But, there is hope for De Hoop, says Mr Johan van Niekerk, who is the Project Manager, who told Platinum Gazette “we will again give the workers the opportunity to talk about their grievances”. Work on the multi billion rand de Hoop Dam grinded to a halt more than a week ago when workers in the batch plant where the concrete is mixed went on strike. They had problems, according to a spokesperson the newspaper talked to, with a supervisor. The strike was declared illegal and according to Mr Van Niekerk, 108 dismissed themselves by not abiding to the terms of their employment contracts. As a result the rest of the workers (about 1000) went on strike in solidarity with the workers who lost their jobs. They were eventually locked out and were still locked out yesterday. A spokesman for the locked out workers told Platinum Gazette by telephone yesterday that they expect talks to resume on Monday when the labour forum will meet again at the dam. In the mean time the construction site remains deserted and workers remain outside. As far as can be determined the De Hoop Dam project is government’s biggest construction project at the moment, now that the Gautrain has been completed. The Executive Mayor of Sekhukhune District Municipality Cllr Mogobo David Magabe says he is concerned about the ongoing strike at the construction site. “As much as this is a labour matter we are very much unsettled by the strike as the District Municipality. We are worried that further delays in the construction of the Dam will lead to delay in as far as our people getting water is concerned. Our hope is that due processes as prescribed by our labour laws should unfold towards a speedy resolution of these impasse. Ours is that all parties must find each other so that the construction of the Dam which is currently 63% complete, must commence as soon as possible so that we meet our target of completion of the Dam in October 2012”, Cllr Magabe told the media. road

“This road is for Alverton and Kgautswane, not onlyAlverton” said one of the members of the SMMEinterest group that caused work on the construction ofthis road to be temporarily halt last week.

When Platinum Gazette arrived at the site of themain contractor in Alverton last week Friday, employeesof this contractor were playing soccer next to the roadthey are suppoesed to be building. In front of the gateof the main contrators camp were a group toyi-toying.They were unhappy because they are smallersubcontractors who allege corruption by the communitylabour forum who they say, sell jobs and discriminateagainst SMMEs from Kgautswane (Rietfontien) againstwhat the Limpopo MEC for Roads and Transport, PinkyKekana, told the communities when the project waslaunched. “This road is for both communities and we asSMMEs must have equal opportunities. We havelodged our grievances at Road Agency Limpopo (RAL),but received no answer”.

Construction resumed this week after RAL said they

will answer to grievances in due course. When PlatinumGazette contacted the disgruntled small businessmenyesterday, they said RAL has undertook to answer themby yesterday afternoon.

Ga-Maroga wantstheir road tarred

The road from ASA Metals’s plant atDilokong to Smokey Hills was hotlydebated this when the communitydecided to block the road withstones and debris.

Platinum visited the area onWednesday. It was cold, windy anvery quiet. Vehilces moved carefullyon the gravel road to miss the stonesand debris, and the Ploice kept awatchful eye on the goings on at Ga-Maroga. Most people kept inside thehouses. The atmosphere was notexactly tense, but it was if the normalgoings on was severely disruptedafter protests earlier in the week.

Platinu,m Gazette managed tomake way to a shop a ewkilometeres into this area wheremembers of the community spoke tothe newspaper.“This is not againstthe government, it is gainst themines. They use this roads totransport chrome and other stuff withlarge trucks. The trucks do not keepto the speed limit and generate a lot

of noise and dust, which is bad forour health and safety. A lot afaccidents occur on this road, especially on weekends. We wantthe road the be tarred up to where itlinks up with the newly tarred sectionat Maandagshoek.”They say miningcompanies such as PlatinumAustralia (Smokey Hills) should buildthis road because they get the mosteconomic benefit from it. “In themean time we suffer because of thedust and the trucks and accidents.Wealso want lights next to this road, because after dark nobody is safe onthis road. A lot a gangsters also usethis road for their own criminalbenefit.”

The Department of Health andSocial Development has cancelled aa District Health Care Testing andIntensified Case Findings Campaignfor Mine Workers and Community ingeneral that was due to be held atthe Maroga Sports Grounds todaybecause of “riots in the community”.

