Supt. Victor Lekwadu, the man in charge of law traffic law enforcement is tired ofpeople misbehaving in Burgersfort. “We are going to clean up this town” he says.

He and his men and women will be intensifying attempts to curb lawlessness,reckless driving and other problems concerning traffic in Burgersfort andSteelpoort. They are aiming be visible in town and will focus on various trafficoffences, not only checking drivers licences and vehicle licences.

Motorists and especially taxi drivers making U-turns at the new Boxer store inDirk Winterbach Street will have to face the wrath of the law. “We are appealingto taxi operators to take control of their drivers. They are not permitted to makeU-turns there,”’ he said.

Motorists are not the only ones guilty of breaking traffic laws. Pedestriansshould make use of the designated pedestrian crossings such as zebra crossingsand the overhead bridge between the taxi rank and Castle Square. It is within thetraffic officers’ right to also fine and even arrest pedestrians who do not obey therules.

Another problem Supt. Lekwadu pointed out is loading and off-loading ofpassengers in front of Shoprite’s entrance. Taxis often block the flow of trafficthere as they wait for their vehicles to fill with passengers. “People should get intoand out of the taxi’s at the taxi rank in the designated areas,” he said. The trafficofficers will no longer tolerate the blocking of traffic flow within centres and on thestreets.

A major problem for the traffic department is the theft of traffic signs andpoles. “We appeal to everyone to leave the signs and report those who steal it. It isan offence to steal a traffic sign and perpetrators will be prosecuted”.

To just drive over a red robot is another of the common offences in Burgersfort.Drivers simply do not obey the traffic lights. This is such a serious offence thatrecently a judge sentenced a driver to one and a half year imprisonment for notstopping at a red light. Lekwadu warned that this could also become the fate ofdrivers in Burgersfort. Should you be caught going over a red light, imprisonmentis a real option. “For many this has become a habit and this must stop now,” headded.

The Traffic Points System (RTMC) according to which a certain amount ofpoints will be deducted for every traffic violation, will soon also be implemented inLimpopo. This could see many drivers lose their drivers licences should enoughpoints be deducted for offences that were committed. “People must start to obey

the rules all the time. They must start behaving themselves before this isimplemented,” he said.

The public have often complained about officers talking on their cell phoneswhile driving or not wearing a safety belt. They are however within their rightsto do so. According to the Road Traffic Act police officers and traffic officers areexempt of the rules restricting telephone usage and the wearing of a safety belt.

“Drivers with outstanding traffic fines must come and pay their dues. Theywill be prosecuted for outstanding fines,” Lekwadu said.

“We will be taking care of complaints and will focus on problem areas allover town,” he said. Should the public be aware of a traffic problem orcongestion where traffic officers could assist with restoring traffic flow, thelicensing department can be contacted. The public can ask for Supt. Lekwaduwho will dispatch officers to the reported scene. “If I am not available my staffwill get hold of me and we will respond as quick as possible”.

The licensing department can be reached on 013 231 7265. He also said thatafter hours the Fire Station or the SAPS should be alerted of any problems withtraffic.

Regional and local ANC stalwarts at last week’s press conference where amongstother things, former local councillor Jackson Tjatji, were welcomed back into theparty after he ‘briefly’ deflected to COPE. Fltr are Ms Lientjie Khoza, Ms Nkosi,Mr lenin Kgaphola, Lemon Phala, Mr Tjatji and Ms Albertina Maroga. Later MsTalitha Boshigo (ANC Women’s League Sekhukhune chairperson) also joined themedia briefing.

ANC gears for campaign,welcoming back TjatjiProminent businessman and former ANC councillor, was publicly welcomed back in theparty after he left the ANC for a while and joined COPE. Mr Tjatji also became involvedin the Greater Tubatse Activists Forum, who recently spearheaded service deliveryprotests in the area.

Members of the forum are from diverse political backgrounds, many of themremaining in the ANC, while others joined COPE and the DA.

