    e school has crumbling buildings that date back to the 1930s and 1950s, which have been deemed re hazards.

    e government will also spend $12 million building tech schools across the

    state, including one in Wyndham. Tarneit P-9 College will receive $10 million in school infrastructure funding to complete its second stage, however neighbouring Tarneit Senior College missed out.

    Wyndham will also benet from a $50 million interface councils infrastructure fund. is fund helps Melbournes 10 interface councils with projects that improve the lives of families living in the outer suburbs.

    Werribee Mercy Hospital is set to receive a long-awaited expansion, following an $85 million funding injection from the state government.

    e money, announced in yesterdays state budget, will allow the hospital to go ahead with its plan to build six operating theatres and add 64 general beds, including eight for critical care patients.

    e expansion will be housed in four storeys to be built above the Catherine McAuley Centre facing the Princes Highway.

    e hospital will receive $2 million in 2015-16 with the rest of the funding to be delivered by 2018-19.

    Mercy Health group chief executive adjunct professor Stephen Cornelissen said this was a much-needed investment in healthcare in Wyndham, with demand for health services in the city set to soar.

    As reported by Star Weekly, the hospital is forced to transfer up to 90 patients every month from its emergency department to other hospitals with intensive, coronary and high-dependency services.

    Adjunct professor Cornelissen said planning would start soon to ensure the expansion is delivered as quickly as possible.

    is is great news for the people of Wyndham and surrounding communities, he said.

    It is no surprise that more people are moving to the region but, as the population rises, so does the need for increased health infrastructure.

    e Werribee Hospital Foundation will contribute $2 million to the expansion.

    Health Minister Jill Hennessy hailed the funding as one of the key planks of the Labor governments health capital program.

    This is a budget for Victorian families that invests in hospitals, in health and in services, she said.

    We are building and expanding hospitals to ensure that Victorians can get the care they need closer to home.

    Werribee Mercy Hospital has also been granted $15 million to continue expanding its mental health services.

    e state budget also includes $7 million for Werribee Secondary College to nish its rebuild, one of the governments pre-election pledges.

    Manor Lakes residents have nally got their wish.

    Despite bungling its announcement last ursday, the state government has conrmed Manor Lakes will become a suburb, a registered locality in the city of Wyndham.

    Spokesman Kosta Pandos said the announcement meant Manor Lakes would no longer be part of Wyndham Vale.

    But less than 24 hours later, Planning Minister Richard Wynnes spokeswoman, Rebecca istleton, dashed residents hopes, telling Star Weekly that the areas recognition as a locality did not make it a suburb.

    She said that Manor Lakes would remain part of Wyndham Vale.

    Residents who had pushed the corks back in their champagne popped them again when Environment, Land, Water and Planning Department spokesman Ewan Cook reconrmed that Manor Lakes would be a suburb aer all.

    Manor Lakes will be a bounded locality, which is the same as a suburb, and residents will no longer be part of Wyndham Vale but will remain part of the city of Wyndham, Mr Cook said.

    e mishandled announcement caused great confusion, with residents unsure which suburb to call home.

    Manor Lakes Residents Association secretary Delphi Anderson said she was frustrated by the mixed messages. But shes glad that residents have nally had their wish granted.

    is is absolutely brilliant for our community. Many, many people have been working very hard to secure this, she said. is is something we have always believed in.

    e announcement comes aer three years of campaigning by the Manor Lakes Residents Association. Last year, the group presented petitions signed by more than 1000 people to the council and State Parliament, urging Manor Lakes to be recognised.

    e council referred the request to the Oce of Geographic Names, but it was denied last October with the oce ruling that the request was not in keeping with naming guidelines.

    Manor Lakes resident Lesley Watson said last weeks decision would give residents a sense of belonging. e area is home to about 5500 people.

    We dont have a connection with Werribee or Wyndham Vale. We believe we live in Manor Lakes. It is our home, Ms Watson said.

    Werribee MP Tim Pallas said the communitys wishes had been fullled.

    Manor Lakes boundaries will now be determined in consultation with the community and the council.

    Council chief executive Kerry ompson said there could be practical issues around the boundaries, which needed to be worked through.

    e rst thought Chee Wei Tay had when he discovered he had won not one but ve awards at a recent international lm festival in Houston was to wonder how much excess baggage he would have to pay to bring the awards home.

    e Point Cook composer won accolades at the 48th WorldFest Houston International Film Festival earlier this month for his work on music for television and documentaries that are shown across Asia.

    Among his gongs was the Platinum Remi Award for outstanding music in Channel News Asias four-part documentary series Footprints.

    e awards were the rst time Mr Tay has received international recognition for his compositions.

    And he hopes the awards will lead to bigger and better things.

    None of the projects I have done have been local. ey are all for the Asia-Pacic or US region, he said. Hopefully, something will come out of this and I can meet some Australian producers.

    Mr Tay began composing music 17 years ago while living in Singapore.

    Initially, his work involved writing music for childrens projects.

    Composing music has always been one of his passions, he said.

    e process of composing music to pictures is something Ive always wanted to do, Mr Tay said.

    I just never thought it would lead to winning awards like this.

    A learning and employment network that is trying to relieve youth unemployment in Wyndham and Hobsons Bay is among the winners from this years state budget.

    e state government says it will honour its pre-election commitment to fund Victorias 21 Local Learning and Employment Networks (LLEN) with $32 million, safeguarding a program that helps young people at risk of dropping out of school.

    e LLENs were previously funded by the federal government, but the money was cut from last years federal budget, putting at risk the services statewide.

    e WynBay LLEN had its budget slashed by $2.3 million.

    e group has helped about 16,000 young people in Wyndham and Hobsons Bay to access learning and employment programs, such as the Australian apprenticeships access program and the Alternative Pathways program, which provides alternative education pathways for young people.

    Youth unemployment in the western suburbs has risen to 13 per cent, but local youth workers say as many as 25 per cent of people under 25 dont have jobs.

    Network executive director Dallian DCruz said one in ve young people in the region le school early, with Wyndham and Hobsons Bay schools reporting up to 17 per cent of students at risk of leaving education. He welcomed the state governments funding pledge.

    Budget saves youth program

    Children will be guaranteed 15 hours of kindergarten a week aer the federal government decided against cutting kindergarten funding in next weeks budget.

    ere had been widespread concern that councils would stop receiving government funding for kindergarten services from July1, leaving multimillion-dollar gaps in local budgets.

    But on Sunday, the government announced funding would continue for another two years.

    e funding is part of the universal access program, which gives four-year-old children

    15 hours of kindergarten each week. Wyndham council receives $3 million as part of the agreement, which was signed by the federal and state governments in 2009.

    Since the program was introduced by the former Labor government, the proportion of Australias children receiving 15 hours or more of kindergarten or pre-school each week has risen from 23 to 82 per cent.

    A Productivity Commission review earlier this year recommended the federal government continue funding preschools and kindergartens.

    Prime Minister Tony Abbott said the funding would continue because it was important that

    children have access to pre-school. e funding reprieve comes days aer the council launched its Kinder Matters at Wyndham campaign, fearing that without federal money it would be forced to increase fees or reduce the hours children attend kinder.

    Mayor Peter Maynard said Wyndham had supported the universal access program and wanted it to continue. He said stopping the funding would have been unfair. We consider both of these options to be unacceptable as they could put many parents in an unenviable position of having to pay signicantly higher fees, reducing their working hours or nding extra childcare in an already stretched system.

