Tax Billing And Installment Due Date Notice The 2011 interim tax bills have been issued for all property owners who are not on a pre-authorized payment plan and who do not have their financial institution pay their taxes. These bills were mailed between January 20th and January 24th. IF: a mortgage company is responsible forpayment of the taxes, and you have received a bill, please forward the bill to your mortgage company for payment; a tax arrears notation appears on your tax bill it means that at the time of tax billing there were outstanding taxes and/or penalty owing. Visit barrie.ca Employment Opportunities D emolition of the old Five Points Scotia Bank building to make way for Barrie’s first Community Theatre began last June and is forging top speed ahead as we approach the project’s substantial completion date of March 31, 2011. “From the beginning I have been very excited for our community and now that it is nearing completion the anticipation of opening the doors is thrilling! The Downtown Community Theatre is an integral part of the City’s plan to revitalize our downtown and to support the development of cultural opportunities as an economic driver,”says Barrie Culture Officer Fred Andrews. Plans for a community friendly but upscale theatre in the Downtown core stemmed from previous community research by Hill Strategies indicating the need for a better serving facility for the arts community, residents, the area’s tourism, and the City’s economy.With a $2.5 million federal grant through Cultural Spaces Canada added to budgeted funds and capital fundraising, the new community theatre project received the City Council’s go-ahead last spring. Our new theatre will not only serve residents, tourists, and act as a talent incubator and training ground for local arts groups, but also benefit local restaurants and hotels. In fact, the downtown theatre is part of Barrie’s Plan for Culture-“Building A Creative Future”, which aims to boost our economy with a mix of professional culture infrastructure. The new 11,000 sq. ft. multi-purpose structure will be run by the City and available to the whole community. It will house comfortable seating for 200, great sight lines, full professional lighting and sound, ceiling height adequate for proper rigging, adequate performance acoustics, upper and lower lobby for event hosting and rehearsals, integration of the outer facade with the Five Points corner, adequate back of house and administrative support spaces on the lower level , and a design that satisfies accessibility codes. Despite detailed planning, the project did meet with several challenges along the way. Previously unknown site conditions found during demolition, excavation and site servicing, an increase in current market costs and late steel delivery, resulted in a budget escalation and a six week delay. In response, the City’s project team has had to implement a number of changes and revisions to minimize additional costs and unexpected schedule delays. Without compromising the building's performance, functionality, and durability, the project team managed to lower what could have been a cost increase of $1.4 million down to the present budget overrun of $593,000 by a construction management process that included redesign of the mechanical/HVAC systems, substitution of an alternate exterior tile, deletion of millwork elements, deletion of areas of tongue and groove cedar soffits, ceilings and walls, and a reduction of ICT cabling and equipment. By implementing these changes within very strict timelines, Barrie’s project team successfully reduced what was a 30% project cost increase to a 7.8% increase, while still meeting the substantial completion date of March 31st, 2011 set by the federal Cultural Spaces Program. Now with site servicing, structural masonry and the mezzanine complete and the interior block partition walls substantially complete, the project crew is currently working on installing the structural steel and roofing. Soon, residents driving through the Downtown will notice the theatre’s modern exterior, a mix of brown brick and glass, bringing a much needed facelift to an area of downtown that has been a long time concern of residents. The Downtown CommunityTheatre will roll-out the red carpet and open its doors to the public in late May when the City of Barrie will officially launch the facility and host the annual Professional Association of CanadianTheatres (PACT) conference and AGM. PACT is a national organization and its annual conference is the largest gathering of theatre professionals in Canada.The 2011 conference, hosted by Barrie’s ownTalk is FreeTheatre and sponsored by Dalton in partnership with several regional administrations and private sector companies, will be the first PACT conference to be held in this region. Tax Billing And Installment Due Date Notice

The 2011 interim tax bills have been issued for all property owners who are not on a pre-authorized payment plan and who do not have their financial institution pay their taxes. These bills were mailed between January 20th and January 24th.

