Receiving calls from individuals whopretend to work for the Greater TubatseMunicipal Supply Chain Management unitrequesting you – as a service provider –toprovide them with a quotation, especiallyfor the provision of transport and catering.

Such individuals will be having yourparticulars and other information at thetime of calling, just so you are convincedit’s legitimate.

In most cases, they are even preparedto deposit a fake cheque into your account

and direct you to deposit the cash or partof it to some other bank account(s) beforetheir deposited cheque is cleared by thebank.

After depositing the money, thesecrooks will no longer take your calls andtheir deposited cheque will either becancelled or rejected for payment by thebank.

Please, take note that the municipalitywill under no circumstances, like anyother organ or sphere of government, payservice providers in advance for anyservices to be rendered in future. Themunicipality only pays for work alreadydone.

Anyone who receives these calls shouldimmediately report such crooks to thenearest South African Police Station.Service providers are advised not todeposit any money.

The Greater Tubatse Municipality has warned service providers and prospectiveservice providers against the following scam:

Scam alert

Mr Jackson Tjatji, addressing the large group of hawkers.

Hawkers: ‘We arerobbed by our own’Tuesday morning this week in Burgersfort wasdifferent.

Usually the hundreds of hawkers in town aremerrily doing business by 09:00. This week theirinformal shops were quiet, with just only a few ofthem going on with their usual day’s work. Theothers were gathered in the council chamber of theGreater Tubatse Municipality, or still on their way toa meeting addressed mainly by Mr Jackson Tjatji,prominent local politician and businessman.

What transpired at the meeting, through themorning attended by close to 700 people, was thathawkers was no more staisfied with their electedstructures.

According to the meeting, and Mr Tjatji, theincumbents of the structures turned out to be corruptand it is alleged that they do no look after theinterests of the hawkers in town.

Mr Tjatji says what is happening is that before anew hawker can start operating in town, he or she isrequired to pay up to R1000 to the so-called structurebefore permission is granted to start doing business.

“You know what,” he repeated what he said inhis speech, “the elected structure is paid off bymainly foreigners, Somalians, Pakistanis,Nigerians and Zimbabweans. Our own peoplebenefit nothing form the structures, themunicipality up to now has done nothing tostructure their businesses or done anything tocreate some order.

This is a free town in a democray, whe cannotallow corrupt structures and foreigners to throttlethe system”. Asked about the new plan of themunicipality to have hawkers regulated by payinga yearly fee he said “it can work, but then theymust receive something in return” (see the opinionpages 10 and 11 in this issue for more comments).

What happened at the meeting is that thehawkers has decided that the old structures bedissolved and they gave Mr Tjatji and a number ofother representatives a mandate to look aftertheir interests. Mr Tjatji said “ this town is amess. We will strive to make it nice for everyoneagain”.

‘He did not have amandate’

Officials responsible for youth matters and development in the GreaterTubatse Municipality was visibly upset this week after PlatinumGazette’s article about the departure of former municipal manager.Comments made by Mr Elias Mbuyane, who criticised the the formermunicipal manager and depicted other roleplayers within themunicipality as corrupt, made them to confront the newspaper aboutthe issue, saying Mr Mbuyane had no mandate to comment on behalf ofthe Tubatse Youth Council. Their criticism holds water, as theyproduced a faxed letter, received on 18 August, notifying the Mayor’soffice, youth structures in the area and all stakeholders that the BranchExecutive Committee of the Tubatse Youth Council has been dissolvedon 11 August (left). Reasons cited for the step were inter alia that thelocal youth council interfered with operations of the municipality,disrespect for the office of the Mayor, controversial decisions and nostability between the local youth and the member organisations. At thetime of going to the press last week Platinum Gazette was not aware ofthe faxed letter and as a media stakeholder, has not been notified aboutthe change in Mr Mbuyane’s status. As a matter of fact, Mr Mbuyaneconfirmed to the newspaper before publication last week that his viewscarried the collective aprroval of the local youth council executive.

As far as could be determined, a newinterim Municipal Manager started workthis week at the Greater TubatseMunicipality, but more details about theincumbent was not forthcoming from therelevant departments, despite variousenquiries by Platinum Gazette. Despitepromises from officials, the newspaper hadno more details other than that somebodyis doing the work when the newspaperwent to the press yesterday. As far as couldbe determined a hawkers’ meeting at themunicipality had to be postponed for aboutan hour on Wednesday morning when thenew municipal manager was introduced toofficials.

