A busy Monday turned blue this week whenPlatinum Gazette’s advertisingrepresentative (rep) was leaving the Pick nPay parking area in Steelpoort. A taxi drovestraight into the back of her car. Her vehiclejumped before stalling and being hit asecond time from behind. She got out of thevehicle while the taxi driver at first remainedinside his vehicle.Just opposite them a Limpopo Traffic Policevehicle was parked with an officer inside.(See on the photograph below). While the taxi driver remained seatedwithout saying a word, the rep walked overthe traffic officer to ask for assistance. Theofficer asked for both drivers’ licenses. Hethen instructed both the taxi driver and repto the Steelpoort SAPS satellite office. Asmall crowd was starting to form and the carguards trying to interfere was not a welcomeaddition to the mess that was unfolding. As instructed the rep drove to the SAPSsatellite office. The traffic officer howeverallowed the taxi to drive off in a differentdirection. He never arrived at the policestation. At the police station the rep was told thatthey do not have the necessary forms toopen an accident report. She must go to theBurgersfort SAPS. Furious and still in shockshe took to the road to Burgersfort. On the R555 in Steelpoort the same trafficofficer who allowed the taxi to drive off, wascatching people for speeding. She stoppedand took a photograph to be able to identifyhim to her colleague. This sparked outragefrom the officer and both him and acolleague tried to grab the rep’s camera, pushing her around. Mr Werner Holtzhausensaw what was happening and stopped toassist. The officers let her go and returnedthe camera. Upon asking why the officerallowed the taxi to drive off, he respondedwith allegations that the newspaper justwant to make money through selling badstories about them. He refused to listen andwalked away. With Mr Holtzhausen aswitness, the whole story was explained tothe second officer who did not witness theaccident. This (much friendlier) officerpromised that they will track the taxi downas it boils down to driving away from thescene of an accident. An accident report was opened, but after 24hours, the driver of the taxi did not arrive atthe police station to report the accident. When phoning the owner of the taxi, he wasunaware of the accident and did not getback to the newspaper as promisedregarding his driver’s actions.Burgersfort SAPS responded to questionsabout what services should be available atthe satellite offices. According to Colonel

Van Niekerk, Burgersfort SAPS StationCommander the Steelpoort office re-openedabout two months ago. Their operatinghours are from 08:00 – 16:00 on Mondays toFridays. A significant increase in the supply of platinum from recycling, a strong fall indemand for autocatalysts and price-elastic Chinese jewellery demand werecombining to impact negatively on the platinum mining industry.

Anglo American Platinum (Amplats) CEO Chris Griffith says the secondarysupply of platinum from recycling quadrupled from 500 000 oz a year to 2-millionounces a year from the year 2000 to 2012, when demand for autocatalysts fell bynearly 9 percent a year.

Jewellery demand in China proved to be price elastic, with demand rising whenthe price was down and demand falling when it was up, which kept the price in anarrow range. With the price unlikely to rise and with the massive increase incosts, the industry is facing an increasingly tight future.

“Current market conditions are very difficult for platinum miners,” Griffith toldthe publication, Mining Weekly, saying it was in sharp contrast to the marketconditions of the past.

From the 1980s to the 2000s, the rate of growth of demand for platinum injewellery, industry and autocatalysis averaged 5 percent a year. In 2006, Amplatsanticipated wrongly that these halcyon conditions would persist to 2012. Butinstead of demand growing at a rate of 5 percent a year, from 2007 to 2012 therewas a slight overall demand reduction, plummeting autocatalyst demand and ups-and-downs from jewellery demand, which traditionally serves as a market saviourwhen prices are low.

Mining companies were increasing supply in the expectation of continued highgrowth and at the same time the 2-million ounces of recycled supply began tovirtually match what Amplats puts on to the market a year from its miningactivities. As a result of these fundamentals, there is an oversupply of platinum inthe market. “We’re unlikely to see a substantial improvement in demand in theshort term and we are likely to see additional ounces come on to the market fromsecondary supply. Some of the demand will come from highly price-elastic areas, which means that the price is unlikely to rise. With the price unlikely to rise andwith the massive increase in costs, it means that the industry is facing increasinglydifficult times going ahead, not better times, hence the need for us, undercircumstances of having loss-making shafts, to make a change to the business.”

