“Utterly disastrous” is how publicmeetings held to discuss the pro-posed new Everite hostel housing

development have been described.Twomeetingswereheld, inNorthpineand

Brackenfell respectively last week, whereresidents living on either side of the planneddevelopment were invited to give their in-put.During the meeting in Northpine on

Wednesday evening, angry residents hi-jacked the City agenda, demanding the de-velopers leave before the presentation wasgiven, and used the time to organise a crisisworking-committee to fight the develop-ment. A public petition was also drawn upduring the evening.The said development is a joint project by

the City of Cape Town and Group 5 and con-sists of 725 housing units to house an esti-mated 4 000 people.

Historic linksOf these units, 240 are wholly subsidised

for the families currently living on the site.Forty of these families have historic linkswith the old Everite factory as previous em-ployees,while the othersmoved into thehos-tels in the intervening years.The living conditions in these hostels are

dire.When the Everite factory closed down in

2002 due to stringent asbestos legislation, itwas agreedworkers could stay on in the hos-tels.When the land was subsequently sold to

Group 5, the agreement stipulated the previ-

ous employees be given housing in case offuture development.The remaining 485 units, of which 70 will

be apartments, are to be sold on the openmarket at market related prices.According to JP Lerm, the town planning

consultant representingGroup5, theseunitsare estimated to be sold between R500 000and R800 000 each.The majority of the 300 residents present

at the two meetings claimed they were notnotified of the meetings and heard aboutthem through word of mouth.

Lack of capacityAccording to many people at the meeting

this was par for the course when it came tothe City bulldozing unwanted developmentsthrough.Brackenfell resident Pieter Le Roux said

thousands of residents in the neighbouringareas will be affected by this development,not just the immediate neighbours.“Everybody living in adjacent neighbour-

hoods should have been notified,” he said.Traffic congestion, a lack of schools and

safety and security were some of the objec-tions raised by the communities.Le Roux questioned the capacity of the

current infrastructure to carry the new de-velopment.“There is already a shortage of schools in

Kraaifontein and Brackenfell, where willthese estimated 1 500 childrenattend school?And how will the already congested roadcarry the additional traffic?” he wanted toknow. Brian Sithela, spokesperson for theEverite community, said they were veryworried about safety.

“This is a huge development, the majoritybeing sold off. Thepolice inKraaifonteinandBrackenfell are already overrun by crime.A satellite police station will be needed fora development of this size,” he said.

Clement Bowers from Northpine agreed:“I had three house break-ins in less than twoyears and some of my neighbours evenmore. Will it continue to increase with theonset of this development?” he asked.

Lerm said he was utterly disappointedwith the public’s negative reaction.

“The new planning proposal is a vast im-provement on the initial plans to developlow cost housing on this site,” he toldTyger-Burger.

According to him, a private traffic impactassessment revealed road networks in thevicinity can accommodate the proposed de-velopment subject to road infrastructure up-grades.

“The lack of reliable public transport facil-ities in Cape Town is the main cause of traf-

fic congestion in the city as a whole.“Developers approached the department

of education and private schools to developon the site, both of which declined. What re-mains to be done by developers?” he asked.

Lerm described the current situation as astalemate.

“We will have to now confer with the Cityas to how the processwill be taken forward,”he said.

Meanwhile, the public petition against thedevelopment has gone viral on social mediaplatforms.

Resident Alwin Heslop, who chaired theinterim crisis working committee, said theywill request the City postpone the cut-offdate of 15 July for public objections, in orderfor the various communities involved toready themselves. Die bejaardes is eers bederf met heerlikeboeretroos en tuisgebakte beskuit, waarnaBrackenfell se Voortrekkers handgemaaktekaartjies en sjokolade aan elke bejaarde ge-gee het.

Die talentvolle Frikkie Joubert het daarnamusiek gemaak en pryse uitgedeel en virmiddagete is daar gebraai.

