THE Eastern Cape Department of Educa-tion has allocated R1.8-billion to buildschools throughout the province.Education MEC Mandla Makupula said

this was part of improving the standard ofeducation in the province and putting anend to pupils having to travel long distan-ces to get to school.He said the main focus would be on the

rural areas and ensuring that mud struc-tures were done away with.“Our emphasis will be on big schools

with hostels to accommodate pupils,” hesaid.“We are trying to stop the closure of

schools because of low enrolments. If thepupils stay at the school, there is no waythey can leave.”He said rural schools battled with enrol-

ment because peopleweremoving to urbanareas.We need to accommodate a large number

Masualle urged the private sector to getmore involved in the project at the MthathaAirport. “We are expecting more airlines toaccommodate the entire South Africa.”So far there is only one airline operating

at Mthatha Airport, South African Airlinkwhich flies between Mthatha and Johan-nesburg. There is one flight in the morningand one in the afternoon, accommodating86 passengers on each flight.Airport manager Anderson Maduneni

said 80% of the passengers on this routewere business people at present. “We needto rake in more airlines so that we can seemore activity at the airport.”He said that since the death of former

president Nelson Mandela he regularly sawpeople from the United Kingdom, Germanyand other countries, which would also bean economic boost for the region.“I can confirm that our runway is of na-

tional standard and surely after our launchthere will be interactions to add certain

destinations like Durban, Cape Town orEast London. We are in the final stagesnow,” Maduneni said.“We are positioning Mthatha Airport

through a three-phase programme to be apassenger and freight hub, linking road,rail and air transportation and effectivelya gateway to the east of the province,” Tik-ana said.She said the new terminal building had

all the modern electronic surveillance sys-tems for security. By working together theycould make the airport the catalyst for so-cio-economic growth in that part of theprovince, she said.The chairperson of the Mthatha Airport

development team, Dr Somadoda Fikeni,expressed his gratitude to the role playersin the project and appealed to them to sticktogether and take care of the structure ofthe airport inmaking sure it did not becomea white elephant.“The management needs to be improved

A NGQELENI woman accused of planting agun outside theMthathaHighCourt in an en-deavour to assist the escape of her brother,Yandisa Bila, and cash-in transit heist king-pin Sakhumzi Mvoko has been sentenced tofive years’ imprisonment by the court.

Aviwe Bila entered into a plea bargainwith the state to reduce her murder chargeto one of culpable homicide.Attempted murder charges she faced after

her brother and Mvoko shot and wounded acorrectional services officer were changed totwo counts of assault.Bila also faced charges of possession of an

unlicensed firearm and illegal ammunitionand aiding the escape of convicts.The incident in September last year, in

which Mvoko and Bila exchanged gunshotswith correctional services officials outside

the court, left the two accused dead and thecorrectional services officer injured.It also raised concern over the protection

of South African courts.Aviwe Bila was later arrested at her home

After entering the court premises with aheavy guard of correctional officers and traf-fic officers, Yandisa pretendedhewas throw-ing away something in the dustbin, andpulled out the gun from the bin and fired.

Mvoko grabbed a gun from an officer andthe exchange of gunshots ensued.

Both Mvoko and Bila were shot dead inthis incident.Aviwe was sentenced by Mthatha High

Court Judge Fathima Dawood.She was represented by her lawyer, Ma-

thew Mphahlwa.

THE Department of Health has come up witha plan to reduce long queues at clinics in theEastern Cape.

Patients would now collect their chronicmedicines from sites near their homes, de-partment spokesperson Sizwe Kuphelo said.

“Everybody taking chronicmedicationwillnow find it easier to get his or her medicinewithout having to sit in clinics the wholeday,” he said.

Patientswill be screened to gauge if theyareready to fetch their medication from thesepoints.

organiser for the OR Tambo and Chris-Hanidistricts, Zukile Madikizela, said they werehappy about the initiative because it wouldhelp prevent patients from being discriminat-ed against.

“This will be a relief especially for peoplewho at present have to travel long distancesto fetch their medicine,” he said.

The initiative would also help to protect theprivacyof patientswithdiseases suchasAids.

“This is one of the factors which cause peo-ple to default. They are afraid to be seen inclinics fetching their medicine.”

Madikizela said it would still be better forthose tending to default to continue fetchingtheir medicines at the clinics so that theycould be monitored.

MTHATHA women, under the flag-ship of the Women With Vision or-ganisation, have joined hands in anendeavour to build a decent pre-school for the poor children of PolarPark in the town.

