A 41-year-old man was shot and killed on 17 September on Southern Klipriviersberg Road, Regents Park bordering South Hills. He was the passenger in a car driven by his 36-year-old business partner at 9:30 when the two of them saw a man hitchhiking a bit further down the

road from the dumpsite in Linmeyer. They stopped and gave him a lift.“He (the suspect) was familiar to us in the sense that we have seen him in the area,” said the 36-year-old Linmeyer resident. “His thumb was out and he screamed ‘Hey’ when we drove past. We then slowed down. He

got in the back seat behind me and asked if we could give him a lift to town. The next minute I felt a gun against my neck and he said ‘Ry net .’ My friend saw the gun and tried to get it away from him, there was a struggle and I heard gun shots. By that time I had managed to loosen my seatbelt, stopped the car and run away,” the shocked man told tame TIMES.He added that he had run towards Rewlatch to a man who had witnessed the entire incident. Together, they went to Moffatview SAPS and, while they were there, another resident phoned in, saying a vehicle was parked in front of his house with a bleeding man in the passenger seat. It was the complainant’s vehicle with his business partner in it; however, the vehicle was not in the place the complainant had left it. It is believed the suspect drove the vehicle for a while, but then

abandoned it because the passenger had been shot.W/O Lorraine Van Emmerick, Booysens SAPS spokeswoman, who commented due to Moffatview SAPS’s spokeswoman being on leave, confirmed that a case of murder

and hijacking had been opened. Fay Chame, the ward councillor for the area (Ward 57) was on the scene. She told tame TIMES, “Firstly I send my condolences to the family and friends of the deceased man. He was a father, a husband and a son. I must also add that I am quite disappointed, as the body was lying there from when the incident happened at 9:30 and was only removed before five when the deceased’s family arrived.”Chame added that in this day and age one simply cannot give lifts to hitchhikers. “I do feel the police need to be more visible in this area, as if they were visible on this day maybe this death would not have occurred. The sad thing is that the suspect was most probably going to steal the car for drugs - sadly, most of the crime in this area stems from drugs. I was very blessed to be able to celebrate my Gran Eileen’s 80th birthday with her in Pennington, KwaZulu-Natal two weekends ago - firstly, because God blessed me with the finances to fly down for the weekend; and secondly, and most importantly, because my Gran is still with us and we could celebrate together.I must admit my view on family has drastically changed since I became a re-born Christian. It has become so clear how important family is and how you must treasure the relationships you have with your relatives. It makes me wish that my eyes and heart were opened much sooner to Jesus Christ so I could have had many more years treasuring my family, not only from the age of 29 when I became a believer.I think of my grandfather - I did not make an effort for his 80th birthday - yes, I might have phoned but I could have also gone and celebrated with him, but it is too late now, because he has been dancing in heaven with Jesus for two years now and I will have the chance to apologise to him soul to soul when my time on earth comes to an end.On this weekend, I was so at peace - I was content and never once thought about work. My stress was washed away by the crushing waves of the sea and it was so clearly revealed to me that my life is not only about chasing stories, making deadlines, paying all my bills every month. That is only a part of life, and the least important.My life with God and my family is the most important - there is a Laurelle outside of my work and she is at peace and in love with life and her journey with God. My focus should be on that journey; however, that is easier said than done.By this Thursday I was so boggled down with work, by stress and emotional conflict, it was like the weekend away never happened, but all I have to do is remember the smile and joy on my Gran’s face at her party to remember that family comes first.

The City of Johannesburg, in conjunction with City Power, will host the 64th Association of Municipal Electricity Utilities (AMEU) Convention to be held at Gallagher Estate in Midrand from 5 to 8 October. The theme for this year’s convention is “Moving towards Southern Africa’s electricity networks of the future.”The AMEU is an association of municipal electricity distributors as well as national, parastatal, commercial, academic and other organisations that have a direct interest in the electricity supply industry in Southern Africa and most South African municipalities are members.The AMEU promotes quality of service and management excellence among its members in the field of electricity supply, and facilitates communication between its members within the technical, economic and political environment, in order to influence change.“As proud hosts of the 2014 AMEU meeting, the City will showcase its capabilities and ability to use information and communication technology (ICT) to merge dimensions of smart utilities, smart mobility, green environment and

infrastructure development. The objective is to improve the profile of the City of Johannesburg as a prime destination for investors, tourists and events alike and position it as a world class African city,” said Clr Matshidiso Mfikoe, the Member of the Mayoral Committee for Environment, Infrastructure and Services in the City of Johannesburg.In the interests of electricity distributors and all categories of end users in the electricity supply industry in Southern Africa, it also provides an advisory service to its members and their customers. City of Johannesburg hosts AMEU Convention