He is done with gangsterism, drugs andmurder and desperately seeks forgi-veness for his part in the decay of com-

munities across the Cape Flats.This was the plea by former Hard Livings

gang leader and ex-prisoner Rashied Staggieat a church service at the New DirectionsGrace Church in Parow on Sunday.

Staggie admitted to a fully packed audito-rium that he was, to a large extent, guilty ofthe influx of drugs into theCape and claimedresponsibility for a number of ordereddeaths during his tenure as leader of theHard Livings.

Drug kingpin“Many decisions from myself as leader –

it’s because ofme thatmany peoplewere kil-led,” he said.

“It was because of my decisions that somuch hurt came over people and into theirhomes. I am also the cause of so many drugsbeing pumped into the Cape.”

Staggie showed a soft side when he direc-tly apologised to his own family and the fa-mily of his slain twin brother, Rashaad.

Rashaadwas set alight and killed bymem-bers of the vigilante group Pagad in front ofhis Salt River home in 1996.

“I am just aman. Aman that desires atten-tion and love and to be accepted,” Staggietold the congregants.

“I ask the forgiveness of all the peoplewhosuffered because of the decisions Imade,” hesaid.

Staggie said he had “a relatively solid un-derstanding of what drugs could do to a com-munity”.

“In 2001 I fell into drug abuse. I used allthe kinds of drugs one could use. Manynights I lay high as I slept over in hotels guil-ty of promiscuity.

“The pain in the eyes ofmy childrenwhenI got home will haunt me,” he said.

“If I knew then what I know now, I wouldhave wanted to be a different Rashied Stag-gie. I want to work together – with the policeand gangsters and users and sellers, I wantto get gangsters to quit their activities,” hesaid.

Staggie’s testimony was part of a celebra-tory programme by the church to honour a

group of graduates, all reformed prisoners,gangsters, murderers, drug addicts and cri-minals.

The group all underwent a programmerun by Ivan Waldeck of the Western CapeOutreach Community organisation.

Waldeck is well-known in church circleson the Cape Flats for his work with formerprisoners and is a former gangster and pris-oner himself.

Waldeck said this was the first time in 10years Staggie spoke publicly.

Sebastian Petersen, deputy director of thecorrectional services department, said pro-grammes such as that run byWaldeckmadehis job easier.

Petersen also declared that the depart-ment would be signing a memorandum ofunderstanding with the church, citing that“any programmes done with inmates wouldbe done through this church”.

“We will get teams (from the Gracechurch) into prisons and working with in-mates,” Petersen said.

Die beweerde aanval het op Vrydag 22Mei by Primavera-woonstelle in Protea-hoogte ten aanskoue van die slagoffer sevrou en 12-jarige dogter plaasgevind.

Nico Fredericks, ’n plaaslike regsadvi-seur en sakeman van Brackenfell, hetvandeesweek dié nagmerrie-ondervin-ding met TygerBurger gedeel.

Kafee“Ek het my vrou en dogter ná werk op-

gelaai en het omstreeks 17:20 by die kafeeonder die woonstelkompleks aangedoen.

“Die toegang tot die winkelkomplekswas geblokkeer deur twee voertuie en ekkon met die eerste oogopslag sien dat dievier of vyf insittendes onder die invloedvan drank was,” sê hy.

Fredericks sê hy het gesien hoe diemans in hul voertuie gesit en drink het.

Hyhet toe sy voertuig buite in die straat

parkeer en na die winkel toe gestap. Sy fa-milie het in die voertuig bly sit.

“Diemanshetmy toe invulgêre taal toe-gesnou en begin vloek, maar ek het dit ig-noreer. Ek het my inkopies afgehandel enteruggestap na my voertuig toe. Weer hethulle my gevloek en dié keer het die be-stuurder agter die wiel van een van dievoertuie reguit op my afgepyl. As ek nieweggespring het nie, het hy my raakge-ry,” sê Fredericks.

