Board $on$erning funding $hanges in the shelter safety net for homeless

families and indi0iduals and read the following)

want to bring to your attention some of the disturbing trends

$urrently taing +la$e in funding for the Community Benefit rganiations in

the human ser0i$es se$tor' My goal is to alert you to a de$rease in funding

in the last = years that, if it $ontinues will Deo+ardie the interwo0en

networ of ser0i$es for +eo+le who be$ome homeless in the $ounty' This

in$ludes those who ha0e lost their Dobs, are mentally ill and those who are

woring but $annot afford a+artments in our $ommunities'

As you now, 3omeless Solutions is one of the ey +layers in the effort

to +ro0ide shelter, transitional and affordable housing for those fa$ing

homelessness' The Board of Chosen Freeholders has been a +artner with

3omeless Solutions in this effort and want to not only than the Board of

Freeholders for your long term su++ort of the shelter at *" ;est 3ano0er

A0enue but also for your in8ind su++ort, su$h as the utilities and the fire

alert system that is $onne$ted to the Communi$ations Center'

As you now, we house about @* +eo+le 4one third are $hildren5 ea$h

night in the shelter' ;e +ro0ide the su++orti0e ser0i$es to hel+ these men

and women and their $hildren find wor and get into +ermanent homes they $an

afford' ;e ha0e wored with o0er !, +eo+le as we $elebrate = years of

ser0i$e in our $ommunity' ur su$$ess rate in getting +eo+le into stablehousing was (*E last year' 0er * 0olunteers $ome ea$h year to +ro0ide

e0ening meals, $hild$are hel+, finan$ial $ounseling, tutoring, et$'

First, want to than you for ee+ing rant n Aid, a subgrant we ha0e

with you to do the wor of hel+ing homeless fols in our $ommunities' ;hile

am glad you ha0e not de$reased the dollar amount, rant in Aid has in

essen$e stayed the same for 2* +lus years so the buying +ower has definitely

de$reased'

The 3omeless su++ort networ has e:+erien$ed $uts from other areas of

go0ernment, +rimarily at the federal le0el' For e:am+le, the mergen$y

Solutions rant went from G*2,((( to 2!,(!6 in Dust the last year' This is a

*@E de$rease'

0er the last * years our mergen$y Food & Shelter #rogram Contra$t has

de$reased by (!E'

The fis$al year grant from 3H- through the Continuum of Care

a++li$ation has an @'2E de$rease'

So$ial Ser0i$es for the 3omeless remains the same for 2!2 > 2!=, and

is e:+e$ted to remain the same in 2!"'

#ri0ate funding sour$es ha0e also de$lined' ne of the most notable is

the Hnited ;ay, whi$h has de$reased by *2E o0er the last * years'

The eraldine %' -odge Foundation, on$e a generous su++ort of lo$alhuman ser0i$es, has basi$ally sto++ed funding their Morristown -o$et' Sin$e

2!, 3S has lost G*, +er year of -odge funding'

Fortunately, the e$onomy is u+ and our gi0ing from donors and

foundations has regained losses o0er the last se0eral years'

n 2!=, for e0ery one hundred dollars of go0ernment $ontra$t or grants

s+ent with 3S on our +rogram o+erations, we raised one hundred and four

dollars from +ri0ate sour$es, more than a dollar8for8dollar mat$h' ur

efforts in fund de0elo+ment ha0e been 0ery su$$essful' 3owe0er, as funds

from all sour$es are $ut, it will be$ome 0ery diffi$ult to mae u+ that money

and fear that +rograms will need to be $urtailed or $ut'

As you +robably now, se0eral mergers and a$/uisitions of Community

Benefit rganiations ha0e taen +la$e o0er the last se0eral years' The

strongest organiations among us $ontinue to +ro0ide the ser0i$es that mae

our $ommunities so mu$h better'

Not e0eryone > not e0ery woman, man and $hild > will follow the same

+ath to su$$essful inde+endent li0ing' ;e all now +eo+le who will always

need the hel+ of the large $ommunity' The +eo+le of our $ountry grew u+

nowing that hel+ing our neighbors is the res+onsibility of all of us' Justas businesses re$ei0e ta: breas to stay in our $ommunities, some of our hard

woring $itiens need hel+ to get ba$ on their feet' They too need a hand

u+'

belie0e we need a $ontinuum of $are allowing +eo+le to re$ei0e the

ser0i$es they need' Therefore, we would lie all the o++ortunities a0ailable

to +ro0ide shelter and ser0i$es' ;hen money shifts to one +art of that

$ontinuum, other +arts of the ser0i$e line will $olla+se' ha0e outlined

our de$rease in funding from the many different go0ernment and non8go0ernment

sour$es a0ailable' ;hen those finan$ial resour$es hit a ti++ing +oint,

shelter ser0i$es will ha0e to be $hanged and<or $lose' ha0e been the

#resident of 3omeless Solutions for !* +lus years, and this is the first time

ha0e had this dee+ a $on$ern for the sur0i0al of the outstanding $urrent

so$ial system'

