Lady Perry, Baroness of Southwark has seen more than 80 summers pass, but herenergy and enthusiasm for aspects of education belies her age.

Born Pauline Welch on 15 October 1931, she was among other things the ChiefInspector of Schools in England. She became a teacher and philosophy lecturer, working in England, Canada and the United States. In 1986 she became Vice-Chancellor of South Bank Polytechnic, and serving during its transition to auniversity became the first woman in history to run a British university. Shesubsequently held other roles in higher education, including pro-chancellor of theUniversity of Surrey and President of Lucy Cavendish College, Cambridge.

She has also been active in the Southwark Cathedral and Church of Englandcommunity and the City of London. She was appointed chair of the review groupexamining the operation of the Crown Appointment Commission, the body whichnominate Diocesan Bishops.

Perry was awarded the Freedom of the City of London in 1991 and became a lifepeer as The Right Honourable Baroness Perry of Southwark, of Charlbury in theCounty of Oxfordshire the same year. She sits on the Conservative Party benches. She was a member of the Nuffield Council on Bioethics 2003-2005 and chaired theWorking Party on the Ethics of research involving animals[1] (2003-2005) Chair,Commission on Secondary Reorganisation for the London Borough of Hammersmithand Fulham, Chair, Commission on Academies and Free Schools in the LondonBorough of Wandsworth.

She was the co-chair of The Conservatives Public Services Commission whichreported in 2007.

She was appointed a Conservative Party Whip in the Lords in January 2011.The editor of this newspaper can also attest that she is very amicable, soft

spoken and has no airs, but will probably take no nonsense ...

Who is Baroness Perry? St Mark’sCollege gets

pricelessadvice

St Mark’s College, in years past a prestigeindependent church school at Jane Furse, isreadying itself to return to former standardsand become more independent yet again.Because of financial challenges the schoollost its status as an independent churchschool and became a state school on churchproperty at the beginning of 2003.

This week the school were honouredwith a visit by the patron of the school’scharity trust in the United Kingdom, LadyPerry, Baroness of Southwark (see seperatebox).

On Wednesday the Lady Perry met andinteracted with key roleplayers in theschool’s vicinity and formed part of the driveto return St Mark’s College to anindependent Anglican school, with the targetdate early next year.

Lady Perry shared some valuable adviceto roleplayers during a business breakfast inJane Furse. Key aspects of her speech wasthat the relationship between teachers andlearners should not be unneccesarily beregulated by the government and otherroleplayers, but that a competent teacher beallowed to teach to the best of his or herability.

She used the example of teacherselection in Finland, where exceptionalacademic standards, a passion and theability to work with children and training up toat least university level are required forteachers. Interestingly enough shementioned that although teaching in Finlandis seen as a prestige profession, teachers inFinland does not get better pay than teachersin other parts of the world.

She also mentioned that the model ofless regulation, but with continued supportfrom government also bears excellent resultsin other parts in the world and that she iscurrently involved in such a project inLondon, England.

She agreed that teachers should be well

trained before such a model can work, butsaid it is possible to do that and used theexample of China, where she was previouslyalso involved in education projects. She alsoreiterated that teachers must work and thatthe school day does not end when the lastacademic lecture of the day is finished. Shealso emphasised the role of the headmaster, saying that a weak headmaster with strongteachers is a recipe for disaster, whereas astrong headmaster may still be able to sortout problems with weak teachers.

More specific with regard to St Mark’sCollege, Mr Peter Anderson, the school’s firstheadmaster, said it is important that StMark’s should not divorce itself from thesystem, but that interdependency is theanswer to the future of the school. Goodrelationships with the education authoritieswill be be a key element to the school’sfuture and that the school will probably stillneed some support although it is so-calledindependent.

He also pleaded for a School Council torun the school, consisting of experts who cansolicit funding and expertise towards theupkeep and running of the school, instead ofa governing body. He said a council canserve for a longer term and that the danger ofincumbents only looking after their owninterests while their children are still in theschool, is less.