Ná ’nkonfrontasie tussenFredericks endie bestuurder van die voertuig, het diepolisiebeampte wat in siviele klere was,Fredericks toe na bewering vasgedruk,terwyl die bestuurder hom met die vuisbegin slaan het.

“Ek was heeltemal weerloos. My vrouhet dadelik 10111 geskakel en om hulp ge-vra,” sê hy. Dis toe dat die polisiebeamptesy polisie-kenteken uitgeruk en dit aanmy gewys het.

“Hy het aan ons gesê‘my pa is ’nmajoorin die polisie’ en ons het later uitgevinddat sy pa wél ’n kolonel in die polisie is.

“Ek het sy drankasem geruik en hy konamper nie op sy voete staan nie. Toe hysien my vrou praat met die polisie, washy baie verskonend en het my gevra omdit eerder te los. Hy het verduidelik dat

dit sy vriend se 21ste verjaarsdag was endat hy in plaas van sy vriend dan eerderdie punch sal vat as ons voortgaan metklagtes,” sê Fredericks.

AanvallerHy wou egter nie die aanvaller se naam

bekend maak nie, maar Fredericks sevrou het die voertuig se registrasienom-mer afgeskryf en later aan die Bracken-fell-polisie voorsien toe hulle die klagteaanhangig gemaak het.

Fredericks sê sy 12-jarige dogter is baiegetraumatiseer en sy ouer seunwil sedertdie voorval nie eens meer alleen skool toestap nie.”

Fredericks sê hy was reeds in kontakmet die Brackenfell-polisiehoof, teenoorwie hy sy verwagtinge duidelik gemaakhet.

“Die saak moet behoorlik ondersoek endeurgevoer word. Dit is onaanvaarbaardat lede van die polisie só optree. Ek voelgegrief en het vertroue in die polisie ver-loor,” sê hy.

Residents in Oostenberg can rest as-sured that local police stations are notleft in the dark when Eskom imple-

ments load shedding.Both the Brackenfell and Kraaifontein

police stations this week confirmed theyare not among the 41 police stations in theWestern Cape that do not have electricitygenerators.Spokespersons from both the above-men-

tioned stations say they are fully operation-al during load shedding hours and theirgenerators are sufficient to keep lights, tel-ephones and computers running.In reply to a parliamentary question in

the National Assembly by DA shadow min-ister of police Dianne Kohler Barnard lastweek, it was revealed the Western Cape po-lice have the largest shortage of electricitygenerators in the country.

In the dark“Just under one third of police stations

in the Western Cape do not have genera-tors,” said Mireille Wenger, DA spokesper-son on community safety in the Western

Cape.Wenger said 197 police stations in South

Africa have not got generators, of which 41are in the Western Cape.“Our province has the highest number of

stationswithout generation capacity. Fortyone out of the 150 fully fledged police sta-tions in our province do not have electricitygenerators,which is almost one out of everythree stations,” she said.She claims police stations in the province

may be unable to function adequately dur-ing load shedding, which has become a reg-ular occurrence.“The latest strategic plan of the South Af-

ricanPolice Servicenotes theWesternCapeis due to receive 22 generators, however,this iswoefully insufficient as thiswill onlyprovide half of the stations that need gener-ators with the required equipment.”Mireille said the public in the province

had already raised their concerns about po-lice stations’ telephones not working dur-ing load shedding.Kraaifontein station commander Briga-

dier Gerda van Niekerk said although loadshedding has not affected their functionali-ty or patrols, it has taken its toll on officers.“My frustration with load shedding from

a policing point of view is that my areas areshrouded in darkness,” said van Niekerk.

