Crossing over the Folly River alwaysbrings a tear to my eye and a lump tomy throat. Memories o times spent

here, and the lost souls that have touchedmy heart, make me eel as one with thissea island. Te events Ive experienced onFolly Beach, beneath the wings o pelicansin ight, will always stir my heart in a waythat no other place on Earth could possiblyequal.

Closing my eyes, I envision the rstcity o Folly Beach back in 1863. Tereare hundreds o tents, bakeries, ordinancewarehouses, and observation towers in myview. I can see scores o blue uniormedsoldiers, with polished brass buckles andbuttons, drilling with their muskets, bayonets shimmering in the midday sun.Te hustling o artillery pieces drawn byhorses up and down the beach, heading ornewly built ortications on the island oFolly.

Beneath that same sky, and on thosesame sands, I have walked where thousandso Union soldiers toiled daily. Tese soldiers, each with a diferent story, came rom allacross the United States and helped tocreate the City o Folly Beach we all knowand love today.

Tose soldiers built the roads that carsand gol carts use daily, out o that once-impenetrable jungle that the sea islandso the South Carolina Low Country wereenveloped in. Tis back-breaking work was accomplished by the Union soldierswho were stationed on Folly Beach duringthe Civil War. All these eforts were in anattempt to capture the cradle o secession Charleston. Te Yankees were hard at work, and lie was harsh and brutal on

After an hour-long executive session to discuss personnelmatters, City Council convened. All members were

    present.

MAYORS COMMENTSMayor Goodwin stated that this years reworkestivities will go orward as planned, at 2nd StreetEast, on the beach.

On July 15 at 6 pm, the City will be unveiling ahistorical marker or the 55th Massachusetts Regiment, which was stationed on Folly Beach during the CivilWar.

Tis regiment was ormed as an overow crewo the amous 54th Massachusetts Reg iment, saidMayor Goodwin. Tere were nineteen graves oundat Sunset Point, and those bodies were eventual lytranserred to Beauort.

Since July 18 marks the anniversary o their assaultat Battery Wagner; on the previous Friday ( July 15) theCity will be holding a commemorative ceremony in theFolly River Park. Te dedication will occur at 6pm.

Council member D.J. Rich motioned to approvethe Consent Agenda, with Council member LauraBeck seconding the motion. Te motion carriedunanimously.

Council member Eddie Ellis motioned to postponeapproval o the minutes rom the meeting o July 14,2011. He elt that he had been misquoted in the past, and did not wa nt to approve the minutes until thenext meeting, ater he had a cha nce to hear the audiorom the meeting as well. Te motion was seconded byMayor Pro em Beck, and carried unanimously.

CITIZEN COMMENTS: Dispatch ConcernsSusan Breslin stated that she was driving down EastArctic Ave. on her way home, when she was stuckbehind a pickup truck. Te truck had pulled downan overhead wire, which was about 60 eet long andwrapped around the truck and boat it was towing. Shecalled 911 and inormed the dispatcher o her location, adding that the dispatcher was riendly but unamiliarwith the area. She sa id the dispatcher didnt seem tounderstand the concept o wires crossing the streetrom telephone polls.

Sandy Townsendalso stated that she had some issueswith the new 911 dispatch service. She said that in oneinstance, while living on Sandbar Lane, one o theirapartment units caught re. Ater calling 911 with a

704 area code, she wa s told that they dont answerout-o-area phone numbers. Furthermore, she calledChies Wade and Boatwright on their personal linesbeore receiving help rom the dispatch oce. As aresident o Folly Beach, I eel like t he 911 service ha snot done us justice, stated ownsend.

Wesley Floyd Harrell o 124 Mariners Cay said thathe has been a police ocer or 34 years, and is also aretired veteran. He continued that about eight yearsago, Florence County went to all this 911 stuf, which eliminated some jobs. He believed that hispolice ocers knew the dispatchers well and in turnknew the incident location or 10-20 better thancounty operators. Folly Beach is a great community, and it would be more benecial to have dispatchers in aset location on the island, added Harrell.

Toni Manoso 1742 East Ashley Avenue said thatshe has used the direct number (843) 588-2433that rings in North Charleston or emergencies, and

although she has gotten through a ew times, she hasalso been cut of. Manis also expressed sympathy orboth dog owners and bird advocates about the debateover dog regulations at the east and west ends o thebeach.

ORDINANCESOrdinance No. 20-11 (An amended ordinance deningwhere dogs are allowed on the beach) - Tird ReadingCouncil member Ellis motioned to approve thisordinance, with Council member Paul Humeseconding the motion. Ellis said that Melissa Bimbi othe U.S. Fish and Wildlie Service sent Council a lot oinormation, which had been very helpul. He addedthat he elt as though they had not got all o theiroraging inormation correctly, however. He continued

that shorebirds, when healthy, will ush more andrelocate to the end o the island. Another problemaddressed was enorcement.

Without an absolute strict line o enorcement,it may cause a lot less impact now than i we pass abunch more regulations, and dont enorce them, stated Ellis. For tonight, based on the inormationpresented, I would appeal to Mayor Pro em Beckon this issue. I am going to vote no on this issue. Iknow I have been getting beaten up in public, but Idont care what they do to me. It is a very classy thingto vote your ideals, go out there on a limb, and do whatyou think is right.

Beck said that she elt that allowing a dog of a leashis a privilege, and that a compromise has to be reached.

Ellis added that he was voting no regardingproposed plans or the west end o the island regardingthis plan, but that he was comortable with what theyare doing on the east end.

Hume stated that, as he saw it, dogs would still beallowed on the beachront up to the rst groin. Heurther elt that, in efect, that t hey were going back tothe 2009 rule.

Council member Charlie McCarty added thatthis is an issue that has been deeply discussed andstudied, and has resulted in a decent ordinance, whichdenitely reects some compromise.

Te ordinance was ratied 5-2, with Beck and Ellisopposed.

Ordinance No. 23-11 (Species that kegs are notallowed on the beach) - Second Reading

Te second reading carried una nimously.

Ordinance No. 21-11 (erminates the February 2010intergovernmental agreement entered into by the Cityo Folly Beach and Charleston County regardingthe early transer o Folly Beach Dispatch to theCharleston County Consolidated 911 Center) - FirstReadingEllis, who introduced the ordinance, posed thequestion, Where do we go rom here? He elt thati the City chose to pull out o its contract with theCountys dispatch service, that a short-term and long-term agreement both needed to be addressed.

Were getting out o the short one, which brings ourdispatchers physically here, continued Ellis. We will

not get out o the long-term agreement, though. We

have up until next July to provide to them, in writing,

that we do not want to be in that i so decided at thattime.

Ellis said that Charleston County will accept thetermination notice, and urthermore will provide theCity with 90 days o dispatch service, ree o cha rge.Tey will also aid in the cooperative transition oFolly Beach Emergency Dispatch Center with theConsolidated 911 Center, and wi ll a lso continue to

consider Folly Beach as a ull pa rtner in consolidateddispatch. Tis would allow the City to enter back intothis agreement urther on down the road. Ellis elt asthough Charleston County wants to keep Folly Beachin the long-term agreement.

    Te rst reading carried unanimously.

Ordinance No. 22-11 (Approval o the scal yea r 2011-2012 budget) - First ReadingRich motioned to approve the rst reading, w ith Beckseconding his motion.

Te rst reading carried 5-2, with Clamp and Ellisdissenting.

CITY COUNCIL COMMENTSRich encouraged residents to enjoy their Fourth o Julycelebrations saely, while Beck encouraged them tokeep it in a cup.

Council member Pennell Clamp said that he was at aparty on the beach recently, and that the public saetyocers on beach patrol are doing a antastic job. Heurther believed that their discourse with residents, aswell as maintaining t he cleanliness o the beach, havear exceeded the expectations o Council.