Again, while 3omeless Solutions and all of the Community Benefit

rganiations a++re$iate the su++ort, feel it is im+ortant to share the

future trends and outloo for our ser0i$es' am asing that you not only

$ontinue to su++ort us but that you also hel+ us find the finan$ial resour$es

in Morris County to $ontinue our +artnershi+ to hel+ homeless families, men,

women and $hildren get ba$ on their feet and li0e in stable, safe homes they

$an afford'I

Beth Jarrett, a %o$away Townshi+ resident, said she sin$erely agrees

with -r' 3all' Ms' Jarrett said about a month ago, they met with NJAC at

#reaness ;ellness in ;ayne, and she is 0ery thanful for the fa$ilities we

ha0e in Morris County' Ms' Jarrett ased if there are any $hanges in the2!" budget that will im+a$t health$are in Morris County' Freeholder .ri$us

informed her that all ser0i$es will be funded at the same le0el as 2!='

Ms' Jarrett ased for assistan$e in rea$hing legislati0e re+resentati0es'

-ire$tor Mastrangelo ased 3uman Ser0i$es -ire$tor #into to get details from

Ms' Jarrett'

Chief of #oli$e of %o$away Borough, -ouglas S$heer said he understands

that four indi0idual $hiefs ha0e been +art of a study to merge the

Sheriff<#ar #oli$e' 3e feels that Morris County $hiefs should ha0e been

$onta$ted' Chief S$heer feels that the Board has not been trans+arent in

this matter'

-ire$tor Mastrangelo said that when we get in0ol0ed in an issue and it

in0ol0es $ontra$ts, we are ad0ised by Counsel' Based on the ad0i$e of

Counsel, we $ondu$t these matters in $losed session' ;e intend to bring in

$hiefs from the County as +art of the +ro$ess and will let him now when that

is' -ire$tor Mastrangelo said we mae sure there are no $onfli$ts of

interest'

Chief Christo+her ;agner, -en0ille Townshi+, said he was sur+rised that

there was going to be a meeting this afternoon and that these merger studies

were ha++ening' 3e would lie this +ro$ess to be trans+arent and would lie

to see a re+ort' 3e said the County and State Asso$iation7s mission is to

+rote$t the +rofessional $hief of +oli$e and he feels it is dangerous to

bring outside $ounty into these matters' Chief ;agner su++orts our $hiefs of

+oli$e and sim+ly ass that they be in$luded and be trans+arent'

Mi$hael aita said he has su++orted 3omeless Solutions for many years'

3e said they use their money 0ery wisely and ased for $ontinued Freeholder

su++ort'

Freeholder Cabana ga0e an o0er0iew of the #oli$y Study Committee'

About ten months ago, the $ommittee was formed with three freeholders,

Administrator Bonanni, and law enfor$ement s+e$ialists, Chief 3iggins, Chief

Bramhall, Sheriff S+eiale, S+e$ial Counsel, -oug -oyle, and ary 3iggins,

C#A' ;hen trying to merge the #ar #oli$e into the Sheriff7s -e+artment,

there were no sa0ings to be found' The County began with staeholders and

#ar #oli$e and members of the Sheriff7s -e+artment' ne of the +otential

sa0ings that was highlighted by the Sheriff, that #ar #oli$e $ould be used

in the +ars and began to loo at other fun$tions to e:+and the roll of the

#ar #oli$e' ;e are looing towards how the County with a regional agen$y

$ould hel+ the towns' The Committee s$heduled a field tri+ with Camden who

had a different a++roa$h, getting ran and file offi$ers off the street' ;e

did not $ome u+ with a re$ommendation and had some +rin$i+les' The fun$tion

of the #ar Commission should be +art of a larger agen$y' Fa$ilities we ha0e

in Morris County are lie no other $ounty' ;e need to address the o0ertime

budget for the Sheriff' ;e did not dis$uss the im+lementation of a Sheriff7s

-e+uty #rogram' Currently only sse: County has it' ;e are looing to ha0e

a greater use of Class offi$ers to loo at $ost sa0ings' ;e belie0ed we

would study this and be guided by a mission of how we $ould enhan$e +ubli$

safety in Morris County' ;e did a non binding of a $on$e+t and with the

understanding that the Freeholder Board has no authority to disband the #ar

Commission' t is not the intent to disband but to wor with the #arCommission and #ar #oli$e' ;e first will meet with the #ar Commissioners

and then a $ommittee of the staeholders to formulate the mission of the

Morris County #oli$e -e+artment, whi$h is +rimarily to +rote$t the +ars in

this County' This was not something that was done swiftly to im+ro0e the

effi$ien$ies'

Freeholder S$a+i$$hio wanted to mae it $lear that no one will get laid

off and it would be a di0ision and not a de+artment, a $hief and not a

dire$tor' The County in0ests a lot of money in our roads and bridges and as

su$h we need to enfor$e the weight limits'

