Hoekom is daar vier? “O kragtie, nee! V Na bladsy 2. ESM ERASMUS

    T

he lights to 348 houses in the informal

    settlement in Fisantekraalwere lit up

last Thursday by the City of Cape

Town through a partnership with Eskom

in an earlyChristmas gift to these families.

These informal houses were relocated to

another piece of land, the Fisantekraal

    Temporary Relocation Area (TRA), earlier

this year to enable the city to build access

    roads and install the infrastructureneeded

for the provision of basic services in the

    planned Garden Cities development.

The final contract for this development

will be signed before the end of the year

and a housing steering committee has al-

ready been appointed. Earthworks for the

infrastructure will start in May next year,

said Gerhard Fourie, chairperson of Sub-

    council 7 (Koeberg).

Last weeks switch-on at a cost of R3 mil-

lion marks the first phase of an overall of

1 705 informal houses in Fisantekraal that

will be electrified by end ofMarch next year

at a total cost of R17 million.

    The electrification of the Fisantekraal

TRA is part of the ongoing collaboration be-

tween the city and Eskom to provide elec-

tricity in informal settlements, Patricia de

Lille, executive mayor of the city, said.

The city is partnering with Eskom in a

number of electrification projects for 20 000

connections in informal settlements to the

value of R190 million. Some of the projects

are underway or due to start in the next few

    months, she said.

In addition to this, the city is also electri-

fying a number of informal settlements in

its own supply area. For the current finan-

cial year the city is aiming to complete 7 715

    new connections, she said.

De Lille said she was pleased to be there

to mark the switching on of electricity for

all informal dwellings in the Fisantekraal

    TRA.

Today we are fulfilling the promise that

both the city and Eskommade to the people

of the Fisantekraal informal settlement in

    June this year.

This journey began when the informal

dwellingswere relocated from the site of the

    Fisantekraal informal settlement to the

temporary relocation area, De Lille said.

Access to electricity will make a pro-

found difference in the daily lives of fami-

lies here. It will enable residents to pursue

    business opportunities, help schoolchil-

dren to do their homework, and enhance

safety in the community, she said.

Thiswhy the city has prioritised the pro-

    visionof electricity in informal settlements;

to empower residents to pursue their

    dreams, she said.

Many people are used to walking into

their homes and putting the light switch on.

We are taking it for granted and can never

realise how people struggle without elec-

    tricity, she said.

When people in informal settlements are

asked what they prefer first water, sanita-

tion or electricity, they all say they are pre-

pared towalk to go to the toilet, but electrici-

ty is the key. It was then that I decided elec-

tricity is thenumber one priority, she said.

De Lille asked people to be patient. It is

not and will never be the intention of the

government not to give services to the peo-

ple. It is not about not wanting to give, but

there are many other people waiting for

    services, she said.

Alwie Lester, general manager of Eskom

    Western Cape, explained by electrifying

    this informal settlement, Eskom eliminates

the risk of electrocution that could be

    caused by illegal connections.

    Koos Bredenhand, proportional council-

lor, said to TygerBurger: Although most of

these households had access to electricity

with illegal wiring from neighbours, they

had to pay more to landlords...

    Jeanine.

Ek het gelag en gehuil! Dis n gevoel wat

ek nie aan enigiemand kan beskryf nie,

    voeg Rudi by.

    gejaag.

Teen daardie tyd was die ganse De Bron-

n huilende Rudi n bottel sjampanje ge-

    bring.

Rudi voeg by: Syt geweet Kersfees is na-

by!

Twee mense is ernstig beseer ty-

dens die rooftog, van wie een hom

tans in die hosorgeenheid van n

    plaaslike hospitaal in n stabiele,

s Crous. Die partytjiegangers is van

hul beursies en selfone beroof en die

rowerd hetmetR22 000 se kontant ge-

vlug. Die mans het weggejaag in n

swart bakkie in die rigting van Bell-

ville. Niemand is nog in hegtenis ge-

    neem nie. Die erg getraumatiseerde

    werknemers is Maandagoggend

    deur die Brackenfell-polisiestasie se

    slagofferbystandseenheid besoek.

