THE Department of Health will be distribut-ing 167 ambulances and forensic vehiclesthroughout the province to fast track servicedelivery.

The official hand over by Health MEC DrPumza Dyantyi took place at Tsolo junctionrecently.

Dyantyi said the Department of Health is

planning to respond to cases within no morethan 40 minutes.

“We want to change the norm of patientshaving to wait for ambulances or forensic ve-hicles and limit it to a reaction time of nomore than 40 minutes, while taking into con-sideration the challenges of roads in our ruralareas,” said MEC.

She added that jobs have also been createdthrough this programme.

“More than 500 staff members have been re-

cruited to manage these ambulances. To en-sure that these ambulances are not subjectedto any sort of abuse, tracking devices havebeen fitted,” she said.

Tsolo resident, Sizwe Mlungwana, said hehoped the additional ambulances would helpease the situation as many people have actual-ly died while waiting for ambulances.

“Getting an ambulance was a hassle, espe-cially for us in rural areas.

“Many times you will be told that the ambu-

lance is still attending to another case in anarea far from yours. From there they come toyou with the other sick patient in the ambu-lance who might die on the way to hospital,”said Mlungwana.

Health spokesperson Sizwe Kupelo said theambulances would improve the quality ofemergency services in the province whichhas been getting negative publicity due to de-lays in the transfer of patients as well as de-layed response times to emergencies.

THE King of AbaThembu, King BuyelekhayaDalindyebo, has declared that WinnieMadikizela-Mandela is according to customthe rightful head of the late Nelson RolihlahlaMandela’s homestead in Qunu.

This despite the divorce between her andthe late former statesman.

Buyelekhaya statedthis during a media con-ference held in BumbaneGreat Place in Mthathalast week.

The King’s utterancesfollow a letter written byMadikizela-Mandela’slawyer to one of Mande-la’s estate executors, chief justice Dikgang Mo-seneke, claiming thatNobandla – which isMadikizela-Mandela’smatrimonial name –should be the rightfulhead of Mandela’s home-stead in Qunu togetherwith her children andgrandchildren. Duringhis address the king wasaccompanied byMadikizela-Mandela’slawyer, Mvuzo Notyesi. Dalindyebo

said that even though they were legally di-vorced, the status of the marriage remainscustomary, because during their divorce theMandela family were never approached aboutthe matter. Therefore, according to the cus-tom, Nobandla is still Madiba’s wife unless le-gal changes were made during the divorce.

The first wife of Mandela, Evelyn, remar-ried and was buried with her new husbandmaking her not eligible as head of the home.Dalindyebo said, according to custom, evenEvelyn’s children belong to Nobandla.

“And mum Winnie will be buried at

Madiba’s place because she is the head ofthat family,” said the king.

Dalindyebo revealed that in 1989, Winnierequested a plot from him and after confer-ring with the elders, handed the plot to Win-nie. When tata Mandela was released fromprison, he visited the plot and was satisfiedwith it.

“So I support mum Winnie one hundredpercent. She is on track and she has no com-

petition,” said Dalindye-bo.

He lambasted a com-ment of Chief DaludumoMtirara who recentlysaid Winnie Madikizela-Mandela was no longerthe wife of AbaThembu, claiming he was speak-ing on behalf of Royalfamily.

“They are trying todrag ‘pumpkin politics’into family matters, mis-leading people. Theytake advantage of thismatter even though theydon’t understand thedepth of it. They are con-fusing the public. Withregard to the issue ofNobandla. I’m ready tocooperate, because I

know what went on from the beginning,”concluded King Buyelekhaya.

Madikizela-Mandela, who was the formerstatesman’s second wife for 38 years, was leftout of Mandela’s will, which was released inFebruary following his death on December5, 2013.

Madikizela-Mandela’s legal team is confi-dent that they would win the case and theywill be gathering all the facts from the Kingin support of their claim. Moseneke report-edly acknowledged receipt of the letter andsaid the claim would be discussed tomor-row.

THE King of AbaThembu BuyelekhayaDalindyebo, has stated publically that he feelsthreatened following the revelations that hedefaulted on the orders or conditions of hisappeal application.

Dalindyebo was addressing the media at his

residence, Bumbane Great Place, in Mthathalast week.

He got emotional during the media confer-ence while talking about his fear of being ar-rested.

He confirmed that the National ProsecutingAuthority (NPA) had issued a warrant for hisarrest, but that the registrar in the MthathaHigh Court was refusing to sign it.

“Solemnly, I am shaking and feel threatened, because if I am arrested my bail will be re-voked. Even though they said the default is onmy side, I believe my appeal is in order. I mademy application to the registrar in the EasternCape, but they did not forward it to the Su-preme Court of Appeal.”

He said he is prepared to follow all measuresthe court is instructing him to follow, because

he does not want to be regarded as a default-er. “There may be consequences for it beinglate, but it is not a default on my side,” hesaid.

Dalindyebo was convicted of 10 counts ofculpable homicide, arson and kidnapping in2009 and was sentenced with an option to ap-peal, which he did against his convictions inthe Supreme Court of Appeals.