Welcoming Mr Tjatji back into the ANC fold, the party’s sub-regional secretary, MrLemon Phala, told a media conference in the NUM offices in Burgersfort last weekThursday that the party plans to actively grow its membership in the run-up to nextyear’s local government elections. He said the party is already planning for two extrawards in the Greater Tubatse Local Municipality and is full of hope that this will beeffected in the final demarcation for the local government election which will take placelater this year. The municipality will then consist of 31 wards.

In the mean time he said the party is calling on everyone in the municipality to go forHIV testing so that their status can be determined. This will help everybody involved toplan and fight the HIV/Aids pandemic. He also called on the public in the greater Tubatsearea to support the public viewing area at the Ntwampe Sports Grounds during the FIFA2010 Soccer World Cup that kicks of in a couple of weeks. He said the public shouldsupport the tournament and the facilities made available to them.

Turning to more serious issues he called on residents of the municipality to becomeinvolved in decision making processes of the government by attending meetings wheretheir inputs are required, such as the recent IDP, budgeting process. He saidparticipation such as these is much more constructive than disruptive service deliverymarches.

Unethical practices in the private security industry is more the norm than the exception – a trendknown for years but recently exploited in times of “price wars” amongst volumes rather than qualitydriven service delivery. Not only are the security companies exercising the unethical practices liable,but the clients contracting and utilising those services.The private security industry nationally grew by 16% from 2008 to 2009 with the number of registeredcompanies increasing from 5504 to 6392 according to the 2008/2009 PSIRA Annual Report. InMpumalanga the number of companies grew from 398 to 450 and in Limpopo from 659 to 819. Activeregistered security officers increased nationally by 11% from 339 108 to 375 715 in 2009.Question marks are raised on how security guards are exploited – how many employers fail to contributeto the industry’s mandatory Provident Fund or the R10 000 death benefit in the first four months ofservice before joining the Provident Fund? How many security guards are not covered in terms ofWorkmen’s Compensation (WCA) and how many have to buy their own uniforms or never receive themandatory annual bonus? How many companies fail to pay tax? How many are so called “casuallabour” or independent contractors for whom no leave or annual bonus provisions are being made?The companies failing to meet the minimum standards or statutory requirements can afford to undercutthe market on price – they take from their staff, their clients and government!With less than five months to the implementation of the 2nd year of the Sectorial Determination on 1September 2010 security guards can look forward to the end of an era of the lowest paid Grade Elevels – a remuneration level which is a shame for someone to protect the assets of others. On 1September 2010 Grade E security guarding and its poor remuneration will seize to exist.The ethical private security businesses will ensure that employed staff are properly trained, screenedfor criminal activities, registered as security guards at the Private Security Industry Regulatory Authority(PSIRA), issued with sufficient uniform inclusive of PPE, paid according to at least the minimum wageof 208 ordinary hours, are benefitting from the four months death benefit prior to becoming a memberof the Provident Fund to which employers contribute 6,5% of basic wage and that they are coveredfor occupational injuries through the WCA and also receive cover via the Unemployment InsuranceFund (UIF) and at least receive a properly structured pay slip.The private security businesses that are serious about service delivery and customer satisfaction willensure that the ethical standards are exceeded through higher than industry wages payments, additionalstaff benefits offered, staff development encouraged and staff treated as valuable assets rather thanjust “numbers”. Industry leaders develop, reward and care for their staff and reinvest in the communitieswhere they conduct their business whilst they will subscribe to a quality model for service delivery.Contributions to BBBEE inclusive of genuine shareholding rather than fronting are high on their agendas.Obviously all these features and compliance activities cost money and have to be considered inpricing models.

Output at Platinum Australia’s Smokey Hills project near Burgersfort, dropped sharplyin the March quarter, the company reported last Friday.

The processing plant at Smokey Hills produced 8 300 oz of four-element (4E)platinum-group metals (PGMs), which was 24 per cent lower than the 10318 oz of 4EPGMs produced in the previous quarter.

The company reported that underground production at the mine had dropped to 72238 t for the quarter ended 31 March 2010.

Workers of the mining contractor at Smokey Hills, Redpath Mining, embarked on anunprotected strike on March 3, bringing underground mining to a halt.

After nearly a week of strike action, the workers returned on March 10, after havingbeen dismissed and having appealed their dismissal.