Intussen is twee verdagtes in heg-

tenis geneem vir n soortgelyke roof-

tog op die Greenfields-kroeg en -res-

    taurant in Brackenfell.

    Di rooftog, deur 12 gewapende

mans, het op 4 Oktober plaasgevind,

gevolg deur n ander rooftog op die

Pizza Pub in Kraaifontein in dieself-

de week. Volgens Crous is die ver-

dagtes op 4 November deur die blits-

    patrollie op die R300 vasgetrek.

Hulle is tans in aanhouding by die

    Pollsmoor-gevangenis en het op 5De-

    sember om borgtog aansoek gedoen

het. Die verdagtes in die Green-

    fields-rooftog kan nie tans verbind

word met die rooftog op Pizza Pub

nie, maar die moontlikheid word on-

    dersoek, s Crous.

Die verdagtes sal weer in Januarie

    in die hof verskyn.

    @linnertmb

Hy is net 15 en hy het Shakespeare se groot

    liefdestragedie mt n kinkel suksesvol

    Logos-kerk verlede Woensdag in Oakglen.

    stuff.

    Ditwas ndroom.Ekenmybeste vriend,

Stefan van Rensburg, wat Romeo gespeel

het, het lank, lank net daaroor gepraat. Se-

ker so n maand lank, s Cilliers.

    vertolk.

Cilliers s hy is anders as hy regisseer.

Ek as regisseur en ek as normale mens

is twee verskillende mense. Aan die begin

was ek baie onseker vanmyself, maar buite

die werk is dt nie s nie. Dismy roeping.

is t groot, t veel.

Cilliers beaam.

kerk gratis gekry. So, as ons dit iewers an-

    tuis.

    Ons het vandeesmaand n interessante

maand beleef by ons gemeente. Ons het ge-

fokus op familie-wees en het verskillende

    getuienisse vanuit die gemeente ge-

had. Juis inRomeo& Juliet is daar n trage-

die wat eers moet plaasvind voordat twee

families vrede met mekaar maak. Dit is so

simbolies van ons samelewing en terself-

    tertyd sohartseer enonnodig, s Johanita.

kon kry by die HB Thom-teater. Hulle wil

    sulke opvoerings bevorder vandaar hul

    kort siekbed oorlede.

Cilliers (80), beter bekend as Prof AC,

    Universiteit Stellenbosch

voltooi het, is hy in 1954 as

    n Rhodes-beurshouer na

    die Universiteit van Ox-

    ford in Engeland, waar hy

    meer sy meestersgraad

    N sy terugkeer het hy

    sy loopbaan as regters-

    klerk begin en vir sewe

    jaar as advokaat in die

    Kaap gepraktiseer.

Daarna het hy met sy ge-

    sin na Port Elizabeth ver-

huis, waar hy n groot rol

    gespeel het in die totstand-

    koming van die regsfakul-

    teit van die Universiteit

van Port Elizabeth, waar hy voltyds doseer

het tot 1993. In 1976 het hy sy doktorsgraad

aan die Universiteit van Suid-Afrika (Uni-

    sa) met hoogste lof verwerf.

Hoogtepunte van sy loopbaan was sy rol

as assessor in verskeie hofsake, sy lidmaat-

    skap van die regshersieningskomitee wat

    die regering op regshervorming adviseer

het, asook sy rol as regspraktisyn insake

    burgerlike prosesreg en koste.

Hywas ook n regsadviseur by die destyd-

se Convention for a Democratic South Afri-

    wer.

Bettie, teruggekeer na Stellenbosch, sy ge-

boortedorp, waar hy sy skryfwerk voortge-

    sit het.

Hy is veral bekend vir sy boek, The Law

of Costs. Hy was die mede-skrywer van

    Herbstein & Van Winsen

    se boek, The Civil Practice

    of theHighCourts of South

Africa, en het oor n tyd-

    perk van 23 jaar honderde

    artikels vir die regstyd-

    skrif De Rebus geskryf.