Local moral regenerationaddressed

A moral regeneration meeting took place on Tuesday this week. It wasattended by various stakeholders and community members including theSAPS, educators, social services, church leaders, traditional and politicalleaders.The national moral regeneration movement is seeking to uplift locally andprovide a platform for local action and partnerships.The moral regeneration movement would like to eliminate corruption in thepublic and private sector, corruption in the justice system, where people usetheir positions for self-enrichment, violence in interpersonal relationships andfamilies, abuse of women and children, tax evasion and the refusal of somecommunity members to pay for services.During local meetings stakeholders are trying to identify the various localproblems and seek ways in which to best solve and assist in these situations.

Pumping up thestrike movement

Petrol attendants and workers belongingto the National Union of Metal Workersin South Africa (NUMSA) were by thetime of going to press still on strike.They marched on various days during theweek to demonstrate their dissatis–faction. On the photograph below they

were in Steelpoort on Friday last week.Their absence cause a measure ofinconvenience for filling station owners,but on average services continuedwithout too much trouble. By printingtime they were expected to return to workby Monday.

Platinum developer Nkwe Platinum,which plans to also list on the JSE,expects diversified miner Xstrata tomake an investment decision on theGaratau project near Burgersfort duringthe fourth quarter of this year.

Speaking at the last day of the AfricaDownunder conference in Perth, NkweManaging Director, Mr MarediMphahlele also said that it would bereleasing the results of the Garataufeasibility study within the next month.

Mphahlele said that Xstrata held theoption to acquire a 50 percent equity inthe 14-million platinum group metals(PGM) ounce Garatau project by fullyfunding the development cost of theproject. The current capital expenditureon the Garatau development isestimated at between R6-billion and R8-billion.

The Leboeng Police found a dead young woman on Sunday 5 September about15:30 after they reports from members of the community that they saw a lifelessbody.

The body of the young lady was laying next to the Maakgongwane cemeteryat Kgautswane village. She was found face-down with a stab wound to her backand on further examination of her body eight more stab wounds was inflicted onher chest, while her throat was cut.

The victim was identified as 20 year old Ellah Mokwena of Ga-Molai in thesame village.

The victim was last seen alive on Saturday 2010-09-04 at about 23:00 atMaphanga’s tavern which is situated at Matshiretsane. As far as could bedetermined she left the tavern with her boyfriend

And was not seen until the following day when she was found murdered thecemetery. It is not yet known what was the motive for her murder.

Her boyfriend was arrested the same day for questioning. He was latercharged with her murder. He appeared in the Leboeng magistrate court onTuesday 7 September and was remanded to next week Tuesday for a bailapplication. He remains in custody until his bail application is heard.

The Police in Leboeng say women should not to go to tavems during the night.This make them vulnerable to attacks and they can easily be victims of crimessuch as rape and murder.

Earlier the day a 56 year old woman reported to Police that her niece left her3 children without care and went to stay with her boyfriend. The police madefollow-ups and managed to arrest the lady. The accused appeared in thePraktiseer magistrate’s court on 3 September 2010 and she was not granted the’bail. The case was postponed to 08 September.

On 5 September 2010 Tubatse Policce a 39 year old man for assault with thepurpose to inflict grievious bodily harm. The arrest followed an incident atBothashoek when on 4 September 2010 when accused assaulted his 31 year oldgirlfriend.

The accused (edwin msweni) appeared in the Praktiseer Magistrate’s court on06 September 2010 and he was sentenced to three months imprisonment or a fineof R300.

Murder atLeboeng

Garatau, it would also be entitled to fundup to 50 percent of the larger Tubatseproject. Mphahlele said that if Xstratadecided against the development of theGaratau project, Nkwe would look foralternative strategic partners.

“In case they don’t make a positivedecision, the prospect is very large andvery robust,” he told delegates.

Once an investment decision has beenmade, the mine development would takebetween 18 and 24 months, with the firstproduction expected either in the fourthquarter of 2012, or the first quarter of2013.The mine would produce aroundthree-million tons of ore a year, deliveringaround 400 000 oz of PGMs.

Modikwa South Shaftis going injury free

The Thorburn mining operations hasbeen strengthened by theimplementation of the SpecialOperations Unit which is operatingfrom Steelpoort in MpumalangaProvince. The unit, headed by CedricMoraba, provides for intelligencegathering and analysis, investigationsand tactical interventions.The purpose is to add value and supportthe traditional manned guarding and tobreak stereotype guarding patternswhich could easily happen. The unit isnot only a crime prevention unit, but asafety compliance unit as well.