The change has been the most far-reaching in the JSE-listed company’s 58-year history and involves the closure of two mines, the mothballing of four shafts, the selling of Union mine and the offer to create at least one new non-mining jobfor each of the 14 000 mining jobs that are expected to be shed.

The company has focused heavily on offsetting the potential negativerestructuring consequences and being job neutral as it reduces the employeecomplement to 45 000. It is estimated that a third of the 14 000 employeesaffected will be redeployed into other mining jobs within the Anglo American groupand the remaining two-thirds will be given the opportunity to leave Amplats with aunion-negotiated retrenchment package that takes into account housing, retirement and medical allowance considerations, and, in addition, be absorbedinto reskilling programmes and be assisted in finding new non-mining jobs.Amplats is allowing R800-million over five years to fund the reskilling of retrenchedworkers, who will also be considered for employment at the company’s housing, infrastructure, entrepreneurship and platinum beneficiation projects, including thefuel-cell project.

Jubilee Platinum and Platinum Australiahad agreed to extend the terms of the headsof agreement regarding a proposedbusiness combination to January 28, Jubileesaid on Wednesday.

Under the proposed transaction, Jubileewould secure the terms of a fundingpackage to reinstate operations at PlatinumAustralia’s near-surface Phokothaba mine atSomekey Hills near Burgersfort, which iscurrently under care and maintenance.

Jubilee had secured indicative termsheets for the project financing structurefrom financial institutions and said it wouldwork towards concluding the fundingstructure within the extension period. JubileeCEO Leon Coetzer said the targeted

6 NEWS 18 JANUARY 2013

Mr Sam Chiote said: “It is very, very bad. It ismaybe because of the strikes that this is nowhappening. Many families are now about tosuffer. I don’t know what will happen. Thereaction of government and the unions willnot make a difference. Fighting won’t make adifference. If they find the people other jobs itcan help, but not 100% as they will not be ableto get jobs for everyone. Other industries don’tpay like the mines pay, so people won’t behappy”. With him is Vanessa.

Ms Annah Mocoanyane said: “It is bad. There will be poverty. Who will pay schoolfees? It is very bad. They have to negotiatewith everyone. I don’t think Amplats will getother jobs for the people. That is just toomany people”.

Ms Portia Magabe said: “That is very bad.Crime will go high. Government and theunions always promise to negotiate but theynever make a difference. They won’t be ableto get 14000 other jobs while they cannotprovide for those who are jobless now”.

Me. By haar is Robbie.

Mnr Frans Maphanga sê: “Mense gaansukkel. Waar gaan hulle kos kry? Enskoolgeld? Ja, die unions moet nou help.Daai mense sal dalk kontrakwerk kry, maarnie permanente werk nie”.

Mr Tiloane Phokane said: I’m afraid it willcome to this side and haunt us. Peoplebought new cars etc. and they have to pay it.The government and unions might just dosomething. If it comes to a choice to takeanother job we’ll just have to take it to havean income - our children have to eat and goto school. I don’t think they’ll be able toaccommodate that many people elsewhere”.

Below: Mr Oupa Mashego said: “The miningcompany does not have to retrench people.People will suffer. They have famlies to providefor. Retrenchment is not the answer, they mustdo something. Government and the unions andmines must come together. Nothing isimpossible. The way things go I don’t thinkthey’ll find jobs for those people elsewhere”.With him is Ms Nomsa Mahsego and theirchildren, California and Sarah.

Mr Agobakwe Mosweu said: “I think the company made a strategicmove. It is unfair to the people. The reaction of government officialsare just a way of trying to win people over without getting the bestway for everyone. Government is making people act like primitivebeings. They are not making it better. They are just giving workersthe image that the mines are bad. People who know only how tomine will struggle in other industries. Perhaps Amplats should pay totrain these people in something else. But offering to find them jobssomewhere else looks like a reasonable offer”. With him is hisbrother, Kabelo.

