The 2011 Spring & Summer Guide Snapshot On hot summer days, many residents in our community enjoy the refreshing waters of their private outdoor pool in their back yard. It is estimated there are more than 3,000 outdoor pools and hot tubs in the city. The attraction of the sparkling water can be a danger to young children in the neighbourhood who may try to access the pool. Most urban municipalities have passed by-laws to regulate the installation of outdoor pools and hot tubs. Such regulations usually focus on mandatory fencing enclosures around the pool or around the yard that contains the pool. Barrie’s regulations for the mandatory enclosure of outdoor swimming pools and hot tubs were last reviewed in 1997. It’s time to review the standards again and to check with the community if the standards should be altered in any way. All interested community members are invited to go to the City’s website at barrie.ca where they can; • Review a summary of the purpose and intent of the pool enclosure standards; • Review the City’s existing standards in By-law 94-59; and • Complete a survey and comment form on the subject. City staff will take the feedback received by the end of the day on February 27th, 2011 and will prepare a staff report for Council’s consideration of possible amendments. Respondents may wish to comment on the by-law standards, the service delivery system, or both. Possible considerations include; a) Requiring a reliable barrier between the pool and the dwelling unit on the same property; b) Changing the water depth criteria that exempts a property owner from being subject to the regulations; or c) Requiring a mandatory re-inspection of the pool enclosure at specified intervals (i.e. annual, bi-annual, tri-annual) to confirm continuous compliance with the regulatory standards. www.barrie.ca/pools We need your input! MANDATORY SITE MEETING is scheduled for 10:00 a.m., Thursday February 24, 2011, at the City of Barrie Surface Water Treatment Plant, 20 Royal Parkside Drive, Barrie, ON. Vendors must have a representative in attendance and register at this meeting to have their submission considered compliant. Bidders are required to wear safety shoes and hardhat in order to participate in the site meeting. Safety equipment will not be provided by the City. Documents will not be available at the site meeting.

The City of Barrie Design and Construction Department is inviting proposals from engineering consultants to undertake Phase I and Phase II Environmental Site Assessments at 1 & 15 Bayfield Street, in order to meet the requirements of Ontario Regulation (O.Reg.) 511/09. These properties are owned by the City of Barrie, who will be seeking expressions of interest from private developers for the construction of a hotel / convention centre. The hotel / convention centre could include two levels of underground parking.

A non-refundable Document Fee of $30.00 plus HST applies to each hardcopy of the RFP Document.

PUMP HOUSE EXPANSION

The City of Barrie Design and Construction Department is inviting proposals from engineering consultants for the Detailed Design and Construction Administration of the City’s Perry Street Well 4A Pump House expansion. The Consultant may be required to carry out a Schedule B Class Environmental Assessment, as specified within the RFP document.

MANDATORY SITE MEETING has been scheduled for Wednesday March 2, 2011 @ 10:30 am at the Perry Street Well 4A located at 99 Perry St., Barrie, ON. All visitors must wear protective wear (hard hat, safety shoes and vest) at the site meeting.

A non-refundable Document Fee of $30.00 plus HST applies to each hardcopy of the RFP Document.

Community Garden Program Public Information Centre

Thursday, March 3rd 7:00 - 9:00 p.m.Southshore Community Centre, 250 Lakeshore Drive

Residents are invited to attend a Public Information Centre to discuss the current Community Garden Policy and Program and provide comments on extending the program into other parks within the city. The City of Barrie opened its first community garden in Sunnidale Park (along Coulter Street) in 2010 and the city continues to offer the program in 2011. The Parks Planning and Development Section is now consulting with residents to determine the level of community interest in expanding the Sunnidale Community Garden and/or expanding the program to new park locations across Barrie.

Four new park locations will be presented through a slide show presentation and drawing displays. Displays and Questionnaires will also be available

online following the Public Information Centre.

Please note that City Hall will be recognizing Family Day and will be closed Monday, February, 21, 2011.

Tax Billing And Installment Due Date Notice

The 2011 interim tax bills have been issued for all property owners who are not on a pre-authorized payment plan and who do not have their financial institution pay their

taxes. These bills were mailed between January 20th and January 24th.

IF:• a mortgage company is responsible forpayment of the taxes, and you have received a bill, please forward the bill to your mortgage company for payment;

• a tax arrears notation appears on your tax bill it means that at the time of tax billing there were outstanding taxes and/or penalty owing. Please be advised that any penalties/interest accrued after the billing date, are not included in the amount due for the February installment. Please contact our office for the current balance outstanding if the arrears are being paid in February;

• You signed up for the Pre-Authorized Monthly Payment Plan prior to January 20, 2011 and you have received an interim tax bill, please contact the Tax Department to confirm enrolment in the PAP plan.

Interim installments are due on February 28 and April 26, 2011.

Penalties/interest will commence on the first day of each month for any late payments. Penalty/Interest rates are at the rate of 1.25% per month. Please be advised that all payments received are applied first to all penalties owing, then the remainder to the taxes owing.

Failure to receive a tax bill does not excuse the property owner from responsibility for payment, nor relieve him/her from liability of penalty for late payment.

Included with the interim tax bills will be a PAP application form. Join the thousands of City property owners already enjoying the benefits of this form of payment. The pre-authorized plans available are:

• Due Date Plan – installment amount taken on due date;• Monthly Plan – equal amounts taken January to May & June to October• Arrears Plan – agreed upon amount taken every month (interest applies)