In its first safety operation 22 out of80 vehicles checked on a private mineroad transgressed either mine safetyor road traffic regulations. The pastweekend various searching operationswere conducted and very positiveresults transpired at a specific plant.The unit is not replacing traditionalguarding functions, but supporting itfrom an independent position.It is also on standby for reaction tocrime incidents in the miningoperations. It is foreseen that the unitwill develop and expand to theMiddelburg areas.

What effect do you think the HawkersLast week Platinum Gazette reported onthe council resolution to put in place aproper structure such as a HawkersAssociation and issue hawkers licences.According to the resolution a fee of R120per year will be charged for a hawkerslicence. R80 of this will go towards themunicipality and R40 towards theHawkers Association.The idea with these measurements is toregain control as stalls are pitching upanywhere and everywhere in, especiallyBurgersfort.We asked readers what they think aboutthe proposed licencing through theHawkers Association.

Mr Lawrence Selepe said: “The idea isgreat because it will reduce crime”.

Ms Ella Mabuza and Mr Tshepo Mashile said: “The best way is to get the hawkersinvolved. The municipality must dish out the money and follow their instructions sothat the hawkers get what they want”.

Mr Sebatane Malatji said: “It can work ifthey do a thorough communityconsultation. The funds raised with thelicences must be well managed so that inthe long term the hawkers can bedeveloped”.

Mnr. Ruan Kleynhans sê: “Dis ‘n briljanteidee, maar ek weet nie of hulle diesmouse se samewerking gaan kry nie.Soos dit is skep dit ‘n slegte beeld van diedorp. Ek weet nie of hulle bereid sal weesom die R120 te betaal nie”.

Mr Given Mafane and Mr Jacob Maesela said: “It is a good thing. They must get thehawkers a building that they must rent. The town is dirty because of the hawkers”.

Mr Phillimon Magabe, a hawker, said: “Iwill pay, but I hope the municipality willthen be protecting us for selling productssuch as Exstra Clair and Bio Claire. InJeppe Street in Johannesburg and inother places they sell it and nothinghappens. Here the Police arrests us forselling such products”.

Mr Sam Mokwena and Mr Abel Moraba said: “The municipality must build them aspace but the hawkers must contribute as the municipality does not have enoughmoney to develop everything for them”.

Mr Obed Mohlala, one of the localhawkers, said: “It is fine to pay R120 fora year. I will pay. They must then put up aproper market with the money we pay”.

Mr Madala Maphanga, a hawker in townsaid: “It is fine to pay R120. Themunicipality must take responsibility tothen protect the hawkers on theirallocated spots. Shopowners must not beable to remove them”.

Mr Given Libjane, a hawker, said: “It isfine to pay for a year. They must use themoney to build a market”.

Mr Lucas Manzini, one of the hawkers,said: “It is fine, we will pay R120 a yearbut not every month. It is good to regulateeverything”.

SAPS vsMototolo MineThe Tubatse SAPS played a friendly soccergame against a team from Mototolo Mineon Wednesay 8 September.The game was played at the SekhukhuneFET College in Praktiseer and it started atabout 18:00.

The visitors scored their first goal duringthe first half. By halftime it was 1-0.Mototolo scored a second goal after halftime. During the second half the Police alsoscored a goal. The final score was 2-1 infavour of Mototolo Mine.

Smack Down Masters still going strongOn Sunday 5 September the Smack Down Masters FC visited Makgemeng FC for afriendly game.The game started slowly and few chances to score were created. In the second halfthe Smack Downs came back strong and managed to score three goals. They won thegame 3-0. The goal scorers were KG Phasha who scored two goals and Jury Semonowho scored one goal.

Maatlopokeeping fit

with a friendly

Maatlopo United Football Club played afriendly game against Baroka FC fromCapricorn district last week Saturday.The game was played at NtwampeSportsground which, is currently is a veryneglected state after it was used as a publicviewing area during the Soccer World Cup.The Sekhukhune teams were supposed tostart playing the SAB Regional Leaugue on7 August, but every week game scheduleswere changed by the regional management.At the time of going to press it was notclear whether teams will start playing thisweekend.Becuase they have lost more than a monthof competitive play time, Maatlopo’smanagement organised the friendly gameagainst Baroka. Baroka is a team knownfor their strength. They play in theVodacom league and came second for thepast two years.The game between Maatlopo and Barokaended 2-0 in favour of Baroka.By halftime there was still no points on theboard.The Maatlopo star of the game wasTimothy Thobejane. Timothy is a midfielder and his efforts prevented the visitorsfrom scoring more goals.
