Job creation targets exceeded Masualle also said the Eastern Cape will have to manage its resources efficiently to maximise education, development and job creation goals. “The province had the enduring objec- tive of growing its economy to create jobs and sustainable livelihoods,” Masualle said. “We have to do this against an economic outlook characterised by, among other things, an economy that records one of the highest unemployment rates in the country which currently stands at 30.8 percent, while youth unemployment stands at 50 percent.” A total of 24 737 jobs has been created in the province, exceeding its target of 13 234 jobs, through economic agencies, such as the Eastern Cape Development Corpora- tion, the East London industrial develop- ment zone (IDZ), and the Coega Develop- ment Corporation (ECDC). “We are targeting 14 investments with the value of R2.237 billion in the two IDZs. “In the coming year, jobs will be created in manufacturing, logistics, alternative en- ergy, agro processing and services. We will also offer export support to businesses through ECDC.” 97 schools built On education, he said more than 90 percent of the province’s schools were now no fee schools. In the past year, 60 schools had been provided with water and sanitation facili- ties. “We also completed renovating 30 schools that were affected by disasters, with another 28 being planned to commence in the 2015/16 financial year.” As part of efforts to eliminate mud schools, 97 schools had been built in the past three years, and 20 new schools were planned for the 2015/16 financial year. “As we speak, 1 746 477 learners are bene- fiting from the school nutrition pro- gramme... parents, teachers and service pro- viders who abuse this service by stealing the food and by corrupting its procurement di- rectly contribute to the suffering of our chil- dren,” Masualle said. He warned that the province was also tightening up governance of the scholar transport programme to prevent unscrupu- lous people from tapping state funds. On health, Masualle said significant progress had been made in raising the prov- ince’s health profile. Improvements to sections of Dora Nginza and Frere hospitals were already completed, and work on a number of other health facili- ties was progressing. “With respect to the National Health Insur- ance (NHI), our focus currently is on revamp- ing two hospitals, namely Bambisana at Lus- ikisiki and Zithulele at Elliotdale. Similarly, five new clinics will be constructed, and 40 consulting rooms will be added to existing clinics.” The Nelson Mandela Academic Hos- pital would be expanded into a central hospi- tal attached to the Walter Sisulu School of Medicine. “In 2015/16 we are going to complete the 530 bed flagship project at Cecilia Makiwane hos- pital at a cost of R935 million. The Frontier Hospital’s casualty unit, paediatrics and out- patients department, costing R245 million, will also be finalised,” said Masualle. A ROTARY Club has been established in PortSt Johns (PSJ).

Despite only being a satellite club of theMthatha Rotary Club at this stage, the PSJ Ro-tary Club hopes to soon blossom into a fully-fledged club.

The newly-inducted Rotarians are hopingto make an impact by turning around thingsin disrepair and people in despair.

The President of the Port St Johns RotaryClub, Neil Clayton, who is also the owner ofAmapondo Backpackers Lodge in SecondBeach, has long been associated with the Ro-tary Club through family ties.

After moving to Port St Johns a few yearsago, he soon realised that a Rotary Club withits community involvement would help liftthe town’s despondency.

Clayton said one of the projects of the newlyformed Rotary Club was the refurbishment ofthe tennis court at the sports field in the cen-

tre ofPort St Johns. “The courthad fallen intorack and ruin, and had not been played on formany years. This was a great pity for PSJ’syouth, as previously, a regular visitor to PortSt Johns, Mr Drew Wong, had arranged fortennis equipment to be donated to the youth.He mentored them and managed to producesome talented players. We are looking for-ward to those talented players representingPort St Johns in future tournaments,” saidClayton. According to Clayton the Club com-prises 11 committed community members in-

THE official opposition in the Eastern Cape,theDemocraticAlliance (DA), describedEast-ern Cape premier, Phumulo Masualle’s stateof the province address as a “very flat affair”in which he failed to address the two very im-porant issues of corruption and lack of ser-vice delivery by high ranking officials whoare not being held accountable.

“We do not want to criticise premier Phu-mulo Masualle unfairly, but it was evident

that there was very little enthusiastic supportfrom the ranks of his own party during andafter his State of the Province Address. It wasa very flat affair,” said Athol Trollip, EasternCape leader of the DA, in a statement afterthe premier’s state of the province address inBhisho on Friday.

