She said this during the State of the District Municipality address last week Friday at Dans Lodge. “The municipality is implementing stand alone and sub-regional schemes that will later be integrated into regional schemes, in line with the strategic vision of the municipality on water services,” said Meth. The water supply schemes include the Sid- wadweni scheme, which supplies rural villa- ges in Mhlontlo and Nyandeni Local Munici- palities and the Mvumelwano scheme under the Mhlontlo Municipality, serving more than 7 000 households in Qumbu. The mayor added that the three phases of the Port St Johns regional water supply scheme have been completed to serve the total popula- tion of Port St Johns. “The construction of the dam is currently un- derway and on completion the infrastructure investment in this project would be more than R100 million,” she said. Twenty seven villages in Libode and Ngqele- ni are also to benefit from the construction of a dam to supplement the existing dam in the Mtyu River. Other regional schemes currently underway include Upper Culunca in Mhlontlo, Flagstaff water supply in Ingquza Hill Local Municipali- ty (with an allocated sum of R325 million), Cof- fee Bay water supply in King Sabata Dalindye- bo (KSD) Municipality (more than R110 mil- lion) and Ntsonyini Ngqongweni supply, a multi-year project with a total of R148 million approved budget. Meth said that the Rosedale treatment works would also be extended to the Libode water sup- ply due to water resource challenges in Libode. “The project is expected to unlock potential development in the towns of Libode and Ngqel- eni and the total approved budget for this project is R146 million.” Another project Meth mentioned was that of the Upper Mhlahlane scheme which she said was an old project that entails the supply of wa- ter to a few villages in the KSD municipality. “Due to the good yield of the source and the demand from nearby villages, this project was extended to cover additional villages in KSD’s ward 32,” added Meth. She highlighted that the scope of work in- cluded the upgrading of the existing water treatment works in order to meet the new de- mand from the source with its completion ex- pected in the 2015/2016 financial year. A STATEMENT made by the Zulu King Good-will Zwelithini raised ire among foreign na-tionals who are working and residing inSouth Africa.

Recently King Zwelithini said foreignerswho were involved in criminal activities andthose selling drugs must pack their bags andget out of South Africa, because they were“messing up the country, even with their fakeclothing brands”.

He also publicly announced that he won’tapologize, since he meant each and everyword he said and he had nothing to be sorryfor.

In an interview with Express the nationalcoordinator of the Protection Of Foreign Busi-ness and Citizens, Mkululi White, said state-ments of this nature, instructing foreigners togo back to their countries of origin may fuelviolence and criminal acts linked to xenopho-bia in South Africa.

“We advise King Zwelithini to withdraw hisstatement, as we believe his utterances will

create disunity in South Africa and on the Af-rican continent.” he appealed. White stronglycondemned any form of attack directed at for-eign nationals.

“We support all foreigners who are makingan honest living, complying with our coun-try’s laws and who are respecting our consti-tution. The perpetrators of violence are blindfolded and are a threat to the stability of Afri-ca and to South African economic growth. Wehave our own people who are seizing the op-portunities of democracy worldwide. If thesereckless statements made by our leaders are

. A foreign national was recently gunneddown by unknown men in his spaza shop inthe Mmangweni location. No arrests had beenmade by the time of going to press. It is allegedthat the Somalian man was alone during theattack and he was found dead the followingday. The police were not sure if anything wastaken from the shop.

A POLICE officer who was shot and killedwhile responding to a business burglary inLibode, will be buried this Saturday in hishome locality of Lower Mjika in Tsolo.

Warrant Officer (WO) Mlungiseleli Duku-za (55), who was stationed at Libode SAPS

as Relief commander, was shot dead in theevening on March 24 when he and two oth-er police officers responded to a businessburglary which was in progress. One of theother officers was seriously injured.

The police was allerted about the crimeby a security guard. Upon arrival, policewere shot at by the suspects and Dukuzawas shot in the upper body and later suc-cumbed to his wounds in hospital.

IN its endeavour to intensify the fightagainst widespread irresponsible liquortrading, the Eastern Cape Liquor Board hasclosed down Nomzamo and Tshepzen tav-erns located in Mount Ayliff and MountFletcher respectively.

The areas fall under the Mzimvubu local

municipality. The closing down of the two tav-erns was part of the board’s vigorous campaignto force all licensed liquor traders to complywith the conditions of their trading licences orto run the risk of losing their licences.