Twice as alertWhile patrols continue unabated, van Ni-

ekerk says policemenare very straineddur-ing this time.“They have to be twice as alert while pa-

trolling in the constant darkness, as is thecase when streetlights and residentiallights are off. They have to concentratetwice as hard and constantly keep a look outin all directions. This definitely takes a tollon them,” she says.Although effective street lighting is one

of the best crime prevention tactics, crimelevels have remained constant in Kraaifon-tein.“With the constant load shedding, crime

was expected to increase, but thus far ithasn’t happened in Kraaifontein,” she said.Brackenfell police spokesperson Erica

Crous says it is difficult to speculate overwether crime has increased due to loadshedding in Brackenfell.“Realistically, we would have to specifi-

cally monitor crime trends during loadshedding hours to determine exactly how itaffects crime,” she said.

Garden Cities has taken a firm stand onthe current standstill at theGreenvillehousing development in Fisantekraal.

All constructionwork on detached housesin the first phase of the housing develop-ment, which broke ground in January, wasstopped on 23April following attacks on con-struction workers and property.The protesters also assaulted members of

the communitywhowere in favour of the de-velopment. The violence culminated in twocommunity leaders’ homes being destroyedand the appearance of ten people in the Bell-ville Magistrate’s Court who were chargedwith public violence and malicious damageto property.“The protestors have not applied for the

government subsidies to qualify as benefici-aries in order to benefit from this project,said CEO of the Garden Cities Group, JohnMatthews, in a media release.“They do not want the houses themselves,

but now want to prevent others from benefi-ting,” Matthews stated.“Those who have disrupted the building

operations say they disapprove of the atta-

chedhomesbeing providedbyGardenCitiesand require single unattached dwellingunits be built,” he said.“Even if they were in line for a house and

didn’t likewhatwasbeingprovided, theyha-ve the right to not accept a house in this de-velopment.“These homes are individual properties

built specifically for the beneficiaries accor-ding to the size of the subsidy they receivefrom the government – nobody is being for-ced to accept the houses at all. But there aremany who very much want them.”Garden Cities has been working on the

In ’n klein baksteengeboutjie op die per-seel van die Durbanvillese taxi-staanplekwerk drie vroue voltyds om groepe onop-

geleide, werklose mense te help om metwaardigheid envaardigheid die ekonomie tebetree.

“Onswerkmet omtrent 300mense per jaarwat ons verskillende kursusse bywoon endaar is baie suksesstories,” sê Jane Gelder-man, bestuurder van die Fisantekraal-sen-trum vir ontwikkeling.

deerd is, is enigiemand welkom om vir hulpte kom aanklop, sê Gelderman.

Die mees basiese kursus is ’n werkgereed-heidsprogram van drie weke, wat op temas

fokus soos lewensvaardighede, verhoudingsen basiese begrotings – “dinge wat jou lewekan verbeter”, sê sy.

Die program behels verder ’n kleinhandel-vaardigheidskursus, gemik op kliëntediens,basiese wiskunde, basiese rekenaarwerk enverkoopspunt-tegnieke.

Gelderman sê omtrent 90% van die kandi-date vir hierdie kursus is glad nie rekenaar-geletterd nie.

“Ons leer hulle hoe om ’n Facebook-profielte maak, hul CV saam te stel en aan die eindevan die kursus doen hulle dan indiensoplei-ding vir drie dae by ondernemings in die om-gewing wat ons goedgesind is,” sê sy. Hierdiegeleenthede lei dikwels tot indiensneming.

Die tweedekursus is ’nkantooradministra-sieprogram van tien weke wat meer intensie-we rekenaaropleiding en kommunikasie-vaardighede insluit. “Ons is geleidelik besigom ’n netwerk op te bou van ondernemingswaar ons hierdie kandidate kan plaas,” sêGelderman. Die sentrum se mees suksesvollekursus is die “Bake for profit”-entrepreneurs-program, ’n praktiese kursuswat hoofsaaklikvroue leer om hul eie bakonderneming op diebeen te bring.