Freeholder .ri$us said the County is 0ery su++orti0e about the non

#rofits' 0eryone agreed that something has to be done about the #ar

#oli$e' 3e su++orts a two ste+ +ro$ess' 3e would ha0e done the +ro$ess more

stru$tured and dis$i+lined' 3e would ha0e let more +eo+le in0ol0ed in wor

grou+s' 3is su++ort would be to understand how to +hase out #ar #oli$e and

loo at Morris County #oli$e -e+artment after e:tensi0e study' 3e felt a lot

of the dis$ussion should ha0e been in +ubli$'

Freeholder 1yon said that the most im+ortant thing go0ernment does is

roads and +ubli$ safety' f we lose that, it has a tremendous effe$t on

e0erything' 3e does not su++ort the notion of County #oli$e and we should

not follow Camden County' o0ernment ser0i$es should be handled by the

lowest lo$al le0el of go0ernment' Freeholder 1yon feels we should go with

the Camden City model or it will end u+ $osting more money' %egarding weight

enfor$ements on tru$s, he does not su++ort on a +ra$ti$al or +sy$hologi$al

le0el' 3e would wel$ome to sit down with $hiefs with his ideas' 3e truststhe +oli$e of Morris County rather than se0en freeholders'

Freeholder Cesaro thaned all $hiefs for $oming tonight' 3e 0oted no

on a County #oli$e -e+artment' 3e is not $on0in$ed and did not get

information on $osts' 3e would lie to get in+ut from the Morris County

Chiefs, Mayors, and other lo$al offi$ials' 3e is a +ro+onent for shared

ser0i$es but at the same time, if this adds another layer of go0ernment, he

is against it' 1ast, +lease if you need to rea$h out to us, +lease do'

laying off any +oli$e offi$er' The goal is to enhan$e law enfor$ement

throughout Morris County' do su++ort the County #oli$e Con$e+t' There are

a $ou+le of Freeholders here who would loo to eliminate +ar +oli$e' That

is not this Board7s goal' Two years ago there was a study to merge the

Sheriff7s non8$onstitutional fun$tions into the #ar #oli$e' That was a

study did not su++ort due to it being a one8way study'

;ith regards to this $urrent study, we de$ided to use the Chiefs from

out of the County to minimie any +oliti$al influen$e in the findings'

will not allow this de$ision to be +oliti$ied' ;e looed to Chief 3iggins

and Bergen County #oli$e to understand and get a fla0or of how they o+erate

as a $ounty +oli$e agen$y' ;e also utilied Sheriff S+eiale to +ro0ide his

o+inions regarding the o+eration of #assai$ Sheriff7s -e+artment' Chief

Bramhall is a Morris County resident and a +oli$e $hief a$ross the border and

also +resident of the Chiefs Asso$iation of sse: County who +ro0ided mu$h

$ontribution to the +ro$ess' Chief S$hia0ella +ro0ided his time and

guidan$e as well' ;e belie0e that the Board utiliing these $hiefs too the

+oliti$s out of the +ro$ess' The $hiefs 0olunteered almost a year whi$h

+ro0ed 0ery 0aluable to the Freeholders in woring towards our de$ision'

esterday was at the State Budget +resentation with o0ernor

Christie, and it was sho$ing that "E in$rease s+ending of the State budget

is for debt, +ensions and State benefits' As a result, shared ser0i$es are

being looed at 0ery seriously in$luding +oli$e ser0i$es'

%egarding the Sheriff7s -e+artment, it is my understanding that the

Sheriff o+erates Monday through Friday with regards to its $onstitutional

duties' A new $ounty +oli$e would most liely o+erate on a #itman'

;ith regards to Camden County +oli$e, we 0isited Camden to listen and

understand the +ro$ess they went through for formation of their $ounty

+oli$e' The $urrent model of the Camden County #oli$e is not the model that

Morris County would im+lement, but the +ro$ess was im+ortant to understand to

aid this Freeholder Board toward maing a de$ision' must note that

Freeholder 1yon is in$orre$t when he says the County of Camden is the murder

$a+ital of the state' 3e must be referring to the $ity of Camden, whi$h is

one of the highest murder $ities of the state' want to assure our friends

from Camden County that this was a misunderstanding by the Freeholder'

want to assure the $hiefs of Morris County and more im+ortantly the residents

of Morris County that what we are doing is for the benefit of in$reased

+ubli$ safety, and to in$rease fis$al effi$ien$ies'

Two wees ago, S$ott -iiralomo, our -ire$tor of 1aw and #ubli$ Safety,

re+orted that we had * heroin o0erdoses in = days' These are young +eo+le 88

someone7s son, daughter, brother, sister' This +roblem is growing Statewide

and growing Countywide' More +oli$e +resen$e on our County roads $an only

hel+ and not hurt' The County +oli$e will be there for you if you re/uire

it' t will ha0e additional fun$tions whi$h it does not ha0e today' The

leadershi+ title is still to be de$ided and whether it is a de+artment or

+la$ed elsewhere has not been de$ided'
