Tax Billing And Installment Due Date Notice

The 2011 interim tax bills have been issued for all property owners who are not on a pre-authorized payment plan and who do not have their financial institution pay their taxes. These bills were mailed between January 20th and January 24th.

IF:• a mortgage company is responsible forpayment of the taxes, and you have received a bill, please forward the bill to your mortgage company for payment;

• a tax arrears notation appears on your tax bill it means that at the time of tax billing there were outstanding taxes and/or penalty owing. Please be advised that any penalties/interest accrued after the billing date, are not included in the amount due for the February installment. Please contact our office for the current balance outstanding if the arrears are being paid in February;

• You signed up for the Pre-Authorized Monthly Payment Plan prior to January 20, 2011 and you have received an interim tax bill, please contact the Tax Department to confirm enrolment in the PAP plan.

Interim installments are due on February 28 and April 26, 2011.

Penalties/interest will commence on the first day of each month for any late payments. Penalty/Interest rates are at the rate of 1.25% per month. Please be advised that all payments received are applied first to all penalties owing, then the remainder to the taxes owing.

Failure to receive a tax bill does not excuse the property owner from responsibility for payment, nor relieve him/her from liability of penalty for late payment.

Included with the interim tax bills will be a PAP application form. Join the thousands of City property owners already enjoying the benefits of this form of payment. The pre-authorized plans available are:

Thenew11,000sq.ft.multi-purposestructurewillberunbytheCityand available to the whole community. It will house comfortable seatingfor200,greatsightlines,fullprofessionallightingandsound,ceilingheightadequateforproperrigging,adequateperformanceacoustics,upperandlowerlobbyforeventhostingandrehearsals,integrationoftheouterfacadewiththeFivePointscorner,adequatebackofhouseandadministrativesupportspacesonthelowerlevel,and a design that satisfies accessibility codes.

Despitedetailedplanning,theprojectdidmeetwithseveralchallengesalongtheway.Previouslyunknownsiteconditionsfoundduringdemolition,excavationandsiteservicing,anincreaseincurrentmarketcostsandlatesteeldelivery,resultedinabudgetescalationandasixweekdelay.Inresponse,theCity’sprojectteamhashadtoimplementanumberofchangesandrevisionstominimizeadditional costs and unexpected schedule delays.

Withoutcompromisingthebuilding'sperformance,functionality,anddurability,theprojectteammanagedtolowerwhatcouldhavebeenacostincreaseof$1.4milliondowntothepresentbudgetoverrun

of$593,000byaconstructionmanagementprocessthatincludedredesignofthemechanical/HVACsystems,substitutionofanalternateexteriortile,deletionofmillworkelements,deletionofareasoftongueandgroovecedarsoffits,ceilingsandwalls,andareduction ofICTcablingandequipment.

Byimplementingthesechangeswithinverystricttimelines,Barrie’sprojectteamsuccessfullyreducedwhatwasa30%projectcostincreasetoa7.8%increase,whilestillmeetingthesubstantialcompletiondateofMarch31st,2011setbythefederalCultural Spaces Program.

Nowwithsiteservicing,structuralmasonryandthemezzaninecompleteandtheinteriorblockpartitionwallssubstantiallycomplete,theprojectcrewiscurrentlyworkingoninstallingthestructuralsteelandroofing.Soon,residentsdrivingthroughtheDowntownwillnoticethetheatre’smodernexterior,amixofbrownbrickandglass,bringing a much needed facelift to an area of downtown that has been a long time concern of residents.

TheDowntownCommunityTheatrewillroll-outtheredcarpetandopenitsdoorstothepublicinlateMaywhentheCityofBarriewill officially launch the facility and host the annual Professional AssociationofCanadianTheatres(PACT)conferenceandAGM. PACTisanationalorganizationanditsannualconferenceisthe largestgatheringoftheatreprofessionalsinCanada.The2011conference,hostedbyBarrie’sownTalkisFreeTheatreand sponsoredbyDaltoninpartnershipwithseveralregionaladministrationsandprivatesectorcompanies,willbethe firstPACTconferencetobeheldinthisregion.

Residents are reminded that from November 1 to April 15 each year, parking of a vehicle on any street or part of a street within the City of Barrie between the hours of 12 midnight and 7 a.m. is prohibited and subject to a $20.00 fine. Within the Downtown Business Improvement Area, on street parking is prohibited between the hours of 3 a.m. and 6 a.m.

Any vehicle found parked in contravention of By-law 2007-209 may be ticketed and/or towed.

By keeping the City streets clear of vehicles during this period, you allow the City crews access to help ensure that your roadways are maintained and that large emergency vehicles can get down the street. Parking is prohibited over sidewalks and the City boulevards.
