‘No lazy strikers allowed’The national strike by the South African MunicipalWorkers Union (SAMWU) also filtered through toBurgersfort this week where quite a number of GreaterTubatse Municipality (GTM) workers picketed in front ofthe gate of the municipal building in the town.

They were quite peaceful with sporadic songs anddance in solidarity with other members of their union whosometimes during the week, did not strike as peaceful inbigger centres in the country.

The group in front of the municipality’s gate carried noplacards and unlike last year, no tyre was set alight. Italso looked as if the recession got to the vuvuzelas, as onlya tiny hooter (looking like a miniature vuvuzela) providedthe accompaniment to the songs (and the one used lastyear to stir the fire was damaged beyond repair?).

Also the strike by local municipal employees was not sosorely felt by residents as much of the services, such asrefuse removal, are anyway farmed out to serviceproviders...

During the whole strike, the municipal buildingsremained open for service (even Ohrigstad) with membersof other unions and those not belonging to any union,keeping the wheels turning.

Whatever the case may be, nothing distracted from theseriousness of the issue and the strikers duly held roll callevery day to ensure that nobody go on vacation while they

are supposed to strike.By the time of going to press yesterday morning, the

South African Local Government Association (SALGA)and SAMWU was still negotiating outstanding issuesaround the plight of union members.

One of those included its demand for a jobevaluation system that would grade all jobs in the localgovernment sector. SAMWU also accused SALGA offiring workers, thereby undermining service deliveryand wasting money because they appointed expensivelawyers to handle labour related cases. “SAMWU isdemanding the removal of these lawyers from internaldisciplinary procedures as this is a huge waste ofratepayers’ money and escalates conflict at the shopfloor,” the union said.

SAMWU also wants to resolve seven years ofnegotiations to make middle and lower incomemunicipal workers’ salaries market related.

On Tuesday a bid by SALGA to prohibit theindustrial action was withdrawn in the Labour Court,with SALGA ordered to carry the strikers’ costs ofopposing the application.

The SA Chamber of Commerce and Industry wasalso unhappy that a mass strike was called as theeconomy was picking itself up after the recession, andahead of the Soccer World Cup.

Vroeër het die Polise by monde van die minister, NathiMthetwa gesê, nasionaal is 32 169 vuurwapens tydens dieamnestietyd ingehandig waarvan 27 persent onwettige wapenswas. Saam met die wapens is ook 348 083 rondtes ammunisieingehandig waarvan 24 persent onwettige ammunisie was, 52persent is saam met wettige wapens ingeahndig en 24 persent vandie ammunisie is gekonfiskeer.

Die meeste wapens is in Gauteng ingehandig, gevolg deurKwazulu-Natal en West-Kaap.

‘Mpumalanga is the answer’This is the view of Mr Timothy Mqiba of Mapareng villagebetween Ohrigstad and Strydom Tunnel in reaction to recentdevelopments around service delivery in the area.

Mr Mqiba recently played a prominent role in servicedelivery protests in the area since the end of last year whenthe residents of villages in the area blocked the R36 road withhundreds of large stones to draw attention to the lack ofservices such as electricity, water and proper access roads inthe area. 74 people were arrested and charged because of thisaction. They also resorted to a march in Burgersfort at a laterdate.

The court case against the 74 accused has been postponedmore than once and the group was split into respective villagegroups. Now the whole group has been combined again andthe case moved to the regional court in Praktiseer. Accordingto the Police in Leboeng the court date has been set for earlyJuly.

Mr Mqiba says “We do not know what to do. Nothingseems to help, nobody listens. We went to the recent NationalCouncil of Provinces Taking Parliament to the Peopleprogramme in Praktiseer. It did not help, they threw me outof the tent. Look at the road you travelled on, it is gettingworse every day. We still have no electricity. The municipalityput in an electric pump for the water because the diesel onebroke down. It helps, but there are still people without water.I just returned from the shop with spares for a generator weare trying to get running to get some electricity”. According toMr Mqiba things went better when the area still resortedunder Mpumalanga.

