From 23 to 26 March the National Council of Provinces (NCOP), in collaborationwith the Limpopo Legislature, will visit Greater Tubatse Municipality as part of its‘Taking Parliament to the People’ programme.The Chairperson of the NCOP, Mr Mninwa Johannes Mahlangu, and the Speaker ofthe Limpopo Provincial Legislature, Mr Kgolane Rudolph Phala, told a provincialmedia contingent in Polokwane on Monday that since its inception in 2002, theprogramme has assisted the NCOP in particular and Parliament in general with thefollowing:

1)ensuring equal access to Parliament by all South Africans, through its focus mainlyon reaching rural, poor communities in the provinces;2)educating and informing citizens about the work of Parliament;3)providing an opportunity for citizens to see one of the Houses of our Parliament inaction and to speak to its Members directly;4)making citizens aware of the impact that public participation can have on thepolitical process; and,5)enhancing the ability of the NCOP to oversee the implementation of nationalpolicies and programmes

Mr Mahlangu say the intervening period between the last visit to the Eastern Capein 2008 and now, has given the NCOP time to remodel the programme with a view toensure that it has the desired impact.As a result, a number of interventions have been made. These include a study of theprogramme’s impact by means of a survey of the views of the people in 9 districtsvisited between 2004 and 2008 (Uthungulu, KZN; Nkangala, Mpumalanga; Mopani,Limpopo; Kgalagadi, Northern Cape; Fezile Dabi, Free State; Sedibeng, Gauteng;Cape Winelands, Western Cape; Southern, North West; and Chris Hani, EasternCape).A total of 2 700 people (300 from each district) were interviewed by independentresearchers. Their views ranged from the appreciation of the concept of ensuring thatParliament comes to the people to concerns about lack of sustained follow-up afterthe visit. They also said that they want to take part in setting the agenda for theprogramme so that it truly responds to their needs.Shortly after the start of the fourth Parliament last year, the NCOP organised astrategic planning session in which the representatives of the legislative sector in thethree spheres of government participated. In respect of the Taking Parliament to thePeople programme, the meeting resolved:

1)that public education is crucial to ensuring meaningful public participation;2)that detailed work, research and stakeholder engagements should form part of thepre-planning phase, which must involve oversight work and engagements with thepublic;3)that after the visit, detailed follow-up should be done by all the roleplayers (i.e. theNCOP, Provincial Legislatures and Municipal Councils) in respect of their areas ofresponsibility.

Mr Mahlangu said since the decision last year to hold the programme in GTM, theyhave done the following:

1)held meetings with the leadership of the province, local government and traditionalleaders and discussed service delivery challenges;2)established a joint technical team which assisted by conducting research to informthe work of committees;3)held a public meeting (the one in Praktiseer Platinum Gazette reported on in anearlier edition) in which they explained the visit and asked people to tell them theissues they would like us to focus on.4)deployed a delegation representing seven committees last week to follow up on theissues raised during the public meeting and from the research exercise and,5)informed the Presidency and relevant Cabinet Ministers about the issues thatrequire the attention of national government.

He said all these interventions, and the issues raised by the people, will assistgovernment to be in a better position to interact meaningfully with communities ofthe Greater Sekhukhune District during the visit later this month. Mr Mahlangutold journalists from the engagements so far, people have raised challenges relatingmainly to mining, provision of water, education, agriculture and rural roads. He saidthe NCOP is processing all the issues it thinks could be dealt with now so that thisTaking Parliament to the People session could also be used for reporting back andlistening to new issues. He said the enhanced approach will ensure a sustained focuson the issues affecting people so that their lives could be improved.Responding to questions from journalists said the major problem the NCOP hasidentified with regards to mining is that people still complain that mining companiesimport labourers and do not employ local residents, even for elementary positions.On a question about the nationalisation of mines issue, which made nationalheadlines recently, Mr Mahlangu diplomatically said that the issue has not reachedthe tables of the NCOP yet, but that the issue will be dealt with, should it arises.He said the GTM nodal point was important and that backlogs in service deliverywith regard to especially bad roads, water supply and provision of electricity, wereundesireable. He said that people should not forget that the NCOP do not implementsteps that fixes problems, that is the job of other spheres of government. The NCOP,however are tasked with the monitoring of the process and that people should notforget that provincial and local government have their own imbizos and mechanismswhere people could also speak their minds.

Smokey Hills problems sorted outPlatinum Australia on Wednesday reported that underground operations at its SmokeyHill mine near Burgersfort had restarted.

Mining at Smokey Hills came to a halt on March 3, as mine contract staff went on anunprotected strike, leading to the dismissal of workers.

