THISweekend, fromFriday to Sun-day, the Mthatha Heritage Festi-val will take place in various ven-ues in Mthatha with the mainevent, The Jazz Festival, on Sat-
urday, September 20, at the Mthatha Coun-try Club from 2pm.
“The festival is an annual event that hasthe vision of creating a lot of fun, platformsof economic growth and networks for theFormerTranskei to celebrate nationalHerit-age Month and as a tool to showcase its localtalent in style as well as its diverse culturesand traditions,” said festival director, TandoSapepa Nogaga. “This festival is very goodfor the advancement of Mthatha’s profile asa tourist destination and the central town ofthe former Transkei,” said Nogaga.
As South Africa is celebrating 20 years ofdemocracy, the organisers said this year thefestival is going to celebrate 20 years of de-mocracy authentically and in style.
With something for everyone in this year’sprogramme, the line-up of the Jazz festivalconsists of big internationally recognizedstars like Caiphus Semenya, Ringo Madlin-gozi, Sfiso Ncwane, Ntando, Ifani, and Mt-hatha’s very ownSnouxPoswa,BushyDuba-zana, DJ PK, Anger, Master Jam, DJ Martinand many more.

Nogaga said the KSD has now officially in-tegrated the Mthatha Heritage Festival intoits annual “KSDMonth” programme for Sep-tember and the OR Tambo District Munici-pality has adopted this Festival as part oftheir Tourism Month programme.
“This is a unique example of partnershipbetween Local Government, the private sec-tor and the community. Most companies, de-partments and organizations that have spon-sored the festival in the past, are still onboard.This shouldserveasmotivation for theMthatha businesses that haven’t yet joinedthis innovative initiative,” said Nogaga.
Tickets are available at Computicket andat De’leulz International at the Southern-wood shopping mall at R200 each and R500for a VIP ticket. Festival goers are encour-aged to bring their cooler boxes and campchairs.
The programme will start on Friday, Sep-tember 19 at 10am, with a Cultural Paradefrom Mthatha City Town Hall to MthathaCity Hall, an Opening Ceremony at MthathaCity Town Hall at noon, a Cultural Festivalat Mthatha City Town Hall and a HeritageGala, Mthatha City Hall at 6pm.
There will also be a Pre-party at WhatLounge from 10pm.
The Festival will end on Sunday, Septem-ber 21 with a picnic at Nongoloza Car Washfrom noon.

THREE people were killed in a fatal accidentlast Saturdaymorningwhen three cars collid-ed on the notorious R61 between Libode andMthatha.
The R61, stretching from the Umzimvububridge – through the towns of Bizana, Flag-staff, Lusikisiki, Port St John’s and Libode –toMthatha isknown for itshighaccident rate.Apart from the many stray animals and
potholes on this road, residents feel that thehigh accident rate is also due to the non-visi-bility of traffic officers on this route.Arrive Alive’s spokesperson, Tsepo Mach-
aea, said the accident occurred in the morn-ing and that three cars were involved.The accident happened around the Nkau-

THE King of the AbaThembu, BuyelekhayaDalindyebo, has written a letter to the Min-ister of Cooperative Governance and Tradi-tional Affairs, Pravin Gordhan, EasternCape Premier Pumullo Masualle, MECFikile Xasa, National Chairperson for theHouse of Traditional Leaders and EasternCape House of Traditional Leaders Chair-person, Ngangomhlaba Matanzima, re-questing information on the appointment or
coronation and recognition of SiyambongaMatanzima as King of Western Tembuland.
The royal house had confirmed this, stat-ing that the king has reacted on an invita-tion letter sent to him by Chief GwazinambaMatanzima. The invitation was extended toKing Buyelekhaya Dalindyebo, reigningking of the Thembunation, to attend the cor-onation of Siyambonga Matanzima, whichis scheduled to take place at Qamata, Cofim-vaba tomorrow, September 19.
In a letter, the King said the reason for hisshock, follows the recommendation by theNhlapho Commission that the AbaThembuhave one King, namely BuyelekhayaDalindyebo.It was made pertinently clear that kings
who were derecognised would be deemedkings until they had passed on and whereaf-ter, no person shall succeed them as king.In the letter the king also emphasized that
he wanted the appointment letter and certif-icate of recognition for SiyambongaMatanz-ima as a King of West Thembuland.He had also requested a copy of the recom-
mendationsmade by theHouse of Tradition-al Leaders, including theminutes of theRoy-
al family meeting.He also demanded all material and docu-
ments placed before the administrator whotook the decision to appoint and recognizeMatanzima as King.Dalindyebo stated that he demanded such
information to be furnishedwithin 5 days af-ter receipt of this letter, failing which, theking had threatened to approach the HighCourt in search of appropriate relief.King Dalindyebo is currently also in-
volved in a battle wit somemembers callingthemselves members of the royal family,wanting to dethrone him.The matter was argued in court last week
and judgement is pending.

