BOARD OF CHOSEN FREEHOLDERS – MARCH 26, 2014 A regular meeting of The Board of Chosen Freeholders of the County of Morris, State of New Jersey, was held on March 26, 2014, in the Freeholder Public Meeting Room, Administration & Records Building, Court Street, Morristown, New Jersey. On motion by Freeholder DeFillippo and seconded by Freeholder Cesaro the minutes were approved.

COMMUNICATIONS

1. Confirming/ratifying the action of the Freeholder Board to approve a request from the Mendham High School Committee for Project Graduation to hang a banner across Main Street, CR 510, in Mendham Borough to advertise from April 18 to May 2 the Project Graduation Tricky Tray which is a substance free night of fun for graduating seniors. (Originally this was approved for Mendham Township, but had to be changed to Mendham Borough)

2. The Elizabeth Ann Seton Knights of Columbus Council 6904 is asking permission to use the following streets for a coin drop fundraiser to collect at the following places and times:

Thursday, April 24 and Friday, April 25 between 4 to 6:30 p.m., Whippany Road Island by Route 24 entrance and Parsippany Rd.at the intersection of North Jefferson Road.

Thursday, April 24 through Sunday, April 27 at various times: Whippany Road at Parsippany Road

Thursday, April 24 and Friday, April 25, Whippany Road Bridge before Route 10 from 4 to 6 p.m. and Saturday and Sunday, April 26 and 27 during the day from 9 a.m. to 5 p.m.

3. The parish of St. Vincent de Paul Church in Stirling is asking permission to hang a banner across Valley Road (CR 512) in Long Hill Township starting April 15 to advertise their fundraiser Carnival taking place May 28 – 31.

4. The Borough of Wharton is asking permission to close a portion of Main Street on Saturday, April 26 from 10:00 a.m. to noon for the annual Little League Parade and to close a portion of Main Street on May 26 from 10:00 a.m. to noon for the annual Memorial Day Parade.

5. Mendham Township on behalf of the Mendham Township Green Team is asking permission to hang a banner across County Route 510 from May 19 through May 30 and June 24 through October 13 (when space is not in use by another group) to advertise the Farmers Market.

6. The Long Hill Chamber of Commerce is asking permission to close a portion of Long Hill Road (County Route 605) on Sunday, June 1 (rain date June 8) from 9 a.m. to 4 p.m. to hold the Millington Downtown Day. They also seek permission to hang a banner across Valley Road (County Route 512) in Long Hill Township from May 19 to June 1 to advertise the event.

7. The Long Hill Chamber of Commerce is asking permission to hang a banner across Valley Road (County Route 512) in Long Hill Township from September 8 to September 21 to advertise the annual street fair taking place on September 21. (no county road closures required)

8. The Lakeland Junior Track & Field League and the Paramount Adventure Multisport Club are asking permission to close a portion of Sussex Turnpike (Route 10 to Canfield Ave.) on Sunday, July 13 from 7:45 to 11:00 a.m. for the annual triathlon (bicycle race segment) fundraiser.

9. The Educational Foundation of the Chesters is asking permission to hang a banner over Main Street (County Route 513) in Chester Borough from April 24 to May 11 to advertise the 4th Annual 5K Run to benefit the Foundation.

10. The Netcong Fire Company No. 1 is asking permission to use the intersection at Allen Street (County Route 631) and Ledgewood Ave. for their annual “Coin Drop” fundraiser for the following dates:

Friday, May 23 from 2:30 to 7:30 p.m.Saturday, May 24 from 8:00 a.m. to 3:30 p.m. and Sunday, May 25 from 8:00 a.m. to 1:00 p.m.

On motion by Freeholder Cabana and seconded by Freeholder Lyon, the requests were approved.

PUBLIC PORTION

Carlos Mederos, Roxbury Township resident, had questions regarding Fenimore Landfill. Mr. Mederos felt that the Board needs to take immediate action to stop DEP if they proceed to drill holes to capture the gases. He would like to see an investigation to the DEP and feels that trucking it out is the best solution.

Christine Dwyer, Morris Township resident, questioned Resolution 13 for video-conferencing. This is for the video conferencing for the courts. Freeholder Cabana explained that this precludes the transportation of prisoners and the video-conferencing will save a substantial amount of money.

