Fellow Pinal County residents, I am pleased to report that the Pinal County Attorney’s Office (PCAO) is continuing to serve you with dedication aiming to provide quality services both in doing justice and in working to prevent crime.Raising the bar for criminal prosecution process This past fiscal year our prosecutors charged 7.7 percent more adult felonies in the Pinal County Superior Court from the prior year and 41.8 percent more felonies since 2008. More specifically, we received 4,001 cases for potential felony prosecution in fiscal 2012 compared to 3,767 during last fiscal year and charged 2,813 cases compared to 2,596 cases during the same period; of the 2,813 cases 946 were indicted by the grand jury and 1,867 were referred to the Early Disposition Court (EDC).Support for crime victims We notified victims of 52,208 specific court and legal proceedings during the past fiscal year, compared to 44,071 in fiscal 2011. In addition, PCAO victim advocates provided 30,253 individual services to victims of crime in fiscal 2012, compared to 26,957 in fiscal 2011. The Victim Compensation board reviewed 74 new claimant applications and awarded a total of $86,703.61 in direct payments or reimbursements for lost income or for expenses of medical, mental health and funeral costs to victims. We collected millions in child support for single parents The Pinal County Attorney’s Office Child Support Division collected $ 22,382,522 by the end of fiscal 2012 for more than 11,000 Pinal County single parent families. Most other counties rely on the Arizona Department of Economic Security

Pinal County Attorney’s Office Fiscal Year 2012 Reportand the Arizona Attorney General to collect child support. PCAO and two other counties believe it is more effective to do it locally.News on the prescription drug fight The Pinal County Attorney’s Office Prescription Drug Turn-in program is entering a new phase. Police departments throughout the county installed special prescription drug drop off boxes to facilitate prescription drug turn-ins on a daily basis. Police departments in Apache Junction, Casa Grande, Coolidge and Eloy already have boxes. Maricopa, Florence and Superior are working on

installing them. In addition, the Arizona City Fire District obtained special permission and installed a box to serve residents in that community. Plans are now underway to install boxes in San Tan Valley as well. The boxes are specially made to safeguard the dropped off prescription drugs. The Pinal County Attorney’s Office will continue to sponsor prescription drug turn-ins during events throughout the county and educate the public about the dangers

involved in the illegal use of prescription drugs. In Oct., the statewide Arizona Substance Abuse Partnership is launching a pilot Prescription Drug Reduction Initiative in Pinal County. One of the components will be higher utilization of the Prescription Drug Monitoring Program. The Pinal County Substance Abuse Council, chaired by County Attorney James P. Walsh, will participate in the pilot program. PCAO works with community groups and

provides support for crime prevention efforts throughout the county. We focus on our seniors and young people. We participated in over 46 events and provided information about identity theft, substance abuse, car theft/prevention, legal issues for seniors and victims of child abuse and domestic violence. In addition, PCAO representatives participated in 123 community meetings for anti-substance abuse coalitions, TRIADs (serving seniors), social service networks and DV

coalitions.Criminals’ money put to good use PCAO contributed over $203,795 in RICO (Racketeering Influenced Corrupt Organization) funds to 66 different community organizations and programs to support community and after school programs for young people to provide alternatives to drugs and gang involvement.Seek the TruthServe the PeopleDo Justice/s/ James P. Editor: A quarter and two pennies. Out of every dollar of personal property tax you pay this year, Pinal County will receive, on average, 27 cents. The rest, roughly 73 cents of each dollar, is divided among school districts, special

districts and Central Arizona College. The Board of Supervisors is not responsible for setting the tax rates for these entities. This number is down from an average of 31 cents in fiscal year 2010-2011. That 27 cents helps to fund

Editor: I wanted to write a brief ‘thank you note’ to all the wonderful people of the Copper Corridor for their support this past two years that I have served as your State Senator. Because of the redistricting that took place earlier this year, we are no longer in the same legislative district, something that I truly wish would not have happened (I am now in the western and southern portions of Pinal County and in northern Pima County).

When you elected me I pledged to you that I would fight to balance our budget, to get our economy thriving again, and to lead the charge to secure our border and crack down on illegal immigration and I am pleased to say that I kept my promises. During my term, Arizona went from having a $1 billion+ deficit to now having a budget surplus, we passed the Jobs Bill and moved Arizona from almost last in the country in job creation to being a Top 10 state (as

Letter to the Editor: County property taxesmany services our elected officials offer, along with of our administrative services across the county. That means you, the taxpayer, receive services from public safety to the recording of documents for only 27 cents out of each dollar you spend on property taxes. Many of these services are mandated according to the state constitution and state law. Since 2010, this Board of Supervisors has dropped the property tax rate by five percent. When you look at other counties across Arizona,

