    Werribee Park was a popular destination at the weekend as a big crowd moved in for the annual Childrens Week Picnic.

    Popular attractions included a toy swap, rides on a trackless train and a giant inatable jungle maze.

    Children took part in cooking classes and sports activities, and built small cities using recycled materials.

    Popular performers including the Cat in the Hat, Mudcakes and The Kazoos took to the stage to entertain the kids, while roaming performers included Tubby the Robot, Gemma Giraffe and the Litter Sisters.

    Presented by Wyndham council, backed by the state government, the event celebrated the passing of 25 years since Australia signed the United Nations Convention on the Rights of the Child. Adem Saban

    Wyndham council will cover the costs of household snake removals until September, 2017 aer a public backlash to its decision to scrap its in-house service.

    e council voted unanimously on Monday night to pass a motion by Cr Heather Marcus to extend a council-funded professional snake catchers employment for the next two years.

    e ongoing future of the service will be reviewed aer September 2017.

    A council report found that requests to remove snakes from private properties had risen by 42 per cent from 115 during the 2012-13 snake season (from early spring) to 163 during 2013-14.

    e report attributed the rise to new housing estates encroaching on snake habitats and the creation of lakes near residential developments.

    Cr Marcus said the safety of residents, children and pets was paramount.

    is is a safety issue we need to address; this is a service that we need to keep, Cr Marcus said this week.

    Earlier this year, the council voted to scrap its existing in-house snake removal service from September and hire a professional catcher for one year before reverting to a user pays system from September 2016.

    Following that, residents were expected to fork out an average call-out fee of $150 to locate and remove a snake from their property.

    At the time, furious residents called on the council to reverse its decision and lodged a petition of more than 900 signatures with the council last month. at petition has since grown to more than 1460 signatures.

    Money should not come into this decision.Fellow councillor Bob Fairclough said

    a council report showed a high level of dissatisfaction with the councils previous in-house snake removal service.

    As many as 80 per cent of residents were unimpressed with the in-house service because council ocers did not provide a search and removal service if the snake could not be located, he pointed out.

    I think its a big improvement by getting the snake catcher to attend more of these instances, Cr Fairclough said.

    Frustrated Wyndham residents are going online to shame drivers who park illegally in carpark spaces meant for disabled people. ey are posting pictures on the Facebook page Wyndham Disability Parking Wall of Shame, showing cars without permits parked in spaces dedicated to disabled drivers. e cars number plates are clearly visible. One Wyndham resident, who asked not to be named, said she recently saw a furniture

    truck oending, but aer reporting the incident to Wyndham council she was told nothing could be done because it was in a private carpark.

    I was told that because it wasnt a council-owned carpark, not much could be done, she said.

    Its irritating that these people can just park there when they clearly have no disability or permit.

    People like me, who actually need these car spaces, have to walk further because of

    On private land, landowners can seek the assistance of Victoria Police to ensure people are parking according to restrictions.

    Senior Constable Josh Stolk, of the Wyndham highway patrol, said monitoring parking permits was not a large part of the job, but Victoria Police did issue nes of $152 if a vehicle was found to be parked without a permit.

    Pictures shame carpark cheats

    A fatal collision blocked trac for several hours in Point Cook last week.

    A tip truck and car collided at the Hacketts Road and Sneyedes Road intersection just before 1.30pm last ursday.

    A passenger in the car died at the scene.

    e cars driver and another passenger were both transported to the Royal Melbourne Hospital.

    e driver suered serious injuries and was yesterday still in hospital.

    e passenger sustained life- threatening injuries. Police said they remained in a serious but stable condition.

    e driver of the truck was assessed by paramedics at the scene, but did not require hospitalisation.

    Wyndham highway patrols Sergeant Aaron Prentice-Evans said investigations were continuing.

    He said the cause of the accident was not expected to be known for some time.

    A spokesman for Point Cook CFA said 16 CFA members attended the crash. Tankers and pumpers from Point Cook, Werribee and Hoppers Crossing responded.

    It may seem clichd, but this was one of those instances where all emergency services police, ambulance and CFA worked really well together, the spokesman said.

    Passenger killed in car, truck collision

    A Point Cook business is in the running to be named best family entertainment centre in the world.

