In order to make sure he is safe, the unem- ployed Sakhele Msindo (45) sleeps in the toilet when there are heavy rains and it is windy. “I am living in this house with my uncle. I am unemployed. I only get part time jobs. The situation is very bad, because the house that I am living in can collapse at any time,” said Msindo. When Express visited Msindo, he was sit- ting outside the house with a neighbour. He showed the Express reporter inside the house. It was difficult to enter the house, since he first had to remove and move around a lot of things, including plastic which was used as a door. Inside the room there was no sign that this could be a place of residence for people. Msindo said that he was receiving food par- cels, but was worried about the condition of the structure of the house. “It is not nice to sleep in the toilet, because I can get sick and it smells bad. I would appre- ciate any help to get me out of this situation – before I get sick.” One resident, Florence Sibutha, couldn’t hold back her tears when she told Express about Msindo’s situation. “We are his neighbours, but it is hard for us to assist, because we are also struggling to make ends meet. It is very hard to watch him sleeping in this situation and we hope that there will be a solution soon,” said Sibutha. Ward Councillor Xolani Ngoma said that there is a ward committee which handled ev- erything in the area. When asked about Msindo’s situation, Ngoma said all the destitute families were known and they had a list of all of them. “I am responsible for about six areas and in all the six areas we do have needy people. The Municipality don’t provide houses – we depend on the Department of Human Settle- ments for houses,” he said. A STATEMENT made by the Zulu King Good-will Zwelithini raised ire among foreign na-tionals who are working and residing inSouth Africa.

Recently King Zwelithini said foreignerswho were involved in criminal activities andthose selling drugs must pack their bags andget out of South Africa, because they were“messing up the country, even with their fakeclothing brands”.

He also publicly announced that he won’tapologize, since he meant each and everyword he said and he had nothing to be sorryfor.

In an interview with Express the nationalcoordinator of the Protection Of Foreign Busi-ness and Citizens, Mkululi White, said state-ments of this nature, instructing foreigners togo back to their countries of origin may fuelviolence and criminal acts linked to xenopho-bia in South Africa.

“We advise King Zwelithini to withdraw hisstatement, as we believe his utterances will

create disunity in South Africa and on the Af-rican continent.” he appealed. White stronglycondemned any form of attack directed at for-eign nationals.

“We support all foreigners who are makingan honest living, complying with our coun-try’s laws and who are respecting our consti-tution. The perpetrators of violence are blindfolded and are a threat to the stability of Afri-ca and to South African economic growth. not challenged and criticised, our countrywill take the same route as other economical-ly strained and destabilised countries. Ourleaders should promote peace and unity at alltimes,” said White.

. A foreign national was recently gunneddown by unknown men in his spaza shop inthe Mmangweni location. No arrests had beenmade by the time of going to press. It is allegedthat the Somalian man was alone during theattack and he was found dead the followingday. The police were not sure if anything wastaken from the shop.

A POLICE officer who was shot and killedwhile responding to a business burglary inLibode, will be buried this Saturday in hishome locality of Lower Mjika in Tsolo.

Warrant Officer (WO) Mlungiseleli Duku-za (55), who was stationed at Libode SAPS

as Relief commander, was shot dead in theevening on March 24 when he and two oth-er police officers responded to a businessburglary which was in progress. One of theother officers was seriously injured.

The police was allerted about the crimeby a security guard. Upon arrival, policewere shot at by the suspects and Dukuzawas shot in the upper body and later suc-cumbed to his wounds in hospital.

IN its endeavour to intensify the fightagainst widespread irresponsible liquortrading, the Eastern Cape Liquor Board hasclosed down Nomzamo and Tshepzen tav-erns located in Mount Ayliff and MountFletcher respectively.

The areas fall under the Mzimvubu local

municipality. The closing down of the two tav-erns was part of the board’s vigorous campaignto force all licensed liquor traders to complywith the conditions of their trading licences orto run the risk of losing their licences.

According to Liquor Board spokesperson inthe Eastern Cape, Mgwebi Msiya, they will berunning such campaigns throughout the prov-ince. He said the board was extremely con-cerned about the increase in cases of inconsid-

She said this during the State of the DistrictMunicipality address last week Friday at DansLodge.“The municipality is implementing stand

alone and sub-regional schemes that will laterbe integrated into regional schemes, in linewith the strategic vision of themunicipality onwater services,” said Meth.The water supply schemes include the Sid-

wadweni scheme, which supplies rural villa-

ges in Mhlontlo and Nyandeni Local Munici-palities and the Mvumelwano scheme underthe Mhlontlo Municipality, serving more than7 000 households in Qumbu.Themayor added that the three phases of the