    Travel times between the West Gate Freeway interchange and the city could be halved during the morning peak if a proposal for a second major Yarra River crossing gets the green light.

    e state government is considering a Transurban $5-5.5billion Western Distributor plan that would connect the freeway to Melbournes port, the CBD and CityLink.

    e proposal includes twin three-lane tunnels from the West Gate Freeway-Williamstown Road junction through to the Whitehall Street-Somerville Road intersection in Footscray and an elevated road crossing the Maribyrnong River near Footscray Road, connecting with CityLink. Two extra lanes would be built in each direction on the West Gate Freeway.

    ose behind the proposal predict it will ease gridlock and take more trucks o streets in the inner west and is a signicant upgrade on the governments $500million West Gate Distributor plan, which included new on and o ramps, creating a direct route for trucks heading to and from the port.

    Transurban chief executive Scott Charlton said the concept was submitted to the state government earlier this year under Victorias new Market-led Proposals Interim Guideline.

    Our proposal minimises impacts on local communities, removes the need to acquire any homes and supports motorists and trucks looking for alternative connections to the city, he said.

    Tolls would be introduced for motorists using

    the new tunnel and on heavy vehicles using the tunnel and upgraded West Gate Freeway.

    Tolls for cars would be about $3, while trucks would pay about $13. Early works could begin this year and the project could be completed by late 2020.

    Wyndham mayor Peter Maynard has thrown his support behind the Western Distributor.

    e gridlock generated by the overly congested West Gate Freeway has a ow-on eect to the local road network, he said. e prospect of an alternative to the West Gate Bridge and additional capacity added to the freeway would be life-changing for the people who spend up to three hours a day travelling to and from work.

    Premier Daniel Andrews said the Western Distributor was being assessed by the Department of Treasury and Finance and reviewed by external consultants.

    Opposition treasury spokesman Michael OBrien questioned why motorists would pay a toll to take the Western Distributor when they could take the West Gate Bridge for free.

    e one project Daniel Andrews did take to the election was the West Gate Distributor. Now he has scrapped it for an alternative at 10 times the cost, he said.

The aim of the $1000 grants is to help develop group activities. Developer Lotus Living says the program will shine a light on important local groups that may need a hand to continue. Managing director Peter Bozzo said the grants were open to sports clubs, not-for-prot organisations and even small mothers groups.     Blue-green algae alertWyndham residents are being urged to avoid contact with the Werribee River near the Maltby Bypass after blue-green algae was detected in the area. Anyone who diverts water from the river downstream of the bypass should stop doing so while the bloom is active. Melbourne Water western region waterways manager Cameron Howie said there were many forms of blue-green algae and the species present in the river could be harmful to animals or humans.

    Iwrote last week of the important role teachers play in shaping our lives, but no-one has more inuence for most of us than our parents.

    is Sunday, we honour mums on Mothers Day. While it has become very over-commercialised, with owers, chocolates and presents, the theme is one I really embrace. I lost my mother, Millie, 30 years ago and I still miss her. I nd it sad my sons, Beau and Hayden, never got to meet her. My mum didnt work until I went to high school so she was there everyday when I got home with a snack and a truckload of questions about my day.

    Mothers, and fathers for that matter, hold a unique position in society. You only get one (of each), there are no replacements, no trading in for a new model. ey are not perfect, they can be embarrassing and unpredictable.

    How many women reading this now can honestly say they have not experienced that moment when they say something to their children and, as the words cascade out of their mouths, they are horried to realise

    they are becoming something they promised themselves would never happen? ey sound just like their own mother.

    From my friends on social media, I have gathered a collection of expressions lets call them a Murder of Motherisms starting with my mothers old chestnut, which had to be a result of her Catholic upbringing:

    Let he who has not sinned cast the rst stone. If you cant say anything nice dont say anything at all. Wait til your father gets home. Go ask you father. Turn o those lights, this joint is lit up like the MCG.

    Mothers also have that wonderful subtle use of your entire name to emphasise that you are in big trouble.

    Whenever I heard Kevin Phillip Hillier, get in here, I knew it was not going to be ice cream and jelly.

    is Sunday I hope my children will celebrate how lucky they are to have their mother with them. Your comments are welcome but, if I dont like them, I may have to wash your mouth out with soap.

    Police are on the hunt for two men who robbed a man at knifepoint in Werribee last month.

    e victim was walking to his car in the railway station carpark about 7pm on April 7 when he was approached by the two men.

    One of them threatened the man with a kitchen knife, while the other assaulted him, pushing him into his car door.

    e victim handed over his white gold wedding ring, a platinum necklace, a Tissot watch and iPhone 6.

    One of the attackers grabbed a wallet out of the victims back pocket and stole $30. e men then ed the scene.

    e rst robber is described as Caucasian, about 180 centimetres tall, with an average build and curly hair.

    He wore a blue baseball cap with the emblem NY on it, a black hooded jumper and black pants.

    e second robber is also Caucasian, about 190 centimetres tall, with a heavy build and shaved head.

    He was wearing a long-sleeved black T-shirt and light blue jeans.

    Detectives of the Transit Crime Investigation Units robbery taskforce are continuing to investigate the incident.

    Anyone with information about the robbery or the identity of the men involved is urged to phone Crime Stoppers on 1800 333 000.

    Police last week re-enacted the incident in which three young children died when a car being driven by their mother plunged into a Wyndham Vale lake on April 8.

    One-year-old Bol, four-year-old Anger and her twin brother Madit died when a Toyota Kluger driven by their mother, Akon Guode, entered Lake Gladman. Five-year-old Awel and Ms Guode were the only survivors.

    Major collision unit investigators re-enacted part of the incident using a Toyota Kluger to conduct speed and skid tests around the lake.

    e vehicle was driven laps around a small section of Manor Lakes Boulevard before being driven onto the grass near the lake and accelerating before the brakes were hit.

    e homicide squads Detective Inspector Mick Hughes said they were not looking for skidmarks in the normal sense, which he said usually indicated sudden braking, but would instead be looking for tyre marks.

    Were looking at the track the vehicle took, the speed it was travelling at, and where it entered the lake. at forms obviously a major part of our investigation, he said.

    e major collision unit [did] several runs. ey basically [took] the track of the vehicle on the day and will look at every aspect of that track.

    Detective Inspector Hughes would not say what speed police believed Ms Guodes car was travelling when it entered the water.

    Investigators had wanted to speak to a woman seen pushing a pram around the perimeter of the lake at the time of the incident to reconstruct a timeline of what happened. at woman has since come forward and been interviewed by police.

    A Hoppers Crossing father and son are heading to Cambodia later this year to help rebuild a oating school.

    Mathew ODonnell, son Patrick, 13, and 11 others from Apex, will y to Cambodia in September to begin work on a school on Tonle Sap Lake that is in a state of disrepair.

    e group is also hoping to raise enough money to fund 1000 cataract operations at the Battambang Opthalmic Clinic, which relies on private donations.

    e operations cost $40 per person. e clinic is helping us to source local

    material and labour to help repair the school so all the money we spend will be going back into the community, Mr ODonnell said.

    We will be staying at the school site while were repairing it and then it will be in-home stays.

    Mr ODonnell said the trip came about aer an Apex club in Wagga, New South Wales, visited Cambodia in 2013 to build wells and toilet blocks. From there, Apex Australia turned the aid program into a national priority, urging all clubs to do what they could to help.

    e ODonnells have already raised close to $10,000 for the trip, thanks to the support of the community and Patricks school, Hoppers Crossing Secondary College.

    Eagle Stadium opponents have vowed to continue to campaign against the new name for the redeveloped Werribee Sports and Fitness Centre, despite Wyndham councillors rejecting a push for change last week.

    As reported by Star Weekly on April 29, councillors argued for more than an hour before knocking back moves to call the centre Werribee Sports and Recreation Centre, sell its naming rights and release condential documents relating to the Eagle Stadium naming process.

    I still dont think the council fully realises the issues and the confusion this name will cause.

    Opened in 1978, the Werribee Sports and Fitness Centre, more commonly known as e Rec Centre, has been Wyndhams most popular indoor sports centre for almost four decades.

    At the councils April 27 meeting, Cr Glenn Goodfellow said aer speaking with many of the centres user groups and those opposed to

    Facebook page, which has attracted nearly 1400 members, as well as written and online petitions.

    Not Eagle Stadium group founder Ian Dooley said, while the councils decision was disappointing, he was more determined than ever.

    Its clear most of them [the councillors] have a lack of respect for the overwhelming view of the community, he said.

    Between the Facebook group and the petitions, there are at least 3000 people against the Eagle Stadium name, yet the councillors have gone with the results of surveys and focus groups involving 400 or so people.

    the new name, it was time for the council to admit it had got it wrong.

    Many people have put their blood, sweat and tears into that centre, he said.

    Councils chief executive Kerry ompson previously said the Eagle Stadium name was agreed to aer community consultation, including surveys and focus groups, while Cr Bob Fairclough said the redeveloped centre would be iconic enough without requiring a geographic reference in its title.

    When complete, the revamped stadium will include a 1500-seat show court and 12 courts for netball, basketball, table tennis and badminton. It is due to open mid-year.

    Pam Cuell is a survivor in every sense of the word.

    e Werribee great-grandmother has come through four bouts with cancer and two mastectomies, and has had a kidney and part of her bowel removed but she continues to live life to the fullest.

    Im very lucky, she said. In all honesty, Ive never once asked, why me? e fact Ive survived for 17 years just shows cancer isnt necessarily a death sentence.

    It was during 1998 radiotherapy and chemotherapy treatment following her rst mastectomy that she discovered a lump in her arm that was found to be the onset of lymphoedema.

    Aer her second mastectomy, in 2009, she again discovered she had lymphoedema, a side-eect of many cancers that causes swelling due to an accumulation of lymphatic uid in the bodys tissues, most commonly aecting the arms and legs.

    e potentially debilitating illness, which aects thousands of Australians, has no cure.

    Mrs Cuell, along with Margaret Morna, has been co-ordinator of the Western Suburbs Lymphoedema Support Group since 2009.

    She said the group was a place where people could talk about their experiences and share information and advice.

    Having lymphoedema is not the end of the world when you have the right support, she said.

    Its fortunate that Ive found such an amazing group of people to be part of my life.

    Wyndham councillors have committed to encouraging greater understanding, respect, inclusion and opportunities for the citys Aboriginal residents.

    A dra statement was adopted last week setting out the principles by which the council will work with both Aboriginal and non-Aboriginal people towards reconciliation.

    e statement is a precursor to the development of the citys four-year Reconciliation Action Plan. Councillors also voted to set up a Wyndham Reconciliation advisory committee.

    A report to councillors said Wyndham has metropolitan Melbournes third highest Aboriginal and Torres Strait Islander population.

    Iramoo wards Cr Peter Gibbons said the statement was a very important milestone for our council and for our community.

    Recognition is the rst step towards reconciliation, Cr Gibbons said.

    Anzac service disappointmentIn 2012, I moved here from Port Macquarie, NSW. It has been a lifelong tradition each Anzac Day that our family goes to the mid-morning march and every town I have lived in has had one.

    I asked the council about the march in Point Cook and was told there was not one in the main street but we could go out to the RAAF base for the dawn service.

    They said I could go over to the mid-morning one at Werribee. When I got there, I was told it was held a week before. This was the rst time ever I have missed, apart from illness.

    I have grown to like living in Point Cook and believe that for it to be considered a suburb/large town in its own right it

    needs an Anzac mid-morning march in the centre of town, as does almost every other town in Australia be they 2000 people or 100,000 people.

    Inside there were approximately 20 chairs set out for the public. On each of these chairs was a notice warning not to question or interject during the meeting or you would be removed and possibly ned $1000.

    This council must have done some wrong things to warrant this much protection.

    What kind of meeting is it when councillors do not have to answer questions from their residents?

    Although hes le the classroom, Brendan Coyne is still helping students reach their full potential.

    With more than 40 years experience as a school teacher and principal, Mr Coyne now spends a few hours every week tutoring secondary school students as part of the homework club at Wyndham Vale library.

    e club provides free one-on-one learning support and assistance to years 7 to 12 students with their curriculum-based homework and studies.

    e mother of Sarah Caerkey has said a formal inquest into her daughters murder may nally give her the answers she needs.

    Victorias state coroner will investigate the murder of Ms Caerkey in an inquest that includes looking at the roles others played in helping Steven Hunter dispose of the young womans body.

    Judge Ian Gray told the Coroners Court on Tuesday he would hold a formal inquest into Ms Caerkeys November 2012 death, saying the investigation will also examine whether Hunter should have been monitored more closely while on parole.

    Ms Caerkeys mother, Noelle Dickson, said a lot still needed to be followed up aer her daughters death and she hoped the inquest would provide her with the answers she needed.

    She said she wanted all those involved to be held accountable for their actions so that she can move forward.

    For me its important because its unnished business, Ms Dickson said. e important part is that all areas are held accountable for their actions Victoria Police, Corrections Victoria, the parole board and the others involved. ats what I need to be able to move forward.

    Ms Dickson said it was important for the whole community to have the parole system closely scrutinised.

    Anything to improve the justice system, to protect the community, is of utmost importance, she said, adding she believed

    there was a lot of evidence that showed other people were involved.

    Ms Dickson said police hadnt followed up investigations into people who were questioned and she believed those people should be charged .

    Hunter attacked and killed Ms Caerkey, 22, with a hammer and knife in his Bacchus Marsh unit on November 10, 2012. Her body was discovered in a wheelie bin outside a Point Cook home seven days later.

    Hunter was sentenced to life without parole in 2013. He had a long criminal history including a stint in prison for the 1986 murder of colleague Jacqueline Matthews and had completed a period of parole 11 days before he attacked Ms Caerkey.

    Previous court hearings have heard it was unclear whether Ms Caerkey knew Hunter had been jailed for murder.

    Judge Gray said the inquest would focus on both the police investigation into the disposal of the body and Hunters period of parole following completion of his jail term for assaulting a man and holding him hostage.

    A Tarneit school is urging the state and federal governments to keep funding a world-leading preventive health program that is helping tackle Wyndhams obesity problem.

    Baden Powell College was the rst of eight Wyndham schools to receive $5000 from the councils Healthy Together Wyndham program to create an active school travel plan for students, sta and families.

    But funding for the initiative expires in June.e college was chosen because almost 80 per

    cent of its students live within a two-kilometre radius yet only 27 per cent of them walked, cycled or scooted there each day before the travel plan was launched.

    Since the plan was introduced late last year, 50 per cent of students or 550 children and their families have been ditching the family car on Wednesdays to walk or cycle to school.

    Assistant principal Jason Vandy said the plan aimed to educate students about healthy choices, in and out of the classroom.

    Healthy Together Wyndham has walked side by side with Baden Powell College though the planning, implementing and now the reviewing process, he said. Its very dicult for schools to launch these types of programs by themselves, and to have that ongoing support has been vital to our success.

    Active school travel plans have also been launched at Corpus Christi Primary School and Alamanda College, while Healthy Together Wyndham is in talks with Iramoo, Bellbridge and St James the Apostle primary schools, Manor Lakes College and e Grange College.

    Its intended that the travel plans will reduce the number of Wyndham children who get less than the recommended amount of daily exercise.

    Obesity funds in danger

    Latest health statistics show just 43 per cent of children in the city undertake that daily amount of exercise.

    Mayor Peter Maynard said, while the initiative was making inroads, it needed more time and more funding.

    Axing preventive health programs like Healthy Together Victoria makes no sense at

    all, particularly when its estimated that every dollar invested in preventive health saves $5 in healthcare costs, Cr Maynard said.

    It comes down to the simple fact that prevention is better than cure.

    Ending the funding in June would be a retrograde step and a waste of the investment already made.

    Cutting the amount of good drinking water that goes down the drain and increasing the use of alternatives, such as tank and recycled water, are among key targets of Wyndham councils ve-year water plan, released last week.

    e Wyndham Water Action Plan includes 26 directives to help drought-proof the city by 2020. ey include slashing the councils own drinking water usage by ve per cent and ensuring 30 per cent of its water comes from alternative sources.

    Other measures are upgrading automated irrigation and monitoring systems on sports grounds, using water-ecient xtures and ttings, installing rainwater tanks in new and refurbished council buildings and using recycled water and stormwater harvesting across more parks and gardens.

    e plan proposes that the council continue working with City West Water to develop more recycled water supply points for street tree watering and improving rainwater harvesting at its rubbish disposal centre.

    A report to the councils April 27 meeting indicated total water usage of the council had increased to about 500,000 kilolitres in the 2013-14 nancial year almost double the 2011-12 gure.

    It stated planning for potential eects of climate change was a key consideration.

    Wyndhams current annual rainfall average of 470 millimetres could drop to

    283 millimetres by 2100 under likely climate change scenarios, the report stated.

    Decreasing water yields across the state as a result of climate change will require council to reduce its reliance on drinking water supplies for irrigation and municipal operations.

    Wyndhams climate is changing and our region is expected to become drier with rainfall patterns also becoming less predictable.

    e report said the water plan would have a range of environmental benets, including conserving quality drinking supplies, increasing recycled water use, regulating the ow of stormwater runo into waterways and preserving river ows.

    Western Region Environment Centre director Harry van Moorst said the initiatives outlined in the plan were critical to Wyndhams future. We need to make all the water savings we can, he said. All the indicators are that well experience more water problems in the future so we cant aord to rest on our laurels.

    e developer of Truganinas Allura Estate will spend $4.1 million to upgrade and install trac lights at the Leakes and Forsyth roads intersection.

    Wyndham council last week approved a proposal by Stockland to fund the design and construction of the project, with the costs of work coming o the companys $15.4 million liability to build arterial roads and major pathways within the estate.

    ere are plans to build a new section of Forsyth Road through the Allura Estate to connect with Leakes Road and works on the intersection are due to be completed by the end of the year.

    e councils transport portfolio holder, Cr Glenn Goodfellow, said Wyndhams rapid population growth meant developer-funded projects would be critical to the citys future.

    Its a win-win for both developers and residents, he said.

    Projects will not only be completed earlier but it allows the council to concentrate on improving other local roads, so its something we should encourage.

    Meanwhile, reconstruction works on Leakes Road between Tarneit and Davis roads is due to begin next month.

    e $3.2 million council project will including widening the road, constructing kerbs and improving drainage.

    Nearby residents will be notied by mail before the start of the project, which is expected to be completed by February next year.

    A report by the Victorian Auditor-General last year revealed Wyndham had an infrastructure shortfall of more than $1.4 billion, while a council trac survey released in February revealed 21 roads across the city are running above capacity, including Leakes Road.

    e survey found Forsyth Road was carrying an average of 37,390 vehicles a day about double the dened capacity for two-lane roads of 18,000 to 20,000 vehicles a day.

    50%OFFA man, who was carjacked at knife-point in Altona Meadows before being driven to a secluded Altona carpark, waited terried for six hours in the dark for help.

    Police have released security footage of two women they want to speak to about the car- jacking and robbery.

    Embona armed robbery taskforce investigators say a 36 year-old Werribee man was at a Queen Street service station about 12.30am on April 18.

    He had lled his car with petrol when a woman with distinctive blue/green hair got out of a silver Holden VX Commodore and started a conversation with him.

    She then got into the mans car and pulled a knife on him, demanding that he drive to a secluded carpark near Altona boat ramp.

    e Commodore followed closely behind, with another woman at the wheel, and pulled up next to the mans car when they arrived at the boat ramp. Two men jumped out of the Commodore and took the victims car keys, mobile phone, wallet and coins.

    e four suspects then got back in the Commodore and drove away.

