A Wyndham councillor may be investigated by the Local Government Inspectorate aer being caught out claiming to have qualications he does not hold.

At a special council meeting on April 20 to consider the councils dra 2015-16 budget, Harrison ward councillor Glenn Goodfellow stated he was a certied practising accountant.

It has since been revealed that Cr Goodfellow is not a registered CPA.

Cr Goodfellow was also recently suspended from the Country Fire Authority aer an altercation with fellow members of the Truganina brigade.

Aer being asked questions by Star Weekly, Cr Goodfellow told a council meeting on May 25 that he may have mistakenly said he was a CPA at the April 20 meeting.

I may have led the meeting to believe that I held a CPA qualication, he said. I made this statement during a heated debate and point of order from Cr [Intaj] Khan.

I meant to say I was a graduate of the Australian Institute of Company Directors and held other nancial, business and accounts-related qualications.

It was not my intention to mislead the meeting in any way and I sincerely apologise for any confusion this may have caused.

Cr Goodfellows admission came just days aer he told Star Weekly that at no point did I say I was a CPA.

What I said was that I was in a position as a nancial accountant and councillor elected since 2008 to comment on the budget, he said.

A complainant, who asked to remain anonymous, said the issue would be reported to the Local Government Inspectorate in the belief Cr Goodfellow had breached the Local Government Act.

You might make a mistake when speaking, but a point of order was raised and he had the opportunity to disclose that he made a mistake, the complainant said.

Under the Local Government Act, you cant mislead the chamber.

A CFA spokeswoman conrmed that a volunteer recently received a number of sanctions, including a membership suspension following improper conduct.

e organisations policy is not to name the members involved in such procedures, but Star Weekly can conrm Star Weekly can conrm Star Weeklythat in this case it is Cr Goodfellow.

CFA quickly addressed the incident and ensured support for those aected, the spokeswomen said. CFA has a duty of care with respect to the health, safety and welfare of all members and equally expects all members to adhere to the volunteer code of conduct.

Wyndham council will seek a new site for a visitor information centre aer deciding to close the one in Watton Street.

e council runs a satellite centre at Werribee Open Range Zoo and an information centre at the Wyndham Cultural Centre on Watton Street.

But a decline in visitor numbers to the Watton Street site led councillors to decide to close the centre on June 30.

It will instead oer non-accredited tourist information from Watton Street library.

Councillors said the cultural centre was the wrong place for a visitor information centre because it did not meet the needs of tourists.

Cr Marie Brittan said there was not enough parking on Watton Street for caravans, while Cr Goodfellow felt visitors had trouble nding the centre because it was at the end of Watton Street.

A report to the council stated that in 2014, 4493 people visited the cultural centre for tourism-related inquiries, while 7878 people stopped at the visitor information centre at the zoo.

e number of people visiting the Watton Street site had been declining since 2010, the report stated.

Councillors suggested a new centre be established on the Princes Highway at the entrance to Werribee, at the old shire oce on Watton Street or in the East Werribee Employment Precinct.

But Cr Intaj Khan said the cultural centre was the ideal location for the centre because it was close to public transport.

Launching the timetable at Southern Cross Station on Sunday, Transport Minister Jacinta Allan said the Regional Rail Link project had been the most signicant investment in new railway lines in Victoria in about 80 years.

e services will be more reliable they wont get caught up in the metropolitan system, she said. Signicant eort has gone into co-ordinating bus timetables, particularly in Geelong and around the new stations, Wyndham Vale and Tarneit.

Two new railway stations in Wyndham willswing into action this month when the new Regional Rail Link timetable comes intoeect from June 21.

Released on Sunday, the timetable adds an extra 200 weekly services between Geelong and Melbourne, with many servicing new stations at Wyndham Vale and Tarneit.

Trains between Wyndham Vale station and Southern Cross will run on average every 10 minutes in morning and aernoon peaks, every 20 minutes during the day and every

60 minutes at weekends. Trains will service Tarneit, on average, every 20 minutes on weekdays and every 60 minutes at weekends.

Bus timetables have been rejigged to meet trains and so cut down on waiting times.

High-frequency buses between Wyndham Vale and Werribee stations are scheduled because Geelong and Werribee will no longer be directly connected.

Buses from Hoppers Crossing, Laverton and other parts of Wyndham will connect with Tarneit station.

    By Laura Michell

Wyndham council claims it will lose millions of dollars and be unable to fund necessary infrastructure if the state government proceeds with a plan to cap rates at the level of the Consumer Price Index.