Ellis announced that he has spoken with SteveRobinson o Public Works, and that CharlestonCounty has suspended the no plastic ban. Heurther added that one can use plastic bags, as well asput them out to the curb.

Hume noted that it had been two years since theinamous beach trashing on the Fourth o July. He

also said that he has noticed a major change in attitudein the people o Folly Beach, a s well as enorcementcarried out under the supervision o Chie Brown.

Mayor Goodwin concluded the meeting, stating thatthe rework display can be seen rom Center Street, the beach, and really is up to citizens preerenceswhere they would like to view rom. He also urgedresidents to have a sae and happy Fourth o July.

    beach town.

Looking back through the veil o time, death rom the elements and disease was alltoo commonplace or the soldiers in blue.Te mued drums o the uneral march, soldiers carrying a comrade to their nalrest, was a sound that drited through thepines and palmettos o Folly Beach dailyin the Union army camps. Te deceasedsoldier was lain in a con ashioned romthe timber harvested on Folly, and then cutand hewn in one o the lumber yards thatthe Union army had built.

In 1987, I came ace to ace withnineteen o those soldiers. Teir remains

were discovered while searching orartiacts that he and his comrades had lostduring their t ime on Folly Beach during theCivil War. I must admit, my quest or thepast never meant to nd or disturb theseallen soldiers. But, the development o anew subdivision cut a road right throughthe nineteen soldiers resting place. Teseallen Union soldiers were ound by goodluck, and most o all, by the hand oprovidence.

Tis discovery was and is the rst o its

kind in America, and has yet to be equaled these nineteen Union soldiers ound onFolly Beach were o Arican descent. TeCivil War was the rst war in which Arican

Americans were allowed to become soldiersin the United States Army. Te rst twoo those Regiments were raised and trainedin Massachusetts in 1863. By the ordero Massachusetts Governor Andrews, theunits were ormed and designated the 54thand 55th Massachusetts Volunteer InantryRegiments.

Te rst Arican American Regiment toarrive on Folly was the 54th MassachusettsVolunteers. Tey marched the length othe island rom the Southern tip to theNorthern on July 18, 1863. Tey thencrossed Lighthouse Inlet to Morris Island.

Tere, they ormed up on the beach as theleading Union unit on the assault on theConederates at Battery Wagner. And therest, as they say, is history.

Te 55th Massachusetts Volunteersarrived on Folly Island in August o 1863.Tey set up camp and immediately beganperorming heavy labor on Folly andMorris Island clearing jungles, buildingortications, and hauling supplies acrossboth o these islands. o make their laborseven more deadly, they were constantlyunder Conederate artillery re romMorris Island.

Even more dangerous than the Rebel

iron and lead were the diseases that ranrampant through every regiment on theisland. yphoid, dysentery, heat stroke, dehydration, exhaustion, and otherailments took their toll on the men o the55th Massachusetts. Teir camp hospital

was bursting at the seams with sickand exhausted soldiers. Deaths becamecommonplace in this eld hospital. Tesesoldiers withered away, with lie slippingaway rom their bodies, without the tender

words o amily, or the comorts o home,to ease their passing into death.

One by one, they succumbed to thehand o death. Mourned by their comradesin arms, they were tenderly buried in theRegimental cemetery. Tere they begantheir trip to eternity, and over time, wereorgotten and lost or 124 years.

In 1987, the roar o diesel engines andthe blades o bulldozers would bring theseallen nineteen Arican American soldiersrom the 55th Massachusetts into the 20thcentury. Again they were tenderly cared

or and excavated by the hands o thoserom a dierent century. Careully andpainstakingly, these soldiers were removedrom certain destruction and reburied

with ull military honors in the BeauortNational Cemetery, on Memorial Day,1989. Tere they would join other Unionand Conederate soldiers who gave theirlives or their Country.

We too have a chance to honor thosesoldiers who lived, ought, and died hereon Folly Beach back in 1863 and 1864.

On July 15, 2011, at 6:00 p.m. atthe Folly River Park, a South CarolinaHistorical Marker will be unveiled in a

ceremony or those that gave the last ullmeasures o a soldier. With the sounds obagpipes and drums, the sounds o musketre will ll the sea breezes o Folly Beachonce again.