“Residents are talking that they want to go back toMpumalanga so that projects can be finished. Look at at thisunfinished RDP houses. When is something going to happen sothat they can be completed?” He says they already startedovertures towards the Mpumalanga Provincial Government,

but that the Greater Tubatse Municipality will not allow meetings in this regard at Mapareng. He saysvillagers are disappointed with Limpopo and that the new municipal budget holds nothing in for them. “Sowhat must we do, we wait, nothing is happening” he says.

“We wantcontrol overour farm” -Mokutung

A storm is brewing around the farm Ardwickopposite the Shoe Caves near the Echo Caves.

The community of Mokutung got control overthe land after a successful land claim a number ofyears back. Their headman, Emmanuel Mmopane,says in 2001 a committee was elected by thecommunity to manage and farm on the the piece ofland on behalf of the community.

Nothing much happened, acording to theheadman, and then the committee was recalled bythe community because of the lack of progress onthe farm.

A new committee, comprising seven memberswas elected in 2003. Since then the farm has gonefrom strength to strength, and according toheadman Mmopane, the farming operation is verysuccessful. But, he says, the committee has nowturned to farm only for their own benefit, taking allthe profit for themselves.

He alleges that no feedback is given to thecommunity and that all requests by the communityto meet with the committee, fall on deaf ears.Headman Mmopane also says they are stylingthemselves as owners of the farm, while they arenot as their mandate to manege the farm activitieshas expired after three years.

Letters by Kgosi Kgoete of Kgautswane and theDepartment of Agriculture have also been ignored.

On Tuesday, with the help of the Police at LeboengPolice Station, who agreed to facilitate a meetingbetween the committee and the headman, a meeting washeld at Leboeng Police station between the two groups.

The meeting did not break the deadlock between theparties, but it was agreed that a meeting will be heldearly in May between the community of Mokutung andthe committee at Mokutung to resolve the issue.

Community PolicingForums electedLeboeng Police station is at this stage busy in their areato mobilise communities to participate in communitypolicing forums. Elections for several structures hasalready taken place in Phiring, Tswenyane, Rutseng, GaMoraba and Matshogeng, Makgalane and Mokupung,Makgwareng and Paeng. On 21 April an election will beheld at Lebalelo and Sefateng, on 24 April at at GaMolai, on 28 April at Matshiretsane and 10 May atMasakeng. All meetings will start at 10:00 except theone at Ga Molai, that will start at 14:00.

Sylvania Resources has received approval from the Limpopo government for theestablishment of a new platinum-group metals (PGMs) tailings facility at its Lannexmine, near Steelpoort.

Sylvania has been forced to temporarily suspend its Lannex operation, as it awaitedthe final approvals for the new tailings facility, which would enable the Lannexprocessing plant to reach full design capacity of 70 000 t/m of feed from dump and run-of-mine resources.

The Lannex plant was commissioned in September last year, but has been operatingat only 30 percent of its capacity, as a result of constraints on the amount of tailingsthat came from its current temporary tailings dam.

Sylvania determined that it was not cost effective to run the plant at only 30 percentof its design output, as it was incurring an average production cost of about R5000/oz.

The company expected to start construction on the new dam during the secondquarter of this year, but was still awaiting a water use license from the Department ofWater Affairs and final permission from the Department of Mineral Resources.

Nevertheless, Sylvania had already appointed a contractor to build the facility over aten-week period.

“Although this suspension of Lannex is disappointing, there have been significantadvantages in operating the plant at 30 percent capacity to identify the inevitableoperational issues that arise with the full commissioning of such a PGM project,”Managing Director Terence McConnachie said in a statement on Wednesday.

He added that once the final permits and permission had been granted, theexpansion of its tailings capacity should take less than three months to be completed.