Brenda Isherwood, Succasunna resident, has lived in Roxbury since 1950, and she is unhappy to be smelling the toxic fumes from Fenimore Landfill. She feels DEP has never answered questions and that their plan is not only incomplete but not accurate. The DEP has not done any core samples so how can they know how best to take care of this problem. Ms. Isherwood said we need it trucked out and not capped.

Bill Eames, Whippany resident, encouraged the Board to take a strong stance with MCLOM to urge government control over the state arbitration issue. Mr. Eames also discussed the resolution regarding sustaining funding of open space. He asked the Board please do not endorse sustainable state funding.

Freeholder Krickus said that on arbitration law, Senator Dougherty is co-sponsor of this bill.

Kristin Pfeiffer, Morris Plains resident, said she had a meeting with the Chief of Police. She is excited about all the fields of Central Park, but that speeding along Central Avenue has become a problem. Administrator

Bonanni said he will work with the Park Commission, Park Police and Morris Plains to see if we can address that matter.

Kristi Conover, Morris Plains resident, said this area is very very unsafe, and they need a road over West Hanover Avenue.

Moira Dillaway, Morris Plains resident, said there are police present but it is sporatic, especially at dusk. There are no sidewalks; a police force is needed.

George Moken, Morris Township resident, thanked Administrator Bonanni and Assistant Administrator Buchanan for their prompt answers to his questions. He questioned where he could get a copy of the North Jersey Transportation Authority Grant. Ms. Leary, Director of Public Works and Planning, said she would email Mr. Moken a link. Secondly, Mr. Moken encouraged the Board to read United Nations Agenda 21. He said that this Board voted no in 2011, against Agenda 21, but then passed a resolution. He believes that this grant would limit everyone to train and bicycle transportation. He recommends that this grant be rejected.

Maria Castriotta, Roxbury Township resident, thanked the Board for passing a resolution tonight concerning Fenimore Landfill. She asked what resources can the County give Roxbury for the Fenimore Landfill Crisis.

Director Mastrangelo said, “We had some initial discussions today to see if there are any resources we could provide. We will continue to explore, and we will be talking to the Township about this. Freeholder DeFillippo is aware of the issues and has drafted a resolution and once this is passed tonight, you will be hearing from us.” Ms. Castriotta wanted to know how quickly can the Board take action? Administrator Bonanni said he spoke to Roxbury Township’s Manager to inquire if any assistance from the County was required.

Ray Newman, Wharton resident, asked about the open space study and how did we end up with a firm from Kentucky. Ms. Leary, Director of Public Works and Planning, addressed his concerns.

Aaron Markworth, Flanders resident, thanked the Board for the Fenimore Landfill resolution. Mr. Markworth said he has lost his faith in the current Manager and Council of Roxbury Township due to the length of time it took to get action. He thanked Director Mastrangelo and Deputy Director Scapicchio for attending last night’s Council meeting at Roxbury Township. Mayor Rilee, who is part of the Highlands Council, to allow this landfill to be started is illegal. Trucking out is the only solution.

Barbara Eames, Hanover resident, said she is against additional spending on open space.

Mirna Hernandez, Flanders resident, thanked the Board for coming to the Council meeting. She would love to see residents gathered at the High School Auditorium to address all the concerns of the residents. Ms. Hernandez feels that the Council has hidden behind pending litgation.

Carlos Mederas, Ledgewood resident, asked if the Board had any questions concerning Fenimore Landfill. Director Mastrangelo said that the Board understands the facts.

Tom Laureys, Councilman of Netcong Borough asked the Board about the County obtaining property on Early Street, Morristown, for a community garden, for the cost of $1.5 million. He feels this was foolish with so many other pressing issues. Director Mastrangelo said that the County has reduced the open space tax last year as well as this year. The Board is looking at the open space program and hired a consultant who will be making a recommendation of how we move with this program in the future. Based on the committee recommendations, the Board voted for it.

Paul Albanese, Morristown resident, asked how the Board can justify the expense of $1.5 million for a garden on a small plot of land.

George Moken, resident of Morris Township, was concerned over a $75,000 antique fire truck that Madison received. He feels that the County is not watching the taxpayers’ money concerning open space.