Tis ceremony will give us all a chance

to refect on those who ell here. A wartime-era Folly Beach was once hometo thousands o those Union soldiers romall across our great country. oday, thesounds o cannons and muskets have beenreplaced by the laughter, music, and day today living on this beautiul sea island.

I oten ask mysel i these men o colorgave their lives in vain. But as I sat on thebeach last week and watched the childreno 2011 play and romp in the sands and suro Folly, I could see that they had, in act, made a dierence. Children o all races andcolors now play in harmony with the samesur and sand that was let to them by thosenineteen soldiers who perished or those ous who enjoy Follys avors.

Te laughter o those children andthe generations that will ollow them arethese soldiers reward or their sacricesmade so long ago. And a South CarolinaHistorical Marker will tell their story tothousands who never knew o their deedshere a piece o aluminum to honorthose men o fesh and bone who never sawamily or home again. It will be our honorto remember those who so willingly gaveaway their lives or Folly Beach, and we,the citizens o the United States.

ake a look back through that windowo time, and see what Folly was like 148years ago.

Te Damsel in Distress(A true fairy tale)

It was a bright and sunny day, around noonish, and her red carriage(an 89 oyota) pulled out onto thebusy Folly Road. Oh my, thedamsel (that would be me) claimed, what is wrong with my carriage?Have they done something to FollyRoad? Is it my carriage? Tat terriblenoise the steering somethingis terribly wrong. She veered tothe right lane, and then realized nourther would her carriage go. Outo the carriage she jumped to viewthe problem alas, a most at tire,it was!

As she stood, looking like thedamsel in distress, that she was, many other carriages (with mostangry drivers) were passing, andtrying not to plow into her carriage.Ten, much to her surprise, alongcame a knight, riding his white steed(well maybe a white truck). He

was a shinning Knight (it was reallyhot that noon day), none other thanTe Mayor o the Island o FollyBeach, himsel, Sir im Goodwin.

He immediately, and ever so wisely, advised the damsel to pullher carriage o the busy highway, onto a closeby drive way (whosedriveway might it be? certain ly,no one they knew. Hopeully, theowner o the manor would be riend,

and not oe, as we trespassed uponhis land.)

Te damsel immediately beckonedher devoted husband, (remember, itsa airy tale, so we had these uturisticcommunication devises called cellphones) to advise him o her plight.Te shinning Knight had alreadystarted to change the tire, while the

damsel doth protested Oh no, Sirim, it will not be necessary myhusband will soon arrive. Alas, asquick as only a Knight can do, thespare tire (albeit only a donut tire)was on the car, and the kind Knightwas on his way upon his white steed,by the time the devoted husbandarrived.

Ater they drove o to obtain aproper tire, and much to the delighto the damsel, no longer in distress, they returned to the land at the Edgeo America, where there resides thedamsel, her good husband, and, ocourse, the ever-so kind Knight andMayor o Folly, Sir im Goodwin.

Te damsel (that would be me)wishes to bow to the kind Mayor, andoer great thanks or his kindness.Long live the great, little island oFolly Beach, where everyone livedhappily ever ater!

As a tour boat captain, I educate byshowing and telling in a sneaky, un way.Just like me, my guests learn something

new. Te salt marsh and my guests provide mewith a new story each trip. Ive condensed threestories rom recent trips below:

Leading a group oolks down the dock to myboat, I hear young Oliviasnon-subtle 3-year old voicerepeating, Mom, hes got apony tailMom, hes gota pony tailMOM, HESGO A PONY AIL! Ima 50ish, gray-haired, pony-tailed (sometimes braided),bearded man whos playullike an 8-year-old. Aseveryone settled in, Oliviastared at me, apparentlywondering just what I am.

Underway and aroundthe frst bend, I recognize

a mother dolphin thatrecently lost her newborncal.

See those notches on the tail-end o herdorsal fn? Im yet to name her.

