The R1,3 thousand million grant was with-held by the National Department of Human Settlements following a forensic investigation conducted in relation to the awarding of the human settlements tender for the construction of low cost houses (RDP) for the financial year 2013/14. The findings of the investigation found that there was non-adherence to the specified bid evaluation and adjudication criteria during the procurement processes. The Department was given some specific recommendations to implement before the grant could be released. Amongst some of the recommendations implemented are the following: Termination of the said tender for the construction of low cost houses (RDP) for the financial year 2013/14 financial year and its contracts due to non-compliance with prescripts that govern procurement in the public service Human settlement grant released Disciplinary action taken against officials involved in the awarding of the said tender Reviewing of the Human Settlement procurement process to avoid recurrence or repeat of this situation The Department has since implemented all recommendations hence the release of the grant. Contractors for all stalled projects following the with-holding of the grant have since been directed to take sites for completion of their projects. The Department thanked beneficiaries of these stalled projects for the patience they have exercised. “It was a trying moment and their conduct in this regard is highly appreciated. We would further like to urge our contractors to do everything in their power and strength to complete all outstanding projects before the end of the financial year” says the department. Meanwhile, procurement for the 2014/15 human settlement projects has commenced. In terms of the plan, this process has to be completed by March 2014 so that contractors could take site by April 2014. No! Ordinary people can understand potholes caused by too much rain (even the feeble effforts to fix it) and water cuts because of all sorts of problems. But, and it is a long shot, it is a little bit far fecthed to expect them to understand non-removal of the town’s rubbish (Burgersfort). Bad roads, heat and no water are enough. Please keep the filth at bay (hope this was also discussed by the municipal Exco Lekgotla at Blydepoort this week).

The Human Settlement grant of theDepartment of Cooperative Governance,Human Settlements and Traditional Affairsin Limpopo (CoGHSTA) has been released.

The R1,3 thousand million grant waswith-held by the National Department ofHuman Settlements following a forensicinvestigation conducted in relation to theawarding of the human settlements tenderfor the construction of low cost houses(RDP) for the financial year 2013/14.

The findings of the investigation foundthat there was non-adherence to thespecified bid evaluation and adjudicationcriteria during the procurement processes.

The Department was given some specificrecommendations to implement before thegrant could be released. Amongst some ofthe recommendations implemented are thefollowing:

Termination of the said tender for theconstruction of low cost houses (RDP) forthe financial year 2013/14 financial year andits contracts due to non-compliance withprescripts that govern procurement in thepublic service

Disciplinary action taken against officialsinvolved in the awarding of the said tender

No more schoolin a shackOn Monday this week Maepa Primary School nearOhrigstad celebrated the new addition to their schoolwith an official opening ceremony.Over the past two years Hannah Game Lodge nearMaepa has invested in upgrading the school. Previouslythe grade R and grade 1 classes were housed in acorrugated iron shack. Now the school has a classroomfor each grade and proper ablution facilities.Mr Ryan Wood, manager at Hannah Game Lodge toldthe learners that they are very important to HannahGame Lodge. He asked them to look after their schooland to work hard to create a bright future forthemselves and South Africa. He thanked all

the donors and individuals who assisted in giving Maepathe new buildings. “A special mention to our donors fromCanada for all they’ve done,” he added.2YK was the contractors who constructed the newbuildings. Mr Natie Coetzer from 2YK and Mr RyanWood cut a ceremonial ribbon at the opening function.Mr Steven Mkhabela, principal of Maepa Primary Schoolthanked everyone for his or her contributions.Last year at the beginning of February the school’s roofwas stolen overnight. If Hannah Game Lodge and 2YKhad not assisted, the school would still be in dire needof attention.

Nicodemus Letsoalo of the Tubatse SAPS SocialCrime Prevention unit led the campaign. Other role-players such as sector commanders, VEP, CPF, theDepartment of Health and Social Development werealso involved.

Learners were addressed about safer schools andwarned not to bring dangerous or illegal items such asweapons to school. They also received a warning aboutthe use of drugs. Modikwa Platinum Mine’s South Shaftachieved a 1 000 000 fatality free shift (FFS)milestone on Wednesday this week. The international organisation HumanRights Watch this week released theSouth African section of their WorldReport 2014. They warn that thoughSouth Africa had done a lot to protectagainst human rights abuses in Africa,it had “failed consistently to protecthuman rights at home”.Mr Tiseke Kasambala, the SouthernAfrican director of the organisationsaid: “In an election year, we canprobably expect to see more protests,we’re warning the South Africangovernment that human rights mighttake a turn for the worse in the comingyear”. He explained that: “Mis-management and corruption,especially at local-government level,are affecting social service delivery inthis country and that is what is leadingto the protests”.Some of what is mentioned in thereport include xenophobic attacks,gender equality as well as violencetowards lesbians and transgendermen and the failure to within a set timeframe investigate the 2012 Marikanakillings. “South Africa’s constitutionprovides strong protection for humanrights and yet people are beingattacked because of their sexualorientation, or refugee or migrantstatus. To make matters worse, thegovernment is supporting legislationthat would curb the rights to freedomof information and expression. Thereshould be a serious concern about thepossibility of a breakdown of the ruleof law in South Africa because of theincreasing incidence of policebrutality,” Human Rights Watch said.The ministry responded to the reportby saying that “each public protesttakes a different dynamic, whetherpeaceful or violent”. Police MinisterNathi Mthethwa’s spokesperson ZweliMnisi said that the report creates theimpression that all police were brutal.“We wish to reiterate the point that,as the ministry of police, we areconcerned when we hear about thereports of police who abuse theirpowers. We are equally concernedwhen we hear about police officerswho are killed while responding tocrime call-outs. We are a caringgovernment and therefore there is nocarte blanche that we give our officersto kill innocent people who protest”.He acknowledged that the SouthAfrican Police Service has its rottenapples, but said that they were beingdealt with by the law. We askedreaders what they think about the reportand government’s response to it.