Pinal County only assesses 74 percent of what it could, according to state law. If we were to assess the maximum allowable, Pinal County could raise the property tax to $5.16 per one hundred dollars of assessed valuation. This fiscal year we are down to $3.79 per one hundred dollars of assessed valuation. Some people ask me why we can’t have a tax rate like Maricopa County. To be frank, Maricopa County has the pleasure of having nearly 90 percent of its population living within incorporated

entities like Phoenix, Scottsdale, Chandler and Mesa. Many of those cities also have taxes and fees on top of the county assessment, which must be factored into the comparison. Since Maricopa County does not need to provide many of its services to these communities, they are able to keep their tax rate at $1.24 per one hundred dollars of assessed valuation. Pinal County is not that lucky. About half of our residents live in unincorporated areas and we are responsible for providing services such as

public safety, public works, courts, health care assistance and animal care and control to them. While we plan to drop the tax rate even more in the future, we must be cognizant that this county has a responsibility to providing a wide variety of services for our 375,000 residents. For only 27 cents on each property tax dollar, I sincerely feel that we all get a lot for our money here in Pinal County. /s/ Pete RiosPinal County Supervisor

of the Copper Corridor and will help or assist the community (or anyone in it) at any time, so please feel free to contact me 602-926-5685 or email me at [email protected]. Dear Friends in Tri Community, Since we have moved, the Thrift Store to the Elk’s Plaza (Lower Arcade) we have been operating at a profit for the first time. We have been able to give our support to the Library,

Halloween Parade, Safe House, Graduation Lock In, and recently to the First Baptist Church Community Pantry. Without your support we could not do this. It is true that our customers complain that we need more room. That is true,

but we would rather be cramped and meet our financial obligations than the alternative. Now we need your help in another way. One, we need more volunteers to keep the place running and, two, we need to keep the Historical Society

a viable organization as they are both the foundation for the Thrift Store and the Museum. We cannot at present keep the Museum open since we do not have anyone willing to give their time to it. Our membership in the

Historical Society has dwindled to five or six people some of whom stay on only so that we do not have to close our doors. We try to have one meeting a month on the second Thursday at 10 am at the Senior House and our dues are $15 per

year. So many things have disappeared in our community. Please do not let us be added to the list. No Historical Society, no Thrift Store, no Museum./s/Janice RappThrift Store ManagerHistorical Society Treasurer

Dear Editor: This is what I heard. A long time ago, there was a diverse group of people who decided to build a boat. It was to be used to push barges down and up the mighty Mississippi river. With great minds, engineering and latest of technology, they built a boat with a steam engine; the biggest and best of that time. There were proud and pleased with what they had made. Later, it was decided that the whistle needed to be changed and made larger to fit this boat. A boat of this stature required it. Pushing barges downstream, they were more proud and more pleased at what had been accomplished. Pushing barges upstream and blowing the whistle, the boat stopped and drifted downstream. Too much

PINAL COUNTY, Ariz. - Beth Amoroso, Director of Human Relations at Harrah’s Ak-Chin Casino and Resort, and chair of the United Way of Pinal County Board of Directors Community Impact Committee recently announced the results of the volunteer review team decisions on funding human services in Pinal County. Hugo Steincamp, Grants Resource Developer for Central Arizona College and President of the United Way of Pinal County board said that the board of directors approved the recommendations, and noted, “The United Way Board is pleased to announce the following funding decisions, which have been grouped into United Way’s three building blocks for a good life, education, income and health.” Three teams reviewed the requests, determined how best to fund services throughout the county, and made their recommendations to the board. United Way of Pinal County received $589,790 in requests and will distribute $286,500 in awards. The review teams identified those agencies to be funded as well as how much each would receive. Their recommendations for 2012-2013 grants, listed below, were approved by the United Way of Pinal County Board of Directors: In total, programs addressing education received $86,000; programs addressing income, $100,500; and programs addressing health $100,000. In addition, the Superior Food Bank may request up to $5,000 from the special needs fund for emergency food services in the Superior area. Amoroso expressed

The Pinal Rural Fire Rescue hopes to train citizens on what to do when a person has a heart attack. The training program was greatly enhanced when the National Automobile Dealers Charitable Foundation and Oracle Ford presented 11 Resusci Anne training unit to the organization in formal ceremonies. CPR training teaches a person how to keep the heart beating while waiting for professional help to arrive. The training takes from three to five hours of intensive practice and lectures. The CPR unit gives signals telling when the trainee is applying the right pressure in the right spot or breathing correctly into the victim’s mouth. With training, the student learns the “feel” of giving quick lifesaving emergency treatment. In presenting the CPR unit, which is essential for cardiopulmonary resuscitation (CPR) training, Patrice Ross, one of the owners of Oracle, Ford said “If the right kind of treatment can be given to a heart attack victim within seconds after he or she is stricken, the chances are

good that the life can be saved.” Ms. Ross went on to say that since the involvement of Americans training in CPR, there has been an increase in long-term survivors from ventricular fibrillation. There are many cases where the training is given to citizens showing that many heart attack victims who otherwise die have been saved and returned to normal activities. In accepting the CPR training unit, Deanna and Bud Paine said the organization had set a goal to train at least 250 persons in the next year, free of charge. In 1917, 30 auto dealers traveled to the nation’s capital to convince Congress not to impose luxury tax on the automobile. They successfully argued that the automobile is a necessity of American life, not a luxury. From that experience was born the National Automobile Dealers Association. Today, NADA represents nearly 16,000 new car and truck dealerships with about 32,500 franchises, both domestic and international. Oracle Ford is a member of NADA.