MTHATHA High Court came to a standstilllastWednesdaymorning, September 10,whentwo prisoners, Sakhiwo Mvoko (30) andYandisa Bila (32), opened fire while trying toescape from custody.
The two were arriving in Mthatha Highcourt from the Kokstad maximum prison forthe hearing of one of 17 charges which includ-ed bank robbery, a cash-in-transit heist and
murder.SAPS Communications Officer, Mzukisi
Fatyela, said Bila retrieved a firearm from adustbin while he was pretending to be throw-ing away a take-away container.“Bila took the firearm and pointed it at the
escorting Correctional Services officer whileMvoko took the officer’s firearm,” said Fatye-la.He said the officer, after being disarmed,
ran for cover but they shot and injured him.Shooting ensued between the prisoners, the
SAPS and members of Correctional Services.The two prisoners were shot dead.Mvoko and his crew had been involved in
a spate of criminal activities in the Transkeiregion. This was not their first attempt to es-cape. The suspects had managed to escape onJanuary 2007 from the Ngqeleni Magistrate’scourt, but were later re-arrested on July 2007in KwaZulu Natal.In 2011 they had escaped again from the
Wellington prison inMthatha andwere re-ar-rested in Gauteng in the same year and takento the Bhongweni Maximum prison in Koks-tad, which is considered one of the most se-
cure prisons in the country.“They were kept in Kokstad because of
their escapehistoryandbecause theywere re-garded as most dangerous prisoners,” saidFatyela.He said Mvoko was shot and fatally injured
on the spotwhile Bila died a fewminutes afterthe crossfire.Fatyela said an investigation into the fire-

TEACHERS, academics and researchers inlinguistics were branded “the firstline of de-fence” in South Africa’s endeavours to pro-tect and reclaim a supposedly waning herit-ageby safeguarding its indigenous languages.
This was a heartfelt, passion-fuelled asser-tion made by renowned author and writer-in-residence at the University of the WesternCape, Dr SindiweMagona during her addressat theWSU-hostedAfricanLanguageAssocia-tion of Southern Africa (ALASA) InterimConference which took place in Mthatha re-cently.Looking to closely address the theme at
hand titled “Reclaiming ourAfricanHeritagethrough language”, Magona said the weapon-ry needed to defend and protect an Africanheritage already under heavy duress lay withthose in the education sector – the teachersand administrators.“It is you (linguists) who have the power to
reverse the wrongs that are putting our lan-
guages and culture at risk of disappearingwith the sands of time. Standup against a gov-ernment and society that continues to fail toacknowledge the sacredness of who we areand what we are as a people,” said Mogona.Magona’s address, titled “Zemk’iinkomo
magwalandini! Cry, the beloved language”cast a wide eye on a series of issues that needto be addressed in order for this country tobegin marching in the right direction in ef-forts to reclaim its heritage.She said a number of issues would need to
be addressed with extreme urgency in orderfor the country to reclaim its heritage.“Using language as an instrument to re-
claim our heritage is not something that willhappen overnight. We have to look at our so-cio-economic realities and see how these havecontributed to a people who have no self-re-spect or respect for another anymore.”“We have to look at our government poli-
cies and interrogate whether these talk topreservation of our heritage and respect ofour culture as Africans. We also need to lookat whether we are battle-ready as people to
fight for what is essentially ours,” she saidimpassionedly.Magona’s addresswas preceded by another
thought-provoking talk by leading linguis-tics expert, renowned linguist and founder ofthe Centre for Advanced Studies of AfricanSociety (CASAS), Professor Kwesi KwaaPrah who, on the opening day of the confer-ence delved into the importance of culture inthe development of a people.“Culture in general, language and literacy
are crucial and central to the developmentendeavour. Without our cultures there is lit-tle or no hope formeaningful change for Afri-cans. Imean changewhichwill ensurewe de-velopmentally advance and do not culturallydisappear,” said Prah.

