DRAFT SCOPING REPORT (DSR) AVAILABLEFOR COMMENT

Tubatse Chrome (Pty) Ltd (Tubatse) is located adjacent to the R555, two kilometressouth of the town of Steelpoort and 58 kilometres to the north of Roosenekal.

Tubatse proposes to license sewage treatment plants, water treatment plant brineponds, their existing salvage yard and process historical waste through the ResidueRecovery Plant (RRP). Tubatse also needs to construct a new slag storage facilityand to commence with the closure of an existing capped facility. Also, the Waste

Optimisation Strategy currently being conducted might conclude that a waste site forhazardous baghouse dust is required, the current EIA will then include this aspect.In order to meet the requirements of the National Environmental Management Act

(Act 107 of 1998) (NEMA) and the National Environmental Management: Waste Act,2008 (Act 59 of 2008) (the NEM:WA), Tubatse is conducting an Environmental

Impact Assessment (EIA).

The heart of the problem this week inBurgersfort is that a group of hawkers aswell as some taxis arrived at the taxi rank atthe Khadima Centre on Monday, to find thatthe rank and hawkers stalls were in theprocess to be demolished.

These hawkers are mainly aligned to anunrecognised group under the leadership ofMr Jackson Tjatji, a businessman andformer councillor.

The reason why the old rank needs to bedemolished is that the land forms part of theBurgersfort Mall (the smaller one of thethree mall developments) just across theroad. The developer is supposed to erect anew rank and a number of hawkers’ stalls atthe development, but in the meantime atemporary taxi rank has been erected on theopen space across Autozone. Hawkers andtaxis were supposed to move there, but theysay they cannot do business at the newpremises as everything they need are not inplace.

Furthermore, inner city taxis hiked theirtariffs because they now have to drive a fewhundred metres further to pick up and dropoff passengers.

The occupants of the old taxi rank werefurious on Monday, reckoning that if theycannot do business, nobody should andstarted creating chaos in the streets. Tyreswere burned, and businesses who did not

want to close were threatened. At least onesupermarket will not have specials this weekbecause stock could not be delivered and atone business windows were broken.

Police threw a couple of tear gascanisters into the unruly crowd and oneperson with sticks and stones in her handwere arrested. No rubber bullets were firedaccording to Colonel Ben Nienaber , actingstation commander of Burgersfort PoliceStation.

On Tuesday everything remained closedfor most of the day. A crowd gathered at themunicipal office’s where negotiations weretaking place between all the parties in thebrawl. A small mob ran through town,threatening small businesses to close shop,while some other larger supermarkets andshops were allowed to open their doors.Greater Tubatse Municipality’sCommunications Manager, Mr ThabisoMokoena, told Platinum Gazette thataffected parties reached an agreement.According to Mr Mokoena the malldeveloper will develop the temporary rankacross Autozone to such an extent thathawkers and taxis can move there as soonas possible. In the meantime hawkers andtaxis will still be allowed at the old rank atthe Khadima Centre. Another meeting withthe Mayor will also possibly be held soon.By Wednesday, everything calmed down.

Greater Tubatse Municipality Mayor,CllrNkosi Josias Mahlake, presented his Stateof the Municipality Address at NgwaabeSecondary School last week Saturday.

Residents from all over the municipalitywere bussed in to the event, which was alsoattended by the District Mayor, traditionalleaders, councillors and officials.Throughout the event the vrowd wasentertained by various artists and groups.

In his speech Mayor Mahlake said all 31wards were visited for inputs and commentson the draft 2012/12 IDP/Budget. The inputsof the community have been considered andsome will find expression in the current IDPand some will be taken into consideration inthe Midterm budget review. He thankedMakgoshi, stakeholders and communitiesfor taking part in the consultative forums. Hesaid the municipality views the IDP andBudget as a mechanism through whichdevelopment and better quality of life isprogressively brought to communities.

The Mayor stated that the delivery ofbasic services remains a huge challenge forthe municipality despite the significantachievements in this area. Over a period themunicipality has experienced townshipdevelopment growth of over 200% whichimpacted positively on its revenue base.These investments in excess of R5 000million in the local economy have so farcreated more than 5000 job opportunities(both temporary & permanent) in the areasince 2006 to date despite the challenges ofrecession that the country has experiencedin recent times.

