Bumpy roadThe IndependentElectoralCommission choseto see the positiveside of things whenall of a suddenposters appeared forthe second round ofregistration that took

place last weekend, going so far as toadvertise theregistration posterson a pothole warningsign next to the roadbetween Lydenburgand Steelpoort(photograph left).

    As if anyone

wants to rush off andregister to vote forsuch a road...

The newspapervisited several voting(registration) stationsduring the course ofSaturday, and foundeverything peaceful

and quiet. Therewere no incidents asthere was nobody tocause any.Registration onSaturday proceededextremely slow.

One registrationofficer atrributed it tothe fact that peoplewhere at theirworkplaces and alsothey are attendingfunerals, maybemore people willcome after thefunerals she said. One voting station, atBoerboomkraal on

the Lydenburg roadfrom Burgersfort, literally sat on thestoep with a

problem. No key tothe school. But thisproblem did not deterthe friendly staff atthe voting station. They simplyproceeded to sit onthe stoep and startedregistering (and as

witnesssed byPlatinum Gazette ,very efficiently)(photograph bottomleft). Party agentsalso posed noproblem, they wereaccommodatedunder a tree acrossthe school groundsfrom where theycould witness theprocess from underthe shade (bottomphotograph).

What happenedwas that when theelection personnelfound the schoollocked they arrangedwith the Police to goand fetch the key,but they on their turn,

got delayed becauseof a crisis on theirway back to thevoting station.

According to theIEC office inBurgersfort, thefrequency ofregistration picked

up on Sunday and atotal of 7034 voterswere registeredduring the weekend. For prospectivevoters who still wantto register, all is notlost. They can stillregister at the IECoffice in Burgersfortup to the day thedate of theforthcoming localgovernmentelections isproclaimed.

    TwickenhamProject forgingahead

Top: Mr Musala Mutangwa, Eastern LimbProgramme Manager (mine manager atTwickenham), explained the progress ofthe project to stakeholders andcommunity prize winners as well aspoliticians (bottom right) attending. Theywere inter alia the Mayors ofSekhukhune District and GreaterTubatse.

Anglo American Platinum is going to spend about six thousand millionrand on the Twickenham Project to become a fully fledged mine by2015, without any frofit up until then, says the man at the helm atTwickenham, Mr Musala Mutangwa.

Mr Mutangwa was speaking at a stakeholder breakfast andcommunity builder awards function held at Twickenham last weekFriday, bringing communities and politicians up to date with what ishappening at the project. Lstening attentively was not only localcommunity stakeholders, but also the Mayor of Sekhukhune District,Mogobo David magabe and Greater Tubatse Municipality Mayor,Ralepane Mamekoa.

Meanwhile, while Mr Mutangwa was speaking to his audience, the

problems of mines and communities were highlighted as peoplestood outside, busy with serious diplomacy trying to attend thefunction as they did not get an invite, but claimed to represent certainparts of the communities around Twickenham. After somedifferences and misunderstandings were sorted out, all amicableyattended the remainder of the function, proving that mining areas canalso be dangerous minefields.

Mr Mutangwa in his business report told guests that aconcentrator plant will be commissioned at Twickenham in 2015 andit would then start to process the ore that had been stockpiled in themeantime at about 80 percent capacity. At that stage the mine willbecome fulle operational (we are now still at the foundation phase ofthe house) he explained. When the mine becomes fully operationalin 2015 about 5000 people will be employed, with the companyaiming to employ at least 75 percent of the workforce fromsurrounding communities.

Schools and children was an important point he highlighted in hisspeech, saying that children in high school must recognise that theirwill be an opprtunity for them in 2015 and that they must gear their

education to that goal. We need skilled people from this area, hesaid.

Also speaking, Excecutive mayor of Sekhukhune District, CllrMagabe, said it is still governents policy that a tripartite partnershipbetween government, mining companies and communities exist. These partnerships are the keys to economic development andshould be strengthened in the future.

After all the speeeches several awards were handed over toprizewinners in the community, which varied from prizes to pupilswho excelled in their matricexams, to the donation of kit to a soccerteam.

Do you have the right to complain? This past weekend was voter registrationweekend. Although the IndependentElectoral Commission (IEC) was satisfiedwith the turnout in the area, many people arestill not registered or have not verified thatthey are on the Voters Roll.We asked readers whether they think that

people who are not planning to vote have theright to complain about things such asservice delivery?

Me. Ek ishier gebore! Ek is n Suid-Afrikaner. Souek gaan stem sal iets verander? Het ek

    daai waarborg?

Me.

Mr. Sydney Mojele said: No, you donthave the right to complain. You must goand vote before you can complain.

Me. Gertrud van der Mescht s: Dit maaknie n verskil of ek stem of nie. Dis soos: If you worry you die, if you dont worry you still die. As ek stem gaan die paaieregkom? Nee. As ek nie stem nie gaan diepaaie regkom? Nee.

Me. Dis mos hoekom jy stem.By haar is Brandon.

Mr John Mushinga said: I believe youhave nothing to lose by voting. You cantry, then complain.

Ms Comfort Jubsta and Ms PontshoMolabe said: Whats the point of votingpeople into power if nothing is going tochange? Weve been voting but we dontsee anything happening. Potholes areeverywhere, we struggle with water, sowe dont see the point of voting. Nothingis motivating us to go and vote. You votefor this person and nothing happens, then you vote for that one and stillnothing happens. Yes we can complainbecause of this.

Right: Ms LebogangRamasobane and MrTobius Mokwena said:We really feel thatgovernment is notdoing enough. Lots ofpeople have nostreets, no electricity,no water etc. Yet, wefaithfully pay our taxes. Government doesnot care. There is no need to vote, but onthe other hand if you dont vote you arenot going to get any change. It is a 50/50 ,never a win-win situation.

Mr Vincent Mohlabe said: It is not rightbecause we can get good servicedelivery. People must vote. But it is alsoyour right not to vote, but then dontcomplain.

Mr Peniel (Bantwini) Marule said: Youdont have the right to complain if you didnot vote. Youve been silenced if youdont vote. Vote, then complain.

Ms Kgaogelo Thobejane and Ms Brenda Moraba said: We wontvote because theyve given us nothing. We dont have roads, electricity or water. Why should we vote? It is our right tocomplain.