    Wyncity Bowl and Entertainment complex is one of three businesses globally excluding the US vying for the best family entertainment centre worldwide award, the winner to be announced at an International Association of Amusement Parks and Attractions trade show in Orlando, Florida, next month.

    Wyncity is up against Turkeys Kidzania and New Zealands Rainbows End attractions.

    a bigger, purpose-built Point Cook location, which also oers laser tag, mini-golf and arcade games.

    Ms De Pellegrin said the family was looking at taking over an existing bowling centre in the Latrobe Valley and turning it into another family entertainment centre.

    Wed like to open a number of them across Victoria over the next ve years some larger, some smaller, depending on the town and what we can t in, she said.

    Manor Lakes is one step closer to ocially becoming a suburb aer Wyndham council approved proposed boundaries.

    On Monday night, councillors endorsed the proposed new boundaries, including the extension of Manor Lakes estate boundary to the Quandong border.

    Under the plans, the new suburbs boundary would run from the junction of the north-east corner of Quandong and along Ballan Road in a south-easterly direction. e boundary would then run south, bisecting Hindmarsh Drive,

    and continue westerly along Greens Road then Argoona Road to the south-east corner of the Quandong boundary.

    e proposed boundaries will be open for public consultation for 30 days and will need to be approved by council before going to the Oce of Geographic Names for gazetting and registration.

    Cr Heather Marcus congratulated Manor Lakes residents on their tireless campaign to turn the estate into a suburb, but fellow councillor Glenn Goodfellow cautioned residents in other estates against trying to do the same.

    Manor Lakes close to promotion I want to put a word of caution out there for future ones - Glenn GoodfellowI just hope that by supporting this we dont set a precedent for further areas to become their own locality, Cr Goodfellow said.

    I understand why with Manor Lakes, and I support that, but there needs to be a little common sense I want to put a word of caution out there for future ones that are coming before the council.

    Cr Goodfellows comments come a fortnight aer Sanctuary Lakes residents reignited their campaign to turn their estate into a suburb.

    Residents began circulating a petition earlier this month calling on Wyndham council and the state government to recognise Sanctuary Lakes as a suburb in its own right rather than as an estate within Point Cook.

    Sanctuary Lakes Resort chairman John Anderson said he was keen to obtain more than 1000 signatures before taking the petition to both the council and state government.

    A food van with a long history in the northern suburbs now calls Werribee home.

    Tonys Highway Takeaway set up shop along Railway Avenue more than two months ago, selling coee, burgers, hot dogs, jam donuts and other hot food.

    Tony Laro, the man behind the business, has spent most of his working life on food vans, starting his rst stationary version at the tender age of 11.

    Tonys Highway Takeaway spent 15 years stationed at a roadside truck stop on the Hume Highway near Wallan but was pushed o the site four years ago aer McDonalds and a BP service station set up at the rest stop.

    Despite mounting an $85,000 legal battle to stay put, and challenging Mitchell council with a 10,000-signature petition, Mr Laro was forced to pack up and move on. e Craigieburn resident chose to relocate the business to

    Werribee, to work alongside his brother, who then lived at Hoppers Crossing.

    But their best laid plans couldnt anticipate his brothers illness and subsequent death 10 months ago, which le Mr Laro to run the business on his own.

    I thought this would be a good place for people to pull up and get food without interfering with other cars.

    Mr Laro said he was amused by the rising popularity of food vans.

    I believe a lot of people think theyre going to make it overnight then try to cut quality, he said.

    I enjoy it it keeps my mind active.

    Werribee Mercy Hospital turned 21 last week, celebrating with its annual community fair on Sunday.

    Mercy Healths health services chief executive, Linda Mellors, said the fair was also held to thank hospital sta and the Wyndham community for their unwavering support.

    e fair included entertainment, rides, a jumping castle, show bags and a variety of stalls selling arts and cras, childrens toys, jewellery, homewares, and sweet treats, she said.

    Community radio station WynFM broadcast live from the fair and created a great atmosphere for everyone there and people listening at home.

    Dr Mellors said the event was well attended by families and sta members.

    She noted that the animal farm and face painting stand were among the most popular attractions.

    And she thanked the events sponsors: Catholic Super, the Werribee Hospital Foundation, BankVic and Quest Werribee Apartment Hotel.

