to identify sting targets.
The CSLB and other enforcement agencies use two sections of the law—B&P Sections 7027.1 and 7099.10—to take legal action against unlicensed contractors and, on occasion, against licensed contractors who advertise illegally.
If an unlicensed operator advertises as a contractor in a telephone directory, and if an investigation determines the entity doing the advertising is unlicensed, under B&P Section 7099.10 (a), the Registrar can issue a citation for a fine or other civil penalty assessment. The citation will also include an order of correction that requires:
