An active booming community like ours demands additional roads, water supply, sanitary services, and much more to meet its needs. But for a city to thrive, it must do more than lay down extra asphalt and pipes; it must also maintain these new infrastructure assets to a degree that guarantees efficiency, longevity, and a good return on the City’s investment. Currently, the City of Barrie has substantial investments in the municipal infrastructure assets that it constructs, acquires, operates, manages and maintains to service the public. With this investment comes significant maintenance, rehabilitation and replacement costs to ensure these assets and the services that they support continue to function at acceptable levels. Till now, the City’s method of tracking completed and planned asset maintenance called for a better centralized system to ease tracking and sharing of information, reduce duplication of effort, and increase overall efficiency. Thus, Barrie is following in the footsteps of other cities in Canada and the U.S. and implementing a computer system called Cityworks that will help Barrie organize, centralize, create, manage, and track work being done on infrastructure assets within the City including routine maintenance and inspections. For City staff, Cityworks will allow them to accurately track and report on work performed against an infrastructure asset with greater ease, helping it keep track of and retrieve the historical work and subsequent costs quickly, reducing time to produce management reports while increasing the accuracy of its reporting. As a result, Barrie will make better supervisory and management decisions on operations and maintenance practices and better support long term capital planning. “The City’s investment in municipal infrastructure assets is actually the residents’ investment. Cityworks will provide us with tools to better collect, maintain and report on data that will facilitate analysis and decision making, regarding the investment of tax dollar and user fees into the City’s assets and the services they support,” says Barrie’s Infrastructure Program Engineer Kelly Oakley. Furthermore, Cityworks will also be used by staff to record and take action on service requests (potholes, graffiti, watermain breaks, streetlights) made by residents, property owners, external agencies, and internal departments. For example, if a resident calls regarding a pothole on their street, and the work is not completed within the mandatory timeframe, the system will signal the supervisor and staff responsible that the work is past due and immediate action is required. The system will also allow staff to see if multiple residents have called about that pothole, or if the same resident contacted multiple staff, generating only one work order rather than potentially several. This process eliminates duplicated staff effort and allows a definitive and efficient resolution of resident and City issues. Therefore, Cityworks’s direct benefits to residents are threefold: The system improves residents’ connection to the City by allowing for a better understanding and tracking of their requests and creating collaborative and transparent participation between residents and the City; It also ensures resident tax dollars are being spent efficiently and effectively within the infrastructure renewal program and capital planning strategy; Lastly, it prioritizes the repair and replacement of roads, pipes, and other City assets. Cityworks is currently in place for the Surface Water Treatment Plant and is being configured for all other corporate assets. The timeframe for full implementation is still a few months away. Patrick Brown, Member of Parliament for Barrie; the Honourable Aileen Carroll, Member of Provincial Parliament for Barrie; and Dave Aspden, Mayor of the City of Barrie, were on hand to celebrate the completion of this important infrastructure project. The Landfill Optimization and Waste Diversion project included purchasing a new compost turner and wheeled loader, and constructing a recycling education facility. This project will ensure and promote a healthy and clean environment through waste diversion. The Government of Canada and the Government of Ontario each committed up to $493,221 to the project through the Canada- Ontario Municipal Rural Infrastructure Fund (COMRIF). The City of Barrie committed the balance of the project’s total eligible cost of $1,479,662. “Thanks to the support we received from the federal and provincial governments, the City of Barrie will realize a number of environmental benefits” said Mayor Aspden. “This joint investment will result in more waste diversion and will empower community members to adopt better waste disposal practices.” Under the COMRIF program, the governments of Canada and Ontario are working together with the Association of Municipalities of Ontario and local partners to respond to local needs through infrastructure upgrades providing clean, safe drinking water, better sewage systems, improved waste management processes, safer local roads and bridges, as well as other health and safety priorities. For City staff, Cityworks will allow them to accurately track and report on work performed against an infrastructure asset with greater ease, helping it keep track of and retrieve the historical work and subsequent costs quickly, reducing time to produce management reports while increasing the accuracy of its reporting.

As a result, Barrie will make better supervisory and management decisions on operations and maintenance practices and better support long term capital planning.

“The City’s investment in municipal infrastructure assets is actually the residents’ investment. Cityworks will provide us with tools to better collect, maintain and report on data that will facilitate analysis and decision making, regarding the investment of tax dollar and user fees into the City’s assets and the services they support,” says Barrie’s Infrastructure Program Engineer Kelly Oakley.

Furthermore, Cityworks will also be used by staff to record and take action on service requests (potholes, graffiti, watermain breaks, streetlights) made by residents, property owners, external agencies, and internal departments.

For example, if a resident calls regarding a pothole on their street, and the work is not completed within the mandatory timeframe, the system will signal the supervisor and staff responsible that the work is past due and immediate action is required.

The system will also allow staff to see if multiple residents have called about that pothole, or if the same resident contacted multiple staff, generating only one work order rather than potentially several. This process eliminates duplicated staff effort and allows a definitive and efficient resolution of resident and City issues.

Therefore, Cityworks’s direct benefits to residents are threefold: The system improves residents’ connection to the City by allowing for a better understanding and tracking of their requests and creating collaborative and transparent participation between residents and the City; It also ensures resident tax dollars are being spent efficiently and effectively within the infrastructure renewal program and capital planning strategy; Lastly, it prioritizes the repair and replacement of roads, pipes, and other City assets.

Cityworks is currently in place for the Surface Water Treatment Plant and is being configured for all other

corporate assets. The timeframe for full implementation is still a few months away.

An official ceremony in Barrie on August 25th marked the completion of the Landfill Optimization and Waste Diversion project. Patrick Brown, Member of Parliament for Barrie; the Honourable Aileen Carroll, Member of Provincial Parliament for Barrie; and Dave Aspden, Mayor of the City of Barrie, were on hand to celebrate the completion of this important infrastructure project.

The Landfill Optimization and Waste Diversion project included purchasing a new compost turner and wheeled loader, and constructing a recycling education facility. This project will ensure and promote a healthy and clean environment through waste diversion.

The Government of Canada and the Government of Ontario each committed up to $493,221 to the project through the Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF). The City of Barrie committed the balance of the project’s total eligible cost of $1,479,662.

“Thanks to the support we received from the federal and provincial governments, the City of Barrie will realize a number of environmental benefits” said Mayor Aspden. “This joint investment will result in more waste diversion and will empower community members to adopt better waste disposal practices.”

Under the COMRIF program, the governments of Canada and Ontario are working together with the Association of Municipalities of Ontario and local partners to respond to local needs through infrastructure upgrades providing clean, safe drinking water, better sewage systems, improved waste management processes, safer local roads and bridges, as well as other health and safety priorities.