    Money raised at the fair will go towards funding the hospitals new critical care unit.

    Hoppers Crossing is enjoying a renaissance as house buyers ock to the established suburb in droves.

    e suburbs median price jumped 6.4 per cent in the September quarter to a record $370,000.

    Barry Plant Werribee director Donald McKillop said it was currently taking only about two weeks to sell Hoppers Crossing properties, with the Mossel estate particularly popular.

    It has come back from the dead, he said. I dont know if the Pacic Werribee

    Werribee properties rose 3.2 per cent and Point Cook and Wyndham Vale fell slightly.

    e data for Williams Landing is considered unreliable as there were fewer than 30 sales for the September quarter.

    My generation has a tendency to long for things from the past and cop a fair bit of criticism for it, most of which I think is misguided. Who wouldnt like to be able to play kick-to-kick or a cricket match in the street like we used to?

    Long before gazetted 40km/h zones, drivers (aka dads of the kids playing) knew where the games were on and slowed down so you could get the rubbish bin or vegie box out of harms way, mainly because theyd have to replace them. ose wooden vegie boxes and tin rubbish bins could do some serious damage to cars!

    is week I noted the return of the Polly Wae chocolate bar under a new name and wondered what else wed like to come back. I posted this on Facebook and the reaction was unbelievable. Do you remember Choo Choo bars? I loved them and Im sure all todays dentists would love to see them back, along with Redskins and White Knights.     Opening up her home to people in need is nothing strange to Janine Hay.

    e Hoppers Crossing resident took in other peoples children, and sat them down at the kitchen table with her own two, for years.

    en, one day, her son brought home a friend who didnt have anywhere to go. is boy lived with the Hay family for 11 months.

    So it seemed only natural that Ms Hay become a foster carer when the chance arose two years ago.

    So far, Ms Hay has had about 18 kids come through her doors some that have stayed for as little as an hour, and others who have stayed as long as 20 months.

    Recently, I got a text from one of the kids we had for one weekend a month, saying thank-you for everything we had done, and that he had grown into the person he was today because of us, she said.

    Open door lights the way

    A residents group claims a developer who temporarily dammed Skeleton Creek to create a sewerage connection has le the area a muddy mess.

    Friends of Skeleton Creek spokesman John Dawes said group members recently inspected the site, two months aer a temporary soil and rock causeway was removed, and found damage done by earth-moving equipment was still there.

    inundated by rising upstream water caused by the damming and heavy rainfall.

    Mr Dawes again expressed disappointment his group and local residents were not notied or consulted before the damming was done.

    e creek was dammed by Hallmarc, the developers of Waterhaven Estate in Point Cook, to create a sewerage connection from the estate to the northern side of the creek.

    e sediment trap was still in place [when the site was inspected], Mr Dawes said.

    Yet the water downstream was a distinctive browner colour, with an assortment of soil sediment and plant-based otsam moving around and up against the creek banks.

    Some native vegetation had to be moved to higher ground to protect it from being

    Work on an $87 million alternative route for Wyndham Vale residents travelling to and from the Princes Highway is tipped to begin in the next nancial year.

    Wyndham council chief executive Kelly Grigsby says the rst stage of the Ison and Armstrong roads connection is expected to start in 2016-17 and be completed by 2020.

    e connection will extend Armstrong Road from Greens Road to Black Forest Road and link it with Ison Road.

    e plans for the construction of Ison Road from the Western interchange, north to the intersection with Armstrong Road, include an overpass of the Melbourne-Geelong railway, Ms Grigsby said.

    Plans for the road connection were rst released in June 2013, in a strategy for managing growth in Wyndham.

    Ms Grigsby said the council was working with Lend Lease, the Metropolitan Planning Authority and state government to secure funding for the project.

    Wyndham city is . . . ensuring infrastructure backlogs associated with residential growth are met, she said.

    e state government has already committed $27 million for the railway overpass.

    Patients can expect shorter waiting times at Werribee Mercy Hospital aer the appointment of ve new surgical specialists to its ranks.

    Two urologists, a general surgeon, an orthopaedic surgeon and a colorectal surgeon recently joined the team to help treat Wyndhams growing population.

    e latest addition means Werribee Mercy has 32 surgical specialists on its books.

