A. RELATIONSHIP AND RESPONSIBILITIES

1. Works under the direction of and reports to the Director

of Legislative Drafting.

2. Required to respond whenever necessary to the Deputy

Director Legislative Drafting on matters relating to

work in progress.

3. Reviews and drafts legislation, treaties, memoranda of

understanding, instruments and agreements.

B. DUTIES AND TASKS

1. Reviews and drafts Legislation, Bills and Statutory

Instruments for approval by Director of Legislative

Drafting.

2. Undertakes research on legislation and legal issues and

prepares briefs and reports.

3. Represents the Government on Ministerial and Statuto-

ry Bodies on issues relating to the drafting of legisla-

tion.

4. Performs duties as may be assigned by the Permanent

Secretary, Minister and Director of Legislative Draft-

ing.

C. CONDITIONS

1. Accommodation provided in a general administrative

office.

2. Institutional support is provided through appropriate

Ministry Policy Guidelines, Civil Service Regulations

and Legislation, Statutory Instruments and Depart-

mental Protocols and Guidelines.

3. Required to function in a scheduled travelling post and

receive basic travelling and mileage in accordance with

approved rates.

4. Required to maintain a vehicle for the proper perfor-

mance of duties.

5. Opportunities exist for personal development.

6. Salary is in accordance with the terms and conditions

stipulated by Government in the Estimates/

Classification of post and taxation laws.

7. A Legal Officer’s Allowance, Travelling Allowance

and Telephone Allowance will be provided in accord-

ance with Contractual Agreement/approved rates.

8. Vacation leave will be provided in accordance with

Public Service Rules and Regulations.

9. This post is non-pensionable.

10. Appointment is contractual.

D. EVALUATION METHOD

Work performance will be evaluated on the basis of the following:

1. Quantity and quality of work produced.

2. Consistency and accuracy in the production of work.

3. Timely completion of tasks assigned and targets within

deadline.

4. Compliance with Ministry guidelines and standard op-

erating procedures.

5. Effective implementation of duties, responsibilities and

assignments as defined in the job description.

E. SKILLS, KNOWLEDGE AND ABILITIES

1. Thorough working knowledge of legal drafting.

2. A sound working knowledge of the laws and statutes of

Saint Lucia.

3. Ability to draft legislation.

4. Ability to interpret legislation.

5. Ability to prioritize and meet deadlines.

6. Ability to work as a team.

7. Familiarization with Civil Service Rules and Regula-

tions, Standard Operating Procedures, Staff Orders and

Collective Agreements.

F. QUALIFICATIONS AND EXPERIENCE

Bachelor of Law Degree plus two (2) years’ experience

and training in Legislative Drafting.

Bachelor of Law Degree with one (1) year experience

plus Post Graduate Diploma in Legislative Drafting.

Must be admitted to practice as an Attorney at Law in

Saint Lucia.