Oracle Ford and the National Automobile Dealers Charitable Foundation made a donation of training equipment to the Pinal Rural Fire Rescue Department. Flash flooding closed Redington Road for several hours Thursday. (James Carnes photos)

Last week’s monsoon storms caused cars to hydroplane and crash and sent great floods of water to close roads. In Mammoth on Wednesday, most of the town below Highway 77 was inaccessible due to flash flooding through the streets. Kino Street between the Little League field and the Pinal County Courthouse had to be cleared several times by Town of Mammoth crews due to the amount of dirt and rocks carried down

the road by flash flooding. Likewise, Third Street and Main Street had to be cleared of the debris flooding waters brought down on those roads. One resident of Mammoth reported that she had recorded more than six inches of rainfall from Tuesday through Friday. In Dudleyville Thursday morning, standing water on Highway 77 caused one vehicle to hydroplane, spin out and land in a ditch. The driver was uninjured in the

accident, but reported that at least one other vehicle seemed to hydroplane in the same spot before its tires caught the pavement, avoiding a spin out and crash. In San Manuel Thursday, both Redington (Veterans Memorial Highway) at the San Manuel Airport road and Old Webb Road were closed after a flash flood washed across both roads, cutting off outside access to the town. By Frank Smith The San Manuel Miners High School varsity swim team is ready to take to the water for the 2012 upcoming season. Under the direction of first year Head Coach Alex Gort and Assistant Coach Charles Woodhouse, the Miners will look to improve on last year’s record as many of the meets that the Miners participated had four or more teams participating with the

Boys Team winning three swim meets and finished among the top three teams in three other meets. The Girls Team did not win any meets, however they finished among the top three teams in five meets. The Miners had a couple of accomplishments last season as San Manuel participated in 1A-3A Championship Meet. The Boys team finished in eighth place overall and the Girls team finished in

ninth place overall. The Top returners for the Boys are; Wayne Newman - Breaststroke and IM, John Bribiescas - Distance Freestyle. For the girls team are; Amara Apuron - Distance Freestyle and Individual Medley, Cierra Austin - Sprint Freestyle and Breaststroke, Nicole Primero - Sprint Freestyle and Backstroke and Jazelle Sanchez - Butterfly and Sprint Freestyle. Top newcomers are;

Senior Andy Monfred - Backstroke and Sprint Freestyle, Freshman Armando Noriega -Breaststroke and Butterfly, Alec Newman - Freestyle and IM, Taylor Woods - Backstroke and IM, and Cita Sweeney - Distance Freestyle and IM. Other team members looking to make an impact are Senior Cade Cox - Sprint Freestyle and Sophomore Angella Earle - Freestyle and Breaststroke.

Coach Alex Gort said, “Miner swimming has a strong group of returning girls. The coaches expect the relay team of Amara Apuron, Cierra Austin, Nicole Primero, and Jazelle Sanchez to be very good this season providing a solid base for the team. New additions like Cita Sweeney and Kadi Monfred, as well as the offseason improvement by Megan Garcia and Fernanda Vasquez look

to make the team good enough to win several meets this season. Both the Boys and Girls Team have the potential to be the best Swim Teams San Manuel High School has ever fielded and every school record is within reach.” The Miners will host their first meet of the season against Canyon State and St. Augustine today at 4:00 p.m. at the San Manuel pool.

Melissa Joliat is the new principal for First Avenue Elementary School and Mammoth STEM School. (Submitted photo)

By John Hernandez Melissa Joliat is the new principal at First Avenue Elementary School. She is originally from Cleveland, Ohio but has lived in San Manuel for the past eight years. Music has been her specialty and she has been teaching at San Manuel High School. Joliat received her bachelors’ degree from Capital University in Columbus, Ohio and her masters’ degree in Educational Leadership from NAU. In her free time, she likes to read, sew, swim and work out. The teaching job brought her to San Manuel but it was the kids that made her stay. “I fell in love with the kids,” she said. “We have great kids in this community.” Joliat is excited to be starting her fi rst year as an administrator. “We are going to keep on improving on what we have been doing, educationally,

academically and socially.” She also said she plans on “falling in love with these kids.” Amanda Trejo is the new English Language Learning teacher at First Avenue Elementary although she will be teaching at all of the schools in Mammoth – San Manuel School district. Trejo grew up in San Manuel and Oracle. She is the daughter of Carmen and Al Trejo. She is a 2003 graduate from San Manuel High School. She graduated from the University of Arizona in May with bachelors’ degree in Elementary Education. This is her fi rst teaching job. “I really like it here” she said. It is good to be back in my home community. A lot of staff knows me and it is good to have their support.” In her spare time, Trejo likes to work out, read anything and everything and spend time with her friends and family.