Freeholder Cabana introduced the following resolutions:

(1)BE IT RESOLVED, by the Board of Chosen Freeholders of the County of

Morris as follows:

1. The location of the informal meeting and formal meeting of the Board of Chosen Freeholders of the County of Morris scheduled for Wednesday, May 28, 2014 at 4:30 p.m. and 7:00 p.m. has been changed from the Administration and Records Building, Court Street, Morristown, New Jersey to take place in the Township of Chester, One Parker Road, Chester, New Jersey 07930 at which time formal action may be taken.

2. The Clerk of the Board of Chosen Freeholders of the County of Morris shall post a certified copy of this resolution in the Clerk’s Office and the Office of the Morris County Clerk and send a copy to the Daily Record and to the Star Ledger.

3. This resolution shall take effect immediately.

WHEREAS, on June 24, 2009, the County of Morris entered into a New Jersey Department of Transportation State Railroad Crossing Master Agreement, which would provide funds to the County to improve rail-highway crossings or improvements of crossing surfaces on any public highway under the Federal Highway Safety Act of 1973 as amended by the Intermodal Surface Transportation Efficiency Act of 1991, and in accordance with the provisions of the U.S. Department of Transportation Federal Highway Administration Federal Policy Guide; and

WHEREAS, under the foresaid agreement, funds will be made available by the state in the form of “Change Orders” specifying the nature of the improvements and the funds provided by the State for the same; and

WHEREAS, the State of New Jersey is making available $78,000 under Change Order No. 2D58, Project No. 2014-Morris County-14, for emergency repairs to the Cobb Street crossing with the Dover and Rockaway Branch;

NOW, THEREFORE BE IT RESOLVED, that the Director of Finance and County Treasurer is hereby authorized to accept the aforesaid funds, for the aforesaid purposes, crediting the Rail Road Surcharge Account, number 12-290-56-579301-888.

WHEREAS, the Board of Chosen Freeholders of the County of Morris, by resolution #17 adopted March 12th, 2014, awarded a contract to Total Fire Safety LLC, of Easton, Pennsylvania, for the provision of Special Hazard Clean Agent Suppression Systems Maintenance & Inspections for Morris County;

AND WHEREAS, said resolution incorrectly stated the contract term to be a two year term from award of contract, with the total amount reading as $6,272.00 the correct should have read as $6,272.00 per year, for a total two year amount of $12,544.00, from January 1st, 2014 through December 31st, 2015.

NOW, THEREFORE BE IT RESOLVED that the resolution and Certificate of Availability of Funds 94464 be amended to evidence said correction.

This resolution shall take effect immediately.

Resolution authorizing the submission of a project proposal to NJ TRANSIT for NJ-JARC grant program.

WHEREAS, NJ TRANSIT has allocated operating funds for NJ-Job Access and Reverse Commute program (NJ-JARC) is to improve access to transportation services to employment and employment-related activities for welfare recipients and eligible low-income individuals and to transport residents of urbanized areas and non-urbanized areas to suburban employment opportunities; and,

WHEREAS, the Subrecipient will provide a match through local funds, from the sources noted below, subject to the availability and appropriation of the below referenced funds, equal to or greater than amount awarded to the Subrecipient through NJ TRANSIT; and,

WHEREAS, the Subrecipient expects to receive funding for the local match from NJ Department of Human Services/Division of Family Development, NJ Department of Labor and Workforce Development, and the donation program; and,

WHEREAS, should the local match funding not become available as anticipated from the sources mentioned above, appropriate actions will be taken in regards to the JARC program; and,

NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey as follows:

1. That the Director of Employment and Training Services is authorized to submit a project proposal to NJ TRANSIT for inclusion in NJ TRANSIT’s NJ JARC Grant Application, on behalf of the County of Morris for NJ JARC Round 1 and Round 2.

2. That the Director of Employment and Training Services is authorized to execute and file, with submission of a project proposal to NJ TRANSIT, the annual certifications and assurances and other documents NJ TRANSIT requires.

3. That the Director of Employment and Training Services is authorized to execute grant and cooperative agreements with NJ TRANSIT on behalf of the County of Morris.

