Supporting Procurement

in the HE and FE sector

JISC Procureweb

JISC Procureweb, a JISC Advance service, works

to provide procurement support for the Higher

Education (HE) and Further Education (FE)

sectors.

We recognise that getting the best value for money

from the goods and services you procure is vital.

JISC Procureweb Services

GeM

GeM is the free to use online store for the HE and

FE sector providing a one stop shop to purchase all

of your institutions goods and services directly off

HE consortium negotiated contracts.

GeM consists of two components:

• Contracts Database

• eMarketplace

Xchange

Xchange is a free to use system available for buying

and selling surplus equipment, locally and nationally

across all UK Higher and Further Education Institutions,

and Research Councils.

The system can help institutions meet their

sustainability agendas and save money.

Tenders

Tenders is an advertising system where, as a registered institution, you can

post tender documentation for suppliers to download and complete.

In turn, suppliers also register on the system via an automated process, and

flag up the products and services they are interested in supplying. If these

match the supply areas you have posted, they will receive an automated email

alerting them that your tender might be of interest.

Annual Returns Database

The Annual Returns Database is a vital management tool that drives collaborative procurement within the

Higher Education (HE) sector.

The software is a modern web based application which brings a number of benefits to the HE sector:

• The new online database, allows quick access to your institutions data once it has been returned and

processed.

• Easy searching

• A simplified means of reporting, producing reports allowing users to specify the criteria and order the

report in different ways.

• Good way of identifying areas for collaborative contracting and therefore potential savings.

The data has become increasingly useful as a means of identifying areas for collaborative procurement and

therefore potential savings.

Measure

The Efficiency Measurement Model (EMM) is

now known as MEASURE.

Measure is based on the Value Measurement

Guidance Notes publised by Heriot Watt University,

CIPS and Supply's Universities Sub-Committee. It

has been developed to help Heads of Procurement

to capture savings or efficiency data in a

methodical way.

H.E.L.P

help with the various procurement issues that can

arise within your institutions.

It consists of two documents:
