Atlatsa Resources said last week Friday that it expected to complete Phase 2 of itsrestructure plan by the first half of this year.

The group entered discussions with Anglo American Platinum (Amplats) regarding arestructuring, recapitalisation and refinancing plan for its Bokoni operations, whichwould significantly lower its cost of borrowing.

The mine’s future operational plan, capital budgeting and financing strategy, as wellas its intended strategy going forward were re-examined, following a month-long illegalstrike in October that resulted in the loss of 35 500 oz of platinum-group metals duringthe fourth quarter of 2012.

Under the first phase, which was completed in September last year, Atlatsa and itssubsidiaries Plateau Resources and the Bokoni group of companies consolidatedoutstanding debt and preference shares into its existing senior-term loan facility withAmplats.

Atlatsa said it would publish the financial effects of the restructure plan and obtainshareholder approval after all the necessary internal and regulatory approvals for Phase2 were obtained.

Operations at Bokoni mine restarted in mid-December and post-festive-seasonreopening was implemented according to plan, with the mine and processing operationshaving normalised.

6 NEWS 25 JANUARY 2013

Ms Sophia Ndou said: “Yes, we bully to getwhat we want. I don’t know what will make itbetter”.

Mnr.

Mr Victor Manoge said: “People in SouthAfrica are very hungry. People are comingfrom other countries taking jobs of SouthAfricans. Unemployment etc. are makingpeople angry. Government is confusedbecause before apartheid it was whitesagainst blacks and now it is blacks againstblacks. They must rather keep talkinginstead of using these bullying tactics. In theend job creation is the key to peace. If peopleare busy there will be no time for this wara-wara”.

Mr Steve Juu Juu Njoya said: “People shouldnot break the laws like they are often doingduring protests. They should not use violenceand threats. People should be heard and thatis why the protests are necessary, but they mustbe peaceful. Government should not disregardcritique. Critique can be good. Like now withthe FNB advert, they are bringing across whatthe youth, the future of South Africa thinks. Theyshould not bully the bank. They should talk sothat there are no misunderstandings. All partiesshould always understand what is happeningand keep talking”.

Mr Collins Mushwana said: “The problem isthat there is a lot of corruption in ourgovernment. The police is trying to protectgovernment. They must bully the people ifthe people are doing things that are not right.People must rather sit down and talk and allthese things can be solved”.

Mr Lucas Mohlala, Mr Ronald Kobe and Mr Nhlanhla Khumalo said: “We’d better sit down andtalk. Destroying does not help. Government is doing its best. Demonstrating and destroyinglike now in Sasolburg is not the way. People are not being heard and that is why they turnviolent. Government must communicate better. They must continuously communicate whatare the plans for service delivery, what are the problems and where the money is going sothat people know what is happening. Government delivers, but the leaders often don’t. Moneyoften goes to their own pockets and that is why people turn to bullying to get their way”.

Ms Napo Khomotso and Mr Gilbert Manaso said: “It is not the right thing to do to bully othersto get what you want. Government and the people should discuss more what is the problem.People should also remember that is takes time to reach the goal. Everything will not beprovided overnight”.

South Africa became a proud beacon for peacewhen a peaceful transition into democracyfinally took place in 1994.Since then many communities have waited forservices, employment and a better life. The last few years have been marked withincreasingly violent protests and demands aswell as intolerance for what is not policy.Only in the last year many examples of so-called bullying tactics can be seen. Thecommunities of De Doorns and Sasolburg tookto violence to get their point accross. This was met by heavy handed action from thepolice.During last year’s wildcat strikes at Marikana, the end result was a tragedy that took manylives. The possible loss of jobs in the mining industrywas also met with various threats, but also fear.Communities such as Khutsong in the WestRand was one of the first to get their waythrough violent protests when they were beingincorporated into North West. They eventuallygot their way when almost three years later theywere placed back into Gauteng.Bullying is not only about getting the way withbetter services, to rebel against authority or away of negotiating labour issues.Observers says that there is also a more refinedway of bullying. This can be seen in reactionsfrom political parties facing critisism fromcommunities, competitors, the media or throughexpression of art.Last year Brett Murray’s painting, The Spear, caused a stir and both City Press and theGoodman Gallery eventually removed thepainting from public view. This after fiercereaction from the ruling party and its allies.Over the last week First National Bank (FNB)came under fire for airing televisionadvertisements in which high school childrenexpress their views of South Africa and whatthey would want for the future. These sometimes critial youthful views werenot met with favour from the ruling party. TheANC, including the ANC Youth League andWomen’s League as well as the South AfricanCommunist Party (SACP) reacted sharply, calling it a “political” and “treasonous”campaign.Since the pressure piled on FNB, they’vealtered the campaign to be less critical, removing videos carrying critique.Platinum Gazette this week asked readerswhether they think South Africa is turning intoa nation that relies on bullying rather thatnegotiating when something is not going theirway. We asked what they think about the wayprotests and controversial issues are done andhandled. They also offered what they think isthe way to get the peace back in the community.