‘No jobs tooutsiders please’

Members of the community in the vicinity of Anglo American Platinum’n TwickenhamProject near Moroke, last week Friday gathered at the company’s Mopetsi Camp gate. They wanted to see mine management. Their concern that those people that will possiblylose their jobs near Rustenburg and other areas, may move here or some of thosepeople may be redeployed to this area by the Anglo American Platinum. Concernedmembers of the group told Platinum Gazette they want a commitment from the companythat it will still be dedicated to local employment, training and development. A slightdisagreement over the issue of the size of the delegation ensued, but parties quicklyagreed that a delegationof no more than 20 people will talk to the mine’s management. Those people were than granted access to the premises.

Beware of‘job sharks’Burgersfort Police say jobseekers must be aware of so-called ‘job sharks’ that swindle moneyfrom people on the promise that they will be able to get them employment.

A statement by the Police say various cases have come to their attention where the jobssharks promised jobseekers to get them a position at one of the ongoing or new projects inthe area, only to disappear with the mone of the person who is looking for a job. In someinstances they also supply false contact details to people who are desperately looking foremployment.

The Police say similar cases should be brought to their attention so that the culprits can beapprehended and has advised jobseekers to only follow the trusted traditional channels tolook for work, such as reacting to advertisements in the media, (print, electronic or internet) orto visit recruitment offices personally.

Me. Nicolene Wolmarans sê: “Ek dink dit isgoed dat hulle dit wil doen. Andersins komdie verkragters eintlik weg met moord”.

Ms Sibongile Kgapane, Jolina Riba and Lesego Boleu said: “It is a good thing they want todo. People who do things like that should be kept in jail. If they are starting to do this it mightalso reduce crime”.

Mr Luca Mashaba said: “It is a very goodidea. It will maybe reduce crime as peoplewill be scared of this additional charge and itwill help the police know the status of thesuspects. It is 100% good”.

Mr Leonard Motene, Mr Mpho Mola, Mr Moloantwa Mabilu and MsShoki Selahle said: “This will be a good thing because these guysare not doing good by spreading the disease. It must be done in thewhole country, not just in Limpopo”. With them is Naledi.

Mr Mpho Mokoena and Mr Conny Ngwane with Ms Priscilla Mogale said: “It is a good thingbecause there will be less rapes if they start doing this”.

Mr ThomasMashego said: “Itmight work becausethere will then be aheavier sentence. Itmust be done in thewhole country. It is agood thing”.

Mr Happy Serage, Mr Fidel Dube and Mr Dan Marobane said: “It is agood thing. Sometimes people just want to spread HIV, that is whythey go around raping. This will stop them from spreading thedisease. It must be done nationally. Those who do evil things mustgo rot in jail”.

Mr Mpho Mkhonto said: “That is perfect!Sometimes you find that people are killingeach other like this. A rapist with HIV-positivestatus is a killer. How can you go and sleepwith someone while you know you are HIV-positive? They are killing South Africa withthis. It should become a law all over Africathat a convicted rapist with a positive HIVstatus will face these other charges as well”.

Mr Rodney Mashegoana said: “It is good. Ifsomeone was raped, that person will be indanger and the rapist must be punished forthat as well as for the rape”.

More than 60 000 rapes are reported in SouthAfrica every year and it is generally acceptedthat many case go unreported, so this figuremight be even higher.Limpopo Police will be starting to implementthe Sexual Offences Act by asking magistratecourts to order an HIV test of rape suspects.Should a suspect tests HIV-positive, he couldalso be charged with attempted murder inaddition to rape.Mr Francois van Jaarsveld of the TshwaranangLegal Advocacy Centre to End Violence AgainstWomen said: “We have been fighting forcompulsory testing since the provision wasaccepted by parliament six years ago. Everyprovince should implement it to fight rape”.Many people in the legal profession howevercalled for better prosecution of the suspects. Ifa person is properly convicted of rape, themandatory sentence is 15 years. Rapists ofchildren or the mentally disabled and thoseparticipating in gang rape should according tothe law receive life sentences. Current MedicalResearch Council studies show that only about6% of reported rape cases end in a conviction. We asked readers what they think about thismove with regards to HIV testing and addingan additional charge from the SAPS in Limpopo.