WHEREAS, a contract was awarded on September 24, 2012 for chiller replacement in the Administration and Records Building; and

WHEREAS, it has been determined that it is necessary to increase said contract to provide for additional required materials;

WHEREAS, it has been determined that it is necessary to increase said contract in response to the need for additional work to contract;

NOW, THEREFORE, BE IT RESOLVED by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey that, pursuant to Local Public Contract Regulations, contract modification as detailed on “Contract Change Order Request” No. 5-42999 is hereby approved as follows:

WHEREAS, a contract was awarded on November 28, 2012 for ceiling replacement and asbestos abatement at the Morris County Courthouse; and

WHEREAS, it has been determined that it is necessary to decrease said contract due to credits received from the contractor;

NOW, THEREFORE, BE IT RESOLVED by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey that, pursuant to Local Public Contracts Regulations, contract modification as detailed on "Contract Change Order Request" No. 2-68262 is hereby approved as follows:

WHEREAS, the Morris County Board of Chosen Freeholders is very much aware of, and is closely following the issue involving the emission of hydrogen sulfide and possibly other noxious gas from the Fenimore Landfill in Roxbury Township, and has spoken out publicly about it; and

WHEREAS, on October 23, 2013, the Freeholder Board went on public record and adopted a Resolution in support of the township’s efforts to address the situation.  This Resolution urged the New Jersey Department of Environmental Protection to expedite remediation of the Fenimore Landfill; and

WHEREAS, a copy of that resolution in support of the township and its residents was sent to DEP Commissioner Bob Martin, our 25th district state legislators and the mayor and township council members in Roxbury; and

WHEREAS, since that resolution was sent, the DEP came to Roxbury on March 11 and during a council meeting presented a remediation plan to cap the landfill, which the mayor and township council feel is completely inadequate, failing to provide enough information to support the DEP’s claim that its plan is the most effective way of resolving the issue, while protecting the area’s air and water quality and ensuring the health and safety of Roxbury residents; and

NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey as follows:

1. That similar to the Roxbury Township mayor and council, the Morris County Board of Chosen Freeholders appreciates Commissioner Martin’s willingness to listen to tapes of that March 11 meeting to hear the questions and concerns raised by Roxbury residents about the state’s plan to cap the landfill, as well as the DEP’s moving forward with its well-drilling project to improve the effectiveness of the interim gas extraction system currently in place at the landfill.

2. That the Morris County Board of Chosen Freeholders also supports the mayor and township council’s request of the DEP that it delay implementing its plan to cap the landfill, if capping would rule out any other permanent remediation option, including trucking out the material that is buried in the landfill.

3. That the Freeholders also support the mayor and township council in their request that the DEP supply them with compelling data that supports the DEP’s conclusions, and that demonstrates to their satisfaction that all long-term remediation options have been thoroughly considered.

4. That the Freeholder Board will continue to monitor developments as they pertain to a long-term remediation plan for the Fenimore Landfill to make certain that any such plan is in the best interests of Roxbury Township and its citizens.

5. That a copy of this resolution be sent to the Commissioner of the Department of Environmental Protection, all our local state representatives, President of the New Jersey Senate, Speaker of the New Jersey Assembly, the Honorable Governor of the State of New Jersey, Chris Christie, Congressman Rodney Frelinghuysen, Congressman Leonard Lance, and to the Mayor and Council of Roxbury Township.

WHEREAS, there exists a need for Engineering Consultants, licensed to practice in the State of New Jersey, to provide Construction Inspection Services for the Replacement of Morris County Bridge No. 1400-121 on Ridgedale Avenue over the Whippany River in the Town of Morristown; and

WHEREAS, the contract needs to be awarded as a “Professional Service” in accordance with N.J.S.A. 40A:11-5(1)(a)(i) et seq. through a fair and open process, pursuant to N.J.S.A. 19:44A-20.4 et seq.;

NOW THEREFORE, BE IT RESOLVED by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey as follows:

1. The agreement between the County of Morris and

2. The Director of the Board of Chosen Freeholders is hereby authorized to execute said agreement conditioned upon the contractor’s compliance with the requirements set forth in paragraph 5 below.

3. The Treasurer is hereby authorized to issue a Certificate of Availability of Funds in accordance with the aforesaid agreement.

4. A notice of this action will be published in accordance with the law.

5. This contract is awarded pursuant to a fair and open process in compliance with N.J.S.A. 19:44A-20.4, et seq.

WHEREAS, the Board of Chosen Freeholders of the County of Morris in the State of New Jersey, by Resolution #18, adopted April 10, 2013, authorized a Memorandum of Understanding (MOU) with the Police Institute of Rutgers University School of Criminal Justice in order to establish a UASI Office of Management and Regional Integration; and,

WHEREAS, it is in the interest of the County of Morris and the Police Institute of Rutgers University to extend the term of said MOU from March 31, 2014 to May 23, 2014;

NOW THEREFORE, BE IT RESOLVED by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey that the term of said MOU is hereby extended to May 23, 2014.