But the government has accused the council of engaging in hypotheticals, arguing that any lost income is money the council never had in the rst place.

e government pledged before the state election to cap rate rises in response to growing ratepayer concern at the size of increases imposed by councils.

From July 2016, councils will have to apply to the government for permission to li rates by a higher percentage than the rise in the CPI.

Wyndham council is proposing to raise its rates by 5.5 per cent from July 1 this year.

e CPI for the year to March 31 rose 1.3 per cent, following a rise of 1.7 per cent for the year to December 31.

e council says that for every one per cent it is unable to li its rates beyond CPI, it will lose more than $1.3 million from its budget.

It predicts that within four years it will have lost $57 million.

Cr Heather Marcus said a cap would make life dicult for growth councils, warning residents they may need to go without the infrastructure and services they had grown to expect the council to fund.

We want to provide the best for our residents, but we wont be able to if [the government plan] goes through, she said.

Mayor Peter Maynard said the state government must be prepared to pay for infrastructure the council could not aord if the rates cap proceeded.

is council has continued to get a lousy deal from successive state and federal governments, he said.

What we need is the infrastructure to meet the growth. Were not asking for more than were entitled to.

A spokesman for Local Government Minister Natalie Hutchins said the councils lost income was $57 million; that would come from ratepayers pockets.

e fair-go rates system is not about cuts to important services and infrastructure, he said. Its about cutting waste and holding councils accountable.

e spokesman said the Essential Services Commission (ESC) was developing a frame- work for the new rates system and would consider challenges being faced by councils with high-growth needs.

Councils will have the opportunity to make their case to the ESC, he said.

If councils can demonstrate community support and that they are raising and spending ratepayers money responsibly, they will be allowed to exceed the cap, he said.

A Wyndham councillor is condent plans to get rid of Werribees Cherry Street level crossing during this term of the state Labor government are on track but government ocials remain tight-lipped.

Wyndham council has vowed to lobby the government to get rid of the Cherry Street crossing, despite the governments intention to remove the Werribee Street crossing rst.

e government is starting work on its

We have some preliminary work on creative designs that meet the state governments desire for aordability and value capture in terms of freeing up surplus state government land.

A spokesman for Public Transport Minister Jacinta Allan would not conrm or deny that the Cherry Street level crossing would be one of the nal three to be removed by this government.

e Andrews Labor government has put the removal of Werribees dangerous level crossings on the agenda for the rst time, the spokesman said.

election promise to get rid of Victorias 50 most dangerous level crossings in the next eight years.

e government has allocated $2.4 billion for the removal of 20 level crossings in this term of government, with 17 crossings already identied. Neither Wyndham crossing is on the initial list.

Transport portfolio holder Cr Glenn Goodfellow said the council was condent the case to remove the Cherry Street crossing in this government term was very strong.

We are lobbying hard, Cr Goodfellow said.

We look forward to working with the Werribee community and communities across Melbourne to remove these congested death traps once and for all.

Werribee MP Tim Pallas said the government would be in a position to conrm more level crossing removals following a Level Crossing Removal Authority analysis.

I look forward to working with the local community to get rid of the congestion on Cherry and Werribee streets that locals are all too familiar with as soon as possible, he said.

New bid to be rid of crossing

e 1st Werribee Scout Group turns 100 next year and is calling for photos and memorabilia for its centennial celebrations.

Group leader Kim Monk said there were few records from the early years and the club was keen to nd any memorabilia from scouting in Werribee, especially photos.

e 1st Werribee Scouts was founded by Scout master Reverend Ash in 1915, and included 15 boys.

Girls rst joined the ranks in the 1970s.Today, the group has almost 100 young

members and leaders and is the third-largest in the Werribee Plains district.

Mr Monk said community support had kept the 1st Werribee Scout Group going.

In the old days, the town was very supportive of all its community groups and scouting oered a lot of the outdoor things that people were involved in anyway, so it was not an alien concept, he said.

Scouting had a good reputation, and still does. e leaders can make or break a Scout group, he said.

If theyre not good leaders, numbers dwindle and, if they are good leaders, the numbers grow.

Weve been very lucky; weve had the best facilities at Soldiers Reserve and have been there for more than 70 years.

Mr Monk said scouting was regaining momentum, with parents keen to see their kids learn hands-on practical skills rather than being glued to the latest piece of technology.