The Minister for the Department of Envi-ronmental Affairs, Edna Molewa, gave thisundertakingwhile launching thePeople and
Parks conference in Mthatha last weekTuesday.Molewa attended the conference along-
side the Minister of Rural Development andLand Reform, Gugile Nkwinti, and spokes-person of the African National Congress,Jackson Mthembu.“People are at the heart of conservation
and environmentalmanagement. They formits cornerstone, its foundation and its build-ing blocks,” said the Minister.
He added that the establishment of pro-tected conversation areas came at a greatcost to indigenous and local communities.“Communities were displaced and dis-
posed of and the People and Parks Pro-gramme is ameansof redressbyacknowledg-ing theexperiencesof these communities andensuring their futureparticipation inand themanagement of these parks,” she said.Molewa highlighted that the government
has invested close onR1 billion throughPeo-ple and Parks related projects.MinisterNkwinti said that nature conver-
sation was without a doubt a national inter-est but that it had challenges.
“It is also a reality of our ghastly past thatthe creation of nature conservation areasfollowed a pattern of land dispossession anddeprivation of livelihoods for the rural com-munities who were on the receiving end,”said Nkwinti.He added that his department fully sup-
ports the People and Parks Programme, be-cause the affected communities were gener-ally not consulted and did not receive anycompensation.He further reminded the conference that
government has re-opened the lodgement ofland claims for a period of five years, endingon June 30, 2019.

THEEasternCapeNationalCouncil of Provinces (NCOP)delegation has called on the provincial department ofHu-manSettlements to address the challenges posed by bene-ficiary absenteeism on its housing programmes.
The delegation visited a rectification project in Mqan-duli where 500 houses built in 2010 will have to be demol-ished. The visit formed part of the NCOP’s ProvincialWeek, where Members of Parliament visit their respec-tive provinces.The Whip of the EC NCOP delegation, Mandla Rayi,
said beneficiary challenges had resulted in fights, pro-
tests and projects. Often houses would stand unoccupiedwhile issues remained unsolved.“The province should be transparent with who it in-
cludes in its projects. People should not be disgruntledto the point of not trusting officials,” said Rayi.He said that another challenge that was underscored
in the province surrounds people who sub-let houses af-ter getting houses meant for indigent people.“In worst case scenarios, other people sell the houses
meant for poor people to foreign nationals,” he said.The provincial Auditor-General representative,
Sithembele Peters, told the delegation that the lack of ac-countability and transparency, the lack of IT systemsandthe poormonitoring of consultants hampered delivery ofservices in the province.He said district municipalities were ignored and did
not accomplish what they were set up to achieve.The Department of Human Settlements was contacted
to get their side on the challenges picked up by the NCOPdelegation.The spokesperson for the department, Lwandile
Sicwetsha, said they would only respond as soon as thedelegation had compiled and submitted a report to thedepartment about their findings.

OWING to under utilisation, developingfarmers are starving, even though the East-ernCape is one of the richest provinces in livestock.
These were the words of Dave Swift of Afri-vet, at an information session with develop-ing farmers in the area that were held in Zix-
holosini Great Place, Ngqeleni on September10. The information session is anannual initi-ative of Cowdens, John Taylor Livestock andAfrivet – companies that specialise in live-stock medication and feed, which seek toequip rural farmers with the necessary farm-ing skills.Developing farmers were educated on an
array of subjects affecting the farming busi-ness, including breeding and birth, business
and animal welfare.Swift described the Eastern Cape as the
richest province in South Africa in as far aslivestock is concerned, but said the farmerswere lacking the knowledge on how to usetheir livestock to earn money and to producecommodities such as food and to provide em-ployment.“If you drive around the province, it is live-
stock everywhere, but the owners of the live-stock know little of how to make a living outof their animals,” he said.He continued to saymost of the rural devel-
oping farmers seemed to breed their livestockfor bragging rights, saying they kept them astrophies while complaining of hunger. “If it
doesn’t produce, sell it.”Farmers and pupils of a local high school,
Dimanda Senior Secondary School, were giv-en an in-depth session which featured thereadiness of livestock for slaughtering, point-ing out signs of illness and suggesting rele-vant medication.A post mortem was conducted on a sheep