Port St Johns regional water supply schemehave been completed to serve the total popula-tion of Port St Johns.“The construction of the dam is currently

underway and on completion the infrastruc-ture investment in this project would be morethan R100 million,” she said.Twenty seven villages in Libode andNgqele-

ni are also to benefit from the construction ofa dam to supplement the existing dam in theMtyu River.Other regional schemes currentlyunderway

include Upper Culunca in Mhlontlo, Flagstaff

Registration of a child after birth is notonly a legal obligation for parents, butsomething to which the child is entitled toin order to secure his or her enjoyment ofgovernment services that are necessary fordignified living.South Africa, as a signatory to a number

of international agreements, is bound topromote these rights; namely the right to aname and a nationality.These agreements define the duties of

state parties to the treaty, covenant or con-vention.The right to a name and a nationality as

enshrined in the constitution is of para-mount importance to the survival and de-velopment of the child. In the absence of abirth certificate and/or identity document

(ID), the prospects of a child’s developmentare slim.The child cannot be enrolled at any school.Furthermore he or she can forfeit the right

to access government services, like child sup-port grants and other forms of assistance.The UCARC has noted with great concern

the growing number of children in many vil-lages who drop out of school owing to the lackof birth certificates and/or identity docu-ments.These children become victims of their par-

ents’ negligence. It had come to the organiza-tion’s attention that more often, the rootcause for lack of birth certificateswas the factthat their parents had no ID’s themselves.Information received from some local

health practitioners revealed that most wom-en do not visit clinics during pregnancy andas a result their babies get delivered at home.This ill-informed decisionmakes it difficult

for them to register their babies at Home Af-fairs, since a clinic card is a prerequisite toapply or a child’s birth certificate.When they get rejected at Home Affairs the

parents sometimes resort to fraudulent activ-ities, like the buying of birth certificates tomake life easier. But when they apply for IDsthose fake certificates become useless as the

Nameandnationality, a child’s rightfraudulent documents are not recognised bythe department.These challenges, if not tackled head-on at

this juncture, will negatively affect the futuregeneration.It becomes very complicated for the child

to get registered if the mother had no ID be-fore she passed on, especially if there was noperson who shared a surname.Many parents do not take responsibility for

registering their children or themselves foridentity documents owing to a number of fac-tors, including negligence and alcohol abuse.Some factors that contribute significantly

to the absence of identity documents for chil-dren was the conflict among family membersor spouses which result in one partner dump-ing the child with another, without havingthe necessary documentation, like a cliniccard.It becomes a long and tedious process for

the family to successfully apply for an ID forthese children.Parents should take into account the future

of the child in whatever they do, as the child’sfuture lies in their hands.Failure of a parent to apply for the child’s

identity document is a direct violation of thechild’s right to a name and a nationality.

COSATUmembers inLusikisiki held amarchon Tuesday last week to call on government– especially the departments of Eastern CapeRural Development and Agrarian Reform(ECRDA) and the Treasury – to come up witha plan to assist the starvingMagwa andMajo-la Tea Plantation workers who claim thatthey had not been paid for almost tenmonths,even though they had been working.

The branch secretary for Cosatu in Lusikis-iki, Mzimkhulu Zibi, who led the peacefulmarch through the streets of Lusikisiki, saidthe workers from these two tea plantationswere starving and their children had droppedout of school since they could not afford to payschool fees, transport and food.There were claims that the department had

asked workers to prove that they were owedthe outstandingmonies. This hadbeendeniedby the spokesperson for the ECRDA, Mvusi-wekhaya Sicwetsha, who said his departmentnever askedworkers to prove theywere owedany wages.Theworkerswhohadmarched to the Ingqu-

za Hill Local Municipality offices, hoping tohandoverapetition to the chief executive offi-cer of ECRDA, Thozi Gwanya, who was notthere to receive it, were not very pleased.Zibi said they had communicated with

Gwanya about two weeks prior to the march,informing him of themarch and theywere ex-pecting him to receive the petition on behalfof his department. Instead they ended uphanding it over to amunicipal representativewho promised to forward it to ECRDA, theEastern Cape Premier and to the Treasury de-partment.

IT was a weekend with a difference for soccerlovers as they were treated to a spectaculardouble header of the teams contesting in theABC Motsepe League at the Mthatha RotaryStadium in Ngangelizwe.

The first game was between the bottom ofthe log and struggling side, Tembu Royals,and the on form Zimbane Killers, in the firstgame of the day. The second match was be-tween long time log leaders Mthatha Bucksand Jeffrey’s Bay Milan.

