BIOGAS UTILIZATION UPGRADES

The Corporation of the City of Barrie is seeking Proposals from experienced/qualified firms to provide Consulting Engineering Services for BioGas Utilization Upgrades at the Water Pollution Control Centre (WPCC) located at 249 Bradford St., Barrie, ON. The scope of services includes detail design and contract administration with respect to a) providing new gas storage facilities, gas dehydration appurtenances and process control changes to cogeneration engines at WPCC and b) gas conveyance to the Allandale Train Station. The design is to consider the results of a pre-design report. In addition, the Consultant shall follow the requirements of the MEA Class Environmental Assessment for the entire project and a Public Information Centre (PIC) is to be arranged and conducted by the Consultant. The City will provide a venue for the PIC.

"Lots" of Free Parking

Downtown in December

Residents are reminded that from November 1

to April 15 each year, parking of a vehicle on any

street or part of a street within the City of Barrie

between the hours of 12 midnight and 7 a.m. is

prohibited and subject to a $20.00 fine. Within

the Downtown Business Improvement Area, on

street parking is prohibited between the hours

of 3 a.m. and 6 a.m.

Any vehicle found parked in contravention

of By-law 2007-209 may be

ticketed and/or towed.

By keeping the City streets clear of vehicles

during this period, you allow the City crews

access to help ensure that your roadways are

maintained and that large emergency vehicles

can get down the street. Parking is prohibited

over sidewalks and the City boulevards.

Toilet Rebate Program

Over the past two years demand has increased

significantly for the program, rebates jumped from

350 in 2008 to 1100 last year and we are heading

for 1200 this year. The changes for 2011 include

changing the rebate level for the program from $70

to $50, and each household will now only be eligible

for one rebate. These changes will allow the city to

issue 40% more rebates for the same cost.

Its estimated changing a 13.5 litre toilet to

a six litre saves about $30 for every person in the

household per year in Barrie in water and sewer bills.

If you are going to be away this Christmas for the holidays a few things to remember:

Always inform your trusted neighbours that you will be on vacation. Tell them when you expect to be leaving and when you expect to return. Alert them as to what vehicles they may expect to see in the driveway and if anyone may have reason to be at your home, i.e. feeding the cat. Leave them emergency contact numbers.

Arrange for mail pickup, snow removal and cancel all deliveries. A build up of mail and newspapers is a sure sign that you are away.

Do not leave any notes on doors or messages on your answering machine that would indicate you are not at home.

Ensure that all potential points of entry, including second storey windows, are secured.

Try to arrange for a neighbour to park their car in your driveway so it appears as if someone is home and place lights/motion lights on timers. Change direction of blinds and curtains by a neighbour.

Store small valuables in a safe deposit box.

Ensure that entry points are secured, including mail chutes, garage doors and upstairs windows.

Keep a record of your valuables. Identify your property by engraving an identifying mark.

Proper identification makes it easier for the Police to return personal property. Keep your insurance policies current.

Always think of your personal safety. Upon returning home, scan the front of your home.

Use high beams upon entering the driveway and garage and have a good look around before you leave the safety of your vehicle.

Scan shrubs and dark areas for anyone that may be lurking about.

Future Community Facilities Make Progress

Development Charges Rates Effective Jan 1, 2001 This represents a 0.3% reduction from

There will be NO CHANGE to garbage, organics, recycling, and yard waste

collection during the Christmas and New Years holiday in the City of Barrie.

The landfill site will be closed at noon on Christmas Eve and New Year’s Eve. The

landfill site and the Household Hazardous Waste Depot will be closed all day on

Christmas Day and New Year’s Day. The Landfill site is closed every Sunday and

Monday. The Landfill will be open as usual on Tuesday, December 28th.

Christmas Tree CollectionResidents in the “B” collection area will have Christmas Trees picked up

the week of December 27th. Weekly collection of Christmas Trees in all

collection areas will occur throughout the month of January, 2011.

There is no yard waste/Christmas Tree collection during the months

of February and March. Christmas trees must be free of ornaments

and tree stands. Trees placed curbside in plastic bags will not be

collected. Please ensure that your tree is not buried or frozen in

To better facilitate the needs of our growing community, the City of Barrie launched the construction of four major

facilities in the last year. On the brink of 2011, it's the perfect time to take stock of how much these four capital projects have progressed and where they’re headed in the New Year.

