Ms( Barbara 3ames, resident of 4ano'er Townshi$, ased what theso'ereign citi;ens $rogram is( Freeholder Cabana said that the courts arerunning it and it is for the benefit of court staff, court administrators,munici$al >udges, $rosecutors and $ublic defendants throughout the County sothey are aware of the $otential for these defendants in local munici$alcourts( The so'ereign citi;ens come to the munici$al court regularly, andJudge &eisenbec e9tended an in'itation to the freeholders to attend thatseminar(

3arlier this e'ening Ms( 3ames said she emailed a $osition $a$er she hadwritten regarding historic $reser'ation trust, s$ecifically about churches(Ms( 3ames $ointed out that a committee was created by the Board a month ago toe9amine the funding concerning churches and wondered if any timeframes wereset u$ for the committee to meet( -irector Mastrangelo and Freeholders-eFilli$$o and 1yon are members, and at the $resent time there is no s$ecific

date as to when the committee $lans to meet(

Ms( 3ames ased if the Freeholder Board is considering to $ass aresolution on the budget for ne9t year to hold to a ;ero $ercent( -irectorMastrangelo said the last two years when this Board said they would see a;ero $ercent or a net ta9 reduction, we did not need a resolution to do it(Ms( 3ames would lie to be of su$$ort to the Board and would lie to see waysthat the $ublic can be a $art of the budget $rocess(

Jim Ca'anaugh, Morris Townshi$, said he was fortunate to wor with manyfreeholders in the $ri'ate and $ublic sector( 4e thaned the Board as aciti;en for coming out to these ty$es of sessions in the townshi$s( 4e is$leased and im$ressed with the milling and resurfacing of the roads( =n #?

years he has seen the build u$ of the traffic on 2ar A'enue and ColumbiaTurn$ie( 4e feels $ri'ate@$ublic $artnershi$ is the only way to sol'e it(4e would lie to ee$ cor$orations here it is an economic issue and also a/uality of life issue( Mr( Ca'anaugh was ha$$y for the solution for theMorris County 1ibrary about maing it more com$liant with the A-A andhandica$$ed( 4e was thanful that the doors were fi9ed(

<eorge Moen, Morris Townshi$, ased for an u$date on the solar $ro>ectliability and where it stands and what is the $otential liability( CounselO7Mullan said &e are in litigation, and the federal court has ordered amandatory mediation( One session too $lace on Monday and another session totae $lace on Friday( &e7re looing for a solution in that situation( Theother thing that is going on in regard to the Solar == $ro>ect is that we arealso in the Su$reme Court of New Jersey arguing about whether or not the

contractor or subcontractor has a right to $ut a lien on County $ro$erty( Our$osition and each of the courts that ha'e heard it is that they don7t ha'esuch a right but they are $ersistent so we are now in front of the Su$remeCourt( nfortunately, all of this is tying u$ the funds and they are nota'ailable( That is why we are facing the necessity of finding the money forthe obligations in our ta9es(D Mr( Moen ased with the two $ro>ects what wasthe total of guarantees( &as it E%! million in guarantees through the bondsMr( O7Mullan said Ges(D

Mr( Moen ased if we ha'e a liability that could be outside that amountor was it strictly going to be limited to what the bonds the Countyguarantees Counsel O7Mullan said There are issues being raised that we7recontesting that there were cost o'erruns in'ol'ed in the $ro>ect, and the

subcontractor7s $osition is that the contractor is liable which maes sense(&e ha'e a contract, but it would not $ro'ide for such a thing( Our $osition

is that we legally do not own that but as you understand in e'ery lawsuitthere are two $ositions(D

Mr( Moen said he taled with the Board at this time last year about thebudget and there was a comment last year that when we $ut our budget togetherthat we use a form from the State with all the facts and figures( As

discussed last year, it did not list unfunded liability such as the E" billionon $ensions and medical and other things( At the time he said he recommendedthat we come u$ with a list for the $ublic which would be in addition to theend re$orting for the budget of a list of unfunded liabilities( The $ubliccould then loo at them and understand the County7s $lan of how we will $lanfor these liabilities(

County Treasurer Jose$h .o'aci said, On the State budget document,there is no s$ace on the form for that calculation( The State di'ision of$ension will not release or share any of that information( nder theretirement health benefits, the County funds it each year( nder the lawthere is no way to fund for any of these items( The State has not allowed forany funding mechanism de'elo$ment to tae $lace, and the State won7t allow youbuild the reser'es(D

Freeholder 1yon and Chair of the Budget Subcommitee said the informationMr( Moen is looing for is in two financial documents that the County haswhich are the budget and in the audit( Both of these documents are on theCounty website( Mr( Moen said he still wants a com$rehensi'e list withoutha'e to do a search, and he feels that it is 'aluable information for theta9$ayer(

Mr( Moen ased Freeholder -eFilli$$o because she is a re$resentati'efor a status on the North Jersey Consortium and where it stands now(Freeholder -eFilli$$o referred the /uestion to the -irector of 2lanning and-e'elo$ment and 2ublic &ors, -eena 1eary( Mr( Moen feels that this is anAgenda " $ro>ect and that the Board should be intimately in'ol'ed and not

ha'e to turn to the staff( -irector Mastrangelo said the Board does de$end onthe staff to ad'ise them and ee$ them u$ to date(

Christine -wyer, Morris Townshi$ resident, said that on Se$tember "Hth there was a discussion of raising the one cent for the $reser'ation fund( Ms(-wyer said she read that on the County website( Freeholder -eFilli$$o saidthat was not done and that it may ha'e been a recommendation but there hasbeen no discussion by this Board( Before there are any decisions, Ms( -wyerwould lie to mae a recommendation that in these $articular times raisingthat amount would be a ma>or $roblem because of the $ossible e9$enses that wewould be facing because of the solar issue( Also, this fall she read anarticle on the front $age taling about the number of households on the bringrowing to ?I of Morris County families who are struggling to mae ends meet(

There is also the $ossibility of the AC1 $roblem with the State about whetheror not churches and other houses of worshi$ can recei'e funding, and our ownState Constitution says they do not(

Ms( -wyer feels this is another $lace where the County can sa'e money(=n $articular, it is the Church of the 0edeemer which is 0esolutionNo( #! tonight authori;ing a grant between the County and the church of theredeemer not to e9ceed E%+,?H! in historic $reser'ation funding from the o$ens$ace trust fund( Ms( -wyer feels that the County should not s$end money inthis way(

Cathy &ilson, resident of Morris Townshi$, taled about the budget$rocess and would lie $ublic in$ut before the budget is $assed( Ms( &ilson/uestioned the half hour $ublic information T: show concerning County

sub>ects( -irector Mastrangelo said essentially it is another means of accessfor the County residents to see how County <o'ernment wors( The show isfilmed at the County College of Morris and the CCM Studio is utili;ed( TheCounty funds this college and has access to the studio so students ha'e ano$$ortunity to wor on the ta$ing of this show(

Janet Semeniw, &antage resident, said that the Mayor of -en'ille,recommended she attend the freeholder meeting( 4er husband wored at MorrisCounty School of Technology full time as an instructor, but has been forced tochange to $art time and does not now recei'e medical benefits(