Trollip said the premier must be commend-ed for his plans for the Eastern Cape economyand job creation, as well as his reference tothe state of rural- and arterial roads in theprovince. The DA also welcomed his stanceon the provision of reliable electricity and the

role of green energy therein.“We also appreciate his call for fiscal disci-

pline and efforts at getting more value for lessmoney. This is important during these reces-sionary times. “Unfortunately the premierdedicated only four sentences to corruption inhis speech. His proposed partnership with theSpecial Investigation Unit (SIU) to speed upprobes into corruption cases cannot be takenseriously, in view of the contemptible attitudepresident Jacob Zuma has towards the SIU andall other security agencies,” said Trollip.

Trollip also bemoaned the fact that the pre-

mier said nothing about improving servicedelivery in the province. “He said nothingaboutMECsandofficialswhoshouldbe firedif they do not do their jobs. This implies thatthey will continue to draw salaries regard-less of their efforts and outcomes thereof.

“Until corruption and accountability istaken seriously by the ANC government (ar-resting high profile politicians and officialsguilty or corruption) we will continue tohave more of the same where corruptionerodes confidence, opportunity and servicedelivery,” said Trollip.

KING Sabata Dalindyebo (KSD) Local Munic-ipality is on a mission to give Mqanduli a face-

lift.

KSD Mayor Nonkoliso Ngqongwa said thatin order to achieve this they had embarked

on development campaigns in several aspectsincluding rural development, and transporta-tion, as well as water and sanitation services.

“We launched a milling plant in Mqanduli

last year which acts as a rural enterprise de-velopment hub to assist in poverty alleviationand job creation in the area,” said Ngqongwa.

She said a number of cooperatives fromMqanduli are benefiting from the plant thatproduces samp, maize meal and cattle feed.

The Mayor said Coffee Bay, as the corner-stone of the Wild Coast Development Plan, isalso getting much needed development in thearea of roads and infrasture.

“The scenic beauty and cultural heritage ofthe Wild Coast make the region ideal for thedevelopment of a strong tourism industry.The development of Mqanduli links directlyto that of Coffee Bay as part of the Wild CoastSpatial Development initiative,” said theMayor.

Water and sanitation have always been aproblem for this municipality. Ngqongwa is,however, adamant that this would be a thingof the past for both Mthatha and Mqanduli.

“The first phase of the Mqanduli waste wa-ter project, costing R20 million, has beencompleted. This entails the construction ofthe Mqanduli waste water treatment plantand the sewer bulk pipelines to the Mqanduliwaste water treatment plant,” she said.

Among the completed projects in Mqanduliare a stadium with a tennis court, a multi-purpose centre, tourism centre, electricityupgrade and a shopping mall.

“In Ngcwanguba ward 25, there are ambu-lances, visible along the road, that offer servi-ces for 24 hours when there is an emergency,”she added.

apartment failed toarrive for a meetingwith residents overthe matter.The fuming resi-

dents said the actionof the owner showedarrogance, becausehe was supposed toattend the meeting ifthe community in-vited him in orderfor him to hear whatthey wanted to say tohim.“This flat poses a

healthrisk toourchil-dren, because kidsare playing in thisrunning waste,” saidone of the residents.According to com-

munity leader, Simo-sakhe Memani, theyhave requested theowner to install aseptic tank to stopthe waste from run-ning into the street,but the request hasbeen in vain.“That’s why the

community decidedto take to the street.The situation is jeop-ardizing the healthof our children andother residents.There is always astinking smell inthat street. The factthat he did not cometo themeeting showsthat he doesn’t care,”said Memani.Residents of the

neighbouring streetsin Mandela Parkjoined in the protest.Attempts to get

THE Eastern Cape Legislature last week em-barked on a back-to-school campaign, visitingschools to ensure smooth operations and to al-so engage with those schools that did not dowell in last year’s exams.

Last Tuesday, the entourage visited Soma-gunya Senior Secondary School (SSS) in Tso-lo, the school with the worst matric pass rate

in the Tsolo district.Fundile Gade, Chairperson of the Portfolio

Committee for the Eastern Cape Department ofEducation, said their visit to Somagunya wasa follow-up visit since their last visit to theschool in 2013.

“We are here to check the school’s progressand because it is among the worst performingschools in the province. We wanted to engagewith the school and find out which problemsare leading to its disastrous performance,”

been complaints about teacher shortagesand poor infrastructure. He said all this hadbeen addressed by the department.

“Five permanent teachers were appointedlast year and four classrooms have beenbuilt.