The Minister of Mineral Resources, Ms Susan Shabangu, MP, on Tuesdaydispatched top departmental officials to the Greater Tubatse Municipality to meetwith the local chiefs, members of the community as well as the mining industryoperating in the area. This meeting was a follow-up to the visit of the minister to the area last year duringwhich a number of concerns were raised including, among others:

- Mines do not benefit local communities (no local employment, no learnershipopportunities, no procurement and SMME opportunities for locals)

- Water and environmental pollution by some mines, caused by blasting

- Lack of proper consultation and structures to engage properly with affectedcommunities

- Divisions within communities, which stifles development

- The need for an Integrated Development Trust to drive development inSekhukhune.

Officials led by the Deputy Director General: Mineral Regulations, Mr Joel Raphela, met magoshi earlier Tuesday and they are also met leaders of the mining industrybased in the area. One of the main decisions of the meeting with the community and the magoshi wasthat a workshop regarding mining issues will be arranged very soon which will alsobe attended by other relevant stakeholders including provincial and localgovernment. The head of the delegation will brief the Minister after which the latter will visit thearea as soon as her diary allows her to do so.

Mr Michael Makofane said: “The statisticsare true. It is not like last year. We have tobring this down, but the Police can donothing without us”.

Me.

Mr Absalom Legwai said: “It is a regionalthing. You’ll find somewhere crime hasgone down, but at another place not. If weknow people who are involved in crimes, the crimes are often not reported becauseof fear of being seen as a suspect orbeing questioned. The CPF on its own isnot working. They don’t have enoughpower”.

Me. By haar is Sherrice en Manny Lourence asook Zuanté Wortley.

Mr Tiego Molatudie and Ms Provea Mashego said: “We are actually winning againstcrime”.

Ms Rebeccah Mmoyane, Ms Hunadi Makwana and Ms Hellen Mohlala said: “Most of thecrime is not reported. When it is not reported, it is actually going up. Housebreakingsare sometimes done by relatives or friends and it is not that easy to report that crime. Some of the SAPS are working, but some are friends with the criminals”.

Links: Mnr. Essie Esterhuyse sê: “Disgekook daai goed. Hulle maak dit op. Dieander kant van die saak is ook dat mensenie meer sake aanmeld nie”.

Ms Katlego Boshego said: “Die statistiekis reg. It is right according to what isreported. It is important that is right - theymust know how things are. It is like aperson asking you how many childrenyou have at home and not knowing. Ithink about 88% of people do not reportcrime. We have many victims. They muststart reporting the crime”.

Me.

Mr Petrus Riba said: “People don’t reportthe crimes, that is the problem. If it isreported and the Police work, it can reallygo down. Working together we can domore”.

Mr Katishi Mohlala said: “In Burgersfortthere is still lots of crime. Here youngpeople use remotes to open your car andsteal everything. When you go to report itto the SAPS they don’t want to open acase. They say you were ignorant. Thesame if someone used a petrol card andthe attendant had you pay more than onthe pump or at a grocery store where thecashiers look to get your pin and workwith thieves outside who steal your card. For all this they say you are ignorant. TheSAPS are either lazy or involved in crimeso they don’t have the true statistics”.

Mr Maphuphe Mahlakoana said: “We arenot winning against crime. It isincreasing. The statistics are notreflecting the whole picture. They mustemploy more policemen and do patrols atnight, not only in town, but in the villagesas well”.

Are we winning against crime?“The crime statistics for 2010/2011 clearlyshow that we are making progress in someareas, that there are instance where we arereaching stability and there are types ofcrimes which are still a challenge,” was thewords of Zweli Mnisi, the Chief Director of theMinistry of Police recently.According to the statistics crimes such asmurder, sexual offences, assault with intentto inflict grievous bodily harm, aggravatedrobberies, house robberies, car hijackings, truck hijackings, burglaries at residentialpremises, cash-in-transit robberies, bankrobberies, stock theft and the illegalpossession of firearms and ammunitiondecreased. ATM bombings, drug-relatedcrimes and drunken driving increased. We asked readers what they think about thestatistics and whether they agree thatprogress is being made.