Mine contractor Redpath Mining had received appeals for re-employment from some400 workers, or 80%, of the dismissed work force, Platinum Australia reported.

Underground mining operations have been restarted as Redpath completed theappeals process of about 70% of the employees. The appeal process for the balance of thework force should be completed by the end of the week.

The crushing plant is now operating at full capacity and Platinum Australiaanticipates restarting the milling and flotation plant on Wednesday.

It is unclear how many ounces were lost during this time, however, PlatinumAustralia previously reported that scheduled maintenance work on the plant had beenbrought forward to assist in decreasing the impact of the stoppages.

During the six months ending December, around 170 000 t of ore was mined fromthe Smokey Hills openpit operation and more than 136 000 t from the undergroundoperations. More than 20 000 oz of four element platinum group metals was shippedfrom the operation during this time.

Merafe company head, Steve Phiri, is stepping down asCEO to take over the reins of a new growth-poised JSE-bound platinum company that is expected to be listed inthe second half of 2010.

Current long-standing Merafe CFO Stuart Elliot willtake over as CEO of the ferrochrome company fromApril 1 and Phiri will remain on the Merafe board as anonexecutive director.

The brand identity of the company that Phiri willhead as CEO, also from April 1, is still being kept underwraps and referred to as NewCo, a Royal BafokengHoldings (RBH)-controlled company, which has beenoperating the Bafokeng Rasimone platinum mine andtaking charge of the development of the large adjacentStyldrift platinum project since January.

Phiri will lead NewCo’s already-in-placemanagement team of COO Nico Muller, who formerlyran Two Rivers platinum project for Impala Platinumand African Rainbow Minerals; CFO Martin Prinsloo,formerly of Anglo Platinum; and business sustainabilitydirector Mzila Mthenjane, a mining engineer formerlywith Gold Fields and RMB.

NewCo took over the operational management ofBafokeng Rasimone from Anglo Platinum, which hadbeen running the joint venture since 2002.

Merafe is in a joint venture with Xstrata in theSteelpoort area at the Lion Ferrrochrome project.

Phiri set to takereins at ‘NewCo’ Mining assets in

one company?The Department of Mineral Resourceshas completed an audit of the state’smining assets, and is preparing aproposition to cabinet to consolidate theassets under one company, thepresidency says.

“The department of mineral resourceshas completed the auditing of stateexposure to mining, and is preparing aproposition to cabinet to create a vehicleof consolidating all state mining assetsinto one vehicle,” a statement said.

Such a vehicle or company couldmaximise the impact and benefit for thecountry in line with the developmentalagenda of the state, the statement said.

The ANC has in the past stated itwould favour the formation of a statemining firm rather than nationalisationof mines.

Last August, cabinet approved asuspension on the disposal of miningassets held by state entities to give theminister of mineral resources adequatetime to conduct and finalise an audit ofmining interests held directly orindirectly by the state.

The audit was meant to enable thestate to decide whether to consolidate,retain or dispose of such interests. In thepresidency’s tatement, the governmentreiterated it does not have a policy fornationalisation of South Africa’s mines.

President Jacob Zuma said earliernationalisation of South Africa’s minesand other economic sectors is notgovernment policy, at a time when theruling party’s Youth League has called forthe nationalisation of mines, worryingsome investors.

South Africa is the world’s biggestplatinum producer and the world’snumber three gold producer.

“The policy on minerals and miningdoes not make provision for nationalisingmining assets, but it does not preclude thestate from participating actively inmining,” the statement said.

The nationalisation debate has raisedfresh concerns among investors in SouthAfrica’s mining sector, where they werealready grappling with the uncertainty ofa recession, job cuts, dwindling profits andimpending high power tariff increases.

Up to the end of the 19th century washing clothes at home was atedious, laborious task - cutting off chunks of soap to create good foamywater. Copper cable thieves do not seem to listen, and it seems that they also donot read the Platinum Gazette. Just after the newspaper reported last weekthat cable thieves have been nabbed, the Police areested another one atthe beginning of this week, with a bag full of copper cable. Earlier a Policeofficer told the newspaper that thieves should be aware that task teamshave been established to curb this kind of theft. The arrested criminalalready paid an admission of guilt fine and was released. With the cable isInspector Godfrey Mohale of the Burgersfort Police Station.