“Sanitation has also been improved.”School Governing Body (SGB) member

Tandisile Mabala complained about over-

crowded classrooms and the fact that theschool had no scholar transport system.“Teachers and learners worked very hard toobtain better results, but some challenges hadbeen too much to overcome,” said Mabala.The school has no library or laboratory. Par-ents cannot afford to buy additional study ma-terial.

The delegation promised to address all thematters that were raised by the SGB andteachers.

THE Nyandeni Local Municipality, to-gether with the South African Council ofChurches, held a prayer session lastweek in Libode to pray for guidance andgood productivity this year.

Representatives from government de-partments, including the Department ofSocial Development, Department ofSports, Recreation, Arts and Culture,Nyandeni councillors and officials, Com-munity Development Workers (CDW’s)and members of the community repre-senting different religions, filled LibodeHall last Friday for the prayer meeting.

Councillor Winile Ngaveli who was theconvener, said the prayer session was or-ganized to pray for stability and produc-tivity in the municipality.

“The prayer is basically for the smoothrunning of the municipality from servicedelivery to good matric results. It is an

annual occasion that we do in conjunc-tion with the Council of Churches,” saidNgaveli.

He added that the municipality was al-so concerned about the high number offatalities that had recently occured andwith the prayer session, they were alsohoping for lesser or no mortalities what-soever.

Rev. Loyiso Bashe, Chairperson of theCouncil of Churches in Nyandeni, said theprayer session was a covenant betweenthe municipality and the council that theyhold annually when the year starts.

“This prayer session alternate betweenthe towns of Nyandeni and Libode. Thepartnership we have as a religious frater-nity with Nyandeni has yielded good re-sults in service delivery,” said Bashe.

Bashe said as church leaders, theywere closer to people on the ground andit was easier for them to identify theneedy and liaise with councillors for as-sistance.

DESPITE the declaration of the governmentto eradicate mud schools in the EasternCape (EC), there are schools which are stillfacing this plight, especially in the deep ru-ral areas of the former Transkei whereteachers are still teaching in dilapidatedmud structures.

Dedeni Junior Primary School (JPS) inLower Ntafufu Administrative Area, Port StJohns, is among the schools where learners(280) are being taught in unbearable condi-tions in mud structures.

At Dedeni (JPS) the mud structures arefalling apart. This is seen by many as posinga huge danger to learners and teachers alike.Express heard that community members

who had been helping to maintain the class-rooms by repairing them with mud to be inan acceptable state, were tired and not will-ing to continue. As a result, the classroomsare now in a very poor state and falling apart.

The learners had been tasked to smear cowdung to maintain the floors every week.Their daily tasks include sweeping the floorsbefore lessons start as, after school, the class-rooms are used as a shelter for goats.

The school was built by community mem-bers who started it from scratch in 2009 usingtimber, and sticks with mud. Later on theyregistered it with the Department of Educa-tion. This was done because of the long dis-tances that needed to be travelled by theirchildren to attend schools in neighbouringvillages.

There is only one toilet for teachers andlearners to relieve themselves in a nearbybush. Some learners are taught under thetrees if it is not raining, but when it rainsthey are all squashed into one little mudclassroom. According to learners all theclassrooms leak and they have to have buck-ets ready to catch the water when it startsto rain.

The school was built with few and smallwindows. According to the teachers there ar-en’t enough windows and more fresh air isneeded.

“This is a health hazard and the situationhere is not conducive at all to give decent ed-ucation to the young learners who are hun-gry for it,” said the principal of the schoolNomahlubi Jokazi.

According to her she had been to all cor-ners to get help.

“I’ve tried government departments andthe private sector, but all in vain. No onecomes back to me as promised,” said Jokazi.She made an appeal to any Good Samaritansto come forward to help the young minds ofthis school to get a decent education.Express contacted the Eastern Cape De-

partment of Education regarding its declara-tion. Spokesperson for the department Mali-bongwe Mtima said the programme of eradi-cating mud structures in the province wasan ongoing process, before the call was cutoff due to poor reception. He was sent a textmessage for further response, but at the timeof going to press no reply had been received.

When was the modelling academyformed and where is it based?I established this modelling academy in

2014 and we will conduct training sessions at

the Hotbox at the Mthatha Art Centre.

What are your goals?Our goal is to create opportunities for those

who may have been overlooked in the past,as well as to promote diversity within the in-dustry.There are people in thisworldwhomay feel

A well-known journalist in the communitymedia in the southern parts of KwaZulu-Na-tal and in the former Transkei, was laid torest at his home in Bonxa village, Ntabanku-lu last Saturday.

