THEMthatha Ratepayers and Res-idents Association are unhappyabout the implementation of the2014 valuation roll by the King Sa-batha Dalindyebo Municipalitydespite a previous resolution thatthe roll must be put on hold untilcontentious points in it be re-solved.

They have also raised concernsover the state of Mthatha in termsof service delivery and lack ofcommunity consultation by boththe KSD municipality and ORTambo District Municipalitywhen there is a service deliveryproject planned for the town.Association chairperson

Mzwandile Majova said the imple-mented valuation roll contained alot of irregularities and the mu-nicipality had inflatedmarket val-ue of the homes.“They used a high taxation or

rate, which can result in ownersgaining nothing on selling theirhouses. Even the banks are far be-hind the rate that is used by themunicipality.”He said the association had com-

plained about this and the councilhad resolved to keep it on hold, butthey were surprised that the mu-

nicipality had continued to imple-ment it without consultation.Reliable sources said that the

roll started being operational onJuly 1.Majova said the association had

written several letters to the mu-nicipality trying to find out the lat-est developments in the rectifica-tion of the valuation roll, but invain.“Wewrote to the KSDmunicipal-

ity and the chairperson of thecouncil and we copied the MEC forLocal Government, Fikile Xasa, and the OR Tambo District Munic-ipality.“In both municipalities, no one

responded. TheMEC gave us a dateto meet and consolidate our griev-ances, but the meeting was can-celled because therewere no stake-holders (from KSD and OR Tambo)in attendance.“Now we are waiting for the

MEC to give us a proper date fornext month.”Majova said that in the meeting

with the MEC and both municipal-ities they needed to express theirconcern again over the state ofMthatha.Among the issues they needed to

put on the table would be the issueof potholes, water cuts, vacantplots which harboured thugs, lack

of consultation and service deliv-ery issue in Mthatha.KSD spokesperson Sonwabo

Mampoza said the council had re-solved on November 28 last year touse the old valuation until end ofJune while considering factors ofthe matter.“We have received a communi-

cation towards the end of March. We made a submission of the re-port to the council with regard tothe latest communique we re-ceived from Xasa reminding usthere was a need to adhere to thelaw. The leadership of the ratepay-ers association were presentedwith the new decision taken in thecouncil. He said it was important to note

that there was a concern on the im-plementation of the valuation rollfrom the side of the ratepayers as-sociation.“The point the municipality is

trying tomake is that it has openedthe doors of communication all thetime in this matter. However, there comes a stage where thecouncil as government has to takea decision and implement that de-cision,” he stressed.Mampoza said the municipality

had put aside R12-million to ad-dress potholes in theMthatha CBDand suburbs.

TWO Eastern Cape pupils from previous-ly disadvantaged areas have been em-ployed by Air Traffic and Navigation Ser-vices (ATNS) in Johannesburg as airportmanagement centre air traffic liaison of-ficers.

Yanga Rodolo (25) from Gqaga villagein Ngcobo and Phelokazi Rorwana (24)from Rode village in Mount Ayliff beganon-the-job training in March after com-pleting a four-month course in February.

The two were part of a group of eightpupils who were awarded bursaries byATNS after applying through the Depart-ment of Transport in November last yearto be trained in aeronautical informationmanagement and air traffic control.

The initiative is part of the EasternCape Transport Department’s efforts tobeef up its aviation operations and to ad-dress unemployment and a skills short-age in aviation.

“I became interested in aviation backin 2008 when my sister took me to see theOR Tambo international airport for thefirst time and I was amazed at what I saw- and today I work in that very same air-port for one of the biggest companies inaviation,” Rorwana said.

“I have learnt a lot and the experiencehas been overwhelming as before now Ihad never seen the inside of a plane. NowI know aircraft types, how to read avia-tion weather and that there are routes inthe sky where aircraft fly like cars ride

on our roads and highways here on theground,” she said.

Rodolo said one mistake could result inmany lives being lost.

“Knowing that I help keep those who flysafe by making sure that I file flying planscorrectly keeps me alert every time I amat my post. It requires me to concentrateas one mistake can be disastrous,” shesaid.

She also had words of encouragementfor people from a similar background tothem.

“To everyone out there, it is not overuntil God says it is. Keep pushing andpraying until something happens andnever give up. Always remember that ifyou want something, go and get it,” shesaid.

The department’s human resources de-velopment director, Linda Bovana, saidthe brilliance and commitment of thesecandidates showed the talent available inthe rural communities of our province. This exemplified that people’s circum-stances must not determine their destiny.

Bovana said the young women in thisprovince were dedicated visionaries whowould stop at nothing to achieve more forthemselves and that they were humblepupils who knew how to deal effectivelywith a once-off opportunity.

MEC Weziwe Tikana said, “Theachievements of Rodolo and Rorwanahave justified the efforts made by the de-partment to transform this industry bybringing in more women, particularlythose from marginalised communities.”

THE Eastern Cape Department of Educationofficially handed over a fully fledged R27-mil-lion school to the community of Slovo Parkin Mthatha West last week.

The construction of Bambanani PrimarySchool was started in 2013 by the EasternCape government in a bid to address an infra-structure backlog in the province. The pupils used to be taught in dilapidatedprefabricated structures which were inade-quate to accommodate them. There was notenough school furniture, and the departmentdonated some.

Department spokesperson MalibongweMtima said this was part of the government’sprogramme to deal with facilities which werenot conducive to education in the schools ofthe Eastern Cape.

He said it would not happen overnight, butthe department wanted to improve the prov-ince’s schools so that pupils would get a de-cent education in proper structures.

The school has an administration blockand combined media and library block.

“We want to uplift the standard of educa-tion in this province,” Mtima said, revealing

that 20 schools were expected to be built inthe province.

Addressing the community after the hand-ing over of the school, the department’s dis-trict director, Themba Dyasi, called on themto take care of this important asset whichwould mould the future of their children inMthatha West.

He said they had already built some schoolsacross the Mthatha district and were lookingto build more schools, particularly in the re-mote areas.

He urged the community to work with thepolice in safeguarding the school and makingsure there would be no criminals to disruptthe progress of teaching and learning in theschool.

Principal Lubabalo Bango expressed hisgratitude to the government for changing thesituation at the school.

He said they had used to teach in structuresbuilt by the community, but that was now his-tory and the new structures would motivateteachers and pupils. They would now beproud to attend classes.

as they were number two. They pocketedR500 000.KSD executive mayor Nonkoliso

give enough support to the team as this isan opportunity for many talented youngboys from the KSD region,”Mnqandi said. The welcoming ceremony was attended

to other cities in the Eastern Cape andthen its demise is not unusual, as Expressestablished. The reason for this was a lackof support and sponsors. It started withBucks and then it was OR Tambo Cosmos, also fromMthatha, which died after its re-location to East London.Blackburn Rovers from Butterworth,
