ADDRESS the R7.8million lost in elec-tricity theft month-ly, cancel sponsor-ing of soccer teamsandothernon-essen-
tial spending and replace non-coreand non-productive employees andpolitical appointments with criti-cally needed staff.
These are among the conditions theDA are setting in order for them tosupport the proposed tariff hikes intheNelsonMandelaMetropolitanMu-nicipality’s Draft Budget.
The budget has to be approved be-fore June 30 as the hikes will come in-to effect on July 1.
According to the draft budget thathas been tabled, residents will have topay municipal increases of double theinflation rate from July.
The proposed increases include13% for sanitation, property rates andrefuse removal, while electricity willincrease by 11.03% (see page 2 for thefull story on the new electricity tarifffstructure).
According to Leon De Villiers, cau-cus leader of the DA in the metro, theyas the official opposition have no op-tion but to accept the proposed in-creases as “themetro’s finances are insuch a sorry state”.
“But we are only willing to acceptit conditionally. The municipality is
spending more than they are bringingin. In the past years the metro has notsucceeded in increasing its revenueand therefore the only option it has isto cut costs,” said De Villiers.
Oneof the first conditions set by theDA is that the metro should addressthe theft of over R47 million in elec-tricity (R7.8 million per month) overa six-month period from July 1 to De-cember 31 last year.
“This huge loss was discovered inFebruary already and to date nothinghasbeendonetoaddress this.Theyex-pect rate-payers to pay more for elec-tricity but are not doing anything tocurb thehuge losses,” saidDeVilliers.
Another condition the DA has set isthat non-essential spending, such asthe sponsorship of soccer teams,sporting events and festivals, must beeliminated.
“How will the metro be able to ex-plain to Walmer residents that theyhave only budgeted R500 000 for theeradication of the bucket systemwhile they pay a team such as Maritz-burg United, which is sixth from thebottom of the log, R750 000 per gamethat is played at the Nelson MandelaBay stadium,” said De Villiers.
According to De Villiers, the metrohas committed R30 million to host theAfcon Cup.
Another condition is the removal ofpolitical appointments and the re-placement of non-core and non-pro-ductive employees.
“We need morecritical
posts to be filled, such as technicalsupport positions in the area of serv-ice delivery, and to make sure thatpeople are employed where we criti-cally need them. We must support ourinfrastructure, such as water andelectricity,” said De Villiers.
De Villiers said that non-produc-tive staff, especially in the traffic de-partment, must be made productiveor replaced.

THE Nelson Mandela Bay Metro Munici-pality will from next month implement theIBT (Inclining Block Tariffs) system incharging their domestic users for electrici-ty.
This will result in people who use more elec-tricity paying more for a kWh-unit of electrici-ty.
According to municipal spokesperson, Ku-pido Baron, the IBT will be implemented fordomestic electricity consumers with both con-ventional and pre-payment meters as from 1
July 2012.Those who use only 350kWh per
month will pay the existing rate, while thoseusing around 658kWh per month will face an11% increase. Domestic consumers using 1 000units a month will see a 21.40% increase intheir electricity bill.
According to Baron, only 10% of domesticconsumers in the Metro are consuming on av-erage more than 660 kWh.
“It will be more beneficial for consumers topurchase their monthly consumption insteadof buying bulk electricity at a higher tariff,”said Baron.

According to police information, a securitycompany responded to an alarm at Style Cityat about 04:00. When they arrived at the shop,they noticed that the front door padlock was

It is alleged that last Saturday at about 00:05 thevictim was walking in Cembu Street, Kameshwhen the four teenagers approached her. Theyasked the woman for money and when she gavethem six rands they overpowered her and draggedher to the back of a house.
“They each sexually assaulted the woman and
then the teenagers (aged 17 and 18 yrs) took her toan empty house where they further sexuallyabusedher,” saidpolice spokespersonLt.Col.Pris-cilla Naidu.
All foursuspectswerearrestedonSunday.Theywere charged with rape, kidnapping and assaultand appeared in Uitenhage Magistrate Court onMonday. The case has been remanded to Wednes-day, 13 June (yesterday) for a bail application.