    Carjack victim terriedSenior Constable Hannah Wright, of the

    Altona North Embona taskforce, said the victim was terried throughout the ordeal.

    He was terried that they were going to come back and steal his car, she said. So hes waited there for six hours in the cold, waiting so that he could notify a passerby.

    Police want to speak to two women captured on camera at the Altona Meadows service station. One woman is described as Caucasian, aged 20-30, about 165-170 centimetres tall, with a slim build, blue/green hair and a tattoo band on her right ankle. She was wearing black pants, a white T-shirt and black Nike runners.

    e second woman is described as Caucasian, aged 20-30 and about 160-165 centimetres, with long blonde hair. She was wearing black pants, a black Crosshatch jumper and sneakers.

    Descriptions of the male suspects are vague but one is described as being of African appearance and 175-180 centimetres tall.

    Jennifer and Stephen* were in a relationship for ve years and had a child together.

    They have been separated for two years.

    Jennifer now lives in a private rental, juggling work when she can with the responsibility of raising their child.

    During their relationship, the couple combined their individual car loans into one joint loan to reduce their overall repayments.

    Once they had separated, Stephen refused to contribute to the repayments, leaving Jennifer servicing a debt of $18,000.

    Stephen had no interest in paying off the loan with Jennifer; he was not working and already had a damaged credit rating.

    Jennifer, however, wanted to protect her credit rating so she continued to pay for the loan even though Stephen had taken the car.

    The legal service unsuccessfully applied to the bank to waive the debt or remove Jennifers name from it.

    Stephens unwillingness to sign over the car to Jennifer so that she could sell it and pay off the loan, or at least hold the asset that the loan pertained to, was further evidence of Stephens nancial abuse.

    A new report is calling on government departments and industry groups to make it easier for women to resolve nancial problems arising from family violence.

    e Restoring Financial Safety: Legal Responses to Economic Abuse report, by the Wyndham Legal Service (WLS) and Good Shepherd, found many women facing family violence are also the victims of nancial abuse at the hands of their partners. And they are too oen unable to get the help they need to resolve their issues.

    WLS spoke to 25 separated women for the report. All of them had taken out intervention orders and WLS discovered they were also facing problems in accessing bank accounts, mobile phones or motor vehicles, or were being pursued for debts incurred by their former partners.

    WLS manager Denis Nelthorpe said that, in most cases, the women struggled to nd help and were oen told to take their ex-partner to the Family Court at a cost of $750 an hour.

    Mr Nelthorpe was also shocked to discover that women who were being pursued for unpaid nes or tolls were being told to nominate their ex-partner as being responsible for the nes, so that they could be pursued for their own debts.

    However, many of them were too scared to take such action, fearing it would aggravate their former partners.

    Why would a women who has an intervention order against her ex-partner nominate him and risk aggravating him? You just wouldnt go there, Mr Nelthorpe said.

    ere is no easy way for women to resolve these issues.

    We need to nd ways to resolve these issues that prevent women ending up in hospital.

    Mr Nelthorpe hopes the report will encourage industry and governments to take family violence seriously and put the safety of women rst.

    I was really surprised by the number of women facing these issues and by how many practical problems arising out of family violence

    had no solution, he said. e funding we get to do this work doesnt extend to dealing with these issues. We hope the report will persuade industries to get on board quickly, but we also need government departments to get on board.

    We need to get further funding to explore these issues, Mr Nelthorpe said.

    A Draft Housing and Neighbourhood Character Strategy has been prepared for your comment. This Strategy will provide a 20 year plan to manage housing growth and change within the City of Wyndham. It includes a Framework Plan to direct housing growth within the municipality, a draft vision, and objectives and actions to address housing design and diversity, affordability and environmental sustainability.

    Fiy-four acres of low-lying land at the Werribee River mouth are featuring in a tug-o-war between a Werribee South farmer and the shire council. e farmer has the land but the council wants it. Compulsory acquisition of the property has been discussed in the council chamber.