Michael ‘Boy-boy’ Lugongolo died in theearly hours of Monday, February 16, at Ush-er Memorial Hospital in Kokstad after ashort illness. According to reports he hadbeen diagnosed with meningitis.Boy-boy, as he was affectionately known

in the media industry, had been working forPondo News since 2003. He was described byhis colleagues in themedia industry as a per-son who was very dedicated to his work.They said the news of his passing had been

a huge shock. It had robbed the industry ofa good writer who was very brave.According to his colleagues Boy-Boy once

managed to get photos evenwhen others hadrun away. They were chased by police withteargas from the Kokstad prison when in-mates had set the cells alight.“He was the only one who managed to get

thephotos of theburning cells.Hewasagoodwriter and when I asked him where he hadlearnt towrite, he toldme that hewas alwaysreading newspapers and learning fromthem. “His intro’s were very good,” said Zol-iswaMayila, owner of Izwi leAfrikanewspa-per in Kokstad, who was speaking on behalfof other journalists.Pondo News Managing Director, Max

Mxabo, who was out of the country on busi-ness at the time of Boy-boy’s funeral, wrotea letterwith hismessage of condolences thatwas read during the funeral.

He described Boy-boy as a good, humble per-son and a multi-talented journalist who lovedhis work.“Wewere still looking forward to his beauti-

ful work but God decided to take him. It willbe difficult to find a person who will be ablefill his gap at Pondo News,” said the messagefrom Mxabo’s letter.Representatives from Sisonke District Mu-

THE community must work with the municipality to address thesocial challenge of cable theft which has left many people in theKing Sabata Dalindyebo (KSD) Municipality in the dark for days.

This was said by KSD Mayor Nonkoliso Ngqongwa during a me-dia breakfast held at the municipality’s council chambers last week.

Criminals have seized the opportunity that loadsheddingpresents for them to steal cables during the outage time.

“These criminals disguise themselves as road workers dressedin work suits. We have laid charges,” said the Mayor.

She urged the affected communities, including Mbuqe, Ngangeliz-we and Ikhwezi townships, to be patient while the officials wereresponding to the matter.

“We acknowledge that the entire country has a problem with loadshedding but the criminals have seen an opportunity to steal thecables during the outage period; hence for some areas, the powerdoes not go back on when it is supposed to,” she said.

Ngqongwa said the municipality is in the process of conveninga Crime Summit to discuss ways to decrease crime in the area andthe issue of cable theft will also be discussed.

“We will come up with workable solutions to deal with thesecrimes once and for all. We call upon KSD citizens to be our eyesand report these enemies of development when they see them,” saidNgqongwa.

KSD Communications Manager, Sonwabo Mampoza, said thereckless act was costing the municipality millions of rands whichcould be better used to render much needed services in the commu-nity.

SEVERAL rugby teams participated infriendly games over the weekend at the Wal-ter Sisulu Univesity (WSU) sport grounds inBika Campus, Butterworth in preparation forthe start of the league in April.

The first game of the day was played be-tween the Walter Sisulu University Ladiesand the Ngculu Ladies rugby team.During this game the Ngculu ladies dis-

played quality rugby and fitness. Although

they won the game with a score of 15-12, itwas not an easy game for them, since WalterSisulu University’s ladies were equal to thetask.The second game – played between themale

rugby teams of Comrades and WSU – was amatch inwhich coacheswere testing the read-iness, fitness levels and strengths of theirplayers. Different combinations were alsotried while evaluating the readiness of bothteams for the season.Comrades showed their intention of win-

ning right from the start of the game. They

passed the ball very well, forming good line-outs and also defending collectively. Bothteams were determined to win the match.Comrades utilized most of their chances withtheir passing skills and the ball was quick toreach their wings. They had fast players whoscored most of the tries and registered a 17-7victory against WSU.The Comrades winning coach, Enock King,

said he used the friendly match to assess hisplayers to see how far they were with theirfitness levels in preparation for the start ofthe season and for the Easter tournament.

“By playing in friendly matches like this,we are trying to keep our players in shape andalso assess the readiness of our players beforethe kickoff of the league in April,” said King.

The results of the ABC Motsepe SoccerLeague games played this past weekend areas follows: FC Buffalo 0-0 Mthatha Bucks,Mthatha City 1-2 La Liga, Morning Stars 1-1MattaMilan, Kokstad Liverpool 4-3 JBMilan,Tembu Royals 0-0 Highbury, Zimbane killers1-1 Tornado, Angavu Stars 4-0 FC Elliot andSUBS 3-1 Real City.