“Daar lê ‘n geweldige groot verantwoorde-likheid by hondetelers om te help met dieopvoeding en persepsies van mense teenoorhonde en in my geval spesifiek boerboele.
“Voornemende kopers van enige hondmoet baie seker maak dat hy die hond by ‘ngeregistreerde teler koop. So ‘n koper moetook seker maak van die etiek wat hierdie tel-er volg en ook daarop aandring om die‘ouers’ van die hondjie te sien. Wat jy daarsien gaan jy kry,” het Mostert gesê.
Boerboele was die afgelope week weer indie kollig na ’n gru-aanval op ‘n Uitenhagevrou, Heila Greeff, waarna sy haar regter-arm verloor het. Greeff het in Sir ThomasMuir-rylaan op die dorp gestap toe die hondhaar aangeval het.
“Volgens die fotos en beskrywing van diebetrokke hond, kan ek jou sê dat hy nooit onsras-standaard sou gehaal het nie. Dit is oog-
lopend dat hierdie hond van twyfelagtigeoorsprong is,” het Mostert gesê.
Hy sê ook dat die oorsprong van probleem-honde in die algemeen dikwels die gevolg isvan eienaars wat die hond nie reg dissi-plineer, leer sosialieer of voldoende aandaggee nie.
“Dan moet ‘n mens ook onthou ’n hond het’n baie lang geheue. As hy vantevore een ofander frustrasie of negatiewe ervaringgeregistreer het sal die hond dit onthou.”
Mostert is reeds ’n geruime tyd bedrywigmet bewusmakingspraatjies by skole. Hy ensy boerboele is ook ’n bekende gesig by dieKirkwood Wildsfees waar die boerboel-vereniging jaarliks hulle honde skou.
“Dit is my passie dat kinders moet weethoe om met ‘n hond te werk en wat om te ver-my en wat om te doen indien ‘n hond hullesou wou byt. Dit is verstommend hoe minmense oor honde en hulle gedrag weet,” hetMostert gesê.
Volgens Mostert moet ’n mens die vol-gende in gedagte hou indien jou pad met ‘nonbekende hond kruis:
•Moet nie oogkontak maak met ‘n ag-gressiewe hond nie
•Moenie oophande in die lug gooi nie, vir‘n hond is dit ‘n teken van aggressie
•Vermy enige skielike bewegings•Moenie weghardloop nie
Opreggeteelde honde is‘voorspelbaar volgens ras’
Four suspects allegedly involved in an armedrobbery at a business premises in DurbanStreet on Saturday afternoon were arrestedwithin 24 hours by Uitenhage police detec-tives and members from Crime Intelligence.According to police information, the Bil-labong store was robbed by four men at about13:10.
“One of the suspects pointed a firearm atthe employees and ordered them to lie on thefloor. A fight ensued between one of the sus-pects and an employee and the employee man-aged toarrest theman,” saidpolice spokesper-son Lt.Col. Priscilla Naidu.
Four cell phones, clothing, a lap top and acash register were taken. Uitenhage detec-tives received information about the possiblewhereabouts of the other suspects and earlyon Sunday morning all suspects were behindbars.
“Two cellphones were recovered at a cellu-lar shop where they were already sold. Thelap top was recovered at a tavern inKwaNobuhle, waiting for a potential buyer.The cash till was found on a roof top at a housein KwaNobuhle. The firearm a silver Lorcin9mm pistol was found in a dust bin inKwanobuhle,” said Lt. Col. Priscilla Naidu.
All four suspects appeared in court on Tues-day for Armed Robbery.
The Station Commander of Uitenhage,Brig. Leonie Bentley has assured that “Policeare doing everything to root out criminalityand we urge communities to support police inthe fight against crime. We commend thosepolice officials who have committed them-selves to the dedicated safety of our citizensby effecting such speedy arrests.”

