Hospice of Orange and Sullivan Counties would like to invite you to their Fall Volunteer Training session for 2018. The primary role of the volunteer is to provide companionship and or caregiver relief to persons on Hospice and their families. Volunteers share skills and interests in a manner that provide comfort and enrich the quality of life for those served. Volunteers provide companionship through presence, listening to music, reading and reminiscing, etc. Hospice offers various areas of volunteering within their organization, one of which is office support in both Newburgh and Middletown. Once the prospective volunteer has graduated the training, they can provide support in the geographic location in which they reside. All interested community members are welcome. Hospice also welcomes prospective volunteers who are Veterans, bilingual and/or Snow Birds. Training will take place at the Hospice of Orange and Sullivan Counties, 90 Crystal Run Road, Middletown, NY. On Wednesdays, from 10:00am through 5:00pm on 9/12, 9/26, 10/3, 10/10, 10/17, 10/24 and 10/31. I’d like to conclude the discussion of immigration policy viz-a-viz the common good with just a few more refer-ences from the Catechism of the Catholic Church. First, paragraph 2241:

The more prosperous nations are obliged, to the extent they are able, to welcome the foreigner in search of the security and the means of livelihood which he cannot find in his country of origin. Public authori-ties should see to it that the natural right is respected that places a guest under the protection of those who receive him. Political authorities, for the sake of the common good for which they are responsible, may make the exer-cise of the right to immigrate subject to various juridical conditions, especially with regard to the immi-grants’ duties toward their country of adoption. Immigrants are obliged to respect with gratitude the ma-terial and spiritual heritage of the country that receives them, to obey its laws and to assist in carrying civ-ic burdens.

I believe this neatly summarizes everything that has come before, as it balances the Lord’s exhortation to welcome the “stranger” with the nation-state’s right and responsibility to maintain its borders. More to the immediate issue – the practice of detaining children separately from their parents – we find these words in paragraph 2202 (the italics are mine):

A man and a woman united in marriage, together with their children, form a family. This institution is prior to any recognition by public authority, which has an obligation to recognize it. It should be considered the normal reference point by which the different forms of family relationship are to be evaluated.

A little further on, we find these words, under the heading “The Family and Society”:

2208 The family should live in such a way that its members learn to care and take responsibility for the young, the old, the sick, the handicapped, and the poor. There are many families who are at times incapa-ble of providing this help. It devolves then on other persons, other families, and, in a subsidiary way, so-ciety to provide for their needs: “Religion that is pure and undefiled before God and the Father is this: to visit orphans and widows in their affliction and to keep oneself unstained from the world” (James 1:27). 2209 The family must be helped and defended by appropriate social measures. Where families cannot fulfill their responsibilities, other social bodies have the duty of helping them and of supporting the insti-tution of the family. Following the principle of subsidiarity, larger communities should take care not to usurp the family's prerogatives or interfere in its life. 2210 The importance of the family for the life and well-being of society entails a particular responsibility for society to support and strengthen marriage and the family. Civil authority should consider it a grave duty “to acknowledge the true nature of marriage and the family, to protect and foster them, to safeguard public morality, and promote domestic prosperity” (Gaudium et Spes 47.1 and 52.2). 2211 The political community has a duty to honor the family, to assist it, and to ensure especially: - the freedom to establish a family, have children, and bring them up in keeping with the family's own moral and religious convictions; - the protection of the stability of the marriage bond and the institution of the family; - the freedom to profess one's faith, to hand it on, and raise one's children in it, with the necessary means and institutions; - the right to private property, to free enterprise, to obtain work and housing, and the right to emigrate; - in keeping with the country's institutions, the right to medical care, assistance for the aged, and family benefits; Continued on next page

- the protection of security and health, especially with respect to dangers like drugs, pornography, alco-holism, etc.; - the freedom to form associations with other families and so to have representation before civil authority (Familiaris Consortio 46).

So what’s the bottom line? The Church offers us, in the Catechism, a sensible, comprehensive vision, drawn from both Sacred Scripture and Sacred Tradition, of the human person as created in God’s image; of the human community; of the need for structure and authority; of the rights of such authority and the responsibilities incumbent upon those rights; and of the true common good. While each of us may have his/her own informed view as to what form immigration regulation and policy should take, the clear and unambiguous teachings in the Catechism ought to weigh quite heavily in that calculus. When they do, we’ll find that trying to reconcile this current practice with the demands of the Gospel is, at best, an uphill battle. Let me reiterate what I shared when I started tackling this question a few weeks ago: I write simply as a pas-tor, and because more than a few parishioners asked about the topic, which clearly has pastoral implications. As blessed as we are to live in a free country, there has always been a tension – sometimes healthy, sometimes quite serious – between our obligations to our nation and our adherence to the Gospel. (We’re seeing this again in the nomination of Justice Brett Kavanaugh to the Supreme Court.) On the topic at hand, the Gospel is pretty clear. Faithfully your priest, Fr. George Hafemann
