Perhaps it is time we delve into this

whole noise ordinance issue again.Simply put; this whole “leaving it

at the discretion o the police ofcer onduty” just isn’t working. On the Sunday beore Christmas week, a popular band

was playing at a popular Folly Beach establishment as they doevery Sunday. Now, I can assureyou that the genre o music thisband plays is not one that couldever be conused with the likeso KISS , Danzig or even Dante’s Camaro. Teir’s is a olksy, reggae, easy bluegrass collaboration withan occasional serious guitar ri thrown in or good measure.Hardly what anyone could

classiy as ‘ear-splitting’. Yet ona low-key night with a smallercrowd than usual or a Sunday,a Folly Beach ofcer pulled upin response to a complaint hereceived rom a resident downthe street, and in his opinionthe band did need to turn thevolume down. As security at thisparticular bar, he suggested thatI go inside and instruct the band(which consisted o no more thana drummer, an acoustic guitarand an electric guitar player) totone it down. Te band abided by the ofcer’s request and I assured

the ofcer that that the doors

and windows would remain closed as tokeep the majority o the volume withinthe connes o the building. Now, asany business owner can validate, nothingsays “Do Not Enter My Establishment”more so than having a police car parkedparallel to the entrance o your business.

Yet, even ater abiding by the ofcer’srequest, he and his vehicle remained to“make sure they (the band) don’t turn itback up again”. Why would they turn itback up again? Tey were just instructedto lower the volume or pack it up. What

would make the police ofcer think theband would want to lose the money they

were earning by deying orders? But Idigress; the point here is that the band onthis particular night was not loud at all.Not once did I ever hear a “What? I can’thear you!”, or a “Let’s talk over here”, oreven a “Can you talk into my good ear?”People sitting at tables just a ew eet romthe band were holding conversations ata normal decibel level. Windows weren’trattling, tables weren’t wobbling andglasses weren’t shattering rom any highnotes only dogs could pick up.

So what happened? Te truth o thematter is that this is what’s been happeningto this bar ever since it opened its doorsthree years ago: one persistent resident.

Urban legend has it that this resident sits

on a rocking chair on his porch in his pjsat all hours, cell phone in hand, daring astray cat to meow or a trash can to toppleover just so he can dial 911 and le acomplaint. Tey also say that thanks tothis one resident, the crash o the oceanrom West 2nd block to East 2nd block has been put on notice and any palmtrees within a two block radius are nolonger allowed to sway and rustle in thebreeze because o this lone nitpicker. Andheaven orbid there should be a lingeringo distant conversation or the aint echoo a musical note, then it’s ‘Bring out theSWA team!”.

So this resident has to go to bed so hecan get up and work the next day. I getit. But, maybe someone should remindthis individual that just as he goes outand earns a living, so too are the people

who are hard at work in our communities, restaurants and bar businesses alongCenter Street. Maybe someone shouldkindly tell this concerned citizen that justas he eels his rights are being violatedbecause o his incredible sonar hearing, that his consistent whining has our localpolice riding a ne line o harassmenttowards a business trying to make its way through the toughest time o the year.

Dear Editor,

In the heat o political discourse, it is easy to loseour perspective and say things that we later come toregret. Recently, I made some statements pertainingto Mr. Pennell M. Clamp that I later ound to beuntrue and deamatory to him. However, or thegood o Folly Beach, we have agreed to put thisissue behind us and move on with our lives. Ido apologize or conveying this misinormationand look orward to a vigorous debate on the realissues.

Independence Day fell on a Saturday in 2009,

creating a perfect storm that resulted in large amounts

Hurricane Bill provided Folly Beach with thebest waves, not only of the year, but what many

considered the best swell in decades. Hurricane Bill

was one of the strongest storms of the 2009 seasonbut stayed well offshore. Folly Beach enjoyed sunnyskies, very little wind and 12 foot waves of the

cleanest variety. This was a session that no one whosurfed Folly that day will probably ever forget.

The 2009 South CarolinaGovernor’s Cup of Surng was

Charleston County’s EnvironmentalManagement Department will berecycling real – not articial –

Christmas trees and turning them into

compost or residents to use or gardeningthis spring.

Residents can drop o their tree andreceive a ree bag o compost at the BeesFerry Landll (1344 Bees Ferry Road in

West Ashley) until January 9. Hours o operation are Monday - Friday rom 8am– 4pm and Saturday rom 8am - 3:30pm.

All tinsel and ornaments must beremoved rom the Christmas trees beorerecycling.