THE Congress of the People (COPE) is stillwaiting for the Speaker of Mbhashe Munici-pality, Councillor Mkhuseli Mcotshwa, toapologize about the threats that were madeby ANC Councillors in the Council Meetingheld on September 10.
COPE Councillor Nkosinathi Ndlodakasaid the carrying of fire-arms into a councilmeeting and other dangerous weapons wasnot accepted at all.
“This is utter disrespect for council rulesand a clear attempt to intimidate councillors.We want to know how these people were al-lowed into the council armed despite thepresence of the security in the municipality.We have no doubt that there was a pre-medi-tated plan to cause harm to some of us in themeeting. Remember we attended the meetingnot aware of what was on the agenda and hadno reason to suspect violence,” said Ndloda-ka in a letter addressed to the speaker.
He said they are demanding an apology andan assurance that that kind of behaviour willnot be allowed and will be reported to the po-lice. Failing which they will have no optionbut to organize their own security includingtaking such measures that will be necessaryfor their personal protection.
“We have weapons and we can use them ifthere is a need, but we respect the integrityof public institutions. We are councillors byright and are not in council by mercy of theANC and we deserve to be treated with re-spect. Note, that in the exercise of our rightsand as a preventative measure of the same oc-currence we are taking the matter to the po-lice for their investigations.”
According to the Council Standing rulesadopted by council on December 12, 2011, No37 on page 15 reads:
“The Carrying of weapons by a Councilloror any other attendee (with the exception ofduly authorized law enforcement agencies orpersonnel) at a meeting of council or any ofits committees is strictly forbidden. For the
purpose of this rule, any instrument intendedto inflict grievous bodily harm shall be con-sidered a weapon.
(1) The Councillor or any other attendeefound to be carrying a weapon at a meetingcontemplated in this rule shall be ordered bythe speaker to leave themeeting immediately.
(2) Any Councillor, who leaves a meetingcontemplated in this rule as a result of carry-ing a weapon, shall be considered to have ab-sented him or herself from the meeting with-out an apology.”Express contacted the Speaker of Council-
lor Mcotshwa to find out why the ANC coun-cillors were allowed in the council chamberswith weapons which was against the standingrules of the council and why they were notasked to leave themeeting.No comment couldbe obtained before time of going to print.
No comment could also be obtained from thespokesperson for the Department of Local Gov-ernment and Traditional Affairs, MamkeliNgam to find out what action will be taken byhisdepartment toaddress the issueofMbhashe.

CHILD neglect is an ongoing failure to attendto the wellbeing of the child, meaning thephysical, social, emotional, mental and spirit-ual needs. The neglect of the child may impactnegatively on it’s growth and development.

Below are some examples of is-sues that may cause children to be neglected;
. Child neglect is mostly common in poorhouseholds, though it is also happening evenin well-to-do households. In the poor house-
holds it is commonly characterized by fre-quent hunger in children, and parents neverhave time to cook and bath and spend qualitytime with children. Another sign of neglect iswhen children wear dirty and torn clotheswhilst under the care of adults.
. Children not being immunised accordingto the country’s health standards and takento health practitioners when they are sick, arebeing neglected and their rights are infringedand this may result in ill-health.
. Children who are left alone at home tolook after themselves - this one is common tofamilies where you will find that the parent(s)are working far from home, e.g. the motherworking as domestic worker is staying whereshe works.
You will find that her own children are suf-fering though she is trying to provide forthem. Some parents unintentionally neglect
their children due to unemployment; they areat times compelled to leave them behindwhilst seeking for jobs in distant places. Thisputs children again at risk of being abused asthey are exposed to vulnerability.
. Child neglect is also common in homeswith domestic violence; you will find parentsfight and one of them (usually the mother)runs away for safety and leaves behind chil-dren unattended. Most of the time, fathers areunable to practise household chores whilstthe mother is still away, thus exposing chil-dren to neglect.
. Parents not being well also contribute toneglect, as you will find that when the parentis sick there is no one to take care of children.Instead the children are the ones who aregrappling with taking care of sick parents.Children end up taking care of each other re-sulting in some dropping out of school-childlabour which has a negative-impact future.

