Charleston International Film Festival eams Up with Yo ArtTe 5th Annual Charleston

International Film Festival (CIFF)presented by Charliewood Pictures,

Last week, the U.S. Coast Guard and local authorities were put onhigh alert as a single manned ship wasdiscovered suspiciously anchoring o the Edwin S. aylor shing Pier. Techie ofcer o the naval vessel, lateridentied only as Capt. H.M. Crunch,made communication eorts via Folly Beach Mayor im Goodwin, virtually impossible as the mayor, via bul l-hornrom a vintage rowboat believed to havecarried President George Washingtonacross the Delaware River (but now owned by Council Member PaulHume), was consistently being cut o in mid-sentence with threats o buryingthe small surng community with aerocious barrage o crunch-berries.

“What are your demands?” Temayor nally managed to convey. “Yourchildren’s teeth, your middle-agedmen’s reluctance to eat like adults and a

calzone rom Woody’s. And don’t orgetthe marinara sauce!” …the undersizedmariner bellowed. Te mayor concededthe calzone and girths o the island’smales in the 35-50 age group but warnedthe sailor that his request or the teeth o Folly’s children would have to go throughtheir mothers and warned the animatedCaptain about the possible consequenceso pursuing such an endeavor, wishing

the ofcer “…good luck with that one..”,and noting… “..you’re gonna need it!”Meanwhile surers, ater a long day o paddling, began showing up with spoonsand bowls in case the good captain was true to his word about the ring o crunch-berries.

 Mari ssa Mil ler made a surprisingand unannounced appearance at the Washout last weekend. Ms. Mi ller,hersel an avid surer, stated thatshe had read about the Washoutthrough the constant bombardment o correspondence she’d been receivingover the years rom Folly Beach localand Guinness connoisseur Joel Flores, who was al so standing by as Ms. Mil ler’sofcial iPod holder. “Tis place is simply breath-taking. I’m talking to my peopleat Sports Illustrated about bringing

some o the other models down here ornext year’s swimsuit shoot.” Ms. Millerthen ended the interview by having Mr.Flores wipe her down, tossing him thekeys to her Ferrari and both o themdriving o into the Folly Beach sunset.

I have been asked by a ew o my riends to tackle a very specic issue. It’san age-old question that has plaguedthe hungover minds o countless peoplerom all corners o the globe. It is aquestion that a large percentage o t hepopulation has probably struggled withanswering in some orm or another. What is thi s al l too t ricky question youask?…

Exactly how do you handle themorning ater? Te query itsel is ridden

 with many dierent va riables , eacho which can completely change theoriginal question and the way one wouldgo about achieving the desired outcome.Tereore, this week we are goingto cover some o the most commonmorning ater scenarios and a ew triedand tested solutions that I hope you allnd helpul.

 Awkward Situat ion #1: You have woken up next to someone whom youclearly had un with la st night, but youhave absolutely no idea what their nameis…

I know quite a ew people who haveound themselves in this uncomortableterritory, and some o them morethan once. As a matter o act, I hada roommate many years ago who would constant ly wake me up in the

mornings to ask me the name o the

girl who was in his bed. (Just a sidenote… roommates typically do notenjoy this practice.) A ew alternatesolutions would include, but are notlimited to: nicknames, snooping tond the answer, or coming clean romthe get-go. I going or nicknames, try to be creative; while “good morninggorgeous” is always attering, it is alsorather generic and see-through. Maybeyou are a culinarian; you could go with “good morning cupcake or lamb-chop”. Maybe you are camping, andyou could compare the other to sunrisesor wateralls. W hichever hokey clichéexperience may be lying in ront o you,at least make an at tempt at being clever.

Snooping requires a lot more thoughtrom what I hear; nding mail orsearching or something with a namecan otentimes lead to less than idealoutcomes. Coming clean, although itmay at rst require dealing with anawkward situation, in the end doesn’trequire eeling bad about lying. You did

 what you did and thi s is how the cookiehas crumbled. Forgetting someone’sname is certainly not the worst thingthat could happen, and i they a re thatpissed, go home and call it a day.

