Motorists entering Mthatha always have to dodge potholes, resulting in Mthatha being dubbed the “capital city” of potholes. Ngqongwa, however, has vowed this will soon be something of the past because the mu- nicipality intends to deal with the problem di- rectly and restore the dignity of the town. The mayor was speaking at Norwood 2nd Avenue (ward 8) during the launch of the in- frastructure pothole-patching programme in all urban wards of the municipality. A total of 100 people, who received rigorous training, have been employed to take the project to completion. The areas expected to benefit include Nor- wood, Northcrest, Hillcrest, Southernwood, the Mthatha CBD and all the urban areas sur- rounding the town. Ngqongwa said they were not only looking at eliminating the potholes but also ensuring that street lights were functioning properly and aiming to clean the streets throughout Mthatha and surrounding areas. “Research revealed that the roads of this town are more than 30 years old and that is why we included them in our Vision 2030. “We don’t have a time frame, but we will stop when all the areas have no potholes.” She said they were also aiming to improve the roads in all rural wards.     MNQUMAmayorBabaGanjana has given as-

    surance that the swimming pool in Butter-

    worth will be complete by December.

    Themayor fleetingly touched on the pool is-

    sue during his state of the municipality ad-

    dress last week.

    The pool is built in partnershipwith theDe-

    partment of Sport, Recreation Arts and Cul-

    turewith the aimof promoting a healthy lifes-

    tyle.

    The pool has been in the works for seven

    years now.

    Department spokesperson, Andile Nduna

    said problems with the construction compa-

    nies hired to work on the project were a cause

    of the slow progress.

    The Butterworth swimming pool project

    was first awarded to Mlonyeni Construction

    Company onOctober 11, 2010, and in July 2011

    the contractor was expelled due to severe

    challenges it had inmeeting its obligations in

    finishing off this project, he said.

    Their failure to finish this important

    project was due to poor performance, severe

    cash-flow problems and contractor staff is-

    sues.

    These delays affected the timeous comple-

    tion of the project, Nduna said.

    He said the department had employed an-

    other contractor, who absconded without fin-

    ishing the project.

    He said the department through its imple-

    mentation agency, the Coega Development

    Corporation, was now dealing with the legal

    implications of this.

    Nduna also said the department had put

    aside R11-million for the completion of the

    project. The budget has jumped from an ini-

    tial budget of R7-million.

    Many in Butterworth said they had lost

    hope that the swimming pool would be fin-

    ished. During an initial inspection by the Ex-

    press, no work has been done to the pool, but

    during another visit two weeks ago, some

    work was being done at the site.

    THE Eastern Cape Development Corporation

    (ECDC) has spent R736 000 preparing for opera-

    tions at aR200-millionquarryaggregatemine in

    Indwe, 120km outside Queenstown.

    The ECDC spent the money on geo-tech sur-

    veys, drilling and laboratory testing, environ-

    mental impact assessments and authorisation,

    miningworksprogrammedevelopment,sitelay-

    out plans, business planning and financialmod-

    elling, as well as market off-take negotiations.

    This operation presents investment opportu-

    nitiesas it still requires someR200-million to ful-

    ly equip it.

    Themine, which sits on some 1 000ha of land,

    has hired equipment, worth about R150-million,

    whichincludesmachineryandearth-movingve-

    hicles.

    ECDC chief executive officer Buhle Dlulane

    said the mine had secured two off-take agree-

    mentsandwasalreadynegotiatingasupplycon-

    tract with a local municipality for 1 500 RDP

    houses and several companies in road construc-

    tion.

    Subsequent off-take agreements and con-

    tracts will be financed through the ECDC, Dlu-

    lane said.

    The plan is to gradually expand operations

    and supply capacity beyond the 200ha the mine

    currently occupies and to use the available land

    for additional production capacity, he said.

    The ECDC is also pleasedwith the initial ap-

    proach by Blue Crane Resources and Minerals

    directors Sydney Stina andMcebisi Limba,who

    foundthe Indwesiteand identified itascarrying

    quarry aggregate.

    Although locatedonaprivate farmownedby

    Willem Stapelberg, Blue Crane Resources and

    Minerals, with the help of the ECDC, has suc-

    cessfully negotiated a partnership agreement

    with the farm owner, Dlulane said.