Past and current learners of Mondeor High have stood up, in a sea of blue, for Mrs Nicolaou, the principal of Mondeor High School, after an article published in The Saturday Star alleged she was racist because of her use of the word “blackening” while addressing the school after the chicken-kicking and pepper-spraying incidents of Matric Day.Streams of letters have been written by past and present learners to The Saturday Star and other newspapers vouching for the Mondeor High principal’s character. A Facebook page named “We support Mrs Nicolaou” was set up and gained 1 400 “likes” in less than 48 hours. Hundreds of messages were posted showing love, care, admiration and - most of all - support for the principal. On Friday, the “likes” total had reached 1753.On 13 September, Renay Tandy and Faye Blakeney, who set up the Facebook page, posted, ”I spoke to Mrs Nicolaou on Friday morning. She needs your support and encouragement. She is totally distraught by the comments made in the media. She feels like everything she has worked for, for so many years has been undone by these accusations. It broke my heart to hear how devastated and upset she was. It brought me to tears!” Please can you show her support by, firstly, phoning or visiting her at the school and, secondly, by writing a letter

to The Saturday Star and 702 to tell them what a lovely lady she is and how she had an influence in your life. A card or flowers would also cheer her up. City Power has embarked on a programme to read and audit meter readings in certain selected areas in and around the City of Johannesburg. As part of this initiative, the utility will be sending meter reading contractors to read the meters.

City Power therefore requests their customers to allow their meter readers to enter their properties to do this task. Note that meter reading is conducted in line with the requirements and stipulations of the By-Laws of the City of Johannesburg.

City Power meter readers will be identified in the following manner:

1. They will put on City Power branded uniforms2. Have a City Power access card which carries the following: (a) The picture of the individual carrying the card (b) Name and surname of the employee (c) The employee staff number

(d) The anonymous tip-off number which is 0800002587 on the back of the card (e) The Security Risk Management control room numbers which are 011 490 7900 or 011 490 7911 or 011 490 7553 on the back of the card.

City Power urges both business and domestic customers not to open their properties to any individual who cannot be identified in the above-mentioned ways. Visitors are assisted by tour guides who are on hand at all times to answer questions. Hard hats and flashlights are provided, and it is advisable to wear flat, comfortable shoes.During the gold-pouring demonstrations, visitors can feel the heat, and see and touch a real gold bar. Young Nompilo Moyo had an awesome surprise in Mondeor Primary’s School Hall last Friday when her name was called out as the overall winner for Cartoon Network’s nationwide Animation Generation competition in the 9 to 11 year category.

Children were required to draw a new alien for the popular Ben 10 series and Moyo’s creation was chosen as the best.To add to the excitement, Four Arms from

the Ben 10 series was there to hand over her prizes to her, which consisted of an iPad, a goodie bag, a framed copy of her alien creation and a R3000 cheque for her school. Her character will appear on Cartoon Network.Mondeor Primary teacher Miss Papageorgiou, a Mondeor Primary teacher, congratulated the young artist, saying the school was very proud of her and urged the learners not to give up entering such competitions as they could also be winners.

Letters Direct from Parliament

I recently wrote to the chairperson of Parliament’s Standing Committee on Public Accounts (SCOPA), Themba Godi, requesting that the CEO of Passenger Rail Agency of South Africa (PRASA), Lucky Montana, be summoned to Parliament to account for the spending of public money on political propaganda unrelated to the mandate of the agency.My request was as a result of the appearance of an insert in 8 national newspapers, entitled the “The Jacob Zuma Legacy Special,” totally sponsored by PRASA, a state-owned entity. Replies to questions I posed to the Minister of Transport, Dipuo Peters, claim that the newspaper insert appeared in nine publications and cost the taxpayer an astronomical R4 642 725,57. It was commissioned “… to tell PRASA’s story, through advertising, [and its] bold and ambitious plans to bring the best passenger rail services in the country…”.The 16-page insert was simply a glorification of President Jacob Zuma’s previous term as head of state with no reference to PRASA’s own mandate. This was a pure political propaganda exercise. The insert bears no connection to PRASA’s mandate. Replies by the Minister to other questions I posed indicate that another government-owned entity, the South African National Roads Agency Limited (SANRAL) is also not sticking to its mandate. I have been fighting the increasing, but furtive, intimidation attempts by Gauteng traffic authorities in conjunction with SANRAL. Motorists are stopped at road blocks where SANRAL-branded vehicles are imposingly parked.The Minister’s reply in this regard reads, “I trust the Honourable Member will agree that every possible means must be used to combat criminal activity on our roads to reduce the unacceptable high level of carnage.” This is a no-brainer. Of course I and all South Africans are united in the fight against our unacceptably high levels of road carnage! The issue is that SANRAL is using taxpayer’s money to conduct activities outside of its mandate. Other government enntities already exist to fulfil this exact mandate. The reply confirms that “approximately R772 100” has been spent on these law enforcement exercises, “...a small price to pay to improve road safety”. How can over R700 000 be viewed as “a small price to pay?” This statement is made in a vacuum, with no empirically measurable way of determining that indeed these exercises actually contributed to road safety. Replies to other questions I posed to the Minister confirm that over R1 billion went to irregular expenditure. The figures tell us a story - taxpayer’s money is not being respected; procedures and proper approvals are simply being ignored. The R1 078 476 847 could have been better spent paying off the SANRAL R1 billion e-toll debt that Minister Dipuo Peters admitted it has.The waste of money that I describe could have been better utilised in ensuring the provision of better, improved and cheaper services to millions of South African commuters and businesses, irrespective of the mode of transport that they use.

A group of some one hundred supporters, including various direct descendants of General Koos de la Rey, gathered at Langlaagte on 14 September at the exact

place where he was killed in a police roadblock one hundred years ago on the evening of 15 September 1914. Some of the people present laid wreaths at the foot of a two-metre high white cross. René de Villiers, who arranged the event, paid tribute to the venerated veteran of the war against the British Empire which took place from 1899 to 1902. Both warrior and peace-maker, he strove for unity in Afrikaner ranks at a time of great political turmoil in the country. At the outbreak of the First World War in August 1914, the Union Parliament in Cape Town resolved to invade German South-West Africa (today known as Namibia), which elicited an armed Rebellion in

the Union. According to de Villiers, the big question, which to this day remains unanswered, is whether de la Rey would have joined the Rebellion. That his substantial influence one way or the other would have made a difference to the outcome of the Rebellion – which in fact petered out after some months - is not disputed. “It is ironic that a roadblock-trap set for a common criminal and bank robber had such a profound influence on the course of South African history,” de Villiers said.Prof Koos de la Rey from Rayton, a descendant of the late General’s uncle, stated, “It is important that this day be remembered for he laid down his life for this country. Something which has been passed on from one de la Rey generation to the next is to get things to work, and the General achieved this.” A commemorative plaque will be erected to replace the old plaque, which was stolen. FNB must be very desperate if they are resorting to the following insidious scheme which has recently been introduced: Cheque books can no longer be collected at FNB branches. The lame excuse given is that it is for security reasons. Clients are now forced to have their cheque books delivered to them through a very expensive courier service at a cost of R150 per delivery, and that does not include the cost of the cheque book itself. Pensioners like myself are particularly hard hit by this arrangement, and one would think that at the very least we would be exempt from this form of extortion. Bear in mind that most elderly people over 70 years of age are not very comfortable with ATMs, electronic transfers and other modern banking technology. It is also noticeable that the benefits of the Encore Portfolio for seniors are

slowly but surely being curtailed or removed. Added to this is the subtle increase in FNB credit card fees where a higher monthly fee has been introduced in place of the annual fee. In the light of all the above FNB should perhaps change their slogan to “How can we help you to boost our profits?”Jo-Ann du Plessis , Head of Product and Pricing at Value Banking Solutions, commented, “With the high cost of cheque books, processing and sharply falling usage, FNB no longer provides cheque book collection through its branch network. Residents in several areas of the City of Johannesburg spent their weekend without water, standing in queues at water tankers waiting to fill buckets for their most basic needs. This comes after the water supply in the four storage facilities, Alexandra Park reservoir, South Hills, Quellerina and Waterval towers, became depleted.Rand Water is currently experiencing problems at their pump stations and, as a result, water is not feeding into the above reservoirs at a normal rate. They are working on rectifying the situation and Joburg Water said on Friday that they expected the water supply to improve by Sunday.The suburbs affected by these reservoirs include Malvern, Benrose, Denver, Westdene, Coronationville, Winchester Hills Ext 3, Tulisa Park, Rosettenville, Bezuidenhout Valley, Kensington, Risana, South Hills, Quellerina, Waterval, Bergbron, Whiteridge, Robertsham and the surrounding areas.Joburg Water made temporary supplies of water available by placing water tankers at: South Hills Tower, Malvern (Corner 1st and Persimmon Street) and Westdene (Corner of Fourth and Thornton Roads and in the parking lot of U-Save shop).They are in the process of deploying more water tankers to

Fortunately, her screams made the suspect flee and brought her neighbor running. The brave neighbour apprehended the suspect and the case was assigned to Sgt LP Sithole for further investigation.

Faced with rising expenses and income which cannot keep up with inflation, many ordinary South African taxpayers are tempted to try to find ways to avoid or evade paying tax - but such efforts usually often end up costing the would-be tax dodger more than he or she would need to pay in the first place.

Johan Swart, tax manager, Legal and Tax said, “Tax evasion is outright illegal, while tax avoidance is frowned upon by government and SARS, and both are arguably immoral. Though taxpayers can sometimes feel frustrated by how government spends public funds, paying tax is a legal obligation and a part of the social contract.”

TAx AvoidAnce deFinedTax avoidance can be defined as trying to reduce or delay paying tax by exploiting loopholes in tax laws and regulations. SARS has closed off most tax avoidance loopholes such as:• Getting your company to pay your salary into a trust so that you can flow the income to different companies and individuals and benefit from the lower tax rates that low-income earners pay • Invoicing your sole employer for your salary through a company

As an example trusts should not be used as tax avoidance schemes, such as streaming income from rental and capital gains through family trusts, but to protect assets for various reasons. Trusts can however be complicated and expensive to set up. Whether you are rich or poor, the bottom line is that SARS takes a dim view of tax avoidance.

The Tax Administration Act contains anti-avoidance clauses to prevent tax payers from trying to avoid tax. This law means that SARS can ignore any arrangement or agreement entered into for the sole purpose of creating a tax benefit and force you to

pay the full tax amount owing.

TAx evASion deFinedTax evasion about using illegal actions to evade paying tax, primarily:• Failing to declare your income from all sources, including salaries, commissions, rental, interest, and income earned from offshore investments.• Declaring false expenses or inflating expenses to benefit from a tax deduction.• Penalties for tax evasion can be steep if you are caught—up to 200% of the tax evaded. For example, if you receive R 25 000 in foreign interest, the tax payable would be R 4 000. If you do not declare this income, the penalty will be R 8 000, on top of the tax payable, making the amount due to SARS R12 000.

LegAL, AccepTAbLe meAnS oF reducing your TAx biLLThere are, however, some legal ways to reduce the amount of tax that you pay that SARS approves of. These include deductions such as: • If you receive a travelling allowance, to optimize the tax benefit.• Tax deductible retirement annuity contributions.• Income protection premiums (insurance against injuries or disabilities that leave you unable to work).• Donations to registered charities.• Medical aid contributions and medical expenses.A good tax consultant can help you to take advantage of these tax benefits.

“No one likes paying tax, but taxes are essential to keep the country running smoothly, pay for public services and invest in infrastructure. Ordinary taxpayers suffer when others do not pay their fair share – they end up carrying more of the tax burden. The tax burden is far lighter when we all play our part,” Swart concluded.