    Hy het ook deurgaans

    geskryf aan sy lewens-

    werk oor menseregte n

    onderwerp n aan sy hart

enwat sy passie vir reg en

    geregtigheid aanspreek.

Hy het di boek in Au-

    gustus vanjaar voltooi en

    die manuskrip is tans by

    uitgewers vir oorweging.

    Hy was besonder trots

op die brief wat hy as n

    jong man van Albert Ein-

    bewaar.

    MICHELLE LINNERT

    @linnertmb

Wilbur Smith in Bellville dt klink amper

    der, by die Tygervallei-winkelsentrum n

    draai gaan gooi.

hou. Die karakters komklop aanmy agter-

kop en s wat hulle van my wil h, het

Smith vertel. Ek is steeds n stout seun

my lewe te kon raakvat waarvoor ek so lief

is, en waarvan mense klaarblyklik ook

hou.

Hy s: Hierdie is

    my bucket list kan afmerk.

Wilbur

Smith het my genspireer om my eie boek-

Hy

sou in my kleintyd Smith se boeke lees en

Not many ballet teachers can boast that

    theyhavebeen teachingat least twogenera-

    tions of ballet dancers.

The mothers of some dancers who have

been learning ballet, were once also little

girls, learning their arabesques, port de

bras, chasss and ron de jambes at the Col-

    leenWilliamsBallet School inDurbanville.

After 30 years of teaching students ballet

in the Cecchetti method from as young as

four or five years of age to adults of about

50 years old, Colleen has now laid down the

reigns, partially due to her husbands ill

    health.

Colleen became famous for her bi-annual

ballet concerts in the Durbanville school

hall. After months of preparing, working

out the dances, selecting the finest materi-

als for the costumes, the excitement grew

as the time came nearer for the concert.

Always a very busy affair, Colleen was

seen in the dressing roomson the big nights

moving from group to group to touch up

on makeup here, fix a crown or hair piece

there and seemed to be just all over to get

    every little detail perfect.

It is also these spectacular ballet concerts

an extravagant display of colour, sound

and graceful plis and pirouettes the stu-

    dents enjoyed themost.More than100balle-

rinas from as young as five years of age to

50 years old danced in the concerts.

    Joy

The highlight for Colleen was to see the

childrens faces and joy on their faceswhen

they are on stage during concerts.

I loved the pure enjoyment it gave them.

When I asked them what was their high-

light, they all agreed it was the concerts,

    she said.

And, after every concert Colleen donated

all the proceeds raisedwith the packed con-

cert nights to the Tygerberg Hospice.

A total of about R150 000 was raised with

five concerts in the past 10 years.

They do so much good and include the

entire community. That is why I supported

    them, she said.

Colleen grew up in Johannesburg and

qualified as a junior school teacher with a

distinction at the Johannesburg College of

    Education in Beverley Gardens.

She adored ballet since she was six years

of age and reached the highest level at that

    time the Advanced level.

While she was a student, she assisted

with ballet teaching for six years, often

standing in for the ballet teacher.

She taught junior primary school for four

years when her husband, Stan, was trans-

    ferred to Cape Town.

They stayed in Pinelands for two and a

half years and then went back to Johannes-

burg for four and a half years before they

    cameback toCapeTown,where they finally

settled at their home in Durbanville Hills.

The beautiful garden with lovely, little

fairy-like corners where mother used to

campout with their children while a sib-

ling was doing ballet, was the hard work of

    Colleen herself.

They have already sold their house with

its separate ballet studio to another ballet

    teacher andwill bemoving to theTygerVil-

    las shortly.

She will especially miss her rose garden,

she said. I will also miss the birds in my

    garden.

    Involved

Colleen served on many committees. She

held the office of president of the Tygerberg

Soroptimist Club, a service club, for two

years. She was also a member of the Dur-

banville Rotary Anns Club for many years

and served on the Rotary Youth Exchange

Committee. Shewas also chairperson of the

Cape Town branch of the Cecchetti Society

    for 11 years.

