Generally, the scope of the work is as follows: a) Review the work completed to date in Phases 1 and 2 of the Class EA for the Five Points. b) Prepare Updated Alternative Solutions. c) Prepare an updated Draft Class EA Document. d) Conduct a supplementary Public Information Centre to present the Alternative Solutions to the public and review agencies. e) Review and respond to public and review agency comments and preferences, and make a recommendation for the Preferred Alternative Solution. f) Prepare the Final Class EA Document. You may have noticed the signs of construction at the downtown’s Five Points. Following a successful interim year of theatre programs, the City is now tearing down portions of 1 & 5 Dunlop structures and rebuilding them into a state of the art theatre facility that will accommodate both the growing needs of local art groups and of our lively community. The re-designing of the downtown theatre on an already existing structure symbolizes perfectly Barrie’s modern approach and commitment to revitalizing the City core, building on the strengths already there, and to boosting our economy through arts and culture. The decision to build a proper theatre facility stems from the urgent needs of Barrie’s cultural community. Many venues cost more than what most local theatre groups can bear. Alternatively, other affordable venues lack many requirements like change-rooms, comfortable seating, green room, sufficient lighting, and sound equipment needed to operate successfully. “Theatre companies were suffering as a result. And all economic advisors say that the way to build a healthy community is to utilize culture as an economic driver – which is one of our City Council’s top ten strategic priorities,” says Development of Culture Officer Onalee Groves. Likewise, having a community theatre will add to the cultural environment and quality of life in Barrie. Being part of the City’s revitalization, the new theatre will help create a healthy active community less conducive to crime. Plus, it will attract well educated people vested in the arts, who also want to visit local restaurants and stay in Barrie hotels and motels. Furthermore, the theatre will bring to Barrie talented artistic individuals who will see the value of our community, and relocate or start other art businesses as a result. “The spinoff value of theatres is endless,” says Groves. The new multi-purpose structure will open its doors in May of 2011. It will house comfortable seating that will add-up to 175 seats, great sight lines, full professional lighting and sound, ceiling height adequate for proper rigging, upgraded acoustics, upper and lower lobby for event hosting and rehearsals, integration of the outer facade with the Five Points corner, a professional green room, administrative offices on the basement level, an elevator, and a design that satisfies City of Barrie’s accessibility codes. The new facility will also be run by the City and be available to the whole community. “There are many misconceptions around the ownership of the theatre, but it does not belong to any one theatre company; it belongs to the City. The City is paying for and leading it and will ensure that it will be a community based facility for all arts groups to use,” says Groves. Both Barrie and the federal program Heritage Canada, Cultural Spaces pay $2.5 million each to fund the project. And as the walls at the Five Points tumble down, the Downtown Theatre Consultation Group busies itself establishing a campaign committee of people committed to the arts and able to raise an additional $1.2 million. Also, the Consultation Group is reviewing other community theatres to create the Barrie Community Theatre’s governing policy that will allow all arts organizations equal opportunities to book and use the theatre. “This space will be a space for all to enjoy! Actors, singers, dancers, painters, musicians and those just wanting a place to come together. Truly, this is the best bang for the tax payers buck,” says Theatre by the Bay Producer and Theatre Consultation Group Secretary Erica Angus. The City of Barrie owns a large number of structures, including 34 parks bridges. Under this assignment the structural inspection for up to 34 bridges are to be included within the scope of work. Under the current Public Transportation and Highway Improvement Act, these structures are required to be inspected every two years in accordance with the Ontario Ministry of Transportation - Ontario Structure Inspection Manual (OSIM). The scope of work would include the following: i. Conduct the required detailed structural inspections to satisfy the Corporation’s legislated responsibilities; ii. Input the existing structure data and inspection data into the Ontario Bridge Management System or other pre-approved electronic format, being compatible with widely accepted Asset Management tools; iii. Provide quotes to complete any further structure investigations recommended from the detailed visual inspection, as well as a short description of scope of work as required. iv. Prioritize list of repairs and maintenance for all inspected structures including recommended timing of the work, estimated cost and risk of not proceeding with recommended improvements. BARRIE BRIDGE INSPECTIONThe Corporation of the City of Barrie (City) is seeking the services of a Consulting Engineering firm, with experience in structural inspection, to undertake a detailed visual inspection program of parks bridges located within the City of Barrie.The City of Barrie owns a large number of structures, including 34 parks bridges. Under this assignment the structural inspection for up to 34 bridges are to be included within the scope of work. Under the current Public Transportation and Highway Improvement Act, these structures are required to be inspected every two years in accordance with the Ontario Ministry of Transportation - Ontario Structure Inspection Manual (OSIM).

The scope of work would include the following: i. Conduct the required detailed structural inspections to satisfy the Corporation’s legislated responsibilities;ii. Input the existing structure data and inspection data into the Ontario Bridge Management System or other pre-approved electronic format, being compatible with widely accepted Asset Management tools;iii. Provide quotes to complete any further structure investigations recommended from the detailed visual inspection, as well as a short description of scope of work as required.iv. Prioritize list of repairs and maintenance for all inspected structures including recommended timing of the work, estimated cost and risk of not proceeding with recommended improvements.The successful respondent shall provide engineering services in accordance with the guidelines prepared by Professional Engineers of Ontario. Residents are reminded that the City of Barrie’s Curbside Recycling Program does NOT accept plastic bags or film wrap (for example the plastic that is wrapped around meat products). The City of Barrie’s Curbside Collection of leaf and yard waste occurs every other week during the months of July and August.