This comes after they hosted aChristmas party last year in theboiling hot zinc structure whichhoused the preschool.The school’s 50 childrenhad to en-

dure unbearable cold in winter andheat in summer.The women embarked on cam-

paigns to raise funds to build a de-cent school and persuaded some lo-cal business people to contribute.Last Thursday (August 13), the sod-

turning ceremony took place atthe site.The old structure has already

been demolished by a companycalled Azcon, so construction of thenew building can start soon.“It was not a good sight to see

children suffering under such con-ditions,” Women With Visionchairperson Rashida Mukadamsaid.

She said they had managed toraise some funds by hosting galadinners, but they did not yet haveenough and were appealing formore help to improve the lives ofthe children.The new school will have two

classrooms, ablution facilities, asoup kitchen, a sickbay and accom-modation for caregivers.

MEMBERS of the South AfricanCivic Organisation (Sanco) andcommunity members in Cofimva-ba have accused the Intsika YethuMunicipality of selling landowned by citizens of the town.

Sanco chairman NkosinathiMhlambiso said they had heardlast year that people were going tobe relocated by the municipality,but there was no place for them togo.“We heard that the municipality

had sold this land. People havelived there since the 1980s, butnow the municipality wants themto go away,” Mhlambiso said.He said they had tried to ask the

office of the MEC for Local Gov-ernment and Traditional Affairs,Fikile Xasa, to intervene but noth-ing had happened.This year the municipality had

continued to threaten the commu-nity members and they had endedup protesting because theywantedto know why the municipality hadtaken this decision.Intsika municipal spokesman

Zuko Tshanagana said the issuesraised by Sanco had been resolved

through Xasa.“No chargewas laid against San-

co, but there is an interdictagainst individuals who invadedthe municipal land illegally. It is

A MAJOR housing development is going aheadin Kwa-Ray near Mthatha, despite a war overthe land, the King Sabatha Dalindyebo Munici-pality has announced.

The open land at Kwa-Ray has been the sub-ject of a number of battles between the invadersof the land and the municipality.

The municipality has demolished illegalhouses on the land several times, but the invad-ers rebuilt the houses.

They insist that they will not give up becausethe land belongs to ekomkhulu eHadini undernkosi Gobinamba Ndamase, so the municipali-ty has nothing to do with it.

The Economic Freedom Fighters (EFF) havealso joined the battle, which led to the arrest ofEFF leader Fana Mokoena and other partymembers.

The case between the municipality and Kwa-Ray residents is at the constitutional court.

Municipal spokesperson Sonwabo Mampoza

confirmed this, but declined to comment fur-ther than saying that the land was earmarkedfor housing development.

“We are not forgetting that the project wasfaced with controversial land invasions whichwere politically motivated. That problem hasbeen dealt with through the courts of this coun-try.

“We also understand the situation regardingthis land, but it is clear that it belongs to the mu-nicipality. The invaders never followed theright channels and we encourage them to followformal processes to get houses,” Mampoza said.

Machines are levelling the land and creatingstreets. Sewerage and water pipes have alreadybeen installed.

The show house is near completion and themayor Nonkoliso Ngqongwa handed over thesite last week.

“We have set the very high target of complet-ing 1 300 houses by the end December next

year,” Mampoza said.The project, which is called Project A or May-

dene Farm Extension, is one of the three green-fields projects that the municipality is imple-menting under the Breaking New Ground pro-gramme.

It consists of 1 371 stands for a mixture of RDPgap housing and affordable housing. There areschool sites, clinics, commercial and generalresidential (flats) sites.

In a first for Mthatha, this project will includedifferent types of houses, including two-storeybuildings. Engineering services include water,waterbornesewersandgravelroads.Electricitywill also be connected to the houses. The maincollector road that passes through the townshipwill be tarred.

A WALTER Sisulu University academichas etched her name in history by becom-ing the first black female graduate in thecountry to obtain a PhD in administration.

Tsolo-born Dr Beauty Makiwane, who isalso the first black female with a disabilityto head an academic department at WSU,defied all odds when she obtained her PhDfrom the University of Fort Hare last year.“That day signalled the greatest day of

my life – it will forever be embedded in mymemory. It represented the due benefits ofhard work and dedication,” Makiwanesaid.At just two years old tragedy struck Mak-

iwane when she suffered a severe case ofpolio, leaving her permanently disabledwith a loss of movement in her right leg.