He said despite a huge contribution inthis regard by mining companies, still moreneeds to be done by mining companiesparticularly in the areas of local communityempowerment in the form of localemployment, ownership and access toprocurement opportunities.

The mayor said more than 73% of totalhouseholds of 66 6611 live in cement/brickhouses at RDP standard and above, whicha good indicator of social progress in themunicipality.

He told the crowd the rollout of basicservice delivery to our communities hasseen access to water reaching 72.5%;access to basic sanitation at 14.9%; accessto electricity at 63%; refuse removal at 8%;and improved traffic management services.

Councillor Mahlake told the audiencethat the municipality’s ability to addressbasic service backlogs “is constrained bythe fact that it does not have the authority toperform certain key functions such as water,electricity, fire fighting and district roads.This status, constrains the pace of propertydevelopment in the area. Going forward andworking together with other spheres ofgovernment we believe these challengesshould be addressed as part of themunicipality local turnaround strategy foraccelerated development and servicedelivery to our communities.”

He said the Greater Tubatse Municipalityhas experienced a population growth of27% against the provincial growth of 4%over the past 5 years. This population ismainly propelled by in-migration due toeconomic activities taking place in the area.This situation has further put huge financialand non-financial constraints on the abilityof the municipality to keep up with thesechanges due to limited budgetary, bulkinfrastructure and human resourcesconstraints.

Cllr Mahlake said the municipality haveembarked on the organisational designprocess which after completion will be ableto address all the administrative challenges.“We will continue to strengthen the capacityof our Oversight committees to play theirroles without fear and favour. Our MunicipalPublic Accounts and Audit Committees arefunctional and we are satisfied with the workthey are doing.

During our strategic planning session inJanuary, the Municipality drafted a long termstrategy called Vision 2030 which is going todrive all the developments in Tubatse. Thisis going to assist us to steer all thedevelopments into the same direction toachieve our vision of ‘’creating a PlatinumCity for the benefit of all’’.

About the financial position of themunicipality, the mayor said: “this time lastyear the Municipality was in a seriousfinancial distress where we even battled tohonour our financial obligations and resortedto look for support from other authoritieslikes the District Municipality andCOGHSTA. This year we are happy toannounce that our situation has improvedand we are going to end the financial yearwith a positive balance. We must thank allour debtors including governmentdepartments who met their financialcommitments hence we are in a bettersituation to continue with the operations ofthe Municipality”.

Cllr Mahlake said key issues raisedduring the IDP/Budget consultative forumswere water and sanitation services;electrification and post connections; accessroads and maintenance; housing; fencing ofcemeteries; Job creation and local economicdevelopment projects; health services;sporting facilities; skills Training; high mastlights; agriculture; beneficiation in the miningsector.

He stated that in the 2012/13 financialyear the municipality have planned a totalbudget of R271 140 547. This reflects a4,2% increase from the 2011/12 budget. Heexplained the following around funding forthe budget: “We are planning to receive anamount of R135 498 400 from thegovernment in the form of various grant forboth operational and infrastructure grants.

The budget will also be funded throughown revenue to amount of R82 841 615.This will come from various revenue sourcesin form of property rates, waste removal,traffic management fees. We want toencourage our residents at this point to payfor their municipal consumed services tomake revenue collection a reality. We havealso ensured a nominal increase in ourservice charges and tariffs to ensureaffordability for our services”.

He said the total planned operationalexpenditure is R220 725 547. He said thisexpenditure is necessary for among othersto enhance service delivery capacity of themunicipality “We believe this operationalbudget will go a long way in ensuring properplanning to facilitate our service deliverymandate”.

A total of R50 540 000 is budgeted forcapital projects and will focus on thefollowing key Infrastructure programs,upgrading of roads from gravel to tar invarious wards, construction of accessbridges in rural areas, electrification ofvillages, fencing of rural cemeteries,development of sports facilities anddevelopment of hawkers stalls.

The Garatau platinum mine, which Nkwe Platinum is developing near Burgersfort, could be in production asearly as 2015, reaching steady state output by 2017, the company said on Wednesday.Maredi Mphahlele, Managing Director of Nkwe Platinum, said in an announcement to the Australian StockExchange (wehere the company is listed)

The new bankable feasibility study (BFS) estimated a capital requirement of some 641 million AustralianDollar to fund the development of a 3.6-million-ton-a-year operation, producing about 330 000 oz/y of platinumover an initial 17 years.

