The slowly but surely growing squattercamponmunicipal landnext toVerwoerd
Drive, Vanes Estate in Uitenhage, is a grow-ing concern to residents from thehighly taxedupmarket neighbouring area.
“I’ve been monitoring the situation for thepast two years. An increasing number ofshacks are being built and extended familiesare settling themselves on the municipal
land,” said Armand du Preez, well-knownbusinessman and resident of Vanes Estate.According to him the contract with the ex-
isting farmerwas not renewed andmunicipalcontracts in the past allowed for emergingfarmers each to have one designated personon a daily basis to keep an eye over their livestock roaming this piece of municipal land.The area concerned is between the Hill-
wacht road and the historic ConcentrationCamp site.“This ain’t emerging farmers, but an
emerging squatter camp. The situation needsto be addressed urgently,” said Du Preez.Councillor Pieter Terblanche said that re-
garding the lease of municipal land and prop-erty, there are currently no official signedcontracts or tenancies in place. This meanseither that properties are unoccupied, or themunicipality receives minimal rent or norent at all.“Themunicipal land alongside theR75 road
towards Graaff Reinet, which stretches up toThe Springs and Amanzi turn-off, is a matter
of concern,” said Councillor Terblanche.“There are several informal settlements on
both sides of the road, with people living inbushes, informal houses and even in cara-vans If there is no contract in place, occupiersof land are actually invading illegally, butfrom the municipal’s side there is no actionto stop people from settling on these munici-pal land.Here are no lawenforcement officersor town rangers taking action regardingmunicipal legislature and by-laws,” saidCouncillor Terblanche. Nursing Sister Pietie Hultzer (nee Smith) passed away peacefullyon Monday, 17 March 15 in the Netcare Hospital in Uitenhage.Sister Hultzer dedicated her life to the nursing of the sick andelderly throughout her career spanning approximately 45 years.
She studied at the Sharley Cribb Nursing College in PortElizabeth where she qualified as a nursing Sister. She workedat the Uitenhage Provincial Hospital for approximately26years.
Qualifying as a Nursing Sister, she also had to lay down theFlorence Nightingale Pledge. The pledge embodies the principlesof practising once profession faithfully and to devote oneself tothe welfare of those committed to one's care. This also sums upthe way in which Sister Hultzer dedicated herself throughout hercareer to those she cared for.
After leaving the Provincial Hospital, she took up the position asMatron at the Rosa Munch Old Age home in Uitenhage. Duringthis time she met John Hultzer a former Uitenhage Mayor whomshe married, after her first husband died years earlier.
She continued working in Old aged homes in Franschhoek(Fleur de Lis), Mosselbay, Knysna and Jeffrey's bay. Aftercompleting relieve work at the Jansenville hospital she finallyretired in 1996.

Sister Hultzer was 82 when she passed away due to respiratory failure. She leaves behind her twosons and a daughter,

This is the comment of Councillor PieterTerblanche regarding the growing squattercamp on municipal land next to VerwoerdDrive, Vanes Estate in Uitenhage.According to Armand du Preez, well-
known businessman and resident fromVanes Estate, he has been monitoring thesituation for the past twoyears and there arean increasing number of shacks being builton the land.

Value of properties affected?He argued that as with serious municipal
matters in the past which fell upon deaf ears,this problem is handled in the same way.“I’ve been requesting for assistance for
months now and am either laughed off or getno reaction from the municipality’s side.“This emerging squatter camp will affect
ratepayers in the near future.“It will affect the value of their properties
and it will have an effect on safety and an in-crease in criminal activities.”He explained that through his involvement
with the local neighbourhood watch, “I’veexperienced that most of the criminals thatwe had encounters with escaped to the neigh-bouring reconstruction and developmentprogramme (RDP) houses or to the emergingsquatter camp to hide amongst the communi-ty.“The municipality’s ignorance regarding
urgent requests to attend to the matter seemsto me like a deliberate delay and excuseto extend RDP houses to this area in future.“If this illegal squatter camp is not stopped
by the municipality, ratepayers from this ar-ea shouldwithhold rates and taxes as little no-tice is taken by themunicipality to rectify thesituation.
“We currentlymight not have anybargaining power,but if ratepayersacross town join for-ces, it might becomea civil power to takenote of,” said DuPreez.Councillor Ter-
blanche said thereare “a lot of uglythorns in Uitenhagethat are not being at-tended to by the mu-nicipality.”Councillor Ter-
blanche requestedan urgent meet-ing together withsenior officials fromthe municipality’shuman settlementsdepartment whichis responsible forvacant land.

“We have received correspondence fromthe Department of Parks senior metro offi-cials that there is no more funding availablefor bush clearing. The funds were exhaustedalready in December 2014.”This statement came fromCouncillor Peter
Terblanche, as there is an increase of Uiten-hage residents reporting service delivery is-sues regarding overgrown plots and the nui-sance with snakes and rats entering residen-tial properties.“It was said that additional funding will be
made available for rough cutting and road-side spraying of both overgrown municipalplots as well as private plots. Not a cent has
beenmade available yet,” said Ter-blanche.The main areas of concern are
properties in Tolbos and BlombosStreets as well as Aalwyn Drive.“Some of the plots have been

TheresaPark inPretoria.Hesays thatpartici-pating in the Ironman changed his life. “It gotme to stop smoking and drinking excessively.I also lost 25kg.”Ross Lutsch, 32, from Arcadia in Pretoria
admits to enjoying life on the couch beforeparticipating in Ironman. He aims to com-plete the race in a “reasonably good time”,and his personal victory lies in losing a thirdof his bodyweight in a littlemore than a year.Luvuyo Bangazi, 38, of Lovemore Heights
in Port Elizabeth tipped the scales at 117kg.In 2013 he volunteered at the Ironman SouthAfrica bike check-in/check-out station. Hesays, “Fromthenon, Iwas fascinatedwith thesport and the enduring spirit of the athletes.I knew then that it was an experience I hadtogo throughmyself asaway tohelpmebattlemy weight. Today I weigh between 75kg and78kg and feel much stronger mentally andphysically. Ironman has given me a secondchance at life.”Louis-Ras Joubert, 35, of Langebaan led an
unhealthy lifestyle and, at 124kg, couldn’twalk to thebus stop.Hedecided toputhimselfthrough training to complete the Ironmanand has completed the race in less than 11hours.