The dispute between Mr Charles Rall of Tubatse Built It and open air restaurants on a piece of land heplans to develop next to Morone Street in Burgersfort, seems to be partially solved. Mr Rall said heoriginally planned to start with the levelling of the land on Thursday last week, but due tocircumstances, the process will only start by next week. In the meantime, het explained to the peopledoing business on the land, that they only have limited time left before the heavy machinery move in. Afamily member of one of his employees is also one of the business people and the Build It employee dulyexplained to his family why they cannot be allowed to continue with their businesses after this week. Asa result, some of the businesess have already relocated elsewhere. The others still maintain that theyhave nowhere else to go ...

Phoenix Flying Squad has build a reputationfor excellence during the past two and halfyears they’ve been operating in the area.Their specialised dog units at various miningoperations are testimony to this.Phoenix Flying Squad now has patrol dogsand explosives dogs working at Mototolo’sBorwa and Lebowa shafts operations. Theirdedicated dog unit for the Helena, Magarengand Thorncliffe mines are also doing patrolson a regular basis with great success.

In charge of these units is Capt. Johan Greyling. With hisextensive military and SAPS experience as well as fouryears of working with the American military in Iraq, corpo-rate giants can be sure that the dogs deployed to work ontheir premises are trained by one of the best.

Some of the dogs used are called Malinois and are bred from Belgian Sheparddogs.This is the only dogs used by the US Army. Dobermans, Sheepdogs andDoberman/Bloodhounds are also used within the Phoenix operations. Varioustypes of training are done with the different dogs. This includes patrolling, detectingexplosives and tracking. They are currently also undergoing training in copper

detection. The company uses horseback patrols to ensure that security is kept 100% in tact.From 1 April 2010 Phoenix Flying Squad will be back in the Steelpoort area. Their focus will however be on large corporatecompanies’ security. Phoenix Flying Squad is well equipped to give such clients the service their require. They plan to

continue building their reputation in the industy and use their more specialised units to the advantage of theirclients.

Do you trust the local SAPSLast week Sunday an investigativetelevision programme focusing on lostdockets suddenly pushed the BurgersfortSAPS into the spotlight.The report compiled for M-Net’s CarteBlanche showed victims of robberies telltheir stories and their troubles withseemingly dead-end investigations that leftcases hanging in the air. Most of themnever received any feedback regardingtheir cases.It also featured Mr Charles Bosch, aprivate investigator and former policeofficer telling the story of how he andDaryl Els (also a former high rankingpolice officer) discovered 33 dockets thrownaway next to the road.These dockets were of cases such asattempted murder, kidnapping and armedrobberies. The dockets were discoverednext to a rubbish bin in a torn black bag.The cases were all reported between 2005and 2007. The men made the discovery inDecember last year.The show also featured DA’s MP, DianeKohler-Barnard who told them: “How doyou lose a docket? Well, there are manyways. Number one, you can misfile it,never to be found again. But of coursethere are also the dockets that are sold bypolice members who are offered a certainamount of money to make a docket‘disappear’. And indeed, the dockets dodisappear”.The show also approached the local stationcommissioner and then the provincialspokesperson to try and get some answerssurrounding the lost (and now found)dockets. They’ve also delivered the docketsto the office of the National PoliceCommissioner Bheki Cele.In the light of this report, readers wereasked what their experience andexpectation of the local SAPS is.

Hulle maak ook foute, maar hulle is altydbereid om te help, al verstaan hulle nie altyd Afrikaans nie”.

Mnr. Jay-Jay Letshwenyo said: “They areallright. Some of them are doing theirbest, but some are just employed and notcommitted”. With him is GontseLetshwenyo.

“I don’t really trust them. The one isallright and then the other is a robber,”said Mr Meshack Ngudle.

Mr Jackson Sebopela said: “I feel likemost of our police guys are not earningenough money. That is why they areselling dockets to criminals. The ministerof police must increase their salaries tostop this. There are some good guys aswell”.

Mr Dingaan Makhado said: “We’ll nevertrust them. We’ll rather take the law intoour own hands. They are not real cops,they are pretend cops”.

Tubatse Chrome Golf club’s league teams are still the stongest contenders this season.Chrome B played against Kruger Park Lodge last week Saturday. The visitors could notcome even close to the current leaders of the log. The day’s play ended 6-2 in favour ofChrome B.Chrome B currently has 20 points on the log and is in first position. It will be verydifficult for any team to pass them at this stage.Chrome A was supposed to play against Sabie River Bungalows who failed to attend thegame. The team is now waiting to see whether a new date will be determined for thegame or whether Sabie River Bungalows will send them the 5 points.This weekend it will be the Thorburn Charity Golf day and on 20 March the club will behosting their Monthly Mug. After the day’s play the AGM will be held. Martin vanRooyen of the club appealed to all members to attend the meeting and give their inputinto the club.The next league games will only be played in April.