He said the club would stagger celebrations over the year, with an open weekend planned for next October to showcase the 100 years of history.

To share or donate memorabilia, call Mr Monk on 0409 537 099.

Have you ever been the victim of a scam? I am still not sure if someone was trying to scam me on my mobile this week or not. I am always suspicious about no caller ID alerts and, when I got a third call in under an hour, I decided to answer. It went something like this, with a recorded voice saying: You have a reverse charges phone request from (another voice saying Dad or something like that, in a low whisper). Please press any number on your keypad to accept the call. I hung up.

Fieen minutes later I got another call, this time saying: We note you have rejected call from Dad. Goodbye. Since then, nothing. I dont get how they might be able to scam me if I had accepted the call. A friend told me she got a call from someone claiming to be from the tax oce in Canberra, saying she was in big trouble. He even gave her a number to call back. She sensibly did not respond.

We are inundated with dodgy emails about overseas inheritances, people willing to exchange millions of dollars in exchange for a small amount of Australian dollars I still

cant believe that people fall for them aer so many warnings.

I wrote recently about our obsession with winning Tattslotto. At least with that you buy a ticket but, with scams, you give money or personal information in return for what? e promise of riches? Yeah right!

I feel sorry for the people who are conned. ere is no such thing as a get rich quick scheme or else we all would be rich. e scams that upset me the most are those that target older people. Back to my original question, have you even been the victim? Let me know anything you tell me will be total condential and anonymous.

Another topic when should an elected ocial step down? In my view, once youre found to be in breach of any law that removes your right to represent other people, when anyone with a conscience would resign. While we all make mistakes, there are dierent values when you hold certain positions. Your thoughts are welcome.

Unofcial lights show A 30-year-old Hoppers Crossing man has been accused of impersonating police after using a ashing blue LED light on his car. Police tracked the car after reports last Wednesday it was using the lights while driving around Hoppers Crossing.

Crime spree arrestA 19-year-old Wyndham Vale man has been charged in relation to a crime spree in Werribee last week. Police responded to triple-0 calls about a suspicious person trying to get into parked vehicles in Hopetoun Road early last Thursday. Police arrested a man near the scene. He was charged with theft from a motor vehicle, theft of a motor vehicle, resisting police, assaulting police, going equipped to steal, possessing a controlled weapon and committing offences while on bail.

Driver unhurtA 32-year-old Wyndham Vale driver escaped unhurt after his car rolled on Woods Road at Truganina last Wednesday. It appeared the mans car hit a rock and he lost control. Former councillors, local businesses and even former prime minister Julia Gillard have written to Wyndham council urging it to provide funding for the redevelopment of Chirnside Park in its 2015-16 budget.

e budget, which was released for community consultation on April 20, failed to include funding to upgrade Werribee Tigers home ground, despite the council resolving last August to provide $5.5 million for the project over the next two years.

said. It has taken quite a bit of convincing to get the board to commit to that amount of money but, as time passes, the board becomes restless.

Were very keen to work with council to ensure this project proceeds.

Councils infrastructure director, David Suder, has previously said the money was not included in the dra budget as the council was waiting on a funding commitment from the state government.

e AFL and AFL Victoria are each contributing $250,000.

At the time, the council planned to provide $2.5 million in its 2015-16 budget with the rest to be delivered in 2016-17.

e letters to the council accompanied a submission from the Tigers calling for the project to be funded next nancial year.

Club president John Nicol said the club was extremely pleased when the council agreed to fund its share of the $7 million redevelopment, and he was disappointed the project was overlooked in the budget.

Werribee Football Club is prepared to commit $1 million to this redevelopment, he

e submission was one of nine received on the dra budget, including one from the Truganina Community Group asking for James Cook Reserve to be upgraded.

Others included a request from Sanctuary Lakes Resort Services for funding for a playground at its Oyster Bay Chase Park and a bandstand at Breezewater Reserve.

Werribee District Historical Society asked for historical signage to be installed at places of signicance in the municipality.

e council will consider the submissions before nalising its budget on June 15.

Litterbugs, beware! Wyndhams rst beach patrol has hit the coastline.

Patrol volunteers from local environment groups are set to clean up the coastline from the Point Cooke Marine Sanctuary to the mouth of the Werribee River.

Member Harry van Moorst said the group would expand its clean-up area if more volunteers joined.

It is the rst beach patrol to operate west of Williamstown.