Shock waves were sent through the nation asmining giant Anglo American Platinum(Amplats) this week announced plans torestructure some of their operations that willsee approximately 14 000 people lose theirjobs. Most of these jobs are within theRustenburg area. This is the biggest restructuring in 58 years.Amplats is however aiming to find theemployees who will be retrenched new jobopportunities.Amplats CEO, Mr Chris Griffith this week saidthat they will put up recruitment offices at itsmines to enable maximum redeployment tomining companies. Other options available tothese employees will be work in housing, entrepreneurship, platinum beneficiation andrural development in labour-sending areas.Amplats will also start a process of reskillingemployees to enable them to get new jobs.About 6000 jobs are expected to be createdthrough a housing project. Amplats will beconstructing 15000 houses for their employeesin the Rustenburg area and it is expected thatsome of the retrenched workers may findopportunities with this project. The South African Chamer of Mines applaudedthe company for setting out to create new non-mining jobs.Government however had a fierce reaction.Mineral Resources Minister Susan Shabangucritisized Amplats for not communicatingproperly with her department and not having aviable plan for job creation. There will now be a 60 day period forcomments etc. before the process ofrestructuring will be able to move forward. We asked readers what they thought about thisannoucement. What they think aboutgovernment and the unions’ reactions and ifthey believe it is possible for Amplats to createjob opportunities for all their retrenchedemployees?

What do you think about the proposed

Mnr. Koos en me. Mariaan Ludeke sê: “Dit is ongelukkig hoe dit is. Ons almal wil glo dit gaangoed, maar dit gaan nie so goed met die land nie. Niemand sal nou ‘n verskil aan Amplats sebesluit kan maak nie. Al wat dalk sal gebeur is dat nog myne sal toemaak. Dit sal nie werk omdie mense ander werk te probeer gee nie. Dit sal net nog strikes veroorsaak omdat hierdiemense dan ander locals se werksgeleenthede vat”.

Mr Patrick Simelane said: “It hurt me to hearthis. It is the start of the year and now peoplewill suffer. Government is supposed to comewith a solution. Government and the unionscan make a difference if they speak with onevoice. If they want to chase you away, they’llsay anything like they will get you a new job.But I don’t think these people will get otherjobs”.

Mnr. Schagne Strydom sê: “Kyk weer of ditnodig is vir dié afleggings. Ek dink nie diereaksie van die regering of unies sal nou ‘nverskil kan maak nie. Wat hulle sê en wathulle doen is in elk geval verskillende dinge”.

Mr Patrick Chilli Mdluli said: “It is discouraging. They must not retrench people. Governmentand the unions must agree, then maybe they can stop this as it is not good for our economy. They must rather transfer the people”. With him is Ms Katlego Buthelezi.

Mr Simon Mashinga said: “We are nowcreating poverty and this will lead to crime, theft and damage to property. Schoolchildren will suffer as their parents will bewithout work. It is unfair to the labour force.Government and the unions sometimes fail tocater for the needs of the workers.Construction work etc. are temporary work.People want permanent jobs to be able toplan for the future. They don’t want to beplaced in jobs that are temporary”.

Ms Lerato Phasha, Ms Lerato Malepe and Ms Melba Maroga said: “That is unfair. They willcreate poverty. We think government should take over the mines. It should not be private. Itis not viable for them to get the workers other jobs”.

Regs: Mnr Piet Johannes Thulare sê: “Wat van die mense met skuld, insurance, ‘n vrou enfamilie? Wat van hulle? Almal moet nou eers praat. So ‘n afdankery is mos vir sukkel. Hoegaan die mense lewe? Hulle sal nie sommer ander werk kry nie”.

Mr Pontsho Phasha said: “It is too late. Theyhave to keep those people on until at leastnext year because people will suffer.Government and unions will not make anydifference now. Look at what they did atMarikana. They were there, but they didnothing. If they get people work withcontractors they must make sure the peopleget paid properly because the contractorsdon’t pay people well”.

Mr Philly Jones said: “It is not good. Themines are saving families by having peoplework there. I support the unions to supporttheir members in that situation. I don’t believeit will be good for them to just get other jobs. The new jobs might not be permanent jobs”