    Mercy Health chief executive of health services Linda Mellors said the number and range of surgical services would continue

    Mercy just gets biggerto grow beyond the hospitals current $85 million expansion.

    Six additional operating theatres will be built as part of the expansion of Werribee Mercy Hospital, funded by the Victorian government, allowing us to treat more patients and reduce waiting times, Dr Mellors said.

    Funding for the expansion, outlined in the state governments 2015-16 budget, will allow the hospital to go ahead with its plan to build the six operating theatres and add 64 general beds, including eight for critical-care.

    e expansion will be housed in four storeys, to be built above the Catherine

    McAuley Centre, facing the Princes Highway.

    Urologist Jamie Kearsley, who studied at the University of Melbourne and has worked at hospitals across Melbourne since 2004, is one of two new specialists in the urology unit, eectively doubling the department.

    e added numbers mean the urology team can provide a 24-hour service to patients presenting at the emergency department.

    I look forward to serving the Wyndham community and, in time, providing a full service with all modern urological techniques and conditions treated at Werribee Mercy Hospital, Mr Kearsley said.

    e three African lion cubs were born in the early hours of Tuesday morning, the rst litter for mother Nilo and father Johari. ey are also the rst lions born at Werribee Zoo.

    Nilo and her cubs are currently o display in a special birthing den, with vets and keepers monitoring them closely via a video camera link.

    General manager of Life Sciences Russel Traher said it was important that Nilo had the privacy to bond with her cubs and use her natural mothering instincts.

    Video monitoring is really important in allowing us to take a hands-o approach while keeping a close eye on the health of mother and cubs, Mr Traher said.

    As the population of Melbournes western suburbs continues to soar, Williams Landing is to get its rst high-rise apartment block.

    Work has started on Newton apartments, a four-storey development with 57 one and two-bedroom units, on the site of the former Laverton RAAF base.

    Patrick Archer, a director of project developer Cedar Woods, said there was a

    demand for multi-residential buildings in the western suburbs. ere have already been plenty of registrations of interest and were condent there will be a lot more, he said.

    Mr Archer said the Newton apartments would be an alternative for singles or couples looking to purchase in the western suburbs.

    And he said there had already been some international interest in the apartments. While their price has not yet been set, Mr

    e Williams Landing apartment development wont be alone in Wyndham. A 27-home development is currently under construction in Point Cook, as is a ve-storey building with 26 apartments in Werribees Watton Street.

    Wyndham chief executive Kelly Grigsby said the council had recently prepared a

    Housing and Neighbourhood Character Strategy providing a 20-year plan for managing growth in the municipality.

    e strategy identies those areas that are most appropriate for higher-density development, such as apartments, with good access to services and public transport, she said.

    e strategy also encourages a diversity of housing types to cater for the dierent housing needs of our community.

    A 24-hour cycling event has raised nearly $12,000 for Cancer Council Victoria. Eight teams jumped on spin bikes at In Balance Fitness in Werribee at 5pm on October 16, and spent the next 24 hours riding for charity, raising $11,843. The winning team, K04, raised $5088 alone.     A bill to cap council rate increases at the consumer price index is before State Parliament, and Wyndham council is not impressed.

    e state government is proposing to amend the Local Government Act to empower the local government minister to impose a cap on rate rises.

    Any council seeking to increase rates beyond the cap would have to apply to the Essential

    Services Commission for special consideration. Werribee MP Tim Pallas said the bill would also give the commission oversight of council spending to ensure ongoing compliance and enable it to monitor overall outcomes for communities.

    Earlier this year, the government asked the commission to develop a framework to cap council rate rises. e commission consulted with councils and communities across the state in order to develop the framework.

    expect greater accountability, a greater say and greater value for money, Mr Pallas said. And thats what the Fair Go Rates system will deliver.

    But Wyndham council chief executive Kelly Grigsby has made clear the councils opposition to the rate cap. It is disappointing this process has not taken account of the continued cost shiing and erosion of grants from state and federal governments, she said, adding

    the council supported better community engagement in the budget-setting process. But, she said, capping rates does not reect the impacts of rapid residential growth on municipalities such as Wyndham.

    Ms Grigsby said the council would continue to scrutinise its operations for eciencies and increase its community engagement via initiatives such as community panels.

    Mr Pallas said the rate capping would start in the 2016-17 nancial year.