Charleston County residents who live

within a municipality can recycle theirtrees without going to the Bees Ferry Landll. Tese residents can put theirChristmas tree on the curb or their

municipality’s yard waste pick-up or takeit to their nearest convenience center. Temunicipality’s haulers will then take thetrees and other yard waste to CharlestonCounty’s Bees Ferry Landll, where it istransormed into compost.

Residents should check with theirmunicipality to nd out their yard wastepick-up day and other requirements.

“We strongly encourage residents todispose o their real Christmas tree in thecorrect way by recycling it at the County’s

compost acility or by putting the t ree outat the curb with other yard debris,” saidTeresa Martin, a marketing specialist

 with Charleston County’s Environmental

Management Department. “One tree canmake roughly 10 to 15 pounds o compost,

which is valuable to many people who

enjoy gardening in the spring.”

For questions about recycling Christmas

trees and other yard waste, contact the Bees Ferry Landll at 571-0929 or visit recycle.charlestoncounty.org.

Te results o last year’s tree recycling eforts 193 trees were dropped o by residents or recycling (gure does not includecurbside pick-up o trees by municipalities)

Te trees dropped o by residents produced approximately 2,800 pounds o compost, which would cover a 50x100-oot area

Te process o recycling trees and yard waste into compost  At the Bees Ferry Landll, trees and yard waste are ground in a tub grinder.

Te yard waste is then placed in windrows (long narrow piles), where it isperiodically watered and turned.

Ater six months, the yard waste breaks down to a nutrient-dense soilamendment called compost.

Te compost is screened and ready or addition to gardens beds or pottedplants.

Charleston County sells compost or $10 per ton and or $2 per bag (1.5 cubiceet) at:

W inter is ofcially here, but that doesn’t meanthat shing is no longer an option. Duringthese colder months, Redsh are a predominate

species. Being cold blooded, these sh become sluggishand tend to eat less. Teir ocus turns to the retention

o warmth and staying away rom their main predator, the bottlenose dolphin. o protect themselves they ormlarge schools, sometimes numbering in the hundreds, and move onto shallow ats as a means o protection. For shermen, the challenge becomes less about ndingredsh and more about how to stealthily approach themand convince them to eat.

When approaching easily-spooked sh, being quietand patient is very important. A slamming hatch or hast ily tossed anchor can scare the school and send them eeingor cover. Schools o redsh tend to move around in ageneral area, so oten the best tactic is to anchor and waitor the sh to come to you. When selecting what type o

lure to throw, consider the splash and the noise it willgenerate when it hits the water. A slim prole articialplastic lure like a jerk shad might be a better choice thana large spoon or spinner bait.

Te trout haven’t migrated away, they are just dormant

until warmer water returns. You can still catch them, but it will become increasingly more difcult. Look ordeeper holes or pockets o water. Your best bet is to shpaddletail plastic grubs on weighted jig heads. Te mostproductive colors can vary, so be sure to check with yourlocal tackle shops. You’ll need to be able to get your luredown and in ront o their noses. Te key is to retrieveyour lure very, very slowly. rout become lethargic in cold

weather and anglers need to sh accordingly.

Sheepshead, sometimes reerred to as “convict” shbecause o their black stripes, have begun their seasonalmigration oshore, although there will still be somestragglers around. You’ll want to target these sh around

barnacle-covered pilings or docks. Fiddler crabs andpieces o oyster have been working well. Suspend yourbait vertically next to pieces o structure using a smallsinker weight set a short distance above your hook. Tebite o these sh can be difcult to detect. Given their

ght and taste, though, anglers nd them well worth thechallenge.

See you on the water!

And maybe, just maybe, someone shouldremind this one person that he lives in abeach environment where people comerom outside our community to put asidethe headaches and stresses o the everyday grind and enjoy a good pint, listen togood music and to distance themselvesas ar as humanly possible rom their

miserable cubicles, desks and micro-managing bosses. And nally, someoneshould suggest to this lone character thatnot only is there absolutely nothing wrong

with that but, perhaps, he too shouldget out and try it sometime. It certainly sounds like he could use it.

Tere is not one business, bar or eatery on Folly Beach that wants to make itdifcult on any one citizen with whom

they share this island. Doing so would beshooting themselves in the oot. Tey rely on their patronage. Tey depend on theiryear round support. But it’s a two way street. Just as this one bar respected thecitizen’s request to turn the music down,it’s only air that our citizens respect thebusinesses that keep Folly Beach runningby giving them a much needed break thistime o year. Tey could certainly use it.