Should rape suspects be tested for HIV

Mr Jabu Mabuza and Mr Boikanyo Segacwi said: “It is a good plan from the police. Rape isnot permitted. You will destroy that person’s life and future. Through this additional charge itwill be the only way to stop this thing of rape. It must be introduced into all the provinces ofthe country”. Mr Mark Geddes and Ms Daryll Geddes said: “They should do it. Don’t just send the rapist to

jail, bring back the death penalty. The whole country must follow suite in this regard”.

Mr David Matemane said: “I think this can beanother technical strategy to control rapecrimes. It is good to do this. It must beimplemented over the whole South Africaand not just in Limpopo. People might thenflinch away from raping”.

Mr Collins Mnisi said: “It is a good idea. Oncehe rape someone there is not life to thatperson. Such people should be given lifesentences. It should be the law in the wholecountry”.

Me. Lizelle Nortjé sê: “Ek dink dis ‘n goeieplan. Mense wat sulke dade doen moet aandie pen ry. Hulle verwoes mense se lewens.Dit moet regoor die land gedoen word”. Byhaar is Joy-Mari en Elrein”.

Mr Kamogalo Mahlakwana, Mr Abel Malatji and Mr Joseph Mahlakwana said: “It is a goodthing. When a person rapes and he is HIV-positive, he is a murderer. It will reduce rapeincidents. They must do this in the whole South Africa”.

Mr Sirakalala Khumbelo said: “It will be good.MMost people rape to spread the virus. Ithink statistically most rapists are HIVpositive. They should charge them withattempted murder. I think as long as it is alaw that allows them to arrest people in thisway, it is good”.

Ms Boitshepo Kobe, Ms Lorraine Nkadimeng, Mr Daniël Molopo, Mr TI Shabalala and MrSteven Mothiba said: “It has two sides. The first: As long as the SAPS don’t disclose theresults of the test before the person is found guilty it is fine. They should not violate thesuspect’s human rights. The second side is: Viva! It will be good. They must campaign andparliament must pass all the necessary laws to enforce this all over the country”.

Enige belangstellendes kan gerus vir Johan Grimbeek by 082 3780698 of die SA Jagtersvereniging voorsitter by 082 820 1748 skakel.(Inligting: Johan Grimbeek; Foto: JB Willers).

Nine holes for the nightTubatse Chrome Golf Club hosted theirpopular night golf last week Friday.Due to heavy rains during the course of theevening’s play, the competition wasshortened to 9 holes only. This did not dampen the spirits of theparticipants who had great fun.Night golf is usually 9 holes during the lastbit of daylight and then the second 9 indarkness. Players use colourful fluorescentgolf balls for play in the darkness. Specialmarkers are also used to indicate the variousgreens. The results of the evening was: 1. Martin vanRooyen with 31 points, 2. Wim Barnard with37 points; 3. John Smit with 37 points. Thebest lady player was Melany Kroon with 44points.This coming Saturday the club will host itsAnnual General Meeting. They arereminding players to please attend themeeting as it is important for the future of theclub.Enquiries: Martin van Rooyen, 072 5642811.

Night golfingexcitement wasrunning high whenthe players tookoff from the clubhouse to thevarious shot-gunstyle startingpoints.Heavy rains forcedthem to reduce thecompetition to only9 holes. Apartfrom the challengeof playing indarkness, the longafternoonshadows are alsodeceptive when itcomes toestimatingdistances on thecourse.
