This letter is published as submitted. It has not been edited or altered in any way.Editor, San Manuel Miner: First i would like to thank all the citizens of Mammoth who turned out and took the time on March 13, 2012 to vote. The citizens that voted & supported Al barcelo, Frances Wickham, Joe Tamayo, Joe Brewer, and myself we thank you so very much. There was a great turn out for this general/recall election, which shows the citizens of Mammoth care about our town. However there is going to be another general election in the next couple of months. This is due to the candidates not making a certain percentage number of votes needed to take office in the general election. It is my understanding that Al Barcelo did make the 51% needed for the general

election council position, but the voting results are still unofficial. The recall election was successful with myself and Joe Tamayo making the percentages needed, but is only good for the remainder of that prior council persons term. This is why iwas on the Ballot twice for recall and general election, which made it confusing when voting. This time there will be no write-ins on the upcoming 2nd general election, so the ballot will not be confusing. It was extremely disturbing to recieve along with several other citizens, hate mail the day before the election. Al Barcelo, Francis Wickham, Joe Tamayo, Joe Brewer, & myself were all targeted by this negative letter full of untruths, and this is not what town elections are about. The person or persons responsible for this cowardly act should

Letter to the Editor: Election thanks and issues with the townfeel embarrassed. In reguards to a recent article i read in the Miner Newspaper. The concerns about the upkeep of our parks was a joint effort and teamwork by the citizens of Mammoth including council members Al Barcelo, Francis Wickham, and Rudy Romo. We all spoke out about the conditions of our parks at several meetings, and wrote several articles in the Miner Newspaper as well voicing how we were also angry. The parks being rundown where our children and families once played is a sore subject with all of us not just one person. Al Barcelo along with several citizens were ready to take their own yard tools to get the parks and cemetary back into the conditions they once were. The only reason why we couldn’t do this was because of the liability even if we signed a waiver as Al Barcelo suggested at the same meeting. The liability issues were told to us by the Town Attorney. I even was ready to donate a car for the scrap metal to help with this important cause, and i know others would have done the same. Why did it have to go this far before Town Management found more mysteries monies after supposedly going through the budget as written line by

line? I honestly believe that no monies would have ever been located if all of us never spoke out about the conditions of the parks and cemetary. In reality going through the budget line by line should have been done in the first place knowing we need a place for the children to play. Wasted spending like large pay raises during the middle of budget year should not be a priority over the conditions of our town! So why is it again we are thanking only certain peole (Rachelle Sanchez, Chief Jay Baugher) when the town of Mammoth as a whole were upset, angry, willing to help, and voicing their opinions too? The last issue i want to bring up was the Town Council Meeting that took place March 15, 2012 two days after the election. It was unprofessional and unacceptable for Council Members Mayor James (Craig) Williams, Robert Koch, Bart Goff, and Larry Ramirez to not even show up to the Town Council Meeting. There was no reason given for their absences knowing they have an obligation to the town to be present. The Town Clerk gave no explanation to the other Council Members present, or citizens in the

audience on why there would be no meeting. I was really saddened to see the students of the month school children at the meeting to lead the pledge of allegiance with more than half of the council missing. On their election signs they put the team to lead Mammoth into the future? I wouldn’t call this leading, or being committed to your elected position that the citizens put you in. This was the third month in a row (Jan – Mar) the Mayor again took out call to the public and council comments on the agenda, but these same leaders will want you to vote for them again on the upcoming 2nd general election. The citizens have every right to speak about how they feel, and i don’t recall any demeaning or degrading comments made during their speaking time. I never heard citizens or council yell or use foul language, but will speak whats on their minds if they disagree on certain issues and that’s their right if that’s how they feel. As far as the budget being accessable this is why i wanted to be part of the council, so i can be closer to what’s going on in this town. This is why the citizens come to the meetings, so they can also see and be a part of the

what’s going on in our town including the towns budget. Maybe it’s easy for some to get meetings with the Town Clerk, while others are told she’s in a conference, busy on the phone, or just not in for the day. We Al Barcelo, Francis Wickham, Joe Brewer, and myself again thank you for your votes and would like your support during the upcoming election, because your voice counts and matters to us. Again Al Barcelo may have already made the 51% on the general election, and this will be confirmed soon./s/ Juan Barcelo520-487-2139

The Mammoth Police Report is submitted by the department. According to state law, there are two methods by which police may arrest suspected offenders. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven guilty in a court of law. March 18 Mammoth Fire assisted a patient in the 200 block of Galiuro Street before turning care over to Southwest Ambulance. March 18 Dogs fighting were reported in the 100 block of Clark Street. The call was turned over to Pinal County Animal Control. March 19 An open 911 phone call was traced to an address in the 100 block of Clark Street. No law enforcement action was needed. March 19 A possible prowler was reported in the 600 block of Vine Street.