Meanwhile, Sylvania noted that its Millsell and Steelpoort plants continued tooperate at full capacity. Further, the Doornbosch tailings plant remained on schedule tobe commissioned in June.

Modikwa Platinum Mine announced the achievement of four yearsFatality Free at 06:00 on 12 April.

Modikwa joined the ranks of a select few mines in South Africawhen they achieved 6 000 000 fatality free shifts on 2 December lastyear. This has now been improved to the major milestone of four (4)years fatality free.

This huge safety success is attributable to the diligent adherenceto standards and the practicing of one of the Modikwa core values“of caring for each other”. The mine says in a statement excellentcommunication and understanding by employees and by the unionsand associations on the reduction of risks and elimination of unsafeacts, and the working together with the relevant governmentaldepartments played a major role, but, ultimately the reward for thissafe performance goes to the employees in that they have not injuredthemselves, and in making Modikwa a safe mine to work at.benefits.

The mine says the avoidance of fatal accidents starts withreducing the number of incidents and lost time injuries. This in turnreduces the serious injuries and ones that can easily become fatal.Thus there has been an all round improvement in the general safetyon the mine indicated by the measurement of incident free days permonth which have already exceeded 77 percent being incident free!

Modikwa currently sits on some 6 577 000 fatality free shiftswith the projection of 7 000 000 Fatality Free Shifts being attainedin mid September 2010.

Woman robbed in townA woman was robbed of her handbag and other belongings on 13 April at about18:30. She was walking in Dirk Winterbach Street in Burgersfort when theindicent happened.Two men approached her and grabbed her belongings and ran away. They tookwith them R2 500 in cash.The woman was able to give a description of what the suspects was wearing. Onehad a striped jersey and the other a red T-shirt. Two years forhousebreaking

Jan Temba Manzini-Mathebula (23) was sentenced to two yearsimprisonment. He was sentenced on 9 April for a housebreaking and theftthat occurred on 20 November 2009 in Ga-Mashamothane.He took clothes, jewellery and shoes from the house he broke into. On 21November the residents of the house discovered the theft and reported it tothe Tubatse SAPS. On 18 December the Police arrested Manzini-Mathebula.The sentence he was given was without the option of a fine.

They are counting carsThe R37 running through Burgersfort isperhaps one of the only national roads withan R designation and not an N designation.The very high traffic volumes often resultin major traffic jams when an accidentoccurs. Authorities however is trying todetermine what will be the best way tosolve the Greater Tubatse Municipal area’straffic problems.Mikros Traffic Monitoring, a company fromMidrand has been installing ElectronicCounting Stations all over the municipalarea. A total of seven stations wereinstalled.“The government wants to know how manycars pass through town,” said Mr ThaboLegodi of Mikros Traffic Monitoring.The stations they installed are active forseven days and not only count how manycars pass over them, but also record thelength of the vehicle and the speed.These statistics classify the vehicles intotypes e.g. heavy vehicles and normal sedanvehicles. The information gathered duringthe recordings will also be useful todetermine where better traffic policingshould be done as the average speed of thevehicles are recorded. The station ishowever not a camera speed trap and willnot photograph the law-breakers.Due to the heavy mid-town traffic thestation that is counting the vehicles fromand into town was placed between theThemba Garage robot and the robotturning into Eland Street.