“Aan die einde van hierdie program is na-genoeg 90% van die studente in staat omhul eie ondernemings te begin. En dit ismeestalmensewatvantevoreniekos indiehuis gehad het nie, en nou in staat is omhul kinders se skoolgelde te betaal,” vertelsy. Die Fisantekraal-sentrum vir ontwik-keling is vanjaar een van TygerBurger seWant Ons Kan-konsertbegunstigdes.

Hieroor is Gelderman baie opgewonde.“Ons gaan met die geld uit dié konsert,

’n Frail Care-kursus begin. Ons het klaardie studiemateriaal aangekoop. Nou moetons nog net ’n plek kry om die opleidingte doen en ’n gekwalifiseerde verpleegsteraanstel om die opleiding te doen. Ons hoopom hiermee in Augustus te begin,” sê sy.

en Gelderman sê daar gaan binnekort ’ngebou opgerig word om sodoende meermense te kan akkommodeer vir opleiding

en ook om meer uiteenlopende praktiesekursusse te kan aanbied.

“Ons wil graag in daardie gemeenskap ge-vestig raak en ons gebou sal hopelik ook as’n gemeenskapsentrumdien.Opdie oomblikword ons aktiwiteite beperk deur die minruimte wat ons hier het,” sê sy.

Die sentrum is al vir vyf jaar aktief, maarGelderman sê verbasend min mense is be-wus van hulle.

“Ons het altyd nog vrywilligers nodig enbefondsing bly maar ’n tameletjie, maar diekerke in die omgewing help ons baie,” sê sy.

“Ons bedien veral diewerklose jeug enhetna skole in gemeenskappe gegaanwaar daarnie geld is vir verdere opleiding nie.

Die Durbanville-musiekgroep Zandkloofis op ’n missie om “ongekende klankein Afrikaans na jou ore te bring”.

Die duo wat onder die na-me Milan Joan en Die Wolfmusiek maak, is sterk oppad om bekendheid te ver-werf. Liedjies van hul de-buut-kortalbum, Brandendvir jou hitte, is reeds op BokRadio en Bay FM te hoor.

Milan is Zandkloof sestem, terwyl Die Wolf dieskrywer en komponis is.

“Dis nie soos Afrikaansemusiek nie,” vertel Milan.

“Maar tog is die woordeAfrikaans.”

Anders as baie kommer-siële Afrikaanse musiek, issuiwer taalgebruik baie be-langrik vir Die Wolf, en ’nmens sal nooit woorde soosbaby inhul liedjies hoornie.

proceeds go to the Institute for the Blindin Worcester, is set to take place at theTownhouse Hotel in Cape Town on Wed-nesday 10 June.The Institute for the Blind was establis-

hed in 1881 to cater for the needs of visuallyimpaired persons and visually impairedpersons with additional disabilities,through the provision of accommodation,support services, skills training, employ-ment, education and career development.Wagner, a Kuils River resident well

known for the endurance races he has ta-ken part in since his teenage years, saysthe dinner is a fun event and he would likeall guests to walk away inspired and invi-gorated.“However, the experience should also

Action­packed racing is due to thrill spectators at Killarney during the Carnival Race Day onSaturday.

With Saturday’s unique Carnival Ra-ce Day offering more top flight va-riety than has ever been experien-

ced at Killarney, there is tremendous exci-tement among petrol-heads of all ages.

The on-track action includes the Caperound of the All-Africa 3-Hour EnduranceRace Series due to finish after dark, a legof the South African Superkart Champi-onship and round four of the Power Seriesfor cars and motorcycles, sponsored byWingfield Motors.

A parade of VW Beetles in honour of themarque’s 80th anniversary (the prototypePeople’s Car was unveiled in Germany inmid 1935), will take place during the lunchbreak, with the lucky winners of highspeed laps in a racing sports Porsche com-petition to receive their award shortly af-terwards. There will also be a display ofmotorcycle stunt riding.

