15 arrested

On Monday this week Tubatse Police arrested 15 people in connection with public violence at Riba Cross.Their arrest follows after and incident that started at about 01:00 in the morning of the 18 June. The residents ofRiba Cross village were protesting that they wanted to be employed at the mine, whereby they started to block theR37 road with stones. Tyeres were also burned to disturb the vehicles on the road. The Police were called to thescene and they tried to calm the situation. While they were busy patrolling some of the people threw stones at thePolice vehicles and the windscreen of a Police truck was damaged. At about 04:00 the situation became real betense when buses had to take the mine workers to work. Residents started to throw stones at the buses and othervehicles were also involved. (Two vehicles were also involved in a collision when trying to avoid the violence,fortunately nobody was injured). The Police opened a case docket of Public violence and malicious damage toproperty and 15 people were arrested. The suspects include 8 men aged between 21 and 40 years and 7 womenaged between 19 and 39. They are expected to appear in the Praktiseer Magistrate’s Court soon.

On 30 April 2012 the Second Hand Goods Act was officiallylaunched which amongst others should reduce copper cable theftand control over second hand copper cable sales if correctlyapplied. In essence, the following are positive changes in the fightagainst copper cable theft as stipulated in the Act:• The Act provides the police with an enabling regulatoryframework through which second hand goods dealers andpawnshop owners can be permanently put out of business if foundto be involved in the selling of stolen goods - a clean-up of thesecond-hand goods industry.• Penalties, which provide for imprisonment of up to 10years, are harsh and deterrent to those dealers engaged in theselling of stolen goods.• The Act provides for industry bodies to be accredited,second-hand goods dealers’ associations will be able to support thepolice in monitoring compliance through inspections and self-regulation. This is also expected to result in close cooperationbetween compliant industry players and the police, therebyalienating criminal activity.• The Act requires dealers to report suspicious transactions ifthe seller attempts to provide false particulars, or if the goods aresuspected of being stolen or tampered with which will improve theidentification and recovery of stolen items and the arrest ofcriminals.• The possession of non-ferrous cable with a burnt cover inthe absence of a reasonable explanation is penal able. The clauseof imprisonment for a period of up to 10 years in these instances isan important additional deterrent.

The month on month copper cable losses (source SACCI) in SAamongst Telkom, Transnet and Eskom (which excludes the figuresof losses in mining areas) recorded a 20.7% decrease in the AprilCopper Theft Barometer. Copper theft fell from a high of R34.7-million in March, to R27.5-million in April 2012. Figures for May 2012are not yet available. Exports of copper waste for March increasedto $50.3 million from $43.5 million in February and $31.8 million inJanuary. South Africa recorded a total of $599.4 million in wastecopper exports in 2011, with a monthly export average of $49.9million – how much of these are stolen copper cable? RecentlyThorburn Security Solutions’ Special Operations Unit arrested five(5) suspects at a local scrap yard in Burgersfort. More than 220 kgof stripped copper was recovered from the suspects. In thebeginning of February 560 kg and another 380 kg was recovered intwo separate special operations near Burgersfort.

Thorburn Security Solutions acknowledge that security staff oftengets in touch with scrap metal and second hand goods or goodsreported as stolen and that have second hand value if sold. Acts bysecurity officers to sell these goods and metals could be viewed assuspect and could harm the relationship between Thorburn and ourclients and a situation of mistrust could develop. Thorburn SecuritySolutions, in 2011, adopted an internal policy prohibiting employeesfrom dealing in scrap metal and second hand goods without the priorconsent and declaration to company officials internally.

Youth Month: IECcontributes to youth

The Independent Electoral Commission (IEC)personnel in Greater Tubatse Municipalitythis week set themselves the task ofcontributing to Youth Month by inviting theyouth in the area to a workshop in Praktiseerat the Shekinah Christian Worhip Center onWednesday.

The theme of the workshop was ‘Beyondthe vote; democracy continues’. Aspokesperson of the IEC told the newpaper

that “as custodians of the Constitution, theIEC is committed to ensure that the youthgets educated in the democratic process.They must know how democracy works andwhat their rights and responsibilities are.” Anofficial of Greater Tubatse Municipality toldthe newspaper “ythere are too manymarches. The Youth must realise that theycan use the system to let their voices beheard. Register as a voter and go and votefor your representatives in the democraticsystem.. Your representative will ensure thatyour interests are looked after. Now peopledon’t vote, don’t agree with electedtedrepresentatives, and don’t use the correctchannels. They march!”

A comprehensive presentation was madeby the IEC of the whole democratic processto all present, who also represented differentpolitical parties’ youth structures and theyouth was encouraged to join parties of thechoice and become involved in thedemocratic process. A lively debate/dialoguewas also presented on the political, socialand economic challenges aced by today’syouth.

Mr Johannes Nodwele said: “If it happenslike that it will be easy for the traffic copsto catch those who are stealing cars. Onthe safety side it will also assist to makethe roads safer”.

Various changes are proposed for theNational Roads Traffic Act. These proposalshave been published in the GovernmentGazette and the public can still give input andcomment on them until 6 July 2012.Some of the changes include having to proveyour identity and place of residence toauthorities (similar to the RICA system forcellphones), to report any address changeswithin 21 days and to have vehicles that areolder than 10 years go through a roadworthytest every two years.According to the Automobile Association(AA) up to 12% of road accident deaths arerelated to unroadworthy vehicles. Accordingto their statistics the average age of vehicleson the road is 13 years. The AA was positiveabout the proposals, but expressed theirhope that the fees charged for theroadworthy tests will be affordable for all.We asked our readers what they think aboutthese proposals.

every day and every day there are at least three or four cars thatshould not be on the road. They have no lights etc. There areroadblocks on the way, but those cars don’t even get pulled over”.With him is Lizet Kruger.

EVALUATION AND ADJUDICATION CRITERIA

- Bids shall be evaluated and adjudicated in accordance with the Greater Tubatse Municipal SupplyChain Management Policy as amended, Preferential Procurement Policy Framework Act 5/2000,responsiveness to the bid documents and on a 90/10 point system – of which 90 points is forprice and 10 points for B-BBEE Level Contribution as determined on the B-BBEE Certificate. Thebidder failing to obtain 60% on Functionality, as per the scores stated on Regulation 35 (4)(viii) of the Supply Chain Management Policy, shall be disqualified from further evaluationand the price offer bid no longer considered.

R36 Ohrigstad road. The SamancorChrome Eco Races comprising of a21.1km half marathon, 10km race and5km family fun run is hosted by theSamancor Chrome Marathon Club and

Job Summary Statement: To ensure that the local communities derive the maximumbenefit from this construction contract through access to labour (skilled, semi-skilled andunskilled) and procurement opportunities for Small to Medium Sized Enterprises(SMME’s).