Calvinites cantalk their way outOn 27 March the debate team of Calvin College participated in the Vice-chancellor’s Trophy debate competition. The competition was held at the Universityof Limpopo in Polokwane.The group was one of 19 schools that participated. The first round consisted ofthree rounds of debating. All the schools participated in these rounds to determinewho will be going forward. Calvin College was in the top four and proceeded to thesemi-finals.They then faced Capricorn High School and won to proceed to the finals. Here theyunfortunately lost against Eagles Nest High School.Tetelo Mashigo was named the sixth best speaker of the whole tournament andLerato Moraba as the most creative speaker in public speaking.Topics that was covered included Corporal punishment by parents; Ordinary SouthAfrican citizens will not benefit from the World Cup; As an example for societycelebrities should get stiff penalties when they break the law; Society’s morals isjeopardized by technology and Removal of barriers on human genetic enhancement.The group is dreaming of hosting their own tournament at Calvin College, but willneed some sponsors to make this happen. Do you support the sale ofLast month the Competition Tribunalimposed a R195 million fine on PioneerFoods for it’s role in the so-called bread-cartel.Pioneer Foods and companies such asTiger Brands, Premier Foods and Foodcorpwere accussed of price collusion. TheCompetition Commission handed itsreferral of the alleged collusion in themilling industry to the tribunal, reportedBusiness Report this week. They listedPioneer Foods, Foodcorp, Premier Foods,Tiger Brands and Godrich Milling ascompanies suspected to be involved in thecollusion.This week Minister of Agriculture,Forestry and Fisheries, Ms Tina Joemat-Pettersson said that paying a fine is notnearly enough.“When they are found out about theirprice-fixing and collusion, it is not enoughfor them to apologise,” she said.Reports stated that the minister demandedconcrete steps to help challenge hungerproblems in South Africa.She said that “colluders” should sell breadat cost price or “very close to it”.Although many South Africans may hopethat this suggestion will realize,economists are not very optimistic.One said that no company will sell aproduct at cost price as it is just notmaking sense to do so.Mr Dawie Roodt, an economist toldBusiness Report, government should nottarget the companies, but ensure morecompetition in the food industry if theywant to avoid collusion.We asked readers what they think aboutthis issue.

Laerskool Ohrigstad het van 4 - 7 April ‘n rugbytoeronderneem.Die groep is na Camp Discovery, so 60km noord vanPretoria. Daar het hulle saam met twee ander skoleafrigting by Neels Grobler een van die afrigters by dieBlou Bulle/Tuks Rugby Akademie gekry. Daar wasbehalwe vir die wedstryde wat hulle gespeel het ooklekker spanbou aktiwiteite, wildritte, fietsritte,

kaskarwedrenne en hindernisbane. ‘n Totaal van 7spanne het in dié tyd daar gespeel en daar was elkedag ‘n wedstryd of twee. Roelie Oelofse, Ohrigstad seskrumskakel is as die beste speler in die spanaangewys. Die skool bedank graag Longtom Nissan,ABSA Burgersfort, McGee’s Lydenburg, LydenburgToyota , Woodcity Burgersfort en HoedspruitSmithfield Farms.

Die 0/11 spanspeel vyf wedstryde waarvan hulle een wen en vier verloor.“Dit was ‘n positiewe toer. Ons het baie geleer en die kinders het dit baie geniet,” sê mnr.Carsten Ludik.Hulle het al die borge bedank wat die toer vir hulle moontlik gemaak het.

The Tubatse and Burgersfort SAPS combined to form aformidable soccer team. They played against Tubatse MightyAces on Wednesday late afternoon.The game was played in Praktiseer and took the form of asocial match.Tubatse Mighty Aces were the first to score after the gamestarted. They managed to keep the SAPS team away from thegoalposts.During the second half the SAPS fought back and managed tobreak through the Tubatse Mighty Aces’ defences. They scoredtwo goals during the second half.Mighty Aces managed to slip through and score another goal.The game ended in a draw 2-2.Teams that would like to play a social game against the SAPSteam can contact Const. Die doelstatistiek vir hulle was ‘n suksessyfer van 24% en vir Tzaneen 12%.Die Mans A-span het ‘n vinnige, moeilike wedstryd gehad. Hulle het uiteindelik 32-77verloor. Hul doelstatistiek vir die wedstryd was 30% sukses teenoor Tzaneen se 59%.Die Dames A-span het ook verloor. Hulle eindtelling was 16-40. Die doelstatistiek hetgewys dat hulle nie veel minder sukses as hul opponente gehad het nie.