Mr van Moorst said the patrol had been formed in response to the increasing amount of litter being dropped.

Litterwatch has been active for two years in Wyndham and has been cleaning up the area and increasing community awareness of the problems with litter, particularly plastics, Mr van Moorst said.

But we realised that it would be good to do something more formal to target the mess that was there. e litter, particularly plastics, is a threat to ora and fauna. We should have done this earlier, but its better late than never.

e group will meet once a month to tackle particular areas, with the rst meeting scheduled for July 12. Aer the clean-up, litter is recorded on an Australia-wide database, which tracks where and what litter is being dumped.

We think prevention is better than a cure, Mr van Moorst said.

Tugging at the heartstrings of all and sundry, Somer broke down in tears while being quizzed by the judges, clearly showing what a singing career would mean to her.

In the second half, former waitress Casey Freeman knocked the audiences socks o with her raw originals, while Monique Gheri concluded the night on the strongest of notes aer battling through some vocal troubles to bring the house down with her beautiful voice.

Williamstown MP Wade Noonan is demanding a permanent ban on non-local trucks using residential inner-west streets if the proposed Western Distributor is built.

Mr Noonan said his support for Transurbans proposal was conditional on roads such as Francis Street and Somerville Road being restricted around the clock to local trac.

Technology, such as number plate recognition, would need to be installed to catch and ne drivers of non-local trucks rat-running through residential streets, he added.

e Western Distributor proposal includes widening of the West Gate Freeway from the M80 Ring Road to the West Gate Bridge, as well as new twin 2.5-kilometre tunnels under Yarraville and an elevated motorway across the Maribyrnong River connecting with CityLink and the CBD.

Mr Noonan said careful placement of tunnel emission towers would be vital and noise walls along the West Gate corridor would need replacing to protect nearby residents from trac noise. e proposal also provides an opportunity to preserve open space, public reserves and ensure the completion of the Federation Trails missing link between Williamstown Road and the Coastal Trail under the West Gate Bridge, he said.

A Transurban spokeswoman said truck bans would be a matter for the state government, but discussions were under way with the transport industry to ensure the new motorway would provide an attractive alternative route.

Western suburbs Greens MP Colleen Hartland, who has long campaigned for tougher inner-west truck bans, last Wednesday backed an opposition motion calling for the Western Distributor project to go before a parliamentary committee.

She told Parliament she had concerns about the transparency of Victorias major projects.

We are told that 50 per cent of the current truck trac on the roads of Yarraville and the inner west and we have 21,000 truck movements a day will be taken o the road.

But if they have to pay tolls, will that actually happen? she asked.

Unless there is an actual truck ban in the area, those container trucks will continue to travel through it. At this stage, we dont have any proof that these things will actually happen.

Ms Hartland will be joined on June 16 by speakers from the Maribyrnong Truck Action Group and Public Transport Not Trac at a community forum to discuss the Western Distributor proposal. e forum will be at VU MetroWest, 138 Nicholson Street, Footscray, 7-8.30pm. Transurban will hold information sessions at Scienceworks, Spotswood, from 5-8pm on June 11, and at Footscray Community Arts Centre, 9am-1pm, on June 13.

    Make rat run ban permanent

Unless there is an actual truck ban container trucks will continue - Colleen Hartland

Daniella Acciarito and Lydia Whiteway are dancing like no one is watching, all in the name of exercise.

e sisters have started No Lights No Lycra dance sessions at the Wyndham Art Works in Laverton North so participants can dance in the dark and burn calories at the same time.

e international movement began in Melbourne six years ago.

Ms Acciarito said that until the Laverton classes, the closest to Wyndham were in Footscray or Geelong.

She said the one-hour, free-form classes had no tutors or set dance routines.

You are dancing in the almost-dark to

music from a variety of dierent genres, Ms Acciarito said. People who are self- conscious and want to dance can do so without feeling like people are judging them.

Its like what most people already do in the privacy of their lounge room.

A self-confessed gym hater, Ms Acciarito said the appeal of No Lights No Lycra was simple.

You can wear jeans or your trackies and dance bare-footed as long as youre comfortable, she said.

Classes are held at 88 Sayers Road, Laverton North, on Tuesdays from 7.30-8.30pm.

Families living in the federal electorate of Lalor will be the most aected in Australia by proposed cuts to family tax benets and paid parental leave, according to a Labor Party analysis of Centrelink data. e report says 17,740 families in Lalor would be adversely aected by changes proposed in the federal budget.