An eco hub is about transforming anillegal dumpsite into a sustainablejob creation cluster bygetting the im-mediate community involved andutilizing natural and waste resourc-es from the surrounding area.
The Despatch Eco Hub in Khayam-nandi is a pilot project from theUitenhage Despatch DevelopmentInitiative (UDDI) in conjunctionwith the Department of EconomicDevelopment and Environmental Af-fairs & Tourism and it basically con-sists of a recycling component, tyrevegetable garden section, compostproduction and an indigenous treenursery.
“It’s a pilot project and if it can beself-sustainable it will be to the bene-fit of the community and the environ-ment alike and more eco hubs mightbe established in other areas,” saidMilisa Piko, Acting Marketing Man-ager of the UDDI.
“Through this project we need tochange the mindsets of the immedi-ate residents to take pride in this ecohub and the environment. Also notto dump anywhere, but rather bringitems that can be recycled here. Itcan eventually contibute in the beau-tifying of the area.”
The aim isto reduce ille-gal dumpingby providingcommunitieswith alterna-tive uses forthese publicopen spaces.There are col-ourful desig-nated recyclebins for paper,glass, tins,plastic andgarden waste.
A stalwartand respectedresident from Khayamnandi, Collin
Mama is the on-site supervisor re-sponsible for theday to day activi-ties at the eco huband is supportedby a team of unem-ployed people whoalso hail from thearea.
“It is amazingwhat a differencethis eco hub al-ready has made.Previously peoplewould havedumped any-where, now they
are starting to realize what this is
about. Children enjoy the eco play-park and on weekends couples evenhave their wedding photos taken atthe playpark,” said Mama.
According to Mama they recycleold tyres into “tyre compostors” andthen use the grass and garden wasteto make compost. The compost isthen placed in the “tyre composters”.
“After a few months when the com-post is matured we use it to plant veg-etables and trees. Veggies are plant-ed in ‘tyre garden boxes’ which are
easy to move around.”Future phases include provision
for products (veggies etc.) to be soldto the community to keep the eco hubselfsustainable. It is also in the fu-ture plans to transform it into acrafts hub and farmers marketwhere community groups will be giv-en an opportunity to occupy the cen-tre and be trained in making variouscraft products.

FAD (Families Against Drugs)consists of caring people who dealwith drug abuse on a daily basis. Notonly do they guide addicts, but alsoassist family members or friends inhow to deal with an addicted person.
FAD says: “If your life is out ofcontrol as a result of drugs ask forhelp, you will eventually be in a lotworse trouble if you don’t ask forhelp.”
According to a former addict
speaking at one of the FAD meetings“Onceanaddict itwill alwaysbepartof you. No matter if you have beenclean for 50 years or 5 days. A relapseis just an armlength away. Thereforea support system is of utmost impor-tance to a person wishing to stop us-ing drugs. A person should also fromwithin oneself decide to change andnot to please parents or somebodyelse, because that’s fooling oneself.”
The drug industry is very muchalive in Uitenhage and Despatch.Most parents whose children aredrug dependent are unaware of it al-though they sense behaviouralchanges. Some of the signs of possi-
ble drug abusing include: red eyes,trembling of hands, hostile behav-iour, lack of communication withfamily, dishonesty, avoiding eyecontact, change of friends or becom-ing loners, theft, endless cold symp-toms (sore throat, coughing, sniff-ing) and lack of motivation.

This week the Property Poser panel helps areader whose Home Owners’ Association(HOA) makes unilateral decisions affectingresidents without achieving a quorum atmeetings.
Although the required number of membersare never present, the reader says the HOAcontinues to make changes to the rules of hercomplex.
A HOA is usually found in so-called clusterhousing, says Charlotte Vermaak from ChasEveritt in Nelson Mandela Bay.
“This is when a development is erected ona piece of land with a shared but privately-owned open space for amenities and the like.”
Each owner obtains a separate title deed forhis or her piece of land and there is a jointright of use of the infrastructure and commonfacilities.
“The constitution sets out the guidelines forthe management, operation and maintenance
of the common property, which usually in-cludes landscaping, recreation facilities, pri-vate streets and driveways, outdoor lighting,communal structures and fences.”
Vermaak says the constitution also sets outthe way in which any part thereof may beamended, usually at a special general meetingor at the annual general meeting.
Members of the committee are elected at ageneral meeting of the owners and decisionsare taken by means of resolutions at ensuinggeneral meetings, says Vermaak.
Therefore the solution seems to lie in mak-ing changes to the current committee if it isfelt that the complex is not being run properly,says Rian du Toit from DTS Attorneys in themetro.