Barrie’s First Community Theatre The demolition of the original Barrie Community Theatre began in June 2010, making way for a Downtown Community Theatre facility that will meet the needs of our growing cultural community and boost our local economy. The new 11,000 sq. ft. multi-purpose structure will house comfortable seating, great sight lines, full professional lighting and sound, ceiling height adequate for proper rigging, adequate performance acoustics, upper and lower lobby for event hosting and rehearsals, integration of the outer facade with the Five Points corner, adequate back of house and administrative support spaces on the lower level , and a design that satisfies accessibility codes. The new facility will also be run by the City and be available to the whole community. With site servicing 80% complete and the foundation and ground floor steel done, work begins on the structural block wall partitions, starting with some vertical above grade construction to the facility. Meanwhile, the City’s project team has had to implement a number of changes and revisions to minimize additional costs and unexpected schedule delays. Unknown site conditions found during demolition, excavation, and site servicing in addition to an increase in current market costs and late steel delivery resulted in a budget escalation and a six week delay.

Without compromising the building's performance, functionality, and durability, the project team managed to lower a cost increase of $1.4 million down to $420,000 by

applying such changes as a redesign of the mechanical/ HVAC systems, substitution of an alternate exterior tile, deletion of millwork elements, deletion of areas of tongue and groove cedar soffits, ceilings and walls, and a reduction of ICT cabling and equipment.

With these changes, Barrie’s project team successfully minimized what was a 30% project cost increase down to one of 7.8% while still meeting the substantial completion date of March 31st, 2011 set by the federal Cultural Spaces Program, which provides $2.5 million towards funding the project.

Barrie’s first community theatre plans to open its doors to the public in Spring of 2011.

Eastview Arena Renovation Nearing CompletionThe Eastview Arena renovation reaches completion at the end of December. Phase I, which centered on constructing the new “addition”, began in June 2010 and was substantially completed on November 18th 2010 with full scale ice operations resuming in October. Phase II focuses on the internal renovation portion of the project and is scheduled for completion December 17th 2010. The modernized 1970s arena will offer better functionality, energy efficiencies, safety, while providing greater comfort to its patrons and meeting current Ontario recreation and accessibility standards. The improved arena will include office space, accessible washrooms for both staff and patrons, a 5th dressing room for gender privacy, and two new referee rooms.

An official ribbon cutting ceremony for the renovated Eastview Arena is scheduled for December 22nd 2010 – the community is invited to attend one of two free public skates from 2:00 pm – 3:00 pm or 3:15 pm to 4:15pm.

Fire Station 1 Builds MomentumOn the other hand, construction of Barrie’s new Fire Station 1 cornering Dunlop and Eccles Streets is still in full swing with an anticipated completion in Spring 2011. With the help of Infrastructure Stimulus Funding from the Federal and Provincial Government, work began in early 2010 and has since progressed on schedule and on budget. The resulting new 40,000 square feet Fire and Emergency Services facility will include a full 911 Dispatch Communications Centre and an Emergency Operations Centre and will not only address Barrie’s current needs, but also the future growth needs for communications, fire prevention, training, and suppression. Now in the midst of its fourth quarter of construction, the facility has exterior landscaping 75% complete, and exterior civil works, which includes paving, curbing, line painting, 95% complete. The exterior cladding and glazing, which seals and protects the building from the elements is 98% complete and the interior works are 60% complete.

Construction Of New Public Library Branch UnderwayWith the groundbreaking back in March and earth works and building services completed in June, construction of the Painswick Branch of Barrie’s Public Library has begun. The new 15,000 sq. ft. single story library fronting Dean Avenue in the south end will sport an open concept with delineated spaces for adults, teens, children, computers, and quiet study areas and shelving to accommodate approximately 130,000 items from books to other format material. It will also house a multi-purpose community room, able to accommodate large gatherings, meetings, and activities. At present, footing and foundation installation is nearing completion at 95%, with site servicing 65% complete, exterior electrical conduit and light pole bases waiting completion and site grading on-going. The new Painswick Public Library branch anticipates occupancy and to open its doors in Fall 2011. of applications, Operating Grants

which are geared to not for profit arts organizations

and Project Grants, for arts organizations

applications is Thursday December 30, 2010.