WHEREAS, Resolution #16 adopted at the June 25, 2012 Freeholder Public Meeting authorized execution of agreement #NEWSER-13M-WIA, for WIA (Workforce Investment Act) Youth Services, between Morris/Sussex/Warren Employment & Training Services and NewBridge Services, Inc. for $115,000.00 for the period July 1, 2012 to June 30, 2013; and

WHEREAS, the agreement amount was based on 22 participants and the actual enrollment was 31; and

WHEREAS, payments under this agreement are unit (participant) based;

NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey as follows:

1. That the Director of the Board of Chosen Freeholders is hereby authorized to sign and execute Modification #1 to Subgrant Agreement #NEWSER-13M-WIA between the Morris/Sussex/Warren Employment & Training Services and NewBridge Services, Inc. which increases the contract amount from $115,000.00 to $162,043.00.

WHEREAS, the Board of Chosen Freeholders of the County of Morris in the State of New Jersey had previously determined in its Resolution of June 26,

WHEREAS, the Board’s Resolution of June 26, 2013 further provided for acquisition of the needed property interest using the power of eminent domain if the owner and the County were unable to agree on compensation after bona fide negotiations, and/or if the owner was unable to provide title to the needed property free and clear of liens; and

WHEREAS, after bona fide negotiations, the owner and the County were unable to reach an agreement on the purchase of the property interest needed, which necessitated the filing by Morris County of an action in condemnation, on December 5, 2013, and

WHEREAS, as required by law, Morris County has had the needed property rights re-appraised by Louis Izenberg, MAI, Izenberg Appraisal Associates, a licensed certified real estate appraiser, who concluded a value of $9,750.00 as of the December 5, 2013 date of filing of the complaint in condemnation, and, as required by law had a review report confirming the methodology and value in the foregoing appraisal report, dated March 11, 2014, by Robert G. WHEREAS, the Board of Chosen Freeholders of the County of Morris in the State of New Jersey has determined that the acquisition of a road widening easement is necessary for public purposes and that the County must acquire an interest in real property described as Tax Block 59.02, part of Lot 25, on the Tax Map of the Township of Montville more commonly known as 391 Route 202 in order to construct intersection improvements at the Changebridge Road, and Route 202 intersection in the Township of Montville.

NOW, THEREFORE, BE IT RESOLVED by the Board of Chosen Freeholders of the County of Morris in the State of New Jersey that it is necessary, required, desirable, in the public interest and in the best interests of the County that it acquire a road widening easement on and of the property herein described as part of Tax Block 59.02, Lot 25, on the Tax Map of the Township of Montville, more commonly known as part of 391 Route 202, and more particularly described on the attached Exhibit A, which is annexed hereto and made a part hereof.

SUBJECT, HOWEVER, to easements of the Township of Montville and the County of Morris and all other public and utility easements, recorded or unrecorded, affecting the herein described premises.

WHEREAS, after bona fide negotiations, the owner was unable to provide title to the needed property rights free and clear of liens, which necessitated the filing by Morris County of an action in condemnation, on December 5, 2013, and

FREEHOLDER COMMENTS

Freeholder DeFillippo said she welcomed the comments made tonight. There is representation for those who support open space because of our park system. There is also strong opinions that the open space tax should be eliminated. For those from Roxbury, a park is being built in Landing. Without open space funding from Green Acres, the County and Town, these types of things would not be built. It is very important for our quality of life. We have been reducing the open space tax. There is still a need for it. Thanks to the community for coming out to talk about Fenimore. There are a lot of various opinions. We need to look at the report and invite the consultant to come in to Roxbury to clarify information.

Freeholder Krickus thanked Roxbury residents for sharing their views. When dealing with the DEP, it is difficult. Freeholder Krickus said we have the most conservative Board than we have ever had.

Freeholder Cesaro thanked Roxbury residents for coming today. Our doors are always open.

Director Mastrangelo thanked people from Roxbury who came out. He was glad to have the resolution approved to support the Mayor and Council and hopes we get the right solution to maintain the quality of life for residents in Morris County. He thanked everyone for spending the time and having the patience with the process from work session to the meeting here tonight. In regards to open space, he agrees with his colleagues. Tourism in Morris County is the highest in the State because of open space, parks and farm lands. Measures are being taken to reduce open space year after year, but there is a matter of striking the right balance. This Freeholder Board is conservative based on budgets passed last year and the budget that will be adopted for 2014.