According to Liquor Board spokesperson inthe Eastern Cape, Mgwebi Msiya, they will berunning such campaigns throughout the prov-ince. He said the board was extremely con-cerned about the increase in cases of inconsid-

THE OR Tambo District Social FacilitatorsOccupational Health and Safety and Train-ing Consultant Organisation was launchedat the end of last month at the Savoy Hotelin Mthatha.

The event was attended by business peo-ple from all over the OR Tambo region.

The aim of the initiative is to unite andlobby collectively for business opportuni-

ties created in all sectors.Among the issues that were on the table

were challenges facing businesses, such asthe rate and percentage the consultants re-ceive for their services. These consultantssometimes get paid by both the principalagents and by the clients.

The issue of work being given to inexperi-enced people owing to tender corruptionwas also addressed.

The attendees at the launch also raisedtheir concern over work given to foreign

companies at the expense of local compa-nies.

The newly elected chairperson of an ORTambo businesses group, Andile Nontso,said they had decided to work together aslocal business people and to speak in onevoice in order to defend each other frombeing the victims of corruption and kick-backs in order to get work.

He stressed that they would work tire-lessly to ensure that there is no victimisa-tion of business people in the region.

THE great grandson of the late statesman,Nelson Rholihlahla Mandela, was foundguilty by the Mthatha Magistrates’ Court onan assault charge but was acquitted on acharge of pointing a firearm at the complain-ant.

Mandla Mandela’s acquittal by MagistrateNoluthando Conjwa on the charge of pointinga firearm was due to contradicting evidenceby state witnesses.

Mandla, who is the chief of Mvezo and amember of South African parliament, was ac-cused of assaulting and pointing a gun atMthatha high school teacher, Mlamli Ngudle,in a quarrel in Sprigg Street in Mthatha onOctober 5, 2013.

In his evidence, Mandla denied that hepointed a gun at the accused, stating that thefirearm was in a holster around his waist andthat people saw it while the t-shirt he waswearing lifted up during the struggle withNgudle.. During his evidence, he stressed that

he was trying to defend himself while Ngudlewas attacking him, after Ngudle’s vehiclebumped into the vehicle of bankers withwhom Mandla was having a meeting in SpriggStreet where the incident took place.

said there was no need for Mandela to haveassaulted the complainant if he was insultinghim as per his evidence before court.

Ngudle was not in court on Tuesday. Man-dela appeared calm and collected yesterdaycompared to previous appearances when hewas shaking hands and speaking openly withthe people accompanying him.

He was trying to avoid the cameras andturned his back to journalists trying to takehis picture. He was dressed in a smart navysuit, white shirt and tie.

He was accompanied by a large entourageof elders, some traditional leaders from Mve-zo, his wife and his mother, Nolusapho.

His lawyer, Billy Gundelfinger, was alsopresent in court, as was Jongikhaya Busak-we, senior prosecutor for the state.

Magistrate Conjwa postponed the case toJune 2 and 3 for sentencing.

BABALWA NDLANYA

WITH the stormy weather of winter fast ap-proaching, a man from the Matyeba Adminis-trative Area in Tsolo has resorted to sleepingin his toilet out of fear that his two-roomedhouse could collapse at any moment.

In order to make sure he is safe, the unem-ployed Sakhele Msindo (45) sleeps in the toiletwhen there are heavy rains and it is windy.

“I am living in this house with my uncle.

I am unemployed. I only get part time jobs.The situation is very bad, because the housethat I am living in can collapse at any time,”said Msindo.

When Express visited Msindo, he was sit-ting outside the house with a neighbour. Heshowed theExpress reporter inside the house.It was difficult to enter the house, since hefirst had to remove and move around a lot ofthings, including plastic which was used asa door.

Inside the room there was no sign that this

could be a place of residence for people.Msindo said that he was receiving food

parcels, but was worried about the conditionof the structure of the house.

“It is not nice to sleep in the toilet, becauseI can get sick and it smells bad. I would ap-preciate any help to get me out of this situa-tion – before I get sick.”

One resident, Florence Sibutha, couldn’thold back her tears when she told Expressabout Msindo’s situation.

“We are his neighbours, but it is hard for

us to assist, because we are also struggling tomake ends meet. It is very hard to watch himsleeping in this situation and we hope thatthere will be a solution soon,” said Sibutha.

Ward Councillor Xolani Ngoma said thatthere is a ward committee which handled ev-erything in the area.

When asked about Msindo’s situation, Ngo-ma said all the destitute families were knownand they had a list of all of them.

“I am responsible for about six areas and inall the six areas we do have needy people. TheMunicipality don’t provide houses – we de-pend on the Department of Human Settle-ments for houses,” he said.