Numbers reported in last week’s Miner for the Primary Election in Mammoth have changed after the Pinal County Elections Department discovered a group of votes that hadn’t been tallied. In the election for four Mammoth Town Council seats, the amended tallies stand as follows:• *Alvaro Barcelo – 170 votes.• Frances Wickham – 162

votes.• Juan Barcelo – 161 votes.• Joe Brewer – 126 votes.• Melanie “Lanie” Reynoso – 150 votes.• Serapio Rodriguez – 145 votes.• Craig Williams – 103 votes.• Bart Goff – 91 votes. The total number of ballots cast in the election was 328. There are 795 registered voters in the Town of Mammoth. Voter

turnout was 41.25 percent. Alvaro Barcelo received 50 percent plus one of the votes and was elected directly to the council. The remaining seats will run off in the General Election in May and the candidates whose names will appear on the ballot will be Wickham, Juan Barcelo, Brewer, Reynoso, Rodriguez and Williams. The winners will be declared by a simple

majority. All of these numbers are considered preliminary and unofficial until they are canvassed by the Mammoth Town Council. A special meeting has been set for tonight at 7 p.m. Arizona law requires that the votes be canvassed within a certain amount of time; the deadline for the March 13 election is today, March 28. It is unknown what will happen should

Al Barcelo wins council seat; run-off election still needed for Town of Mammoth in May

there not be a quorum present at the special meeting to canvass the votes. There is no historical precedent for such an

occurrence. *Unofficial winner. The votes are not official until canvassed by the Mammoth Town Council.

Local youth learn about life on the By John Hernandez On Friday, March 23, the Bingham Sacaton Ranch along the San Pedro River was the scene of a remarkable adventure for a number of teenagers. This youth activity was organized and sponsored by the Church of Jesus Christ of Latter-day Saints (LDS). Approximately 150 youth ages 14 – 18 from San Manuel, Mammoth, Oracle, Catalina, Oro Valley and north Tucson participated in the re-enactment of the journey of the Mormon pioneers as they made their way to the Salt Lake Valley from Nauvoo, Illinois and the Midwest United States. The pioneers were fleeing persecution and searching for religious freedom to practice their beliefs in a safe place. The exodus began in 1846. After reaching Salt Lake, Brigham Young sent LDS leaders into Arizona to establish colonies there. Close to 50 adult family members and church leaders also participated in the walk. The 200 “pioneers” were dressed up in period costumes with the women wearing bonnets and long dresses while the men wore jeans and western style shirts and hats. One kid

started the walk barefoot as some of the original Mormons who made the journey did so without shoes. The participants were divided into four companies composed of six “families.” The families were created and ma’s and pa’s were assigned as family leaders. Each family had a hand cart assigned to them. There were 26 carts that made the journey. These carts weighed 300 pounds each before they were loaded with food, water, bedding/sleeping bags and supplies. This was also historically accurate as families made do with what ever they could find to haul their life’s belongings. The Mormon hand cart pioneers were members of the Church of Jesus Christ Latter-day Saints that migrated to Salt Lake City, Utah using hand carts to transport their belongings from 1856 to 1860. Most of these pioneers had immigrated to America from England, Scotland, Wales and Scandinavia. They did not have enough money for horse or ox teams with wagons. They made the journey in 10 companies from Nebraska and Iowa. Two of the companies met with disaster along the trail. In central Wyoming,

road to Zionthey were caught by heavy snowfall and freezing temperatures. Of the 980 pioneers in these companies, 210 perished. The hand cart Pioneers became an important symbol in LDS culture. They represented the faithfulness and sacrifi ce of the pioneer generation. They are recognized in events such as Pioneer Day, church pageants and commemorations such as the youth re-enactment of the Mormon Trek. At 10 a.m., the fi rst company of pioneers began the trek into the Galiuros from the Bingham Sacaton Ranch. The trek followed a dusty sometimes rocky trail through the desert, into sandy dry washes and climbing steep hills pulling the heavy carts. Their destination was a place in the mountains known by the ranchers as the two-hole tank pasture. To get there was a nine mile walk. The temperature was in the 80s when the other companies started on the trail. Along the way they re-enacted the time of the Mormon Battalion when many men from the trek west volunteered to join the United States Army during the U.S. – Mexican War in 1846. It would be the only religiously based unit in U.S. military history. They would help secure the west for the United States as they marched to California led by Colonel Stephen W. Kearny (Kearny, Arizona is named for him). The LDS leaders viewed the battalion as a good public relations move and the $42 each enlisted man received for uniform allowance was donated to the church which gave the Mormons a good amount of money to buy badly needed supplies to continue their journey west. During the journey the women now had to work harder and do what their men had done before they