Colleen also loves sewing and often did

the final touches to costumes for her con-

certs. She also loves knitting and has re-

cently crocheted 20 blankets for the Night-

    haven in Kraaifontein.

Colleen also loves to play piano. Her

mother was a pianist at the ballet studio

where she assisted with ballet teaching.

She taught adults ballet since the start of

her school in Durbanville. Ballet does so

much good for ones physique it keeps

your fit and supple. I was very blessed

very few teachers have somany adult danc-

    ers.

Before every first class, she practised in

the studio and did stretching exercises no

wonder she has a reputation for being able

to lift her legs up high up to shoulders

height. She is not keen to give awayher age,

but definitely at an age way past retiring

age, she can still split and jumps higher

    than most of her students.

Colleen and her husband will be married

for 49 years in April next year. When he

asked her tomarry, he promised her hewill

take her to see the world. Her answer was

that she only wanted to see the Bolshoi bal-

let in Russia. He well knew South Africans

    could not visit Russia then.

They travelled all over the world, but it

was only on their last trip in 2010 that they

went to Russia and Colleen finally went to

see theBolshoi ballet inMoscow in real life.

    It was superb, she said.

They have a son, Barry, who lives in Dur-

banville, and two daughters. Lesley Jacob-

son emigrated to Australia about two years

ago and has three sons. Gillian Williams

lives in Johannesburg. Her three grand-

children, the twins Benjamin and Aiden

    (11) and Joel (8), are the apple of her eye.

Their favourite holiday is to come to

South Africa to visit their grandparents,

    she said fondly.

    Hoekom word taxis nog

    toegelaat om te bestuur asof

    Onder watter koelteboom sit

I have noticed a growing trend

in the way people dump garden

    refuse and tree cuttings over

    their back walls onto public

open spaces out of sight out of

    mind mentality.

    In particular Brackenfell

    along Frans Conradie Drive,

    starting at Paradys Street

    through to Okovango Road and

    up to the N1.

    Dear neighbour when you

dump like this, your problem is

solved, but it now becomes a

    neighbourhood problem. Shame

    on you.

We are proud of our neigh-

    bourhood and we are desperate-

ly trying to keep it neat and

    crime-free in conjunction with

SAPS and the city. Please do

    your share.

The city is to be commended

    for their endeavours in keeping

our suburb neat and tidy. Keep

    up the good work.

    I recommend Law Enforce-

and issue fines to the guilty

    parties for illegal dumping.

Should you be aware of your

please report it to Law Enforce-

    n Tyd van oorgee aan

    people, you also become

happy. As ons net wil besef

    dis nie materialistiese goed wat

    geluk bring nie, maar eerder

    hoe ons met mekaar omgaan.

So dikwels gee ons vir familie

    LEWENSKIEKIE

    Omarmdie

    nalatenskap

    vanMadiba

    Eerstens sal almal hul mede-landgenote

vergewe. Niemand sal meer met n wrok

in sy hart rondloop oor n sekere mens of

    Rasseharmonie sal hoogty vier. Soos

Madiba sy hand van vriendskap uitge-

steek het na alle rassegroepe in Suid-Afri-

ka, sal almal mekaar kan omarm in

    vreedsame voortbestaan.

    laasgenoemde.

Hoewel Madiba se een groot droom dat

alle Suid-Afrikaners uit die kloue van

armoede moet ontsnap, nog ver van die

werklikheid is, is dit iets waarna ons

almal kan streef en aan werk. Beter

    huisvesting en gehalte-onderwys vir

almal is die belangrikste boustene vir

    hierdie Madiba-droom.

Kom ons omarm sy nalatenskap nou.

    MyCiTis universal accessibility policy has

officially been named one of the most inno-

vative policies in the world in terms of en-

suring that all special needs passengers can

    make use of the service.

The MyCiTi special needs facilities in-

clude tactile paving for the blind; boarding

bridges to ensure level boarding between

the stops, the stations and the bus; audible

pedestrian crossings; and safety features in-

    cluding CCTV cameras.

    The international disability organisation

Zero Project announced yesterday that it

would highlight the MyCiTi policy on uni-

versal (special needs) access, as an Innova-

    tive Policy 2014.

    Thiswill bementioned in its forthcoming

Zero Project Report and also mentioned on

    its website.

We are delighted that theMyCiTi teams

contribution towards the creation of an in-

    clusive city has been recognised.

    The announcement coincideswith Inter-

national Day for Persons with Disabilities

which is being commemorated today, said

the citys mayoral committee member for

transport for Cape Town, Councillor Brett

    Herron.

    Die Suid-Afrikaanse Jeugkoor, wat in

    Durbanville gesetel was,

    het verlede Dinsdag sy

    swanesang gesing met sy

    laaste optrede by die Ma-

    hindra Group Senior

    Executive Conference in

    Kaapstad.

    Di kinderkoor is in

    2005 deur die Fidentia-

    batebestuursgroep gestig

    om kinders uit verskil-

    lende agtergronde te ont-

wikkel. Baie van die kinders het tuisge-

gaan in die koshuis van die Horskool

    Durbanville.

Die doodsklok het vir die koor begin

lui in 2007 toe Fidentia gelikwideer is.

    borgskap teen einde 2011 beendig.

    Volgens Phil Robin-

son, wat die koor se lei-

    er is sedert Maart van-

    jaar toe die vorige koor-

    leier bedank het, is

    meeste van die kinders

    reeds huis toe.

    Daar is nog ses kin-

    ders, wat volgende jaar

    inmatriek is,waarvoor

    Robinson n borgskap

Horskool Tygerberg, s hy hoop ommet

die oorblywende koorlede die ses in

die koshuis en nog 22 plaaslike koorlede

van die omgewing n nuwe jeugkoor te

begin. Nog lede sal moontlik gewerf

    word, het hy ges.

Die koor het vanjaar ondanks sy geld-

    probleme verskeie optredes gedoen,

waaronder saam met Jennifer Rush toe

sy hier in Suid-Afrika getoer het, en

saam met die Houston Boys Choir van

    Texas.

Die jeugkoor het ook saam met die

    Kaapse Philharmoniese Jeugorkes opge-

tree as deel van die Afrikadag-vieringe

    in Artscape in Mei.

The City of Cape Towns 107 Call Centre is

expected to increase its call volume over the

    festive season.

Statistics showed an increase of nearly

8 000 calls in December 2012, compared to

the months before and after. The city ex-

pects a similar trend this festive season,

said JP Smith, mayoral committee member

    for safety and security.

The 107 line is a single emergency tele-

phone number for use by all people living

    in and visiting Cape Town.

    Emergencies (including medical, crime,

fire and traffic) can be reported to the 107

emergency number from a Telkom line,

while cellphone users need to dial 021 480

    7700.

Call centre agents are trained to connect

callers to the nearest relevant emergency

service provider, such as the ambulance,

    Fire andRescue Services, SouthAfricanPo-

    lice Services or Traffic Services.

    Remember 107 number for emergencies

TheWestern Cape policewould like to sensi-

tise the public to armed robberies during the

holiday period as criminals are fully aware

of the fact that bonuses are usually paid out

during this time of the year and that shop-

pers normally carry larger sums of cash on

    their person.

It is also that time of the year when saving

schemes like stokvel monies are divided

among participants and that these with-

drawals are made at financial institutions.

We are fully prepared for the festive sea-

son and are operationally ready to provide

a professional service to the people of the

Western Cape during the festive season, but

do require some assistance to reach our ob-

jectives of a safe and relatively crime-free

    holiday, says Lieutenant Colonel Andr

Traut of the provincial media centre.

The public is encouraged to be extremely

vigilant and know that criminals are aware

of the opportunities that accompany the hol-

    idays.

Our warning is extended to businesses

which operate beyond normal hours and

with higher takings to exercise additional

security measures as the risk is elevated by

    these factors, he adds.