Last week Randeor School held their first revue in 25 years - En Route last week. The school held an Eisteddfod last year and due to the response of the children and the discovery of their talent, a decision was made to hold the revue. The children performed three nights in a row from last Wednesday to Friday. Wednesday and Friday performances were for family members and school learners, while on Thursday night, SGB members and other VIPS were invited. The show, which included dance sequences from various songs would not have been possible without Hardi van der

Westhuizen, who put the entertaining show together, and Gail and Jolene who were the dance choreographers.The whole revue incorporated all the learners, as the hospitality learners made all the eats for the VIPs, the cosmetology learners did the participating learners’ hair and make-up and the woodwork learners made the props.Well done to Randeor School for putting on such a professional show - the joy and smiles on the children’s faces while they performed will forever be remembered. Glenvista High athletes participated in their Inter-High competition on 29 August. Despite the bitterly cold conditions the team was victorious, winning the B-League and will now, for the first time in the school’s history, be one of Gauteng’s top four schools in the A-league in 2015.The following students achieved first places at the Inter high: Skey Chetty ( 100m & 200m), Charne Baptista ( 100m & 200m), Testimony Obi ( 800m), Gift Ofama ( 800m), Nkosinathi Mdiniso (800m), Jordan Ajibade (100m), Paseka Fakude ( 100m), Joradn

Green (200m), Ande Mkwanazi (1500m), Boys u/16 Relay team, Boys u/19 Relay team and Girls u/15 Relay team.At the Prestige meeting the following pupils also received Gold medals: Skey Chetty (100m,200m, 400m), Paseka Fakude (100m) and Jose Sibiya (1500m). Skye Chetty received the Best Junior Sprinter Award at the Presige meeting.Glenvista High are extremely proud of each and every runner, coach and parent who made this possible.

New rules regarding parade rings were implemented countrywide at the beginning of the year. The Racing Association, Gold Circle, Phumelela Gaming, The National Horseracing Authority and Kenilworth Racing all agree that these rules will continue to enhance the image of the sport and ensure greater safety. Since 11 January 2014 access to a parade ring on any race day requires an RA, Gold Circle or NHRA badge.Horse-owners not belonging to an owner’s association can obtain valid badges from the NHRA. A letter was sent by the racing governing body clarifying this new

arrangement, with Colin Hall the contact person to help resolve any queries.Badge-holders can bring guests into the parade ring, using day badges that will be distributed from information kiosks on the various racecourses.The dress code has been revised and relaxed, but does not allow short pants and sandals. Also, children under 12 years of age may not enter the parade ring for safety reasons, and now that the introduction trial period has been successfully concluded, stricter measures will apply to ensure that access and dress code are adhered to.

It attracts professional riders and novices, as well as those cyclists who compete for fun. There are three cycling distances on offer during the Race for Victory competition. Elite and professional riders find the 150km distance most suitable as it takes them through the uphills and rapid descents of the scenic Suikerbosrand Nature Reserve. The 110 km distance takes riders through the Meyerton/Henley-on-Klip area, while the 54km distance offers the ideal distance for recreational and less fit cyclists. The 150km event for Elite riders, which includes 40km in the scenic but tough Suikerbosrand Nature reserve as well as a famous 500m stretch of sand just 4km from the finish line, is considered one of the toughest courses in South Africa. This provides an impressive test for cyclists early in the season. An impressive sprint for the finish line saw Meron Teshome come out on top just in front of Shaun-Nick Bester and Calvin Beneke, who came 2nd and 3rd respectively in the elite event. Teshome, an Eritrean national, has being going from strength to strength. Coming fresh off a 2nd place race at the Cape Argus, he had plenty to prove. With good backing from his team, Teshome crossed the line looking completely natural and comfortable with his sprinting capabilities.

Tesfom Okubamariam broke away with one other rider in the gruelling hills of the Suikerbosrand nature reserve with some impressive climbs. This saw him winning both of the King of the Mountains awards. “The reserve area is an extremely hard ride,” said Okubamariam. “It is, however, a place where some hard work really pays off.”Okubamariam, who had been riding with the lead group up until the reserve, held on to his lead nearly to the end. The pursuing pack relentlessly chased him down and caught him just 1km from the finish line. At that stage the sprinting power of Teshome and the other winners was too much and they rocketed past Okubamariam for victory.“It was a good race,” said Teshome. “The climbs were difficult but I felt I paced myself well and was able to go straight through till the end.”Rand Water has been a supporter of the race during the past decade – thus providing much needed financial support to Frances Vorwerg School. “We subscribe to Frances Vorwerg School’s vision, which encourages us all to give everyone a second chance,” said Advocate Matshido Hashatse, Chairperson of Rand Water’s Board. “Every child deserves an education and therefore we are proud of the role that a school such as Frances Vorwerg plays in uplifting our communities and our society as a whole.”