Name her Olivia, said Olivia. And Oliviashe became.

Later on, we talked oysters - how they eat, reproduce, grow"and I have a pony tail Irandomly announced.

You look like a girl! protested Olivia.

You look like a girl! I shot back.

I am a girl! she justifed. Nothingresolved.

On another trip, with a dierent young girlnamed Olivia, we spotted Olivia, the motherdolphin, hal a mile rom where we named her.

Both Olivias smiled widely. One Sunday aternoon, seven reshly

graduated 6th grade girls, plus Mom and Dad,chose to celebrate aboard IDELINE. Seven6th grade girls make lots o noise. Multipledissonant and chaotic conversations, regardingboys, teachers, grades, ood, hair, and othertopics, created a constant 90-decibel white noisedin. Ten several dolphins approached theboat, breaching on either side in close proximity.Seven girls became undistracted and ocused or

what seemed like seconds until I heard it said,Im over dolphins.

    Te white noise resumed.

At Morris Island, the seven girls moved o theboat and into the water to swim, chicken fght,

and, in general, splash. Te noise stayed withthem like an electroncloud swirling aboutits nucleus. Ten,as i summonsedsimultaneously, allseven girls exitedthe water and ranaway in a ocktoward their nextdistraction. Tenoise cloud let withthem.

    A returniboatload o twelve e n n e s s e a n srecently boarded theIDELINE. As I

    welcomed them backaboard, sheepishly

smiling, crew-cut, 10-year-old Neyland said,Sorry about last year.

What happened last year? I asked.

    I spit on you.

Oh yea, now I remember. Last years spitincident went something like this: Runningdown Lighthouse Creek toward the inlet at 20knots with a strong southwest aternoon breeze, young Neyland sat on the starboard side, eagerlywatching the water pass the hull. Ten he aimedand spit down toward the water. More powerulinuences directed the spitball straight past hisDads orehead and directly onto my shirt.

    Neylands expression exposed his guiltimmediately.

Did you just spit on him?! Dad demanded.Embarrassed beyond words, Neyland grinneduncontrollably, and then shrugged out an, Imsorry.

We threw him overboard and made himswim fve miles back to the marinanot really.

Both the victimand subject were highly intoxicated, andater the victim was treated by EMS, theocer told both to leave. Te victimbegan to leave, but the subject stated he

While approaching the drivers side othe vehicle, the ocer noted a strongodor o marijuana exuding rom itsinterior. Since the ocer smelledmarijuana, and the driver seemed to beimpaired, the ocer then requested thatthe subject perorm some feld sobrietytests. Although he noticed no signs onystagmus, the driver ailed terriblyon the walk and turn and one-legged

stand tests. Ater placing the driverunder arrest or DUI, the ocer returnedto the vehicle to retrieve the marijuanahe believed was present. Te passengerhanded the ocer a knit bag whichcontained two glass pipes, as well as a jarthat contained a plant bud wrapped ina plastic bag that resembled marijuana.Upon the passengers exit rom thevehicle, the ocer ound another glass

As usual, I nd mysel at my localhaunt, Cinebarre, munching onsome tasty noms. when about ve

    minutes into Te Green

Lantern, I realize that theonly thing green thatsgoing to be good tonightis my Sgt. Peppers (stuedjalapenos, yummy). I am100% positive that no onecared enough about thislm to make it watchable. It was painul, and Imnot talking about thejalapenos.

Te lm opens with a voiceoverexplaining Lantern philosophy and history, and it was about as clear as the Arizonanight sky. But, let it be said, it was simplistic, unnecessary, and demeaning or the viewer, unless you were under the age o six.

Nothing was unique, new, or creative.Tese superhero action movies only seemto survive on their ability to be explosive.Ryan Reynolds plays Hal Jordan, a typicallyirresponsible ghter pilot (his charactereerily reminiscent o another greensuperhero movie that recently tanked) whotakes nothing serious except his abs and, ocourse, the ladies.