    McebisiLimbasaid theBlueCraneminespri-

    mary focuswas on supplying standard concrete

    stone products, crusher sand, specialised road

    stone and base course products, non-standard

    rock and crush products.

    Hesaidinaddition,BlueCranewasinvestigat-

    ing other products such as sand (building, river

    and plaster sand), ready-mix concrete, sabhun-

    ga, as well as bricks and blocks.

    He boasted that themine had already secured

    an in-principle agreementwith the companyap-

    pointed by the South African National Roads

    Agency (Sanral) to build the road betweenElliot

    and Barkly East and another road from Indwe

    toUgieandMaclearwithaggregates running in-

    to tens of millions of rands.

    The company currently employs 40 people

    sourced from the local community and intends

    to increase the number once the off-take agree-

    ments that are under negotiation have been

    signed.

    AN abandoned, roofless house in Jejane

    Street in the Police Camp,wheremost of the

    police officials stay inMthatha, has become

    amenace to theneighbours becausemental-

    ly disturbed people use it as their home and

    addicts also use it as a hiding place when

    they use drugs.

    People passing by the house try to avoid

    the alleged aggressive mentally disturbed

    people and drug users.

    Thehouse burneddown in 2008, but itwas

    never rebuilt and later its owner died.

    The water pipes were not affected as wa-

    terwas pouring into the neighbouring prop-

    erties.

    The neighbours reported the matter and

    water pipes were bent to stop water coming

    out.

    This has led to huge blasts of water when

    the pipes give way, again affecting the

    neighbours.

    The most-affected neighbour is Thobeka

    Qina.

    She said it was difficult to park her car

    in the yard because it got stuck in themud.

    And she said she did not knowhowmany

    times she had been chased by the mentally

    disturbed people.

    Even the grass cutters refused to cut the

    long grass inmyyard as the grass is always

    wet, which may damage their machines,

    Qina said.

    She said she was afraid because now her

    rooms were also always wet and the house

    was starting to crack.

    There is no winter or summer season

    the water is always running in my yard.

    I dont knowwhy they dont stop thewa-

    ter from the main pipe.

    We always complain about the scarcity

    of water, but there are these leaks which

    run for years without being attended to,

    she said.

    She said she had reported thematter sev-

    eral times to therelevantpeoplebut invain.

    Attempts to get comment from those re-

    sponsible for thecleanlinessatPoliceCamp

    were fruitless.

    RESIDENTSofHighbury inMthatha say they

    have had enough of their incompetent ANC

    leaders.

    The community clashedwith the police last

    week over the demolition of houses and

    shacks in their area after a court order was

    obtained by the Department of Correctional

    Services.

    Fencing and a few houses next to Welling-

    ton Correctional Services were demolished.

    The residents are accused of illegally build-

    ing on the land.

    However, the irate residents claim the land

    they were evicted from is theirs and that they

    have every right to build houses there.

    Bongekile Mlotywa said when correctional

    services employees came to destroy the hous-

    es they had shown them a court order from

    last year which said nothing about demolish-

    ing houses.

    They just came here with police and

    showed us they have a court order and that

    court order is from last December.

    It says nothing about demolishing houses.

    The order was about not building on the

    land, she said.

    Nosakhele Mangcoya said the land was

    rightfully theirs and the correctional services

    facility was built on their land.

    They are telling us not to build houses on

    our own land.

    These people just showed up and de-

    stroyed houses without showing us some-

    thing giving them permission to do so, she

    said.

    The residents said they were tired of their

    leaders not bothering to come to their rescue

    during the demolition.

    They said their councillor, BongiweMamo-

    za, did not care about her community.

    They said she and others in themunicipali-

    ty were the reason theywould not vote for the

    ANC in the upcoming local government elec-

    tions.

    Its bad for them that they were doing this

    when Malema was here last week. We will

    never vote for them when they treat us like

    this, Mangcoya said.

    Regional Correctional Services Depart-

    ment spokesperson, Zama Feni, could only

    say the land belonged to the department and

    the process of evicting people had long been

    with the court.

    He said he could not give further details

    about the demolition, but a court order had

    allowed the department to demolish the hous-

    es built on the land.

    Ward 12 councillor BongiweMomoza could

    not be reached for comment.

    A MAN of God was called to chase the alleged

    evil spirits that cameovera child at the Ikhwezi

    Lokusa Special School who suddenly started

    crying out loudly for no reason.

    Instead the man of God was suddenly over-

    whelmed when during a prayer more children

    apparently started showing this bizarre behav-

    iour.

    Some of the children were reportedly having

    odd conversations that included those about

    death.

    An employee at the school, who declined to

    give his name, said: One child was overheard

    saying someonewas telling him to drink blood.

    Another was mentioning things like he didnt

    want to enter the coffin.

    The school staff said the pastor couldnot han-

    dle it whenmany children started showing this

    odd behaviour.

    WhenMthatha Express arrived at the school,

    the children could be heard screaming and

    some refused to follow any form of instruction

    given to them.

    The pastor and the principalwere in the staff

    room at the time, while a few staff members

    were trying to calm the children.

    The principal said they believed there was

    some sort of evil spirit possessing the children,

    but denied that the pastor had been called to

    pray for that specific reason.

    He said the pastor was there for a regular

    school prayer.

    The pastor was just here to pray like we al-

    ways do.

    Butwhen he started prayingwe started see-

    ing this behaviour from the children, he said.

    Staffmemberssaid,however, theydidnotun-

    derstand why the principal was hiding the fact

    that thepastorhadbeencalled specifically over

    the odd behaviour of the children.

    The principal said it was the first time they

    had seen this sort of behaviour at the school.

    He said they believed evil spirits were possess-

    ing the children but did not reveal what the

    school would do to deal with this. He said the

    school governing body would decide what fur-

    ther steps should be taken.

    THE Ngcobo Regional Court has sen-

    tenced Yanga Tolbadi, 28, to 15 years im-

    prisonment for murdering his older

    brother, Kunene, in August last year.

    The murderer stole wool from the

    neighbourhood and hid it at the home he

    shared with his brother at Masonwabe

    Township in the district of Ngcobo.

    When he could not find the wool, he sus-

    pected his brother of having stolen it.

    He confronted his brother about the dis-

    appearance of the stolen wool, but his

    brother denied any knowledge of the

    wool, which angered the killer.

    He took out a dagger, stabbed his broth-

    er once in the upper body and packed his

    clothes and ran away.

    The police caught up with him, howev-

    er, and he was arrested with the dagger

    still in his possession.

    Yanga pleaded not guilty, claiming he

    had stabbed his brother in self-defence as

    he had been cornered against the fence at

    their home and there was no one to help

    him.

    However, prosecutor Loyiso Methuso

    led evidence of an eyewitness and present-

    ed statements made by the murderer dur-

    ing his arrest and the results of the post-

    mortem.

    The court was critical of the killers evi-

    dence as he was exposed to be a dishonest

    witness during cross-examination and his

    evidence was rejected.

    THE much-anticipated Boxer Youth Lead-

    ership Programme 2016 got under way at

    the end of March.

    Pupils between the ages of 16 and 18 from

    around South Africa and Swaziland made

    their way to Durban, where an adventure

    awaited them.

    This was an all-expenses-paid trip, in-

    cluding five nights accommodation,

    meals and beverages and tons of activities,

    all of which were sponsored by Boxer.

    Each year Boxer offers a number of pu-

    pils the opportunity to experience new

    things, expand their knowledge, express

    their opinions within a controlled and safe

    environment, as well as explore new pla-

    ces, which may have seemed unattainable

    prior to this youth initiative. Youngsters

    from across the country and beyond have

    become very aware of the positive impact

    attending such an initiative has on an indi-

    viduals life.

    This is one of the main reasons so many

    pupils enter to be part of the Boxer Youth

    Leadership Programme.

    Pupils were requested to submit a 500-

    word essay about which singer or music

    group inspired them and why.

    Each essay received is read and judged

    according to strict critera and ultimately

    the top essays are selected.

    Lawrence Lwanga, from Queenstown,

    was one of the lucky pupils selected to at-

    tend the 2014 Boxer Youth Leadership Pro-

    gramme.

    He said that attending that camp had

    changed his life and had allowed him to

    dream big and believe that he could

    achieve anything he set his mind to.

    Today, Lawrence is a student at the Nel-

    son Mandela Metropolitan University,

    studying towards a law degree.

    We were so proud to invite Lawrence

    back to the Boxer Youth Leadership Pro-

    gramme 2016 to share his inspirational sto-

    ry with this years learners, Boxer

    spokesperson Prenella Ragavan said.

    Boxer aims to empower the youth of to-

    day.

    Sometimes kids need to be reminded

    that they have the ability to achieve their

    dreams despite the challenges they may

    face and, through the Boxer Youth Leader-

    ship Programme, this is exactly what we

    achieve year on year.

    tunate children, to supply food parcels.

    A REPORT about

    an elderly Qunu

    man, Mvuthuza

    Khovana, who was

    sent home to die by

    the Mthatha

    Hospital has

    brought back the

    past agonies of

    many people who

    read it.

    Since the report

    was published on

    the front page of

    Express, the offices

    of this paper have

    been inundated by

    phone calls, emails

    and letters from

    readers for whom

    the story brought

    back bad memories

    of their experiences

    at the complex.

    Some said they

    had lost their loved

    ones even though

    they thought they

    would be saved by

    the hospital, but due

    to a lack of care

    they had ended up

    losing their lives.

    Khayalethu Fana

    of Nxakolo location

    in Qumbu said the

    report had torn his

    heart apart and

    reminded him of the

    situation he had

    faced when his

    father was admitted

    to the Nelson

    Mandela Academic

    Hospital.

    His father had

    been admitted for

    diabetes and high

    blood pressure.

    My father passed

    away in that

    hospital under no

    supervision, care or

    any medication.

    He said his father

    had spent three

    days without

    medication and on

    day four he had

    been put in a

    secluded ward and a

    frozen drip had

    been taken out of

    the refrigerator and

    put in his foot.

    The doctor who

    admitted my father

    asked my particu-

    lars, and when I

    asked why she said

    she wanted to phone

    me when my father

    was dead.

    What kind of a

    question was that?

    She was not giving

    us any hope.

    On day six after

    my father was ad-

    mitted I got a call

    that he had died.

    He said he had

    written two letters

    of complaint, but

    had no response.

    Several attempts

    to get comment

    from the hospital

    were fruitless.

    The protest took

    place on the R61

    between Phakade

    and Magusheni in

    Maxesibeni,

    formerly known

    as Mount Ayliff.

    Residents of two

    localities, Si-

    phethu and

    Sikwatini, which

    fall under the

    Ntabankulu

    Municipality,

    blocked the R61,

    demanding that

    their villages be

    electrified.

    It is alleged that

    Vuyani Maph-

    ompo and Mthu-

    thuzeli Ngezana,

    both from Si-

    phethu, were shot

    by the police.

    Express has

    learnt from

    reliable sources

    that one man was

    shot in the

    stomach and the

    other had a bullet

    wound in the

    chest.

    Provincial

    police spokesper-

    son Colonel

    Sibongile Soci

    said the SAPS

    would co-operate

    with the Ipid

    investigation.

    She said protest-

    ers had attacked

    police who

    rescued occupants

    of a taxi from

    being assaulted

    by an angry

    armed mob

    during the

    protest.

    She said Ipid

    had been called to

    the scene and

    would take over

    the investigation.

    Ipid have

    confirmed that

    they are investi-

    gating the matter.

    Acting national

    spokesman Robbie

    Raburabu said

    they were taking

    the matter very

    seriously.

    league, against Maclear outfit

    Ngcele at the weekend.

    Ngcele defeated Comrades

    5-0 in their own back yard at

    Msobomvu Stadium on Satur-

    day afternoon.

    The game started with both

    sides playing good rugby, but

    the visitors controlled almost

    the whole 80 minutes.

    Ngcele scored the only try of

    the match in the second half.

    Comrades have lost two of

    the three matches they have

    played and won one with soft

    points.

    Msobomvu is at the bottom of

    the list of the seven clubs that

    are contesting the Border first

    division league.
