1. Welcome and Introduction – Murray Chitra Murray welcomed both members and associates to the 65th Annual General Meeting. After the introduction of the Executives at the head table, he extended a special welcome to Rob Weier, Auditor, Crawford Smith & Swallow; Kathleen Beall, QCC Legal Counsel; representatives of QCC’s associate member organizations, QCC service partners and representatives from Ontario Pension Board, OPTrust, Consumer Protection Branch and Great West Life. A special welcome was extended to former QCC executive committee member, Glenn Thompson, who was in attendance. Mention was made of the two QCC presentations on view, the slide presentation and the video, both of which were put together by our marketing committee with the assistance of four students. Non-voting members (associates) were requested to refrain from participating in any vote, which called for a show of hands.

2. Minutes of June 24, 2009 Annual General Meeting – Don Benoit

There were no comments or concerns regarding Minutes of June 2009 Annual General Meeting. Don, therefore, called for a vote of acceptance of the Minutes.

Moved by Don Benoit, seconded by Don Sangster, Minutes adopted as presented.

3. President’s Report – Murray Chitra Murray briefly spoke about the Honours Awards held on May 19, 2010. The QCC was privileged to have Angela Coke, Associate Deputy Minister, HR Ontario, recently appointed Chair of the Public Service Commission, attend the event to present the two honourees with the specially commissioned glass sculptures that mark the award. Murray then called on Sylvia Davis, Chair of the Selection Committee to report on the 2010 QCC Honours Awards for Community Service. Past President and Selection Committee Chair, Sylvia Davis announced the two 2010 QCC honours awards recipients for community service. She read out a brief summary of their volunteer accomplishments. On behalf of the QCC Board of Executive and members present, Sylvia thanked the awards recipients for their collective years of commitment to voluntarism and for extending the high ideals of public service far beyond their careers.

The 2010 Honours Awards recipients are:

Michelina (Lina) Busico - Local Community Category. Gloria Rousseau - Local Community Category.

Sylvia urged the members present to request a nomination form for next year’s awards program from the QCC Office and to submit it on behalf of anyone they knew who might be well deserving of this recognition. She closed her remarks by mentioning that the deadline for receiving nominations was November 30, 2010.

Murray Chitra thanked the Awards Selection Committee - chaired by Sylvia Davis, and ably assisted by five past QCC presidents Ken Sandhu, Sybil Wilkinson, Elizabeth McKnight, Art Daniels and Brian Riddell, for volunteering their time and expertise for this worthy cause. Murray announced that the QCC membership has now reached 86,000 members resulting in more inquiries, mail outs and participation in programs and services. The primary focus of the past year has been on improving communications with the membership through the newsletter, seminars and sponsored events.

Murray mentioned some of the initiatives undertaken by QCC during the past year: The production of a short video, capturing the essence of the QCC. Continued expansion of the QCC Discount Services, including the addition of

Toy Space and The Sheraton Gateway Hotel at Toronto Pearson Airport. Continued sponsorship of the London, Kingston, North Bay and Newmarket

Annual Golf Days. Together with the Provincial Interministerial Council (PIC) the QCC continued

to run the regional information and recognition seminars, throughout the province.

Sponsorship of a retiree information event in Ottawa, in partnership with the Interministerial Retiree Group of Ottawa (IRGO).

In 2009, QCC helped recognize 6,789 long service employees with a combined 158,915 service years. These employees included 3 remarkable people, each with 45 years of service.

Information exchange session held for QCC Coordinators in November 2009.

Goodwin, Nancy Ross, Gail Nattress and Kevin Man for a job well done in helping to deliver the various government service recognition programs and responding promptly to many written and verbal queries. Murray also thanked Florence Anandappa for leading the Discount Services initiative and coordination of the Volunteer Awards program. He also thanked Florence for her tireless devotion to the production of an electronic version of the Directors’ Binder. QCC General Manager, Jackie Szymanski was recognised as an exceptional manager and leader. Jackie will retire at the end of August and her replacement will be announced in the Autumn newsletter. A special ‘thank you’ was extended to QCC coordinators in government ministries and agencies who, in spite of having to deal with their own heavy workloads, have always, in partnership with QCC, delivered these service recognition programs across the province. Murray then spoke briefly about the various preferred services the QCC offers to Members, noting that many of these service partners were able to join us tonight and had donated a number of door prizes. Special mention was made of Johnson Insurance and the products which they offer our membership.

4. Financial Reports Auditor’s Report – Rob Weier

Rob Weier, Crawford Smith & Swallow, QCC Auditor presented the 2009/10 audited statements, which were included in the QCC annual report. At the end of his presentation, Rob asked the members present if they had any questions.

Q1. Would you please explain the GST note? A1. Murray responded that the QCC had accrued a liability in the event that we

might be liable for GST on some of its activities that were previously exempt. There were conflicting opinions regarding the liability, but the QCC put aside funds in the event that payment was required down the road. These funds were not required and the liability was reversed. However, with the latest GST/HST announcement by Minister Flaherty in December 2009, the QCC will be liable for GST/HST on a go forward basis. The QCC will have sufficient revenue to cover these liabilities.