However, a full week of production, as well as 50 per cent of the output for a secondweek, had been lost.

Further, given that 10 per cent of the workforce had not been reinstated, productionfor the remainder of March had also been impacted on to some extent.

Platinum Australia expected the mine to reach its full employee complement by theend of April.

Meanwhile, the company noted that a power interruption at Smokey Hills had cost ita further 1 000 oz, after the main control panel at the mine had been damaged by adirect lightning strike at the end of January. This had been fixed by February 1.

Further impacting on its output, had been the continuing impact of an undergroundcave.

Changes to the mine design to compensate for the effects of the cave were expectedto be implemented by June, stated the company.

Smokey Hillsoutput dropssharply

Platinum-miner Aquarius, which owns operations in South Africa andZimbabwe, posted a big jump in its third-quarter profit as platinum-groupmetals (PGMs) prices strengthened. Aquarius also owns the Everest PlatinumMine between Lydenburg and Roossenekal.

Aquarius lifted net profit to $23,2-million in the March quarter, up 257per cent from the $6,5-million in the same quarter last year, despitecomparatively flat production.

Total production at 103 286 oz for the quarter was flat, when comparedwith the third quarter of 2009, but declined when compared with the 112 359oz produced in the December quarter.

CEO Stuart Murray said that production levels were down as a result offewer shifts over the Christmas and New Year period, and thecommensurately lower production was exacerbated by some degree of“teething problems” at the newly acquired Blue Ridge mine, as well as thereduced availability of feed material at the tailings retreatment operations.

He said that these issues were being resolved. Murray also noted that thethird quarter was characterised by improving markets, rising dollar PGMsprices and a relatively stable rand, which together contributed to improvingcash margins at its operations.

The continued slow recovery in the developed world’s automotive industrywas expected to continue, underpinning PGMs prices in the final quarter ofthe financial year, a period which Murray said was likely to see operationaland production metrics in line with the second quarter.

US dollar prices for platinum and palladium strengthened materiallyduring January, in response to investor interest in the new exchange-tradedfunds (ETFs), physically backed by those metals, which were listed in earlyJanuary in the US and Switzerland.

ETFs prices rose sharply during the first part of the quarter, helping todrive prices, before levelling off for the remainder of the period.

“Towards the end of the quarter, investment demand was replaced to somedegree by increasing fundamental demand from industry. Auto companieshave begun restocking in response to slowly improving consumer sentimentsin the US, European Union and Japan, and increased demand for importedluxury vehicles in China.” Murray said platinum jewellery demand fromChina remained robust in the face of increasing US dollar prices, withplatinum volumes increasing in March, following a seasonally weakerFebruary and the Chinese New Year.

“PGM prices continue to reflect improving fundamental market demand,with prices rising across all PGM metals during the third quarter and intoApril 2010,” he said.

Revenue for the quarter under review increased by 64 per cent, Murraysaid, from $78,5-million in the previous corresponding period, to $128,8-milllion.

Measured on a PGM ounce basis, this represented an increase from $808/PGM oz in the previous corresponding period, to $1 347/PGM oz during thequarter.

Meanwhile, Aquarius announced that Hugo Holl had resigned asmanaging director of its South African operating subsidiary, citing personalreasons.

The group had started a process to search for a successor, both internallyand externally, it said.

Holl would remain as MD of Aquarius Platinum South Africa (AQPSA)until the end of the current financial year. Holl was with Aquarius for eightyears and was appointed as MD in 2008.

Big jump inAquarius 3rdquarter profit

On 03 May 2010 Chrisjan Madalane (27) was sentenced to 18 monthsimprisonment in the Praktiseer Magistrate’s Court for escaping from lawfulcustody.

He escaped from the Police cells in Tubatse on 06 December 2009 at about18:30. Madalane used a saw to cut through the roof in the cells.

He was arrested for cases such as murder, possession of a firearm withoutlicence and robbery and rape.

The Police made follow ups throughout the night and they managed to arresthim in Burgersfort the next morning at about 05:00.

Meanwhile, on 28 April 2010 the Police in Tubatse arrested a 19 year old manin connection with rape. The arrest follows after a 37 year old woman alleged thatshe was raped by two unknown men when she arrived at her residential premisesat Ga Mashamothane.