 Awkward Situat ion #2: Wake up inthe morning ater a great night and wantto continue into breakast; however you

spent all o your money getting yoursel 

to this part…Tis does not have to be that difcult.

Everyone can nd a ew dollars inchange rolling around in cushions, jars,cars, whatever. Go get a ew pastriesrom Bert’s; the coee is ree, and i you have a lot o change you couldeven throw in a ower. Make sure tobe conscientious o the other — no one wants to wake up a ll a lone. So leave anote, maybe something like “back soon with treats”… everyone likes treat s. Anyone who shows up with some coee,a piece o ruit and a pastr y seems goodto most people. I there is a owerinvolved, hmmm, well who knows whatcould happen.

 Awkward Situation #3: You have woken up on the couch o a st ranger’shouse, and the last thing you remember was that ever yth ing wa s going g reat.Now here you are ully clothed, ar away rom the person you were hanging out with and you wonder i you have donesomething wrong…

First o all, this is no reason to pan ic.Tere are many things that could havehappened to leave you on the couchthat do not require you having beensome sort o jerk. Maybe that last shotgot the better o you and you just ellasleep and your date gave you a blanketand a pillow and excused t hemselves to

the other room. Maybe whoever you

thought you were about to get lucky  with turned out to just not be thatkind o guy or girl. No harm, no oulthere, respect the act that they haverules and be ready to put in a bit moretime and eort to get to that stage o human interaction. Maybe you werean a-hole and tried to get pushy; i youin any way think that is the case, besure to have a plan. I would suggestleaving a very apologetic note or yourmisbehavior and being ready to do a bito graveling i you want another chancePossibly oer dinner or anyt hing toprove that you do have the ability to bea gentleman/woman.

So as summer creeps back up onus and we all start to crush it at thegym and spend time in t he sunshine working on those tans in hopes o beingirresistible to the opposite sex, be sure tokeep some semblance o a game ac e on when you are tr ying to close the dea l.Remember that it is a small island andi you screw it up a ew times the word

 will travel . Sticky situations can beavoided, but i you nd yoursel amidstone, take a breath and be sure to hand leit in the most respectul and honorable way possible. As a lways — sae ty rst,have un, and happy summertime to youall.

Public Safety reported seeing absolutely no car plates from the state of Ohio or the entire day last Wednesday. “It wa s the darnest thing.”

reported one o Folly’s nest who a skednot to be identied, because Ocer Jimmy Couche doesn’t want a nyonethinking he’s got anything againstpeople rom Ohio (because he doesnot!). “Even during the heart o therecession and winter months you couldcount on at least hal the cars on CenterStreet being rom Ohio, but ater a ul l24 hours o patrolling the entire island, we ound no plate s rom the Buckeyestate.”

Popular Lost Dog owner CarolGreve also took note o the spooky phenomenon. “It was eerie. Every morning I’ll go on the foor and chat with some o our out-o-town customersand nearly three-ourths o them areusually rom that darn state! Wait aminute...” she paused, “... I’m rom thatdarn state!”

Te island’s churches and barsbegan to ll as word o this peculiaroccurrence began a widespread panic

throughout the island. “It’s a sign!”screamed local walk-about “Walking Joel,” who then turned and, or t herst time ever witnessed, broke into arantic sprint. Fears quickly subsidedhowever, as a motorcade o tourists rom

Sandusky, Ohio made their way downCenter Street at high noon the ollowingday, bringing a sense o normality andbusiness as usual back to the beach.

 without knowing where you have been,and keeping our rich history and heritageshould be a top priority. We have metmany o our goals, and our island is in agreat place right now. We are very healthy nancially, have a thriving businessdistrict, new look police department,more green space and parks. Tom Scruggs: In2000 my wie Sandy and I became permanentresidents o Folly Beach.

I retired last Marchrom my career as ahuman resources and

risk management specialist (managingcompensation, benets and trainingprograms, workers compensation andsaety, and nding personnel or key positions all over the country). I’vebeen working part-time on our BeachManagement Patrol, helping to keep ourbeach and streets litter-ree and servingas an “ambassador” or our city. I’d jumpat the chance to work with the other

Council members. I have extensivebusiness experience. I understand whatit takes to be efective on Council. I havethe passion and desire to serve. And i I’m elected, I’ll work hard or you andour city.

Eddie Ellis: I generally don’t supportcreating a new law each time we have aproblem. We will always have problems,but will eventually run out o reedom. I will, however, support creating any newlaw that will do something about this

determine the root causes o ourproblems and then determine i newlaws or modications o existing lawsare required. Our main problems aretrac, beach litter, and parking. I donot believe that new laws will solve these.Emphasis should be on enorcement o current laws.

solid. Education and enorcement arethe key, not more government. We musteducate our visitors with updated signageand notications, and then enorce therules sternly when they are violated. Ourproblems have gotten better over the last2 years, and education and enorcementare two o the biggest reasons. People

Tom Scruggs: Unilaterally enactingnew laws or repealing existing laws wouldbe premature. You’ve got to do yourresearch, exploring the options, weighthe alternatives, gather input rom ourcitizens, and establish consensus withyour ellow Council members.

 Would you consider restrict ing theright to drink alcohol on the beach?

Eddie Ellis: I will vote yes i somebody else gets holding a reerendum on the

oor, and I will honor the outcome o said reerendum with my vote when itreturns to the oor.

Sandy Hickman: Tis issue shouldnot be decided by the seven people oncouncil, but by the citizens o Folly via areerendum.

D.J. Rich: I eel that would be adrastic change or our island, and itshould not be in the hands o 7 people.Tis has grown into a yearly rumor millquestion, so you always have to listen toall sides o an argument. I would supporta reerendum on this issue so that theresidents o Folly can make that call,but do not think 7 members o Councilshould make this major decision. I’musually not in avor o a reerendum, as we are elected to make decisions or thepeople, but anytime you have somethingo this magnitude it should be let up to

Boardwalk with an amusement park, gocart track, a bowling alley. We also hadPete’s hot dog stand with the best chilidogs, and Smokes rent a oat in ront o boardwalk. It was careree living on a wonderul beach.

D.J. Rich: 1987. I was a young k idthen, without a care in the world. Ispent my aternoons crabbing under the Atlantic House with my grandparents,learning how to play pool at the ackleShop, swimming in the deep ocean ater watching Jaws, and rolicking nude onthe beach (remember, I was a young kidthen). Tis was a time beore HurricaneHugo, beore McMansions popped upeverywhere, beore condo developmenttook hold. It was an island ull o laid

back people without a care in the world,and it truly was paradise.

 Tom Scruggs: I’d pick 1965. Folly 

had a dance pier that eatured someo the best bands in the country. Wehad an amusement park with rides oradults and children o all ages includingbumper cars and putt-putt gol. We hadan arcade with hundreds o games, abath house, and an upstairs pavilion orcatching a breeze and checking outthe girls on the beach. We had a bingo

stand that our senior citizens enjoyed, abowling center, a drug store that had asoda ountain that served vanilla cokesand cheeseburgers. Tere was a rentalstand on the beach that oered big sturdy air mattresses to ride the waves. And I worked and saved my money to buy my rst surboa rd. It was the best time o my lie!

 we need. I there is a need, business wil lrecognize it. I you notice, several locally owned lots are popping up to allow orpay parking. Tis stimulates our owneconomy with our local people earningthe tourist dollars, thus spending that

money in other local establishments. Tisprocess helps us stay away rom economicdeclines that other communities have todeal with.

 Tom Scruggs: I do not think we

need a parking garage. Te only place you could put one would bein the commercial district. Tis isa highly congested area. rafc ishorrendous in the summer and especially  weekends. Adding a ga rage wouldonly add to our automobile and oot

trafc in the commercial district.