The optimised BFS only took into consideration mining of the Merensky reef, and did not take into accountthe value of the underlying UG2 reef or the adjacent farm De Kom, which was one of three farms subject to anownership dispute with African Rainbow Minerals and Anglo American Platinum. Mphahlele said that focusingsolely on the Merensky reef in the BFS allowed for further significant value from the UG2 reef and the De Komproperty.

“The board of Nkwe are excited about the future of this project,” Mphalele said, “It is robust in itsown right, and when the UG2 resource is brought into the calculation, it points to a 40-year-plus productivemine life. Add to this the known resource of the farm Hoepekrantz and the anticipated resource on the farmDe Kom, which forms part of the recently granted mining right, and the massive value of this parcel of assetsthen emerges. DRA had produced an extremely innovative proposal which had appeal fromcommercial and economic standpoint and that the project would rapidly transform the Companyfrom prospector to miner of PGM metals.”

The BFS found that the capital footprint of the project carried substantial savings on both the surface andunderground costs, which would have been incurred with the development of a mining operation on the UG2reef.

There were about 13.5-million ounces of resource in the underlying UG2 reef, and Mphahlele said that thecompany was currently preparing a detailed valuation on these resources. With the optimised BFS nowcomplete, the company and its advisers would be in a position to complete joint venture developmentnegotiations, Mphahlele said.

Swiss-listed Xstrata holds the option to acquire a 50% interest in the Garatau project by fully funding thedevelopment costs. If it makes use of this development option, the diversified company would also be entitledto fund up to 50% of Nkwe’s larger Tubatse project.

Jubilee, mine to metal specialist, is has beenawarded the rights to recover PlatinumGgroup elements (“PGE”s) from high PGEbearing dumped chromite tailings (“DumpTailings”) and chromite tailings from currentand future operations on the DilokongChromite Mine near Burgersfort.

This award represents a major advancein the company’s mine to metal strategyutilising its ConRoast process. This award issubject inter alia to final due diligence, thefinalisation of contract and related serviceagreements and relevant regulatoryapprovals. A further announcement will bemade in due course, the company says.

The Dump Tailings are believed to assaybetween 3.5 and 4.0 g/t PGEs and tocontain between 90,000 and 100,000 ozsPGEs. PGEs in concentrate production areprojected to peak at some 12,900 oz peryear when treating Dump Tailings and MineArisings.

Average revenue from PGEs over an 11year project model is projected to be R67million per year with revenue expected topeak at R97 million per year when treatingboth Dump Tailings and Mine Arisings.

Leon Coetzer, CEO of Jubilee Platinumcommented: “This award of contract is amajor advancement in the fulfilment ofJubilee’s mine to metal strategy and willfacilitate the company’s medium termmission to install its new direct current arcfurnace for ConRoast.

Jubilee’s ConRoast process will beideally suited to the smelting and refining ofthe PGE concentrates recovered from theDump Tailings and from other chromite oresand historic dumps of chromite waste. Thisillustrates the versatility of the ConRoastprocess.” Jubilee has been awarded the

rights to beneficiate and recover containedPGEs from approximately

800 000 tonnes of historic Dump Tailingsand from approximately 8 000 up to 15 000tonnes per month of Mine Arisings from theDCM operation.

Under the award, the Company proposesto create a special purpose company inwhich Jubilee will hold an initial 67.5%interest with the option to increase itsholding. Jubilee will assume responsibilityfor initial funding of the project, with theother shareholders’ contributions beingrecovered by Jubilee from dividends. DumpTailings treatment rate is projected to peakat 20 000 tonnes per month (240 000 tonnesper year) for six years (life of Dump Tailings)and thereafter will depend on the tonnes permonth from Mine Arisings.

The Platinum to Palladium ratio of thecontained PGEs is believed to be around 2.8to 1, a potentially favourable ratio for theproject’s economics. The capital cost of thePGE tailings beneficiation plant (includingchrome recovery) is estimated at R120million. The project offers a strong projectfinancing opportunity to minimising the needfor additional equity funding. (DilokongChromite Mine and ferrochrome smelteroperation located approximately 30kilometres from Burgersfort is wholly ownedby ASA Metals Pty Ltd, a joint venturebetween Eastern Asia Metals Investment CoLtd from China and the Limpopo EconomicDevelopment Enterprise (“LIMDEV”) anagency of the Limpopo ProvincialGovernment in South Africa. Corridor MiningResources (Pty) Ltd (“CMR”) a whollyowned subsidiary of LIMDEV holds the PGEmining rights to the Dump Tailings and MineArisings).