Like every other superhero lm, Halhas daddy issues, and the perect girl who

he never takes seriously because he is theirresponsible superhero with awesome abs.Te lucky emme atale (unlucky or the

    viewer) is Carol Ferris,

played by a vacuous BlakeLively. Lets just say shesno Mary Jane and leave itat that.

O course, accordingto any superhero plot, Halis thrust into the spotlightand struggles with hisnewound responsibilityto save the world!

Yes, the storylineand characters are tired, played out, andoverdone, but thats not the problemhere. Te problem is the execution o theentire lm. Te villain is laughable andundened, and the plot has more jerks thana 16-year-old learning to drive stick shit.

Characters randomly pop up and disappearwith vague explanations, like the vignettesby im Robbins and Angela Bassett.

With nothing interesting or importantto say, no new creative push, and generallythin acting, Te Green Lantern rains downpunishment on its unsuspecting audience.Tat millions are focking to see the lmsays something about the choices we have atthe movies right now. Tis hornets stingeris disengaged.

Echoing the lighthearted andspirited scene o Folly Beach, the

ragtime sounds o local musicianNathan Calhoun have fnally oundtheir way into an album. Asthe energetic ront man orCalhouns Calling, a cover actseamlessly rendering classicsongs rom the Foo Fightersto Jack Johnson, Nathan hasembarked on a solo career andis awaiting the release o hisdebut E.P, Carolina Breeze.

Its easy going and I reallydont have any expectations, says Nathano the aptly-named album. Its defnitelya stepping stone.

Nathans turbulent string o near-atal cancer diagnoses -- recurring three

times within a three-year span between2008 to 2011 -- as well as the death o hisgrandather in 2004 and a rejuvenating

riendship with his girlriend andband manger, Elizabeth Adams, have

culminated into an album brimming withoptimism and gratitude.

Elements o swing, olk, and jazz are evident throughoutthe seven-track album, oteneaturing delicate acousticmelodies unolding alongsidethe soothing sounds o asaxophone and the light pitterpatter o drums.

Nathan will unveil CarolinaBreeze beginning at 6 p.m.

on Tursday, July 7 at LoggerheadsBeach Grill during an album-releaseperormance. Accompanying Nathanon stage are ellow band members, AndyChilds, John Birkenheuer, Kendal Brown

and Shane Greer, whose contributionsspurred the albums release. Rootsymusician Eddy Boston will also perormas a special guest.

We couldnt imagine having itanywhere else, says Elizabeth. Tecommunitys been so unbelievable withtheir support.

Music is my way to give back tothe community, says Nathan. So Imthinking o it as a big celebration ratherthan an album release. Its a big thankyou.

I you are reading this, three things must haveworked in your avor.

First, someone taught you to read. Tank ateacher.

Second, the Folly Currentis still in print ater thesummer reading episode. Te masses still love toread.

Finally, I have not yet been replaced by aparking news columnist. Just thinkingabout that possibility gets me morescared than Scooby Doo was whenthe demon shark was chasing him.People love to talk about parking. How, where, when, and who getsthe money or tickets and meters is atopic that will spark as many opinionsas politics without losing riends.

I would like to put parking to restand suggest something that may seemcounterintuitive. Give your cell phone to Goodwill, pick up a sur movie or two, cruise to your couch, and pull the emergency break. Te last two monthshave brought lousy, small, choppy sur to our beach.I you do not already watch sur movies, it may be

time to start. Te rest o this article outlines thecharacteristics o these lms and lists some o myavorite examples.

Te rst type o sur movie tells a story. Narrationis optional, but a great soundtrack and tons obeautiul waves can more than take the place odialogue and voice-overs. Endless Summer, a tale otwo surers traveling the world in search o surngperection, is the most amous example. For mymoney,Morning of the Earth, the classic Australianlm by Albert Fazon, is the nest example o the

narrative sur movie. Tis proound sur ick canbe ound at McKevlins Sur Shop on VHS. Stop byon a Wednesday or Free VHS ape Rentals and seesurng in a whole new light.