THE International system of human rightstogetherwith the constitution of the Repub-lic of South Africa as an expression of thedeepest commitment to “ensure” that chil-dren’s rights are realized, require everyparent to register the child immediately aft-er birth.

Registration of a child after birth is notonly a legal obligation for parents, butsomething to which the child is entitled toin order to secure his or her enjoyment ofgovernment services that are necessary fordignified living.South Africa, as a signatory to a number

of international agreements, is bound topromote these rights; namely the right to aname and a nationality.These agreements define the duties of

state parties to the treaty, covenant or con-vention.The right to a name and a nationality as

enshrined in the constitution is of para-mount importance to the survival and de-velopment of the child. In the absence of abirth certificate and/or identity document(ID), the prospects of a child’s development

are slim.The child cannot be enrolled at any school.Furthermore he or she can forfeit the right

to access government services, like child sup-port grants and other forms of assistance.The UCARC has noted with great concern

the growing number of children in many vil-lages who drop out of school owing to the lackof birth certificates and/or identity docu-ments.These children become victims of their par-

ents’ negligence. It had come to the organiza-tion’s attention that more often, the rootcause for lack of birth certificateswas the factthat their parents had no ID’s themselves.Information received from some local

health practitioners revealed that most wom-en do not visit clinics during pregnancy andas a result their babies get delivered at home.This ill-informed decisionmakes it difficult

for them to register their babies at Home Af-fairs, since a clinic card is a prerequisite toapply or a child’s birth certificate.When they get rejected at Home Affairs the

parents sometimes resort to fraudulent activ-ities, like the buying of birth certificates tomake life easier. But when they apply for IDsthose fake certificates become useless as thefraudulent documents are not recognised bythe department.

Nameandnationality, a child’s rightThese challenges, if not tackled head-on at

this juncture, will negatively affect the futuregeneration.It becomes very complicated for the child

to get registered if the mother had no ID be-fore she passed on, especially if there was noperson who shared a surname.Many parents do not take responsibility for

registering their children or themselves foridentity documents owing to a number of fac-tors, including negligence and alcohol abuse.Some factors that contribute significantly

to the absence of identity documents for chil-dren was the conflict among family membersor spouses which result in one partner dump-ing the child with another, without havingthe necessary documentation, like a cliniccard.It becomes a long and tedious process for

the family to successfully apply for an ID forthese children.Parents should take into account the future

of the child in whatever they do, as the child’sfuture lies in their hands.Failure of a parent to apply for the child’s

IN line with government’s efforts to address theshortage of critical skills in the construction sec-tor, the National Home Builders RegistrationCouncil (NHBRC) is currently implementing anArtisan Development Programme in partner-ship with local Further Education and Training(FET) colleges.

About 26 learners from the impoverished ru-ral areas of Mthatha are attending an ArtisanDevelopment Programme at King Sabatha Dal-idyebo FET College thanks to the NHBRC tech-

nical skills developmentprogramme target-ing young people.Speaking about the programme, NHBRC

Training Consultant, Nomthandazo Mkwa-nazi said the NHBRCwasmandated by gov-ernment to trainyoungpeople tobecomear-tisans.“They are currently attending carpentry,

plumbing and building courses from N1 upto N6, focussing on theory and practicallearning. Also, they will be given practicalwork exposure under accredited qualifiedArtisans in order to qualify,” saidMkwana-zi.

She added that the training programme in-cluded soft skills in business managementand emotional intelligence. The duration ofthe training programme is three years, de-pending on learner performance.The tuition fees are fully paid by the

A MAN (33) fromNkelekethe Loca-tion, Teko SpringsVillage in Centanehas been arrestedfor three murders,four attempted mur-ders, three chargesof arson and the pos-session of an unli-censed firearm.

It is alleged thatthe suspect went ona killing spree,armed with a pistoland a knife, at 5amlast Friday.He allegedly first

kicked down thedoor of the home-stead of a man (82)pointed the firearmat him and stabbedhim to death with aknife.He then allegedly

stabbed the daugh-ter-in-law of themanand set their housein fire. From here hewent to two morehomesteads wherehe allegedly pointedthe firearm at twowomen and stabbedthem both to deathwith a knife. Bothwomenwere in theirlate 50’s.Three other wom-

en and a man werealso stabbed in theirupper bodies. Theywere all rushed toButterworth hospi-tal in a serious con-ditions.Anoff dutyButter-