BE IT HEREBY RESOLVED that the bills as shown on the Schedule of Warrants all having been approved by the proper committees of officials where legally required, be and the same are hereby authorized to be paid. The Schedule of Warrants designated as Bill Resolution #06-14 totals $23,185,291.32 dated and made a part hereof by reference.

PUBLIC PORTION TO DISCUSS THE 2014 BUDGET

Freeholder Lyon gave an overview of the proposed 2014 budget and asked for any public comment or questions.

Martin Prentice, Morristown resident, said he understands that the Board is taking the open space down but please don’t take it down to “zero.”

George Moken, Morris Township resident, said that in 2010 more than 40% left the State of New Jersey because of high property taxes and inheritance taxes. He said it is the most expensive state in which to die. Mr. Moken felt that the Freeholders need to look at the budget differently and more needs to be done by less government. He suggested looking at 2015 for a 10% reduction in spending by reducing the debt. Concerning unfunded liabilities, Mr. Moken asked what is the total and what are the categories.

Freeholder Krickus said that the pension is a state figure. Pension payments and lifetime retiree healthcare is a problem, but the Board has taken a firm action in resolving this. January 1, 2014, employees will no longer be eligible for lifetime employee health benefits.

Mr. Moken is concerned about future solar projects. The Board is committed not to accept another solar project. Freeholder Krickus said there is litigation, and we recognize that this is an exposure to maintain County’s position on this.

Barbara Eames, Whippany resident, said she affirms what George Moken said, and she does think the public only understands the pain of their own tax situation. We need to help them understand what drives the taxes. Ms. Eames spoke to Ms. Leary, Director of Public Works and Planning, concerning the $200,000 study and when it would be available to the public. Ms. Leary said once the recommendations are given to the freeholders, it will be public.

Ms. Eames said she received a letter from Counsel O’Mullan and she felt it was a very weak answer that individuals cannot be compelled to the maintenance of churches. She discovered that the open space portion of the budget does not mandate that any monies be raised by taxation of any given year. That money does not have to be raised, and that money is in the fund. Ms. Eames would like to see the open space taxes lower and the money saved be given to the Fenimore Landfill project.

Ms. Eames questioned when the grants need to be encumbered. Ms. Leary said the study will be completed in June 2014 and be presented on July 9, 2014.

Nancy Burwell, Morris Township, said she spoke with Administrator Bonanni and Director of Human Services Pinto regarding the meals on wheels and meals served at the nutrition sites. She does not understand why taxpayers have to pay for this and feels there are local churches, food stamps, and soup kitchens for those in need. Director Mastrangelo said there is a commitment to people who have paid taxes all their years and are in bad health. These meals go to those types of people. Freeholder Krickus said we get reimbursed for half of these costs from the State of New Jersey.

Tom Laureys, Councilman of Netcong spoke about his town that has defined benefit plans. It is State law that dictates for the defined contribution plan, but the County has no choice.

Kurt Dinkelmeyer, Montville resident suggested that a $2 suggested donation fee for meals at the nutrition centers should be raised to $5. Director of Human Services, Frank Pinto, said we could ask for a specific amount and the Freeholders could change the existing amount charged. Freeholder DeFillippo said the County is asking for the caregivers and family members of those who have the meals consider making a donation during the year. Freeholder Cabana stated he wanted to note for the record that last year the contributions made exceeded $50,000.

William Eames, Whippany resident, suggested that a sign be posted that says the actual cost of the meals is $10 so give what you are able.

George Moken, Morris Township resident, said that more people are leaving this state than any other. New Jersey is No. 1 in highest taxes. As people leave this state, his question is how do we improve if other counties will not go below last year’s taxation. He asked the Freeholders to take one more look. He feels reducing 1 cent out of every dollar spent will make a difference. He thanked the Board for all the time that was spent here tonight for public comment.

Director Mastrangelo said he believes our budget slightly dipped below zero without open space reduction.

Paul Albanese, Morristown resident, asked how much is spent on illegal immigration. Administrator Bonanni said there is no funding in the budget to address this as the county has no statutory role regarding immigration.