In the first game both teams displayed goodfootball with some fireworks, because bothteamswere determined towin the battle. Zim-bane Killers showed a quality game plan, cre-ating a lot of chances, but unfortunatelymissedmost of these, only convertingone intoa goal during the first half.During the second half of the game, Zim-

bane Killers controlled the game and theycontinued to play better than Tembu Royals.The Killers pressurized Royals, searching toincrease their lead, but Royals’ defence wasequal to the task at the back and their goal-keeper displayedbrilliant saves to discourage

Killers Strikers an opportunity to score. Roy-als had tried to play some good touches look-ing for an equalizing goal, but Zimbane weredestroying them in the middle of the park,showing no respect and winning each and ev-ery ball.The home side changed their game plan, at-

tacking Zimbane Killers with the wings, butstill the visitors’ defence were up to its task.Twenty five minutes before the end of thegame, Killers started their good build-uptouches from the back to the front and againcreating a lot of chance.They managed to convert these and scored

Revamped to heighten its appeal, the face-lift CX-5 model has cosmetic updates with abold new front grille that accentuates thebody’s KODO design.On the Individual and Akera models, new-

generation LED headlamps and gunmetal 19-inch alloy wheels are introduced; giving theexterior a more premium design expression.The MZD Connect infotainment system; a

simple to operate system that allows easy ac-cess to internet radio streaming and socialnetworking services that Mazda drivers con-sider essential, forms part of the enhance-ment across the model range.The electronic parking brake, which repla-

ces the conventional handbrake, is a new fea-ture. Satellite navigation is standard on theIndividual and Akera models and optional onActive and Dynamic models.Mazda’s Managing Director, David Hughes

Innovative headlightsThe 2015MazdaCX-5 is the firstMazdamod-

el in South Africa to adopt the Adaptive LEDHeadlights (ALH) on the Individual and Ake-ra models, a new-generation headlamp sys-tem which implements LED array glare-freehigh beam technology. With an LED array,

the LED light source for the high beams is di-vided into four blocks which can be switchedon and off independently.The system uses a camera to detect the

headlamps of oncoming vehicles or the tail-lights of cars ahead, and turns off only thelight-source block which is illuminating inthe specific direction of the other vehicles.This makes it possible to drive with the highbeamsonat all times, significantly improvingvisibility when driving at night, without daz-zling drivers of other vehicles.ALH also features wide-distribution low

beams. By adding an LED light source to theside of the headlamps, wide-distribution lowbeams expand the area of illumination on ei-ther side of the vehicle, illuminating areaswhere traditional headlamps cannot. Thismakes it easier to see pedestrians and otherobstacles at intersections at night.In addition, ALH utilizes the motor of the

headlamps’ auto-levelling mechanism to au-tomatically raise the axis of lighting whentravelling at highway speeds, making it eas-ier to see road signs and obstacles as early aspossible.

Petrol and diesel enginesThe model line-up continues with the 2.0-li-

tre and a 2.5-litre petrol engines aswell as twoversions of the 2.2-litre twin-turbo diesel en-gine.In both manual and automatic transmis-

sions, SKYACTIV body and chassis to deliverprecise responsiveness coupled with efficientengine performance.The 2.0 litre 4-cylinder petrol engine has re-

ceived improvement on the power and torqueto deliver a sporty 121kWof power and 210Nmof torque, using only 6.4 litres of fuel every100km. Muscular 2.5 litre petrol enginepunches out 141kW and 256Nm, yet uses just7.4 litres of fuel per 100km.In these SKYACT-IV-G petrol engines, the precise direct injec-tion’s multi-hole system minimises fuel use.

The lower powered 2.2 litre 4-cylinder die-sel engine produces 110kW of power and380Nm of torque, while the higher powered2.2 litre 4-cylinder diesel engine produces129kW of power and a muscular 420Nm oftorque; both using just 5.7 litres of fuel per100km.With a two-stage turbocharger maximis-

ing power and efficiency, the SKYACTIV-Dengine is able to meet strict Euro stage IVemissions standards without the need forexpensive after-treatment of exhaust gas-ses.

Safety featuresThe 2015 Mazda CX-5 keeps the highest

THE oldest football club in the former Tran-skei, the Thembu Royals FC, is in a deep fi-nancial crisis which is threatening the de-mise of the club if there is no Good Samari-tan who comes forward to save it.

The Club was established in 1955 by theRoyal families ofAbaThembu, led by the lateKing Sabatha Dalindyebo, father of thepresent AbaThembuKing BuyelekhayaDal-indyebo.The Greens, as it is affectionately known

by its supporters, is playing in theVodacomLeague, but is facing relegation for next sea-son as it is sitting at third from the bottomof the league.Express was informed that the club’s

problems started after the death of their di-rector, DZ Dukada.Quality players left the club as they were

not getting paid.Three Royals supporters – Tsepo Nqe-

keto, who is an administrator now, PeleNgombane and Lunga Jijana – came to therescue of the team even though they had nomoney to run the team. They are trying tokeep it playing in the Vodacom league, sothat anyone who is interested in the clubwill get it whilst it was still playing in thisdivision.According toNqeketo they struggle to pay

match officials and do not have money toprovide food for the players or pay for theground they hire for their home matches.“To play away games is a nightmare, be-

causewedon’t havemoney tohire transportor feed our players. For instance – we needto play in Port Elizabeth soon, but we stilldon’t knowwhether wewill have transport.