IF:• a mortgage company is responsible forpayment of the taxes, and you have received a bill, please forward the bill to your mortgage company for payment;

• a tax arrears notation appears on your tax bill it means that at the time of tax billing there were outstanding taxes and/or penalty owing. Please be advised that any penalties/interest accrued after the billing date, are not included in the amount due for the February installment. Please contact our office for the current balance outstanding if the arrears are being paid in February;

• You signed up for the Pre-Authorized Monthly Payment Plan prior to January 20, 2011 and you have received an interim tax bill, please contact the Tax Department to confirm enrolment in the PAP plan.

Interim installments are due on February 28 and April 26, 2011.

Penalties/interest will commence on the first day of each month for any late payments. Penalty/Interest rates are at the rate of 1.25% per month. Please be advised that all payments received are applied first to all penalties owing, then the remainder to the taxes owing.

Failure to receive a tax bill does not excuse the property owner from responsibility for payment, nor relieve him/her from liability of penalty for late payment.

Included with the interim tax bills will be a PAP application form. Join the thousands of City property owners already enjoying the benefits of this form of payment. The pre-authorized plans available are:

Thenew11,000sq.ft.multi-purposestructurewillberunbytheCityand available to the whole community. It will house comfortable seatingfor200,greatsightlines,fullprofessionallightingandsound,ceilingheightadequateforproperrigging,adequateperformanceacoustics,upperandlowerlobbyforeventhostingandrehearsals,integrationoftheouterfacadewiththeFivePointscorner,adequatebackofhouseandadministrativesupportspacesonthelowerlevel,and a design that satisfies accessibility codes.

Despitedetailedplanning,theprojectdidmeetwithseveralchallengesalongtheway.Previouslyunknownsiteconditionsfoundduringdemolition,excavationandsiteservicing,anincreaseincurrentmarketcostsandlatesteeldelivery,resultedinabudgetescalationandasixweekdelay.Inresponse,theCity’sprojectteamhashadtoimplementanumberofchangesandrevisionstominimizeadditional costs and unexpected schedule delays.

Withoutcompromisingthebuilding'sperformance,functionality,anddurability,theprojectteammanagedtolowerwhatcouldhavebeenacostincreaseof$1.4milliondowntothepresentbudgetoverrun

of$593,000byaconstructionmanagementprocessthatincludedredesignofthemechanical/HVACsystems,substitutionofanalternateexteriortile,deletionofmillworkelements,deletionofareasoftongueandgroovecedarsoffits,ceilingsandwalls,andareduction ofICTcablingandequipment.

Byimplementingthesechangeswithinverystricttimelines,Barrie’sprojectteamsuccessfullyreducedwhatwasa30%projectcostincreasetoa7.8%increase,whilestillmeetingthesubstantialcompletiondateofMarch31st,2011setbythefederalCultural Spaces Program.

Nowwithsiteservicing,structuralmasonryandthemezzaninecompleteandtheinteriorblockpartitionwallssubstantiallycomplete,theprojectcrewiscurrentlyworkingoninstallingthestructuralsteelandroofing.Soon,residentsdrivingthroughtheDowntownwillnoticethetheatre’smodernexterior,amixofbrownbrickandglass,bringing a much needed facelift to an area of downtown that has been a long time concern of residents.

TheDowntownCommunityTheatrewillroll-outtheredcarpetandopenitsdoorstothepublicinlateMaywhentheCityofBarriewill officially launch the facility and host the annual Professional AssociationofCanadianTheatres(PACT)conferenceandAGM. PACTisanationalorganizationanditsannualconferenceisthe largestgatheringoftheatreprofessionalsinCanada.The2011conference,hostedbyBarrie’sownTalkisFreeTheatreand sponsoredbyDaltoninpartnershipwithseveralregionaladministrationsandprivatesectorcompanies,willbethe firstPACTconferencetobeheldinthisregion.

Residents are reminded that from November 1 to April 15 each year, parking of a vehicle on any street or part of a street within the City of Barrie between the hours of 12 midnight and 7 a.m. is prohibited and subject to a $20.00 fine. Within the Downtown Business Improvement Area, on street parking is prohibited between the hours of 3 a.m. and 6 a.m.

Any vehicle found parked in contravention of By-law 2007-209 may be ticketed and/or towed.

By keeping the City streets clear of vehicles during this period, you allow the City crews access to help ensure that your roadways are maintained and that large emergency vehicles can get down the street. Parking is prohibited over sidewalks and the City boulevards.