Buckled up Teddy bear
Ukuhamba kukubona! Last week we visiteda high school in Ncambele and we met theteacher who was driving with her Teddy bearon the passenger’s seat. Eyona nto that caught
our eye was the size of the teddy bear whichwas like that of a human being and the teachermade sure that her passenger was buckled up.
When we asked the students about the ted-dy bear, they told us that yinto yakhe, everyday when she comes to work she has the teddybear next to her and is always buckled up.
They said even during lunch time, she eatsalone in her car with the teddy bear! Wow,talking about the love of artificial pets. Maybeshe is tired of the staffroom gossip or friendshad let her down and she decided to have afriend who doesn’t gossip nor talk nonsense.
What happened to the respect for theelders
Parents send their children to the Englishmedium school not for them to lose respectbut to learn and be able to face the challengesof life.
But what we saw in Ntabankulu with theVIP’s including journalists leaving before thefinish of the festival was very rude.
What is sad was that it was not at her home
where she did that.What happened? Tell us guys we are listen-
ing. As the other journalists were eating andremembered that their other colleagues camelate and they should be hungry as they calledthem to come and dine with them.
Wow that was when the trouble started thisgirl told them that they should go to the othertent where the community would be servedand when our other colleague was trying toexplain to her that those were journalists.
She started shouting and said, “I am doingyou a favour since I know you stop callingyour friends.”
This annoyed our colleagues since she wasshouting and even when they were also tryingto reason with her but that went down thedrain and the journalists did a noble thingand left without eating. We would like towarn you young girl, if you think since yourfather is a leader he was elected he is not achief so behave. Treat people the way youwould like to be treated. What is worse, youdid this in front of the journalists and radiopresenters yet they know your father.
Next time they need to be auditioned be-fore
The Pondo Cultural Festival in Ntabankuluwas successful but we think that next timewhen they hire sound and choose the Masterof Ceremonies (MC) they should first auditionthem to see what the sound is going to be likeand how the MC is going to handle the pro-gramme. These were the only two things thatspoiled the festival. The sound was very badand I won’t be surprised if they don’t pay forit. It was cutting off when the person was busytalking and when the group was performingon the stage. How can this guy who owns itcan travel all the way from Mthatha to Nta-bankulu with such a bad sound. And the MCmade people to make noise and lack concen-tration as he was not live. I won’t be surprisedif he is a teacher looking at the way he wasputting his finger to his mouth when he want-ed people to stop making noise as he was ina classroom.
He reminded us that advert which used toadvertise the generator ‘No Noise’.
Crime reallydoesn’t pay

MTHATHA’s third movie has been complet-ed and will première next month.
The movie, ‘Away From Home’ is thebrainchild of Cranium Media and it is theirthird release following ‘Zanele’ and ‘Ubomi’.
Writer and Producer Kofi Boateng saidthe movie is now in its final stages of editingand by next month, it will be ready for theawaiting Mthatha fans.
‘HomeAwayFromHome’ is the most antic-ipated movie. Based on the life of a foreignerwho arrives in Mthatha to survive, the up-coming movie has built up excitement fromfans who watched the first two,” said Boat-eng.
He said he had worked with a group of 16characters and 45 extras with some from theprevious movies and others being totallynew talent.
“Our youth from Mthatha are not sup-posed to be relocating to bigger cities to real-ize their talent in acting because the talentI saw from the local youth is marvelous butthey are forced to relocate due to lack of fa-cilities and interest to help,” he said.
The future for Cranium Media is not indoubt. After the release of this movie, theywill be shooting yet another Mthatha-basedproject, a drama series for the Nigerian TV.
Boateng said it is really strange for the lo-cal talent to be recognized by other coun-tries while they struggle locally.
Plans in the pipeline for Cranium Mediaincludes producing comedies, chick flicks,
religious and political stories.‘A Praying Family’ is one of the projects
they will be busy with after they finish withpart two of ‘Away From Home’ movie.
Leading actress Lusanda Kali said themovie is so beautiful and it is somethingthey cannot wait to show to the world.
“We have so much talent in the OR Tambo
region but we struggle to get help from therelevant people and it is such a shame,” saidKali.
A special gratitude has been extended toEbony Restaurant and Dr Tobo for their sup-port throughout the shooting of the movie.
The movie will première on October 11 atthe Mthatha Town hall in the evening and
tickets are available from all Latitha Optom-etrist shops and Glitz salon in Madeira fromR100 only.
DVD’s for the movie and also for the previ-ous two, ‘Ubomi’ and ‘Zanele’, will also besold at the launch.