Mr Raymond Motisse, Mr Mkansi and Mr Silas Mahlangu said: “Thepolice is right to do things. Killing people is not right - governmentfailed the people at Marikana”.

Ms Delani Moropane, Mr Sarona Mashaba, Ms Suzan Moraba and Ms FlorahMoimane said: “This human rights thing is not working. The police kill people,women are being raped. People should be concerned and government shouldtake note”.

Ms. Rachel Molobela said: “I thinkwe should be concerned about ourhuman rights. In South Africa we areall Africans and we should treateach other equal. Government islying that all is in control. Theyshould do something. The corruptpeople in government should leave”.

Mr Joseph Mashile said:“Unfortunately goverment weremistaken with things like Marikana.Our SAPS should get bettertraining. In future government willdevelop better strategies that thisdoes not happen again. Our humanrights are in danger because ofthings like Marikana”.

Mr Kuziva Nyamurowa said: “Peoplehave freedom of speech but it isfading. There are traces of truth onall sides. Government is doingthings but not enough - we arestarting to lose our human rights”.

Mr Daniël Moshoana said:‘Government is not right toimplement that act that enable themto classify information. They aretrying to not be transparent aboutcorruption. The Human RightsWatch is right. In South Africa thereis too much brutality. South Africansare also victimising foreigners whilewe are actually all Africans”.

Mr Sam Malatjie and Mr CollenMahlo said: “The police are justdoing their jobs. If they act, they arejust protecting themselves. Weagree with government that thingsare not that bad”.

Mr Petros Mohlala said: “Womenmust now be 50/50 with men. Wehave good human rights. The policeis not doing their jobs well. If youhave money they don’t catch you,you just pay them. If you don’t havemoney they arrest you”.

Mr Charles Mmala said:“Government cannot say that theycare. Government is wrong to makepeople revolt against them. Theyshould belong to the people”.

Mr Phillip Mushaikwa said: “I don’tthink it is bad. Humankind havestruggles. The perception I have isthat they concentrate too much onthe negative and then there won’t bepeace. On the ground people aredoing their best. The South Africangovernment is doing very well giventheir challenges and background”.

Mr Jabulane Cele and Mr PikiMachubeng said: “We do have ahuman rights threat. The HumanRights Watch is right. When there ispolice there is a lot to worry about”.

Look no further than the Isuzu KB250 LE 4x2 extended cab bakkie if you investigate theplethora of offerings on the market when searching for a workhorse with a litlle bit of extraspace.We like this one when compared with the more expensive 3 litre LX we took a spin with twoweeks ago.

First the “less”. Less protection in a crash. The vehicle has driver and passenger sideairbags, but no side or curtain airbags. Less power and you will have trouble towing morethan two tonnes (why do you want to do that most of the time anyway). No climate control,but very effective manual airconditioning (in Burgersfort, Steelpoort and Ohrigstad, as long asit makes cold - no problem). No steering wheel control for anything (not a big problem aseverything is still in reach and easily understandable). Female drivers beware, no mirror in thedriver’s sunshade.

The positives are that although the engine delivers less power and torque than the KB300big brother, it is still enough for most applications (what do you want to drive, a rocket?). Nofancy stuff and much less bling on the inside (to us it is a plus, no shiny plastic chrome shiningin your eyes on a long trip in harsh sunshine (even with sunglasses on it can be distractingand irritating).

The diff lock remains, the radio and CD player with USB and MP3 3.5 mm input remains,and bluetooth is still available. Central locking and electric side mirror adjustment also remain(but the switch is not located on a very comfortable place to reach while on the move).

Noise, vibration and harshness levels are well under control on all speeds and the bakkieis extremely comfortable on any road, especially dirt. And the steel panels on the body arethicker than most.

So there you have it. This one is impressive and if you can’t or won’t afford R360 000 forthe KB300, you will not make a mistake with the KB250 LE, which is just shy of R300 000.

The 2013 Senyane Kodi Tournament wasdecided on penalties from the start to theend. The tournament took place at GaMphama Village in Ward 29 of GreaterTubatse.Teams drew all the way throughout thegames and the winners were decided withpenalty shootouts. Mpelegane Blue Birdswas the best penalty kickers and eventuallyalso emerged as the champions for 2013.The inaugural project drew 1986 spectatorsand the crowds handled themselves verywell. No incidents were reported - footballremained the winner.The organisers of the tournament would liketo thank the Greater Tubatse Municipality formaking it happen by grading the ground. MrKodi said: “I would also like to thank theSAPS from Schoonoord who came innumbers to maintain order.