AFTER five years of not being able to move out-side his house, a man from Chris Hani in Mt-hatha will at last be able to come out and enjoythe sunlight.

Damkok Nobhula was unable to leave hishouse after his motorised wheelchair brokedown in 2010 and he had no money to send itfor repairs.

Last week the Association for Persons withDisabilities (APD) came to his rescue by donat-ing a new wheelchair to replace the brokenone. The handover took place at the offices ofAPD in Khwezi Township.

Damkok became paralysed after he was shotduring taxi violence in Libode. He was a con-ductor of a taxi.

He was injured in the neck and shoulder andspent three years in hospital. The injury alsoweakened his hands so he was unable to oper-ate a manual wheelchair. This is why he wasgiven a motorised wheelchair.

“When my wheelchair broke down it was dif-ficult to use it manually, since it was not de-signed for that,” said Damkok.

His sister was unable to assist him with leav-ing the house and as a result, he was forced tostay in the room. Before it had broken down,he was using his motorised wheelchair to col-lect his government grant.

APD chairperson, Zekhala Qweta, said theyhad heard about the hardship of this man anddecided to do something.

“After hearing about the battle of this manwho has been staying in his room since 2010,we appealed to the Rachel Swart Fund inRondebosch to donate a motorised wheelchairto help this man. We really appreciate theirpositive response, enabling us to help him,”said Qweta.

He called on other local business people tofollow in the footsteps of this fund and help thedisabled. Qweta also urged other people withdisabilities around the OR Tambo region to vis-it their offices in order to get help.

Damkok was over the moon after receivingthe new wheelchair. “I really appreciate thatGod prompted other people to feel my pain andto come to my assistance. Now I can movearound to wherever I want to go and the battleis over. I don’t know how I can express my ap-preciation to these people,” said Damkok.

At last Damkokwill be able tomove out and about

THE King Sabata Dalindyebo Municipalityin partnership with the Provincial Depart-ment of Human Settlement, last week an-nounced contractors to build RDP houses atDosi Village and Maydene Farm.

KSD Executive Mayor, Councillor Non-koliso Ngqongwa, said she was very happyabout these developments and that it was abig milestone for her municipality.

“I am so thankful to the Provincial Depart-ment of Human Settlements for providingR14 million for the building of houses in Dosiand R85 million for construction work atMaydene Farm,” said Ngqongwa.

She said projects like these killed two birdswith one stone, because people would get de-cent shelters and some of them would get jobopportunities when the houses are beingbuilt.

“It is our mission to ensure that the dignityof our people is restored by building them de-cent homes,” said the Mayor.

A total of 429 houses will be built in Dosilocation. Of those, 379 will be built by BNNConstruction, while 50 will be built byUnique Construction.

At Maydene Farm, 969 houses will be recti-fied and rebuilt after they were found to bedefective. Another 80 houses will be built forbeneficiaries who didn’t get their housesduring the first roll-out of houses. This addsup to 1 049 houses for Maydene Farm.

The construction in both these areas willcommence on September 1. The Dosi projectwill take a year to be completed whileMaydene Farms is scheduled to be complet-ed within 30 months.

Each house will have four rooms – two bed-rooms, a dining room and kitchen.

It will also have roof tiles, plastered wallsand free electrical wiring. Maydene Farmhouses will also have showers and flushingtoilets. According to Edmond Venn, HumanSettlement Regional Director, the benefici-aries who made alterations to their houseswould not be considered for this rectificationat Maydene Farm.

Dosi resident, Gogo Jongiwe Mgolombane(74), who lives in a flat riddled with cracksand a leaking roof, will be the first personto be built a house by BNN Construction inSeptember 2014.

Gogo Mgolombane who lives with her twograndchildren saw her two houses turn todust after flood damage in April 2013.

SINCE the establishment of municipalitiesafter the 1994 general elections in SouthAfri-ca, there has been an outcry over the lack ofproper communication from the municipali-ties to the different media institutions in thecountry.

Even the flow of communication from mu-nicipalities to residents has been ques-tioned.The differentmedia institutions have been

raising this concern for a long time wherebythe spokespersons of themunicipalitieswerelashed for being unable to communicate orprovide the information required before thedeadlines of that particular media house.During a meet and greet communication

sectoral dialogue at theMthatha SavoyHotelrecently, the deputy minister of communica-tion, Stella Ndabeni-Abrahams, admittedthat there was a lack of communication flowin all the municipalities. The dialogue was between communication

officers from 7 local municipalities of the OR

Tambo District Municipality, OR Tambo’sacting communication head, Phendule Mbe-wu, and local media institutions.Ndabeni-Abrahams said the communica-

tion officers do not sit in management meet-ings, whichmade it difficult for them to gath-er and convey proper information about theinstitution or municipality. When they hadto respond, they had to first go and consultwith the relevant persons because they didnot have the information at hand. She said they needed to look at their levels

so that they could be able to sit in thesemeet-ings in order to communicate properly.“There should be communication all thetime, because we don’t have an excuse not tocommunicate.”She stressed that her department would

pay more attention to communication by de-veloping a national strategy. “We are nothere to tell a good story, but to tell the storyas it is. Communication is about engagingwith people.”She said they should meet with provincial

executives throughout the country to discussthe issue of communication.