Tis spring saw Folly locals, Bryant, Ellison andRobert Tomas, release a truly proessional workentitled Waves In Our Pocket. Movies o this type

eature non-stop action and a wide variety o surers.Waves In Our Pocketwas lmed almost entirely

on Folly Beach starring local surers. It saysthis is the way we sur on Folly Beachright now, and it is a must watch oranyone who even occasionally looks atthe big blue moving thing that is nextto the beach.

Te nal type o sur movie has greatsurng, great waves, and short comedy

skits. Te breaks between action sectionsshowcase surers acting talent, or more

correctly, their lack o any acting ability. Myavorite movie o this type is aylor Steeles LooseChange. It eatures Kelly Slater, Rob Machado, aylor Knox, Chris Ward and ten or so other guysrom what may be described as a uniquely timeless

generation o surers in their prime.Sur movies o all types can help pass the timeduring at spells. Coupled with a shiny at screenor at-backed, thirty-year old Montgomery Wardtelevision, a good sur ick ofers a break rom theongoing parking war that is Folly Beach in thesummer. Tey combine action, music, and goodvibes in a package that surers and non-surers canreally enjoy. I I was a doctor, I would tell you to layof the Dancing with the Stars, watch two sur lms,and call me in the morning.

This is no un, no un at all.

Whats this City coming to? Ispent years o my lie protesting

Ownersversus renters, out o state secondhome owners versus crusty natives, nature lovers versus greedy developers, dog people versus bird people. Whatshappened? Are olks just out o town orsomething?

Te Council and mayor look liketheyre doing nice normal sensible things

like amending some o the more extremeparts o certain ordinances. Tey arecoming up with reasonable ees like $25or a dog inraction and $50 or 100amp electrical service. On Isle o Palms,my girlriends dog was o the leashand just sitting there (although I knowin his mind he was mangling the legso the animal control ocer), and shegot an $1,100 fne! Luckily the ocerdid not show up in court. Someone putsuperglue on his toilet seat and he missedcourt. sk, tsk. Eleven hundred bucks?Id have to become a career ugitive oreleven hundred bucks. Id have to moveout o state and change my name to

    Burger!

Te 8th amendment o the U.S.Constitution says no unreasonablepunishment that the punishmenthas got to ft the crime. I think ederaltroops should be sent to the Isle o Palmsat once! Not Folly though. Oops, sorryocer, Ill get a better leash and heres$25 bucks. I can still eat this week. Isure hope Council gets their act togetherand does something stupid and unair so

we can have a nice riot or something. Itsgetting boring, all this talk about graveland right-o-ways.

On uesday, July 19 at 7pm at the

fshing pier the County Park people willdo Sur Seining, which will basicallyshow you what that stu that bumpsinto you while youre surfng really is.I know you think its just a shell or apiece o trash, but according to thesur seining website,ccprc.com, theypull sting rays, kingfsh, anchovies andsquid out o there. Anchovies? I loveanchovies! I thought they came romPortugal! Anyway, I know youll beshocked at what they pull up, thats whyits an increasingly popular event.

Just a couple o weeks ago, an eightoot alligator walked out o the ocean at40th avenue on Isle o Palms. Te poor

thing was just lost and Im sure it wasnt

interested in getting near anybody but Ican tell you I havent even waded sincethen.

I remember several years ago whensome old riends who live on Folly swa mout to the lighthouse. Tey climbedup what was let o the steps. Tey sawvery large sharks swimming around thelighthouse. Tey had to swim back. Tisis a true story.

Musically there are too many events tomention, but you should catch GaslightStreet at the Pour House on Saturday,

July 16. Gaslight Street has Campbell

Brown rom the old Live Oak band init and thats a good enough reason tosee them. Also, that same night, JimmyTackery is at the MusicFarm, and he is a blueslegend i you dont knowit. Hes appearing with anopening act called BlondeBlues which I am notamiliar with, so you cancatch Gaslight Street andstill get to the Farm intime or Jimmy .

On Monday, July 18,Elvis Costello appearsat the North Charleston