    Pacic Werribee, once known as Werribee Plaza, has turned 30.

    e centre has undergone a ra of changes since opening in 1985, and the nal stage of a mammoth $370 million redevelopment is well under way.

    Hoppers Crossing resident Les Porter has frequented the centre for three decades in his work with the Salvation Army.

    Mr Porter says he remembers when the centre was much smaller.

    It was just virtually the front section and the other end, where Big W is, wasnt there, he says. Where the back part is now, they used to have the circus out there on vacant land. e variety of stores there now means theres no need to travel anywhere else.

    Frustrated by increasing reports of family violence in Victorias Indian community, Tarneits Jasvinder Sidhu decided enough was enough.

    In 2012 he formed Jagriti, a network of agencies, services and individuals providing what he says are culturally appropriate responses to family violence in the Australian-Indian community.

    e network helps women and children needing nancial help through funds raised at the Tarneit Sikh Temple.

    Mr Sidhu believes existing solutions oered for Indian victims of family violence have repeatedly failed, and will continue to fail.

    He said Jagriti aimed to provide immediate support and counselling for Indian women, to create awareness among migrant victims about their rights in Australia It also planned to develop social awareness through events, media and research.

    Mr Sidhu said Jagriti was now oering advocacy support to clients in their dealings with community agencies and services, and acting as a liaison and referral source for clients to appropriate helping agencies.

    To date, Jagriti had helped more than 100 females and 20 males by raising funds for them and providing basic guidance, Mr Sidhu said. Unless solutions of social problems are culturally appropriate, they will not work.

    Indian women gain support

    A Victoria University program is giving year 12 students across the west their rst taste of university life.

    Students from 10 high schools have taken part this year in the Early Uni Pathways program, which allows VCE students the chance to complete two rst-year university units for VCE credit and guaranteed entry to Victoria University aer they graduate from high school.

    Unlike universities that target only academic high achievers for their early-entry programs, VU is also keen to take on students who may not have originally considered going to university.

    Program manager Jacinta Richards said VU was keen to make the transition from high school to university more achievable.

    If they get to know what a uni is like, theyre in a better position to make those choices.

    Manor Lakes Secondary College students Caleb Haines and Kayla Davis the only high school students in the state studying university-level paramedical science believe the program is a great way to fast-track their careers.

    Caleb, who has attended the St Albans campus this year while completing year 12, said he found the experience interesting.

    e course is pretty complex, but the tutorials and lectures are good and they help to break down all the content, he said.

    A Wyndham mosque will open its doors this weekend to help the wider community better understand Islam and its traditions.

    Virgin Mary Mosque in Hoppers Crossing will join in National Mosque Open Day, which promotes the objective of living safely together.

    Mosque vice-president Rifai Abdul Raheem outlined the goals of the open day. e rst is to educate the wider community on who is Muslim, and what Islam is.

    Secondly, we aim to bring the communitys focus to Islam, even for just a day. We also want to break down stereotypes, connect the Muslim and non-Muslim communities and work together through the event.

    Imam Mohamadu Saleem said the open day would provide a friendly platform for visitors

    to talk to members of the mosque directly and see that stereotypes associated with Islam were untrue. ere are no hidden chambers here in our mosque. We dont teach bad things; come and see it for yourself, he said. Well have books displayed here; well also have the imams on site, open for a chat. Come and learn about Islam from its origin not the sensationalised version of our religion thats in the mainstream media. We are not a violent or radical people.

    A Hoppers Crossing tyre retailer will be forced to pay more than $4000 in nes and clean-up costs aer dumping tyres near Campbells Cove beach.

    Panas Performance Wheels and Tyres has been issued with a $2500 ne from Wyndham council and ordered to pay $1889 to cover the cost of cleaning up as well as additional court costs for the dumping hearing.

    Wyndham mayor Peter Maynard said it was the councils h successful prosecution for illegal dumping this year.

    Illegally dumping rubbish costs the ratepayers over $1 million each year, not to mention the negative impacts on the environment and local amenity, he said.

    Cr Maynard said many of the items illegally dumped could be taken to a tip for free.

    He encouraged residents to continue to collect key evidence when reporting illegal dumping, including location, date, time, items dumped, vehicle used and number plate details.