On 25 April the case was reported to the Police in Tubatse and they madefollow-ups that led to the arrest of one suspect on the 27 April 2010. The othersuspect is still at large. The police are appealing to the community to assist withinformation that will lead to the arrest of the other suspect.

Would you vote for nationalNational Military Service was this weekproposed as one way to instill disciplineand patriotism in South Africa’s Youth.In South Africa the youth makes up abouthalf of the population with many betweenthe ages of 18 and 24 struggling withunemployment.Defense and Military Veterans Minister,Ms Lindiwe Sisulu spoke about theproposal during a briefing in parliamentthis week. She said that she hoped thather plan could be implemented within twoyears.She made it clear however that althoughthis could be a solution to dealing with agrowing number of unemployed youngpeople, it will not be a return toconscription or the compulsory militaryservice that formed part of South Africa’sapartheid history.Sisulu feels that military service willapart from discipline also teach youngpeople good morals, provide them withskills and encourage work ethics.Times Live reported her saying: “If societyfeels that this is an idea that will solvesome of the problems they have -employment of youth, purposefulness,skills and ensuring that they are givennecessary commitment and patriotism,those good things that we are hoping thatcan come out of this - then this processwill be faster”.Her timeframe included tabling legislationwithin a year and then acquiring fundingto prepare the infrastructure.According to Times Live she said: “We willbe seeking stakeholder consensus on theissue. Because of the experiences of thepast, it is a sensitive issue”.The reserve force members will also servethe purpose of patrolling South Africanborders among other things.Between the army, navy, air force andhealth services there is currently 28 000reserve members available.Implementing her plans will however beexpensive. Sisulu complained that her R34thousand million budget would not be nearenough. It is also far below theinternational standard of 2% of GrossDomestic Product (GDP).Not everyone was optimistic about theproposed military service. Oppositionparties claimed that the plans would turnthe defense force into a charityorganisation.We asked readers how they feel about thepossibility of military service for theyouth.

Fun and gamesat Letabo-Perr

On 1 May Letabo-Perr riding school hosted a gymkhana and family fun day.The riders played games on horseback and also did some impressive jumping andtechnical riding. A potjiekos competition, boerewors rolls, pancakes and music allcontributed tothe funatmosphere.Those whowere notcompetingcould go for apony ride toget betteracqaintedwith thehorses.

Left and above: It was not always easy riding or a soft landing,but they always got up and finished the course.

There was something to enjoy for everyone and no lack of foodto still those hungerpains.

Ride like the wind on horsebackA gymkhana was held at Letabo-Perr riding school on Saturday last week.Some of the games the riders participated in was finding the flag. Riding they had tosearch for various coloured flags that were hidden on the course. There was also timedrides and jumping. Also see page 13.

Big and small participated. There was fun for everyone and especially the pony rides(photo far right) was a big attraction for the children.

Tubatse Unitedtakes the Cup

On Saturday last week Tubatse United took on Nchabeleng Young Stars from Lebowakgomo in the final of theSekhukhune District Mayor’s Challenge. On Sunday the women battled it out. The games took place at NtoampeStadium in Moroke.

The game was officially opened with a parade of the teams and a handshake of officials including Cllr.Mogobo David Magabe, GSDM district mayor and Mr Thomas Madigage, assistant coach to Super SportUnited. The national anthem was sung and then the teams were off to a flying start.

Tubatse United showed their superiour skills and were soon leading. In the end the game finished with a 2 -0score. Tubatse United took first place, Nchabeleng Young Stars second and Dudu Stars third.

Michael Mnisi was the top goal scorer and Jan Mnisi was named the Man of the Tournament. Both playersare from Tubatse United. Madigage, who grew up in Driekop attended the game and also encouraged the playersas well as the municipality to take responsibility for the development of the sport and sporting facilities.

On Sunday the women played and the finals between Brazilian Ladies and Barcelona Ladies was actionpacked. The final score was Brazilian Ladies 6 and 0 for Barcelona Ladies.

Nchabeleng Young Stars played in the blue and TubatseUnited in the white and blue.
