Bill ames, resident of <hippany, ased for %larifi%ation if this is onthe amendment or on the $udget( County Counsel 67Mullan said 9t is on the

$udget as was originally introdu%ed( The ne?t order of $usiness will $e to

entertain a motion to amend(;

Mr( ames said in the past wee he attended the Morris County

mpro0ement Authority meetings and the issues as they relate to the se%ond

solar pro@e%t that referred to the losses that were in%urred hen%eforth on

Solar ( All of those released in Solar settlement has a %omponent in

there that re/uires the County to dig into reser0es and spend G) million to

deal with that settlement( 3e is %on%erned a$out that %omponent that does not

apply to de$t ser0i%e $ut is going into the solar %ontra%t award $e%ause there

is some indi%ation that he needed to %larify that it may not $e right( i0en

that the County is going to spend G) million out of reser0es in the amendment

that is %oming up, has the County made any %uts or redu%tions in the planned

e?penditures that a%%ount for the fa%t that the County lost G) million in

fle?i$ility in our reser0e a%%ountL 3is point is that e0ery ta?payer in the

County is fa%ing tough e%onomi% times( 3as the County made any downward

ad@ustments in its e?penditure e?pe%tations as a result of the loss of that

reser0e money that has to $e spent on the solar settlementL

Freeholder 1yon said 9The amendment what we are 0oting on to introdu%e

right now is the original $udget as introdu%ed( Now what we7re going to do

afterwards when amending the $udget, it would redu%e this $udget that we @ust

introdu%ed $y GDH,!2+( Then the G2+, would go to in%rease the County

College of Morris so we7d ha0e a net redu%tion of around G!)H, whi%h would

go towards less surplus $eing used(;

<ayne 1araway, resident of <ashington Township, feels frustrated $e%ause

he feels that the Board has not $een transparent( 3e thins that this $udget

is a train wre%( 3e loos at 2!D and 2!" as a G!2 million in%rease, a 2H

head%ount addition, up D> and yet ta? re0enues remain firm( <here is this

leading to in 2!IL <hat is the pro@e%tion for the %itiEenL 1ooing at a $ig

in%rease in 2!I in ta?esL <e should $e taing steps to %ut %osts( <e do not

want to $e hit with another ta? in%rease( 3e feels this is not sustaina$le in

the future(

Freeholder Mastrangelo said 9As a mem$er of the $udget %ommittee, we are

woring on 2!I $udget and looing at items to deli0er a $udget that will $e

sound and ser0i%es that will $e a priority to the ta? payer and a $udget thatthe ta?payer will appre%iate( <e meet with the $udget %ommittee fre/uently

and we wor with the administration( As the year goes on, we will ha0e more

information as to how we are pro%eeding with the pro%ess(;

Bar$ara ames, 3ano0er Township, said she %ommends the young people for

%oming here tonight( She thins that if you sur0ey households in Morris

County, families are stressed( This $udget is set for this year( Not sure

what sustaina$le really means( She personally thins that we need to thin

a$out %hanging our paradigm that the go0ernment %an ne0er shrin(

#eggy Mesinger, Morristown resident, said she did not hear anything

during the edu%ation or re%reation portion( She ased if the Board has

looed at the %osts( She nows the State is willing to sell the property atreystone for G! to the County $ut the de0elopment of that property into open

spa%e, the maintenan%e, and %ost of salaries to monitor( ( (has that $een

in%luded on the $udget for ne?t yearL

Administrator Bonanni said to Ms( Mesinger* 9f you are referring to

the se%ond phase of reystone, the only portion of e?pense that is in%luded in

the County7s %apital $udget is to %onstru%t a ma@or a%%ess into the %omple?

off <est 3ano0er A0enue into the e?isting %omple? off <est 3ano0er A0enue to

alle0iate the traffi% out of the %omple?, $ut there is nothing else in our

$udget that now of that is in0ol0ed with that(;

Ni%olas 3omya, 1ae 3iawatha resident, said a salary represents a

/uality of wor that results in the salary( There has to $e some s%rutiny in

what the County is paying for to mae sure that the salary represents the

/uality of ser0i%es(

<ayne 1araway, resident of <ashington Township, said the 2!" Morris

County $udget in%ludes D8 less employees sin%e 2!2 $udget( s it a%%urate

that we are adding 2H head%ount from 2!D to 2!"L

Treasurer .o0al%i said we are adding 2I from 2!D to 2!" $ut the net

redu%tion is still D8 in 2!2(

Mr( 1araway said 9From 2!2 to 2!D went down from D8 plus 2I, whi%h is

)D so it was )D head%ount in 2 years from 2!2 to 2!D, we7re adding 2I and

not 2H(;

Administrator Bonanni said 9There are a num$er of them that are related

to Morris iew nurses( There are times when the County will perform shared

ser0i%es with muni%ipalities where we will add staff, $ut there will $e an

offsetting re0enue from the towns( As an e?ample, $elie0e it was last year,

that we pi%ed up dispat%h of fire and first aid dispat%hing in 3ano0er

Township so they will %ompensate the County so Treasurer .o0al%i will ha0e an

appropriation to in%rease his $udget, we ha0e to hire staff to answer the

%alls and dispat%h those %alls $ut we ha0e a re%eipt %oming in from 3ano0er

Township to pay for that so not all of those are @ust ta?(;

mpro0ement Authority meeting Freeholders S%api%%hio and .ri%us issued a

release that said that they re%ommend to the Freeholder Board that a

memorandum that @ust addresses %onstru%tion issues that arose in regard to

Solar $e dis%losed to the pu$li%( 3e $elie0es this do%ument was %lassified

as a pri0ileged do%ument and that the County Spe%ial Counsel has ad0ised the

Freeholders that they may wai0e their pri0ilege and release this to thepu$li%( <ill this do%ument $e released to the pu$li%L

The Freeholder Board answered 9yes(;

Freeholder Ca$ana said 9<e are also releasing all of the minutes that

had $een reda%ted so the pu$li% %an see e?a%tly what was said and re%ommended

Administrator Bonanni said that Mr( Moen %an see him after the meeting,

Counsel 67Mullan said that 9n general today, the only thing $eing held

$a% on the $asis of pri0ilege was on the $asis of attorney %lient pri0ilege(

The reason they were held $a% is that the pri0ilege $elongs to the %lient and

not the attorney so when these do%uments were released earlier, they were

reda%ted $e%ause the attorneys in0ol0ed did not ha0e the authority to wai0e

it( This is the first time at today7s meeting sin%e these do%uments were

released the Board de%ided that they would wai0e the pri0ilege and the

do%uments will $e reissued with all of those pri0ileged areas( <e7re taling

a$out solar( n the minutes there were areas regarding plans for la$or

negotiation( Those are still reda%ted $e%ause it doesn7t do any good to planyour negotiations and ha0e the whole world now what your plan is( As to

solar, it is my understanding that e0erything has $een appro0ed for release(

dealing with the solar( t says that for Solar that we will suffer

shortfalls for ta?payers in the amount of GH(2 million( t says in regard to

are %onstru%ted would $e another GI million loss for the ta?payers( f the

sites are not %onstru%ted, it would $e another G2 million( 3e said there are

many %a0eats looing at this do%ument and the num$ers( There is an S&Cs

information that is put into the 0alue of the S&Cs( These num$ers ha0e not

$een made nown to the pu$li% and he feels that is wrong(

would lie to see the entire reystone $uilding repurposed( From the