“Although I don’t recall it, I believe thatmoment changed the course of my life be-cause it left mewith a physicaldisability thataffected my lifeimmensely,”she said.There’s a

whiff of just re-wards that en-velopes her re-cent appoint-ment as head ofdepartment – afeat cloaked inhard workwhich can betraced back toher beginningsas a secretary at the university’s Mthatha

campus in 1990.It was six years before Makiwane ob-

tained her first post-school qualification –obtaining her bache-lor’s degree from theuniversity throughthe aid of a study sub-sidy.“I later pursued

postgraduate studies,obtaining my honoursand masters degreesin 1999 and 2001, allthe while still em-ployed as a secretary,”Makiwane said.In 2003 she had to re-

sign her post as secre-tary after the univer-

sity eventually appointed her a part-time

lecturer in the public management depart-ment to conduct evening classes.“At one stage it was the norm for me to

go to bed at midnight preparing for a classthe next day so that it did not take awayfrom my work during the day. I actuallyheld two jobs for the university as secre-tary and part-time lecturer.”Five years later, in 2009, Makiwane

reached another milestone – gaining per-manent employment as a lecturer.Since then, she has had many stints as

an acting head of department before she fi-nally landed the job earlier this year.“Education, the key to success, is accessi-

ble. Knowing my strengths resulted in tre-mendous exposure and opened doors I nev-er thought I could enter. I view my weak-nesses as a tool to face challenges, applyingknowledge, skills and experience to elimi-nate and eradicate them,” she said.

THE Eastern Cape Liquor Board hosted aschools debating competition and dramaabout underage drinking in Mthatha lastweek.

Among the schools which took part in thiscompetition were Ngangelizwe Senior Sec-ondary School, Nozuko Senior SecondarySchool, St John’s College, Mthatha TechnicalCollege, Zimele Senior Secondary School, Ho-ly Cross Senior Secondary School, Zamuku-lungisa Senior Secondary School and ZingisaComprehensive School.

The liquor board says it continues to fightunderage drinking in the impoverished com-munities of the Eastern Cape.Board spokesperson Mgwebi Msiya said

theywere trying to educate people to use alco-hol responsibly.“Wewant to ensure that children are not us-

ing alcohol because this is killing our econo-my. We believe that pupils can play a majorrole in fighting this behaviour,” Msiya said.He said themain aimof the competition and

RESIDENTS of Ugie and the surrounding ar-eas have vowed that they will make the townuncontrollable and bring everything to astandstill.

This follows the deadlock of a meeting be-tween the community and PG Bison manage-ment on Saturday, August 8.On Monday (August 17), the residents

vowed to embark on a massive protest whichwould bring the town to a standstill.The protest by the residents started on

Tuesday, August 4, and since then 10 peoplehave been arrested and charged with publicviolence.Since the commencement of the protest ac-

tion the police have beenworking around theclock trying to control the situation.The road entering the town was blocked

and heavy smoke was coming from the for-ests surrounding Ugie.It is alleged that residents resorted to burn-

ing the forests to express their discontentover the arrest of their colleagues andnot get-ting any response from PG Bison. On Friday

a helicopter worked the whole day trying toput out fires in three forests.The residents accused the company,,

which owns the forests, of violating theagreements made when PG Bison started tooperate in the forests 15 years ago.According to community leader Benet

Meyi, the company promised to create 4 500jobs for local people, include sub-contractsand tenders to be allocated for the local peo-ple, but that is not happening.He said PG Bison had even promised to get

more involved in social activities and buildcentres for community development, butnothing had materialised.Instead, the company had written letters

stating it would terminate the contracts ofsome contractors which had been hiredthere.“It also surprised us that the company is

now demanding to get only local people whohave a Standard 10 education.“In the previous agreements there was

nothing like that mentioned.“We have been trying to meet the company

management to address the issue, but theyshowed no interest in meeting us.

“That is whywe resorted to toyi-toying andwe are prepared tomake this town ungovern-able if they don’t respond to our concerns,”he said.It has been established that the company

promised to give feedback to the communityafter meeting with the board of directors.But Meyi vowed that they would continue

with their protest action until they promised

to respond to their concerns.The residents who embarked on the strike

are from localities including Ugie town andtownship, Maclear, Ngqangqolo, Ncembu,Zabasa, Etrustini, Lunyaweni and parts ofthe Elundini Local Municipality.Express tried several times to get hold of

Themba Siyolo, a spokesman for the compa-ny, but nobody answered his phone.

This was the situation inUgie after a massiveprotest and burning ofpine tree forests in thearea.