Static attractions will be an Exotic andSports Car Show that includes several his-toric motorcycles under cover in the spaci-ous new pit block. The popular Engen F1simulators will be available to budding Le-wis Hamiltons in the same building. Outs-ide, a multifaceted fun fair and amusementpark will offer entertainment of a differentnature in the adjacent parking area.

six Porsches, all with two or even threedrivers, the battle up front is more likelyto be fought between a trio of Junos, a Dod-ge Viper and possibly a Panoz Esperante.

The formidable Juno attack is being ledby Western Cape champion Francis Carru-thers, with co-drivers Nick Adcock and De-an McCarroll in an SS3 V6. They will haveto face Craig Jarvis and Marcel Angel inJarvis’s recently acquired brutal V10, 8.4litre Dodge Viper, and an American-sour-ced V8 Panoz Esperante shared by Dave Al-

spectacle of the Superkart races where thedrivers’ backside is a few inches off theground, in these tiny projectiles with no sus-pension and wheels the size of chocolate coa-ted doughnuts. However, they are poweredby 250cc motors with six speed sequentialgearboxes and can hit over 200 km/h on theback straight and lap quicker than the migh-ty Wesbank V8’s of a couple of years ago.

The perennially hard-fought Bold MarineGTi Challenge racing is expected to be oneof the highlights of the programme. YoungMarco Busi and Christopher Swart swappedplaces at the head of the field last month andthey should be the ones to watch.

While 15-year-old Joshua Dolinschek willseek to repeat his recent single seater For-mula Libre victory, the battle in the MutluBatteries Classic Cars and the Cars Unlimi-ted Fine Car events, which includes DaveRowley’s rare, modified VW Beetle, is expec-ted to be much closer.

With the first race to start at 10.00am, theAfrican 3-Hour is the final event and is toget under way at 4.15pm. Admission is R60for adults and R20 for scholars under 16.There is no charge for kids under 12. Ticketsare also available from Computicket.

Cycle tour for safetyfrom Cape to KnysnaThe Pedal Power Association (PPA)

has partnered with the Cape 2 KnysnaCycle Tour (28 June – 3 July) to raise

awareness of cyclists on our roads that willkeep cyclists safe on our roads.

Participants of the tour will ride in “StayWider of the Rider” cycling jerseys whichsend out a message to motorists – give usspace.

The PPA’s primary role is to protect andempower cyclists. The new “Stay Wider ofthe Rider” campaign launched in Februaryahead of the cycle tour aims to create maxi-mum awareness among all road users, spe-cifically motorists, which will hopefullylead to safer roads for cyclists.

Thousands of people have pledged theirsupport for the safe cycling campaign byriding in a “Stay Wider of the Rider” jer-sey.

“Visibility is a key issue that contributestowards cycling accidents on our roads.The new ‘ Stay Wider of the Rider’ safe cy-cling jerseys are highly visible and includethe simple ‘Stay Wider of the Rider’ mes-sage,” explains Steve Hayward chairmanof the Pedal Power Association.

“Riders participating will be visiblefrom far away.”

The Cape Town 2 Knysna Tour will re-ward cyclists with the most exceptionallandscape en route from Stellenbosch.

They’ll cycle through Worcester, Monta-gu, Ladismith, Eight Bells, George andKnysna, arriving on Friday just in time forparticipation in the Momentum ArgusKnysna Oyster Festival MTB & Road Ra-ces.

The tour kicks off on Sunday 28 June andthe package price of R6 950 includes accom-modation, full back up support, all meals,entry to the Knysna MTB or road event, aswell as a “Stay Wider of the Rider” cyclingjersey to be worn on tour.

The PPA launched the very successfulCyclists Stay Alive at 1.5 campaign back in2011 which resulted in a one-metre passinglaw which was promulgated in 2013 in theWestern Cape.

The PPA will continue to lobby for a 1.5metre passing distance.
