American votershave a clear mes-sage for Congress:

“Don’t touch my mort-gage interest deduction!”However, a recent draftproposal released by theco-chairs of the NationalCommission on FiscalResponsibility and Re-form (NCFRR) threatensthis deduction that oftenprovides thousands ofdollars of tax savingseach year to Americanhomeowners.

The NCFRR — a bi-partisan commissioncreated by PresidentObama to help addressthe nation’s budgetdeficit — recommendseither eliminating themortgage interest deduc-tion altogether or se-verely limiting it amongmany other changes.

This means many home-owners could have amuch higher tax debteach year than they areused to, which couldhave a serious negativeimpact on their family’sfinancial situation.

Currently, the mort-gage interest deductionallows homeowners toreduce their taxable in-come by the amount ofinterest paid on theirhome loan each year.Homeowners can deductthe interest for up to $1million of mortgage debtand up to $100,000 ofhome equity loan debt onboth primary and sec-ondary homes that aren’trented out.

A recent nationwidesurvey of 800 likely vot-ers commissioned by theNational Association of

Home Builders (NAHB)shows that no mattertheir political party affili-ation or homeownershipstatus, Americans don’twant their mortgage in-terest deduction to betaken away.

Here are some impor-tant results of the survey:

• Homeownershipp sta-tus. Even people whoaren’t able to claim amortgage interest deduc-tion support it. Eighty-two percent of rentersand 72 percent of ownersthink tax incentives topromote homeownershipare reasonable.

• Politicall partyy affilia-tion. Sixty-nine percentof Republicans, 83 per-cent of Democrats and 70percent of Independents

think it is reasonable forthe federal governmentto provide tax incentivesto promote homeowner-ship.

• Comparisonn too othertaxx credits. An over-whelming majority ofAmericans — 81 percent— feel that the mortgageinterest deduction shouldremain in the tax code.This compares to 82 per-cent for medical ex-penses, 76 percent forstate/local taxes, and 66percent for charitable de-ductions.

Critics of the deduc-tion argue that it favorshigh-income taxpayersover lower to moderateincome earners who needit most. But according tothe Joint Committee on

Taxation, 89 percent oftaxpayers benefitingfrom the deduction makeless than $200,000 annu-ally.

Research by NAHBeconomists — using theInternal Revenue Ser-vice Statistics of Incomedata — also shows thatas a share of householdincome the biggest ben-eficiaries are youngerhouseholds, which typi-cally have large mort-gages, small amounts ofequity in their homesand growing families. Current homeownersrely on the mortgage in-terest deduction to helpoffset the costs of home-ownership each year

and prospective buyerstake the deduction intoconsideration whenchoosing homeowner-ship over renting. Anychange to the tax codethat limits or eliminatesthe deduction will nega-tively affect homeown-ership in America.

Choosing a photo-voltaic system foryour home or busi-

ness is, for most, a first-time experience. Theevaluation process for se-lecting the correct systemor contractor can be diffi-cult. Most consumers donot know enough abouttechnology and dependon their ability to re-search products. Or, con-sumers will simplydepend on the contrac-tors to provide the neces-sary information.

The economics of pur-chasing a photovoltaicsystem that lasts a longtime versus one that failsprior to the life ex-pectancy of 35 years iseasily understood. Thelonger the system lasts,the greater the return onone’s investment. And themore power it producesover its lifetime, thegreater the return on theinitial investment.

Photovoltaic modulesdepreciate in their abilityto produce energy be-tween .5 percent and .7

percent each year basedon recent studies. Somemodules become less ef-ficient faster than othersand over time, this willmake a difference on howmuch energy is pro-duced. A panel that de-preciated by .5 percent ayear will, after 10 years,produce 95 percent of theenergy it did when youfirst bought it. The higherthe percentage of depre-ciation, the less savingsyou will realize over alifetime.

Knowledge of moduleconstruction should be animportant part of your

decision-making process.Solar modules sit on theroof and are exposed tothe effects of corrosiveand harsh environments.The packaging that sur-rounds the cells consist ofthe metal frame, the glasscover and backing mate-rial. Packaging degrada-tion during normalsurface life will affect thefunction and integrity ofthe module. It can lead toperformance issues suchas poor energy produc-tion, array performancefailure, and even safetyhazards such as electricshock. Examples of pack-

aging failures includeglass breakage, metalframe breakdown, dialec-tric breakdown, bypassdiode failure, encapsulantdiscoloration, and back-sheet cracking and de-lamination.

In addition, electro-chemical corrosion canbe introduced to themodule because of thefailures in the packaging,causing the degradationof power output/per-formance and ultimatelymodule failure. Thus, it isimportant to know thethickness of the metalframing and the quality of

the anodized aluminumthe manufacturer hasused in constructing themodule. One question toask yourself is, “Has themanufacturer put in qual-ity when constructing themodule?”

window, and were getting ready torenovate their home.

“Owners Adir Gadiel and ShulyZion are friendly, so next thing weknow, we’re talking story, and weasked them to come by for a compli-mentary consultation,” Sharlyn said.“I wish we had known them whenwe were first making the plan forthe house, since the contractor hadmade plans according to what hethought was right, which it wasn’t.

“They went with our existingplan, and made it work without cov-ering up any holes,” she said. “I’msure it would have been better ifthey didn’t have to fix the mistakes,but they did it with no problem!”

Vincent adds, “We thought weknew what we wanted, but theytalked everything through and hadus look at things in a different way.They don’t push any product, theyjust work with you and are con-scious about budget, which we are.”

The Aus were able to maximizelight in their kitchen for cooking ina way that would also be good fordining. Adir and Shuly kept doublechecking the work to make sure thelight didn’t “leak” and there wasenough light in the evening.

“They have an eye for light thatwe wouldn’t normally care about,but it looks great in the end,” Vin-cent says. “They love their work,and you can see lighting is their pas-sion. I’m glad we worked withthem.”