FOLLOWING a number of articlesExpressran about the poor state of the road to Bed-ford Orthopaedic Hospital in Mthatha, abrand-new access road was officiallyopened.

The MEC for the Department of Roadsand PublicWorks, ThandiswaMarawu, of-ficially opened the Bedford hospital roadlast week. The road was built to aid patients in the

former Transkei with getting to the ortho-paedic hospital. With it being Women’s Month, the MEC

firstly thanked the voters, especially fe-male voters, and said the road would bene-fit mostly women as statistics show thatthe majority of the patients at the BedfordHospital were women.“This is the perfect month in which to

launch this road. You can go and check inthe hospital; most of the patients there arewomen,” said Marawu.

She continued to say that 2014 was theyear of implementation as instructed bythe President. Her department will be doing as in-

structed, as there are some other roadsthat were being constructed in the ORTambo region. The Bedford Hospital tar road branch-

es off from the R61, through the Chris Ha-ni Township straight to the hospital. In the past few years the road to the hos-

pital was a gravel road which made ithard for the ambulances to get to the hos-pital.According to the Director of Clinical

Governance at the Nelson Mandela Aca-demicHospital, DoctorMbuyiselaMadiba, the bumpy road to the Bedford Hospitalsometimes worsened the condition of thepatients.“In some instances, before this road was

constructed, a person with a broken legwould arrive at the hospital in aworse con-dition than they had been, because of thebumpy gravel road,” said Dr Madiba.

PROFESSORKhayaMfenyana,Walter SisuluUniversity InterimVice-Chancellor andPrin-cipal (IVC), and the Institutional Manage-ment Committee, visited all four campuseslast week to present the State of the Universi-ty Address.

This series of engagements with key WSUstakeholders, mainly including staff and stu-dents, kicked off at the Mthatha Campus lastMonday. The State of the University addresses were

commissioned by the University in a move toprovide a platform for management, staff and

year.“WSU has a new council in place which has

had overarching governance responsibilityfor the university since 1 May. The new Insti-tutional Management Committee comprisesjust twelve executives and represents a leanstructure to govern overall institutional poli-cy and procedure across the four campuses,”he explained.CampusRectorshavealreadybeenappoint-

ed at three of the four campuses and the ap-pointment of deans for the eleven new facul-ties is underway.A new institutional organogram is in the fi-

nal stages of consultation and the process ofmatching and placing staff against this new

structure is scheduled to commence by theend of the year.On thematter of financial stabilityMfenya-

mended by the independent assessor prior tothe appointment of the Administrator, hasnot yet materialised. This is a matter concern as it was clearly

identified that WSU was underfunded duringthe merger.Student governance has stabilised and the

new SRC is pioneering the divisional govern-ance model. The IVC expressed his concern about some

student behaviour on campus and appealed tostudents to act in a disciplinedmanner to con-tribute to positive brand building for WSU.Main issues of concern raised include the

issue of student funding through theNationalStudent Financial Aid Scheme (NSFAS),shortage of residences and sports facilitiesand development of research.WSU Spokesperson Angela Church said

that the State of the University Address con-cept forms part of a strategic communicationinitiative to bring stakeholders closer andtake joint responsibility to continue the trans-formation of WSU.“The positive response to this initiative has

indicated that there is campus-wide supportfor the continued development of WSU. Theuniversityhas stable foundationsuponwhichto continue the transformation trajectoryover the next few years.“The turnaround of our university is a long

MTHATHA Youth Commitment (MYC), ayouth-based group of the Isibindi centre, spent their 67 minutes in honour of Madibaat Empilweni Old Age Home.

MYC is a project funded by the United Na-tions Children’s Fund (UNICEF) for theyouth radio foundation andEmpilweni. Theywere ledby their facilitator andUCRCommu-nity Radio talk show host, Pam Hlazo.

The programme is aimed at training youngreporters through selected community radiostations and UCR FM was one of those com-munity stations.

“The youth is selected from the Isibindiprogramme under the National Associationof Child and YouthWorkers (NACCW), so wedecided to spend the day with the elders atEmpilweni home because we have a beliefthat most of them are there because of theabuse done by fellow youth,” said Hlazo.

She said even though they did not bring

them materialistic gifts, they spent the daylooking after the elders and assisting themwhere they can.

“On that day it was payday for the eldersso we helped them to move to their pay-point,helping those in wheelchairs and just havinga chat with them,” she said.

Hlazo added that the excitement on theirfaceswhile they shared storieswith themandtalking about their children and grandchil-dren was evident that indeed they neededmore people to just visit and spend the dayat the centre.

“One of the Gogos told us that they feel likethey have been isolated from their familiesbut they are happy that the society remem-bers them and had come over for a visit,” saidHlazo.

MYC’s aim is to be the voice of the youthin the OR Tambo to discuss issues faced bythe youth from teenage pregnancy to sub-stance abuse and children’s rights.

They do a radio programme every Satur-days on UCR FM from 12 noon until 1pm.

There are strange things which are in domi-nance on the Express land in these days.