worth Policeman,who is a resident ofNkelekethe Loca-tion, Teko SpringsVillage in Centanewas alerted aboutthe vicious attacks.He rushed to thescene and fired somewarning shots at thesuspect who wasstill attacking peo-ple.The off duty po-

liceman disarmedthe suspect and hediscovered that thefirearm had no am-munition in it.Angry community

members assaultedthe suspect withsticks but the off du-ty warrant officermanaged to con-vince them not totake the law intotheir own hands.ButterworthClus-

ter CommanderBrigadier MbekoSibidla condemnedthe senseless kill-ings. He also praisedthe off duty warrantofficer for his braveactions as it seemslikely that the sus-pect would havekilled more people.Themotive for the

murders and at-tempted murders isstill not clear.The suspect will

appear in the Cen-tane Magistrates’Court soon.

The event was attended by various reli-

gious groups from Libode and Ngqeleni atthe Libode hall.Rev. Surgeon Boko, Deputy Chairperson

for the Nyandeni SACC, said the occasionwas aimed at providing an Easter serviceto those people who would not be able to goto their churches for the Easter weekend.“We know that some people will be at

work on Friday and also on Sunday so wedo not want them to miss out on Jesus

Christ’s seven sayings on the cross, whichis basically the gist of the Easter weekend,”said Boko.He added that theywere also encouraging

unity among all Christians within Nyande-ni, while praying for the municipality’sprogress.Winile Ngaveli from Nyandeni local mu-

nicipality said their municipality was ledby a Christian, Mayor Thoko Sokhanyile,

so their programmes revolved around reli-gions.“Religious groups are our main stake-

holders and we acknowledge their coopera-tion in all our programmes as they assistwith service delivery spiritually and other-wise,” said Ngaveli.Municipal workers, officials from vari-

ous government departments and council-lors attended the prayer.

THE oldest football club in the former Tran-skei, the Thembu Royals FC, is in a deep fi-nancial crisis which is threatening the de-mise of the club if there is no Good Samari-tan who comes forward to save it.

The Club was established in 1955 by theRoyal families ofAbaThembu, led by the lateKing Sabatha Dalindyebo, father of thepresent AbaThembuKing BuyelekhayaDal-indyebo.The Greens, as it is affectionately known

by its supporters, is playing in theVodacomLeague, but is facing relegation for next sea-son as it is sitting at third from the bottomof the league.Express was informed that the club’s

problems started after the death of their di-rector, DZ Dukada.Quality players left the club as they were

not getting paid.Three Royals supporters – Tsepo Nqe-

keto, who is an administrator now, PeleNgombane and Lunga Jijana – came to therescue of the team even though they had nomoney to run the team. They are trying tokeep it playing in the Vodacom league, sothat anyone who is interested in the clubwill get it whilst it was still playing in thisdivision.According toNqeketo they struggle to pay

match officials and do not have money toprovide food for the players or pay for theground they hire for their home matches.“To play away games is a nightmare, be-

causewedon’t havemoney tohire transportor feed our players. For instance – we needto play in Port Elizabeth soon, but we stilldon’t knowwhether wewill have transport.

“Butwhatwe like about our players, is thatthey are not expecting anything and are play-ing for the love of the game only.“Another difficulty is that our players are

still at school. Matches that are played dur-ing the week are giving us problems, espe-ciallywhenwehave to play away. Sometimeswe practice two days aweek becausewe don’thave money to transport the players to andfrom the gym,” said Nqeketo.He said that they had tried all avenues to

rescue the team and have even asked theformer legends of Thembu Royals, but it hasbeen in vain. “We are appealing to any Good

Samaritan to come and run the team and em-ploy his or her staff – we don’t have a problemwith that. We just want to keep this brand andlegacy of AbaThembu alive for the next gener-ation.”He stressed that they don’t need a Good Sa-

maritanwhowill take the teamout ofMthatha,because it is the legacy of the dominant tribein the area of Mthatha.Thembu Royals has a rich history and col-

lected a number of cups during the Transkeileague and even after the demise of the Tran-skei League.During the last season it was the only team

that hosted Premier Soccer League side Mar-itzburg United. The game was played in theMthatha 2010 stadium during the NedbankCup and attracted a huge number of soccerlovers. They unfortunately lost the game 3-1.It is also known for producing legends such

as Thabo Mngomeni, Autor Mjanqeka, KKMaxambela, Zola Wajima Dunywa and manymore. If there is no Good Samaritan for Roy-als it would follow in the footsteps ofMthathaLiverpool which demised in the Vodacomleague and was relegated in the last two sea-sons because of financial problems and notbeing properly managed.