The following hints should assist to avoid

becoming a victim of street crime:

Never leave your bag or purse in your

trolley, however well hidden by goods.

Beware of pickpockets and never keep

your wallet in your back pocket.

Be alert and conscious of your surround-

    ings when using the ATM.

Never give your card or PIN (Personal

Identification Number) to anyone, for any

    reason.

Dont write your PIN on the card or any-

thing that is kept with the card.

Do not insert your card until asked to do

    so by the display screen.

Never use an ATM with a blank screen

and, if the ATM is obscured from view or

poorly lit, leave immediately and find anoth-

    er ATM.

Stand close to theATManduse your body

and hand as a shield to make sure nobody

sees you keying in your pin.

Also, make sure you keep your hand over

the card slot to make sure nobody can swap

    or take your card.

Never accept help from strangers when

using an ATM. You should be wary of stran-

    gers asking for help.

Criminals work in teams: one to distract

you while the other steals your card ormon-

    ey.

If your card is retained (swallowed) by

the ATM it is advisable to phone your bank

toll free stop card line immediately and stop

    your card.

Never allow a bystander to call the toll-

free stop card line on your behalf; they could

be tricking you into thinking your card has

    been stopped.

Guards are placed at ATMs to discourage

    criminal activities and therefore cannot

    help you with transactions.

If you need help, ask a bank official.

It is advisable to set a dailyATMwithdra-

    wal limit at your branch.

Be crime conscious be aware of crime

    opportunities at all times.

Be aware of your surroundings and the

    people around you.

    Know all emergency numbers.

    Trust your instinct.

    Avoid talking to strangers.

Avoid going onto a congested street whe-

re you cannot even walk properly, that is

where you will find criminals pick pocke-

    ting.

The City of Cape Towns job seekers data-

base is a lifeline for those struggling to find

    work in the city.

The deputy city manager, Mike Marsden,

explains that the job seekers database is a

central electronic database of job seekers

who are eligible to performwork for the city

or city-appointed service providers on com-

    munity-based projects or programmes.

To be eligible for the database, a person

must be unemployed when applying and

    when an opportunity becomes available.

The person must be a South African citi-

zen or eligible to work if they are a foreign

citizen and must reside in Cape Town.

The job seeker must also be of legal em-

ployable age and be physically fit to work in

relation to the requirements of the position.

    Marsden points out though: Registration

on the database is not a guarantee of employ-

    ment.

He explains that the shortlist for suitable

candidates must be limited to the relevant

community for which the work is to be per-

    formed.

The person must be a resident of the par-

    ticular community within which the

projects is to be carried out, Marsden says.

The person must meet the physical re-

quirements of the job and the process will

take place at subcouncil offices under the su-

pervision of the subcouncil manager or a

    designated official.

The names of successful job seekers, who

have been employed for a duration exceed-

ing two weeks, will be excluded from the job

seekers database for a period of six

    months, Marsden says.

    Unemployed community members can

register on the job seekers database at their

    respective subcouncil offices by completing

the job seeker registration form, available at

    all subcouncil offices.

V Visit www.capetown.gov.za to find the subcouncil

    office for your area.

    A lifeline for job seekers

City council today approved the new by-

law: Control of Undertakings that Sell

    Liquor to the Public, 2013.

The new bylaw is expected to be prom-

    ulgated in the Provincial Government

Gazette in January 2014 and will repeal

all existing bylaws concerned with the

sale of liquor. It is likely to come into ef-

    fect on 1 February 2014.

The bylaw allows for the possibility of

extended trading hours during the week

    and on Sundays for off-consumption

    trade, says Garreth Bloor,mayoral com-

    mittee member for economic, environ-

    mental and spatial planning.

With the adoption of the bylaw, we be-

lieve that we have been sensitive to the

need to balance the challenge of address-

ing the social impact of liquor trading

without causing job losses and damage to

    the local economy, he added.

Applications for the extension of on-

    consumption trading hours can continue

    as normal.

    However, applications for the exten-

    sion of off-consumption trading hours

can only be made once the new bylaw is

    gazetted.