 Would you consider restrict ing thenumber o events on Center Street toan amount less than what currently exists? Do you go to the street estivalslike Folly Gras and Taste o Folly?

Eddie Ellis: Te reason behindthe estivals is to help the Center St.businesses through the lean wintermonths. Te hospitality tax is up, whichmeans the sale o ood and beverages

is up; thereore, I would denitely notsupport increasing them. I support justleaving it as is. As ar as my personalattendance, I’m a Gemini, so it’s all up to what we eel like on that given day.

Sandy Hickman: Festivals should belimited to o season to help the localbusinesses and I would not approve o any extra estivals. Elimination o estivals

or do you think the situation sel-regulates and requires no additionalmanagement than what’s currently done (like including supplementalpublic saety ocers during summer).

Eddie Ellis: I’ll try most anything toimprove the RAFFIC! Chie Brown ranan idea about using more reserve ocersin the summer months, and decreasingthe use o Charleston County deputies. Way to go Chie Brown! I have personally  witnessed county cops tearing up acrowded Center St. in reckless abandon with lights and siren going. I have seen acounty cop more than once perorm hisduties in an unacceptable manner. By inlarge, I don’t like “them county boys”!

Sandy Hickman: I supportsupplemental Public Saety Ocersin the summer to ensure our laws areenorced, including some walking CenterStreet.

D.J. Rich: I think the problems havegotten better over the years. Severalpeople have helped in this aspect,rom enacting new noise ordinanceregulations to manually operating the

stoplight to ease trac ow. Tis hasbeen a collaborative eort with Mayor,Council, Public Saety, Folly Associationo Business, residents, Elton Culpepper,bars and restaurants, and many more. We will never have a 100% solution to theseproblems, but we can try to make thembetter as we move orward.

Eddie Ellis: First, along with theappointment o a good utility advisory board, the sewer utility fnance reormpackage, which strengthened the fnanceso a ailing utility budget. I re-electedI will ollow through and work withMayor, Council, Sta, and the U.A.B.to take hold o the new fnancialhigh ground we set up, and developan inrastructure and utility assets

replacement plan with an earmarkedreserve und to fnance it. Tose nextsteps will put the sewer utility on apositive trajectory. Second, I introducedlegislation that prohibits any urtherincrease o commercial activity on ourbeachront, and legislation that limitstransient vendors in our “downtown”business district. I don’t want the islandto increase its commercialism and

to use Christmas trees to help shore upour dune line beore our next round o storms come through. Unortunately,the OCRM permitting process is quitelengthy, and we had opposition romDHEC because o possible intererence

 with sea turtle nesting. We had tosuspend the application process or thisyear, but we are getting our inormationnow to start the process or next year.Our plan “B” was to mulch the trees and

use them or City beautication projects,so we used the mulch or the parkingarea at our new dog park! Restablishingthe dunes will be critical ater beachrenourishment, so this will always be acontinuing project.

3. Fought to keep Folly’s independenceby not turning over our electioncommission to Charleston County, andbringing our Public Saety Dispatch

back to Folly Beach. Our town oughtto become independent, and we prideourselves on that now. We need to keepour services here at Folly instead o morphing with Charleston County 

Tom Scruggs:

• Reduced the maximum size of new homes, and limited the amountof ground to be covered by homes anddriveways.

• Got a six month “moratorium”on new construction o multi-amily buildings to control high density development.

• Imposed a 50 foot height limit fromthe ground on all new buildings.

 

• In March 2009, the city hired Wilbur Smith & Assoc iates (WSA) toconduct a trafc study or Folly Beach. On March 22, 2010, WSA submitted their nal report to themembers of Council. If I›m re-elected,I›ll ask Council (with input from ourcitizens) to implement two of WSA›srecommendations that could be achieved

 with minimal or no cost to our taxpayersas ollows:

 • Lower the speed limits in our

neighborhoods to 25 mph except or Ashley Ave. which would remain at 30mph.

 • Make 2nd Street E. a through

street just like we›ve done at 2nd Street W. Tis will allow a bet ter ow of tracespecially during peak times.