volunteered for service. To re-enact this, the men and boys let the ladies and girls do all the pushing and pulling of the carts for awhile. Upon reaching the two-hole tank pasture, they made camp for the night. After eating, they enjoyed themselves playing pioneer games and square dancing. Tod Polley, President of the Tucson North Stake and some of his counselors accompanied them on the walk. They shared some devotionals with the group, spiritual talk and taught lessons about pioneer heritage. The pioneers then settled in for some much needed sleep. The return trip started the next morning. All the companies made it back to the Bingham Ranch around 3 p.m. and everyone was glad to be back. The kids were cheering and congratulating each other. When asked how the journey was, most of them said “it was awesome” or ”it was great”. They admitted it was tough but said they would do it again. Curt Finster, one of the organizers of the youth activity said that they do the re-enactment every few

years. “Every year we do a youth conference with a different theme each year,” he explained. This year the theme is “arise and shine forth.” Curt said that taking the kids on an outing like this gives them something to strengthen their testimony of faith in Jesus Christ and to better understand the sacrifi ce the pioneers made so they can worship. “It honors their heritage and what their ancestors went through all though in a simple way,” he said. “The pioneers traveled 1300 miles; we only did 18. It teaches kids that they can do hard things, to persevere. It builds character.” Curt also said that the “Bingham family were wonderful” for allowing them to use their ranch as a base and helping with the activity. He especially thanked Jim and Linda Bingham. Participants from the Tri-Community were San Manuel Bishop Lorin McRae, Lorelie McRae, Mary Ann McCrae, Jeremiah Ramsey, Rowdy Richards, Nicole Primero-Predgo and Cody Richards.

By John Hernandez Adelante Juntos Coalition Project Director Betty Chavez was the happy recipient of a check from the Pinal County Attorney’s Office on Friday, March 23. Pinal County Attorney James Walsh presented the generous check of $10,000 to Betty at B Avenue School which will be the home of the El Centro Youth Center, a new Adelante Juntos project. The money comes from Pinal County RICO (Racketeering Involved Criminal Offensive)

funds and will help to open up Phase I of El Centro. Walsh was busy on Friday as he earlier presented $2,100 to Central Arizona College Aravaipa Campus. El Centro will be a youth center that will provide programs, activities and entertainment for the youth in the Tri-Community. The center will have gaming tables, foosball, ping pong, air hockey, and a sophisticated video game system including 52 inch flat screen TVs. All kids will be

welcome. They will be separated by age groups. “It will be a social gathering place in a supervised safe environment that is alcohol, drug and tobacco free,” said Chavez. “It will be supervised by trained adult personnel and trained peer leaders. Eventually it will be run by the peer leaders. We have many responsible teen leaders in our community.” El Centro will be utilizing the B Avenue multi-purpose room and the attached building

for the first phase of El Centro. Plans are to create a dance studio to teach different types of dancing such as hip hop, folklorico, modern, etc. A broadcast studio where kids can learn “mixing beats”, recording and music production is being planned as well as a center for the arts including a music room where kids can learn to play an instrument. Betty is hoping to get 20 laptop computers which will allow them to open a cyber café. They hope to eventually have a

snack bar run by the kids to sell soft drinks and treats to help support El Centro. A summer program is being planned to engage youth throughout the summer including a community garden

where kids can learn to plant and grow vegetables with the harvest going to the Food Bank. “This will be an obvious benefit to the community,” said Betty.

“The center through its programs will teach leadership, instill a sense of community pride, responsibility and accountability which are known as protective factors. By providing these protective factors, we build resiliency in our kids. They will then resist temptation to drink or use drugs, resist sex or have responsible sex.” Phase 2 of El Centro is to create an active community center. They would like to have all the available empty space at B

Avenue being used to enhance the community. The vision is to have El Centro become “a center of excellence”, a central location for providers of all the areas services such as food stamps, county health, job center, Community Schools, senior services, etc.. They would like it to be a comprehensive one stop center where anyone can get an answer for their social needs. It could also be used for adult education classes, GED, college

classes and counseling services. Betty said that Adelante Juntos will also be receiving a mini-grant from the Arizona Women’s Partnership, an all volunteer, philanthropic, non-profit organization dedicated to empowering women’s grass roots organizations through mini-grants and awareness. It was founded by Paula G. Cullison and is based in Phoenix. They will be hosting the 11th Annual Wine, Women & Jazz fund raising event at the Arizona Culinary Institute in Scottsdale on April 28 from 4 to 6:30 p.m. El Centro Adelante Juntos San Manuel will be one of their chosen

grant recipients that will benefit from this fundraiser. “This is all part of the collaborative that will get the Youth Center open,” said Betty. El Centro Adelante Juntos will be hosting an “Easter Blast” on April 7 from noon until 6 p.m. at the Avenue B School location. There will be an Easter egg hunt for the kids, free food, burgers and hot dogs and will be served. They will have drinks and other treats for sale. Everyone will have a chance to win some nice Easter baskets that will be raffled. This is the first of what will be many family events to be held at El Centro.