    John Said, of Fresh Select, said the irrigation infrastructure was antiquated and ineective, and failing to upgrade from concrete channels to pipes meant farmers would soon have to stop planting.

    e irrigation system infrastructure needs to be upgraded to some sort of piped system so we dont lose water, Mr Said said.

    If nothing is done and the status quo remains, large farmers will be forced to scale down, family operations will scale down.

    Lalor MP Joanne Ryan echoed Mr Saids sentiments, calling on the federal government to contribute nancially to an irrigation upgrade. Werribee South is an agricultural area of national signicance, producing 75 per cent of Australias lettuce, broccoli and cauliower, she said.

    Ms Ryan said it would cost about $34 million to introduce a piping system.

    A spokesman for federal Agriculture Minister Barnaby Joyce did not answer Star Weeklysspecic questions regarding an upgrade, instead saying the government was investing $2.5 million a day in water infrastructure programs.

    We never will know the outcome of our parenting until it is done, and that applies to all of us who have children.

    What the child needs most is to be wanted by somebody.

    Whats your connection to the Wyndham area?

    I came here in 1977, we lived in the Dandenongs, in a town called Upwey, prior to that. I brought my wife and four kids down here to take up a job with the then Shire of Werribee as a parks superintendent. e job was full of challenges on a daily basis, and I tend to thrive on a challenge. When I rst came here, my job description was to manage parks and reserves for a population of 18,900 people. Now, there are more than the number of people in Wyndham Vale itself. I retired a while ago.

    What do you like about living in Werribee?

    When we le Upwey, we were given a big send-o by the re brigade and the remark was made to us that wed be back - but weve had no ambition to go back. Being part of this community, and seeing it evolve around us, is a good feeling.

    Youre a founding member of Wyndham State Emergency Service (SES) - why did you put your hand up for the job?

    e state government at the time was on a push to increase the SES units across the state, and the then Shire of Werribee was looked at as being an area that needed an SES unit. Both Gerald Greenwood, who was the original unit controller, and myself, worked for the council and were basically directed to start it up by our great friend, the late John Nicol. I have been unit controller for more than 20

    Sri Lankan tiramisu? What might that look and taste like?

    Basically, its a regular tiramisu conguration, just made with sweet Sri Lankan coee, spiced with cumin and cardamom, the usual sponge ngers joined by gingernut biscuits, then topped with cashews and chewy praline.

    e textures are pretty much pure tiramisu, but the avours are musty, mysterious and magical not overly sweet and actually nicely on the bitter side.

    Its the creation of co-proprietors and co-cooks Isuru Madusanka and Chiran Hemadas at their new baby, Fusion Ceylon.

    CTS has been to 27 Watton Street before, when it combined SL food with burgers, sh n chips and the like. Aer that, before Isuru and Chiran arrived, it reverted to strictly fast-food under dierent management.

    e place still bears hallmarks of its fast-food heritage, but now theres some nice wooden furniture that gives the place a sweet cafe vibe.

    ese two blokes have background many years between them working in top-shelf hotels and they cleverly match the cooking of their SL culture with approaches a little more edgy.

    eir menu is short, but full of intrigue and of low prices.

    We choose some humble dishes for our rst visit, and are very satised.

    Nasi goreng a la Ceylon ($13) seems not much dierent from regular versions, though Chiran tells me the spicing is not the same, and they use basmati rice instead of jasmine.

    Its all good the rice is packed with nely diced vegetables and chicken chunks, and the gooey fried egg sitting atop is just right, as is the nicely-charred chicken drumstick.

    Prawn crackers are, as always, unnecessary.e same vegie mix is found on the noodles

    kothu ($10), which is on the specials list. As with the more traditional roti kothu, in which roti is nely chopped with the other ingredients, here the noodles get the chop treatment.

    And, instead of chicken or pork, mine is served with lingu house-made SL sausages that draw on a Dutch heritage.

    Chiran and Isuru make them with chicken or pork, vinegar, cumin, cardamom, nutmeg, pandan leaf and curry leaf.

    eres one snag on top of my kothu and pieces mingled in, a distinctive and quite tangy sausage, not in the least confronting.

    e kothu noodles are served with what Im told is a mixed meat gravy, for adding as I eat.

    Its very nice and tasty.