There being no more questions on the report, Don Benoit moved for acceptance of the Auditor’s report, seconded by member Glenn Thompson – Motion carried.

5. Election of 2010/11 Board of Directors: * Nomination Committee Report; * Election – Gail Ure Gail Ure, chair of the Nominating Committee, presented the recommended slate of candidates for the 2010/11. Two seats were vacated on the Board of Directors this year, the first by Keith Breyer who resigned for personal reasons, and the second by Jack Mc Fadden who regretfully resigned due to his increasing volunteer work with the Martyrs’ Shrine. Two new Board Members, Hope Boehm and Ed Clinton were proposed by the Committee.

6. New President’s Remarks – Vic Pakalnis Vic accepted the Presidency of the QCC and thanked all for their confidence and support. Vic was pleased to note that most of the former executives from last year had accepted another term on the Board. Vic also welcomed Hope Boehm and Ed Clinton to the QCC Board of Directors and commented that they will be great assets to the organization. The QCC continues to have representation across the province.

Vic mentioned the departure from the Board of Jack Mc Fadden, and stated that his wise counsel and sense of OPS history and culture will be missed.

Vic then spoke of the long-standing commitment and dedication of Sylvia Davis, commencing her 22nd year on the Board, and Sybil Wilkinson who has more than 19 years on the Board.

Vic emphasized that the primary mission of QCC is to ensure the appropriate recognition of active long service provincial public servants, and keep its members fully informed. He outlined the following two activities that QCC had highlighted at its Planning Day in March of 2010. Marketing & Communication.

Special mention was made about the redesign and modernization of the QCC website and communication methodologies, including the newsletter.

Recognition. Vic spoke about the recognition book being commissioned by the QCC and

the special ‘Take your Camera to Work Day’ which will occur in September 2010.

7. Motions from the floor – Sybil Wilkinson

Yasmin Damani mentioned that QCC has retiree committees for some regions of Ontario. She is very interested to work with a retiree committee and have something interesting to get involved with. Motion: That the QCC look into assisting the Region 5 retirement committee with information for Yasmin. Moved: Yasmin Damani Seconded: Thelma Casimir Sukdeb Datta queried whether members that did not bring their membership cards to the AGM were eligible for door prizes. Motion: That the Board of Directors look into an electronic system for checking member identity rather that showing their membership card. Moved: Sukdeb Datta Seconded: Josie Dey

8. Presentation to outgoing President – Gail Ure Gail presented outgoing President Murray Chitra with a Merlin Statue and a

donation to Free the Children organization.

9. Pension Update - Mark Henry - Ontario Pension Board Douglas Kaye - OPSEU Pension Trust

Douglas Kaye - OPSEU Pension Trust: Douglas presented an overview on the status of the OPTrust plan for 2009. Details relevant to Douglas Kaye’s remarks are available in the OPTrust 2009 Annual Report. Mark Henry - Ontario Pension Board: Mark presented an overview on the status of the OPB plan for 2009. Details relevant to Mark Henry’s remarks will be available in the OPB 2009 Annual Report. Mark and Douglas then responded to a number of questions from the floor. Vic thanked both Douglas and Mark for attending the AGM and bringing the members the latest pension news.

10. Benefits Update - Edwin Harrigan, Benefits Policy Sharon Larman and Marilyn Mulhall, Great West Life

Edwin Harrigan, Benefits Policy thanked the Board for inviting him to the meeting. He advised that the Retiree Benefit Plan was formalised in 1974 by an Order-in-Council and that all retiree benefits – except life insurance, are the same as the OPSEU benefit plan. Job classification has no impact as all retirees have the same benefit plan.

Edwin then introduced Sharon Larman and Marilyn Mulhall from Great West Life. Sharon Larman addressed the percentage of calls received from providers on behalf of members; 27% for information alone, 48% for status on a claim. She informed the group that members can register online to access information on their benefits and mentioned new initiatives to receive benefits directly into bank accounts. Sharon stressed the importance for members who have given authorization for someone to act or inquire on their behalf to advise GWL in writing. Marilyn Mulhall, manager of claims, addressed the turnaround time on claims and how certain complexities may lengthen the turnaround time. She stressed that at

the end of the year, when people submit claims they have saved up all year this results in lengthier turnaround times because of the volume of claims to be processed. Edwin, Sharon and Marilyn then responded to a number of questions from the floor.

Closing Remarks: - Vic Pakalnis In his closing comments Vic thanked Edwin Harrigan (MGS), Sharon and Marilyn (GWL), for taking time from their busy schedules to speak to the membership present. He also thanked GWL for their generous donation of two door prizes. At adjournment Vic also thanked QCC partners Johnson Inc., Senior Tours, Relocation Services, Whitby Toyota, Collette Vacations and Superior Tire for their generous door prizes.