Lalor MP Joanne Ryan said no electorate had a higher number of families whose budgets would be aected by the changes.

e government is proposing to stop families receiving family tax benet B when the youngest child turns six. It also wants to freeze payment rates for two years.

Proposed changes to paid parental leave will prevent women from accessing both employer-sponsored and taxpayer-funded schemes.

Modelling done by the Greens showed Lalor would be one of the 20 hardest-hit electorates in Australia if the plan went ahead.

Ms Ryan said the changes would mean a single-income family on $65,000 a year would lose up to $6000 a year from the budget. Tony Abbott said the budget would not come at the expense of the family budget, she said. Unfortunately, low and middle-income families will be hardest hit.

Members of the Sanctuary Lakes Netball Club were having a ball last week after scoring a $1000 state government sports grant. The club will receive a VicHealth active club grant to purchase 40 netballs. The Sanctuary Lakes Netball Association was founded in 2009 by residents of the suburb and Point Cook to provide space for local children to meet and get active. Starting with just one team of 10 girls, the club has expanded rapidly and now boasts more than 100 members. It is one of three in Wyndham that will receive the grants. The Werribee Gymnastics Club will get $2980 and the Glen Orden Sports Club $3000. Laura Michell

How long have you lived in the Point Cook area?Twelve or so years I was born in Maribyrnong.

Whats your favourite thing about living in Wyndham?I like Point Cook its got a good vibe. I think its got a real sense of community and multicultural spirit. My brother lives out in the east and its all concrete. Out here, theres lots of parks and its really open.

If you could change anything about the area, what would it be?eres not a lot of things to do in Point Cook. We dont have our own cinema, theres no swimming pool for summer there needs to be more stu for kids to do.

You graduated from Emmanuel College in Point Cook last year. What are you doing now?Im studying commerce at Deakin University in Geelong. Its a three-year course. Im not too sure what I want to do aer I graduate. Commerce is a very broad subject, so I can work out what I want to do once Im nished.

What are your hobbies?I like watching movies and hanging out with my mates.

You volunteer with Edmund Rice Camps. Tell me about the work you do there.Ive been a volunteer leader since I was 16.

MY WYNDHAMCameron Balcombe, 18, was recently awarded the inaugural Ricci Marks Rising Star Award for his volunteer work with Edmund Rice Camps. He tells Charlene Macaulay why he thinks its important to help others.

What we do at Edmund Rice Camps is take kids that might be disadvantaged in some way whether its nancially, or if family life is a bit hard for them and we take them on a camp to somewhere like Lorne, or Malmsbury, and we do fun stu.

Well go surng, bike riding that sort of stu. e volunteers have a one-to-one ratio with the kids, so every kid has an older buddy were there to be their friend and do whatever they want to do. Its about having fun and giving the kids somebody to look up to.

Do you volunteer anywhere else?I have done some work through my mums work with the Aboriginal Catholic Ministry I help out occasionally with the Edmund Rice food van at the Gatwick Hotel in St Kilda.

You attended some camps when you were younger. Is that what prompted you to start volunteering?I was a participant from the age of 12 until 16 aer that I wanted to make a dierence, and help the kids the way I was helped.

[Everyone] should give volunteering a go. Its a seless act but you do get a lot out of it personally you learn a lot, you grow a lot. You get to see how some peoples lives are, and just how privileged you are. Its not for everyone but its worth a try to make a dierence to someones day.

You recently won the Ricci Marks Rising Star award what does winning the award mean to you?For me, it means a lot. Its being recognised for doing something that you wouldnt expect to be recognised for. I dont help out with Edmund Rice Camps and volunteer to get recognised or win a prize.

Addicted to growthThe rapid population growth of Wyndham is proving a cost burden on everyone, with rates continuing to increase well above the ination rate. The costs of new infrastructure and services, on top of maintaining those existing, cannot possibly keep up with demand, as has been shown by hospital waiting lists, the lack of high care services, parking and trafc woes, school shortages, etc. The only groups that really benet are property developers, big business owners, estate agents and politicians, who benet from the support of these organisations and related individuals.

Our addiction to growth is not paying dividends to the majority of us. Instead, government funds (our taxes) are now directed to expensive infrastructure instead of sustaining and improving our quality of life and that of future generations. Wyndham council should be advocating for a stable population, Australia-wide, so our environment, health, education and other fundamentals can be given the priority they deserve.