Is bullying the way for people in

Mr Phatudi Phasha said: “The behaviour of thepeople are wrong. These days people sufferfrom superiority complex. Not only whites overblacks, but from all sides and all people.Revenge is not the way to go. People need tostay positive and try to understand each other’sdifficulties. If government communicatesproperly it will be better. If we are waiting forwater, and government promise but don’t getback to us, the people get angry. If theycommunicate what is happening it will bebetter”.

Mr Justice Mogane said: “With this bullyingthey are killing the economy - both thegovernment and the people. We are takingour own country down”.

Mr Norman Malatji said: “It seems thatpeople are now no longer patient. They areno longer trusting the authorities. There isbullying because there is only mistrust fromall sides. Government is also not patient intalking to the people. It is getting tough inSouth Africa. To normalise things thereshould be a platform where people can airtheir needs and government must dosomething tangible. Service delivery must beseen”.

Me.

Mr Innocent Zondi said: “I think when wecame into democracy we had highexpectations. Some people thoughteverything will be free. Life does not work likethat. Although we have problems we are apowerful nation and we can overcome it withhard work, education and peaceful means. We are not a bullying nation. We areimpatient because we want things now and it

Mnr. By hom isMegan-Leigh.

Links: Me. CathyBlignaut en Me. JoanBlignaut sê: “Ons is‘n land van boelies.Mense raakgefrustreerd. Dieland kom net in meerskuld, meerwerkloosheid ens.Die regering kan ooknie kritiek vat nie.Ons land is ‘ngemors. Kyk hoebaie mens is al doodin stakings ens. Jy isvandag nie eensveilig in jou eie huisnie”.By hulle is Dylan enJuan.

Mr Magate Sekonya and Mr Steve Kgwete said: “If you have a problem with government don’tstone cars etc. Here the police will also not warn people that there is a mob in town. You willget stuck in the middle. If you try to go back they will block you and if you go forward theywant to know why you drive through them. People think they bully government, but if theydestroy services that are already there like tar roads when they burn tyres on it - it isbackward thinking. This comrade appointment is also nonsense. The bullying started in 2008when Malema was used to fire Mbeki. If you teach your dog to bite everyone and there isnobody around, it will bite you. If you are a threat to government they will bully you. They mustrather invite challenge”.

is not the way itworks. Constructivecriticism should beaccepted in SouthAfrica, as long asthere are no stringsattached”.

ENVIROMENTAL IMPACT ASSESSMENT

As a member of the public and a member ofthe business community, I makeobservations and see things happening. Oneof my observations is that there is a positivewind of change in the Police in Burgersfort.Towards the end of 2012 I could see apositive change in the following:1. Effective and visible policing.2. The neatness and tidiness of the uniformsand private clothing of members of the Force.3. Faster and friendly service at the counterof the Charge Office.4. A cleaner Police station.5. A smaller build up of crime and robberiestowards the festive season, compared toprevious years.6. Improvement in reaction time when crimeis reported.7. We get word of criminals beingapprehended and processed in the system.

Two important items on the action list of theColonel is to get Business against Crime andRural Safety Forums back in full operation. He would also like to improve service wherethere are still long queues at the ChargeOffice. Let us as the community respect the assets, rights and lives of other people. Let usinfluence others to do the same. Let us stopthose who do not respect these importantthings. Let us support the Police by reportingcrime, blowing the whistle on all corruptionand by giving the Police all the informationthey need when they investigate cases. Bydoing that we will help them to protect us,including our assets, our rights and the livesof our families.