On 5 June the Tubatse SAPS arrested a 27-year old man who had a suspected stolenelectric meter box in his possession.The SAPS received a tip-off that the man mightbe in possession the stolen box. The manappeared in the Praktiseer Magistrate’s Courton 7 June and was granted bail of R1000. Hemust be in court again on 5 July 2012.

and theftOn 9 June the Tubatse SAPS arrested a 27year old man for house breaking and theft inPraktiseer (Shushumela).The man allegedly boke into a house on thenight of 8 June 2012. A lap top and cellphone was stolen from the premises.The owner of the stolen property, a 20-yearold man reported the theft on 9 June and theSAPS managed to arrest the suspect on thethe same day.The accused appeared in the PraktiseerMagistrate’s Court on 11 June 2012 and wasnot granted bail. The plan is to start Friday 15 June with the Youth Camp. Thecamp will take place at the PLM bush camp. All learners fromgrade 7 upwards are welcome to sleepover but Saturday allchildren from grade 1 are welcome to enjoy the day! There willbe a bus Friday departing from the Dutch Reformed Church at16:30 for those learners that don’t have transport!Saturday 16th of June will be a fun day for all learners fromgrade 1 and older! A bus will depart at 8:00 in the morningfrom the Dutch Reformed Church for learners that don’t havetransport. The fun day will take place at the Wildevy 4x4course and not at the PLM bush camp, so all children shouldbe dropped off at the 4x4 course. The fun Saturday day willconsist of: “Foefie Slide”, Slip & Slide, Jumping Castles, 4X4Route, Game drive, Swimming, Mud hole, some walking, itwill close off with a talent show back at PLM Bush Camp.Adults and parents are welcome to come and support theyoungsters and enjoy the whole day with them. ThePrincipal, Yvette van Niekerk,said that she felt the teachersneeded to be better equipped formedical emergencies, and invitedinterested parents to attend aswell, as one never knows whenfirst aid training might be needed

at home. Corr Murray, an HRPractitioner at the company,was the trainer, as TubatseChrome agreed to sponsor theevent. The course was filledwith loads of practicaldemonstrations using specialdolls that simulated the humanbody, and everyone had lotsof fun practising. they visited the Nortje farm at Fraaiuitzicht.They assisted with the daily chores of milking

the cows and even hadthe opportunity to tastethe milk. After the visitto the farm a tractorride awaited them atGethlane Lodge. The first ever internationalconference in Africa on the genusAloe will take place from 19 to 21June 2012 at the Forever ResortsBlyde Canyon in Mpumalanga.The event will be organized by theInhlaba Indaba organisingcommittee with the cooperation ofthe Succulent Society of SouthAfrica (SSSA), the South AfricanNational Biodiversity Institute(SANBI) and The Plant SpecialistGroup in Nelspruit. The title of theconference is derived from‘inhlaba’, isiZulu for ‘aloe’ andindaba’ which means ‘meeting” or‘gathering’ in isiZulu. ‘Indaba’ can

also refer to ‘story’; this is very appropriate as thisgathering will look at the Story of Aloes. Foreignspeakers from the United Kingdom, Saudi Arabia, theCanary Islands and Kenya as well as a number of expertson the genus from South Africa, including the well knownErnst van Jaarsveld from Kirstenbosch, will give illustratedtalks on aloes from areas ranging from South Africa toMadagascar and Arabia. Other topics will include talksranging from the medicinal uses of aloes to the cultivationand breeding of aloes and landscaping with them.The African/Madagascan region is host to more than halfof the world’s succulent plant species. There is generalconsensus that aloes are the flagship of these succulents.The conference is planned to celebrate this unique genus.Mankind has been fascinated by them for millennia, at firstby their medicinal uses and the colour they bring in anoften dry winter landscape. In the last few centuries theinterest has moved on to the scientific level. Aloes alsobecame the serious interest of collectors and they startedto play an important role in horticulture and landscaping.Cosmetic uses became as important as the medicinal.

A number of exhibitions are planned during theconference.