“Here we will sit and let the soundso music creep in our ears.” WilliamShakespeare said that. “I music be theood o love, play on.” Yeah. Te Bard saidthat, too. Smart guy, that Shakespeare.Unlike our police ofcers, he must’ve hada decibel meter handy to make sure he

wasn’t playing his music too loud or hisneighbors. Yes sir, really smart guy.

Merry Christmas and Happy New Year!

I hope everyone had a most enjoyable Christmas and Holiday Season.

I want to remind everyone that the Red Bay Laurel

Wilt Disease is still here and in some areas seems more prevalent than was seen in the beginning. We have located 40 trees just within the last 2 weeks that are infected. If

you have a dead or dying Red Bay in your yard you must have it cut down and call the City for disposal. Some of these trees are quite large and will require a tree service for cutting. If you have a concern if your tree is infected please call me and I will come look at it.

Our goal is to eradicate the disease on Folly to prevent the spread farther north.

I want to mention some of the drainage projects that will be taking place this next

year. The first project will more

than likely be the West 9th St.Improvements. This drainage project will accomplish several things. The County will reroute the drainage ditch located at the corner of 9th and Ashley and cutting diagonally across that vacant corner lot to the side of 9th St down to Red Sunset Lane. In addition Red Sunset Lane will be realigned to become a standard roadway. This realignment will allow improved City services to those residents who live there. The best improvement is our fire

trucks will have better access to this area.

My sincere wish for the New Year is for the Council to work

together for the betterment of Folly Beach and its citizens.

Happy New Year!

Guy Ritchie’s resurrection o the beloved adventureso Sir Arthur Conan Doyle’s Sherlock Holmes istruly a Holmes or the new decade. Te lm is

a brilliant modern action adventure that breathes newlie into one o the great detectives o all time. With anincredibly dark and mystical storyl ine by Lionel Wigram, the audience is reminded o one o our long lost riends:the great detective Sherlock Holmes.

Holmes (Robert Downey Jr.) plays an incredibly deductive genius that wows us with his extensiveknowledge and observation skills. Ritchie takes Doyle’sHolmes and places him under a microscope, ampliyingthe character and orcing Holmes’ other eccentricities tothe oreront. Alluded to within Doyle’s writing, Holmes’“only vice” is his drug use, manic depressive states, andunorganized surroundings. Holmes is recognizable in thelm, but exaggerated by Ritchie’s warped view. Ritchiecreates Holmes as an eccentric, disheveled savant that islost within his own madness who only breathes reality

while honing in on the solution to a mystery.

Downey portrays a highly disturbed, yet mesmerizing,Holmes that coyly plays with our curiosity. Downey walksthe line between charismatic and hauntingly exceptional. His deep riendship with his counterpart Watson (JudeLaw) only cements Holmes more deeply into the audience’sminds and hearts. Watson is the yin to Holmes’ yang: acondent, well-mannered gentleman trying to create anormal existence while ghting his inner demons insteado wholeheartedly embracing them. Te duo is cinematic

excitement in the making. Teir chemistry is undeniableand only heightens the un.

Incorporating Holmes' extensive martial arts

knowledge and weaponry, John Watkiss brings usincredible images o a gritty Holmes that reminds one o a 19th century super hero. Watkiss creates a stunningly visual lm that animates the London o the last century to a degree that the original Sherlock Holmes  moviescould not portray. With incredible camera techniquesand unique shots, Watkiss brings mundane ght scenesto lie. Integrating coarse and sweeping cityscapes, one

is immediately whisked away into Holmes’s world o late

1800s England.Te lm centers on the duo’s race to stop the dark

Lord Blackwood. As the darkness takes over the lm,Holmes’ and Watson’s constant comical banter allowsa touch o brightness to shine through, but like any Holmes adventure you never know what is around thenext corner. Te lm captures the same unrestricted uno lms like Indiana Jones, Romancing the Stone or Ocean’s Eleven without losing the mystery. It has something oreveryone. And like any good ranchise, the lm endedleaving you wanting more.

On Tursday, December 10, aspecial session was held by theFolly Beach City Council. Te

objective o this meeting was to cometo an agreement on one o our optionsdirected at addressing and resolving theissue o additional space needed or City

Hall and its employees.Discussions were initiated as each

Council member was prepared to discussspecic criteria which they were eachassigned to research in a previous meetingheld on November 19. Te criteria wasthen weighed and evaluated or each o the our expansion options which are asollows:

Alternative 1- Build a new buildingon City-owned property.

Alternative 2- Accept a base optionrom architects.

Alternative 3- Purchase land andbuilding nearby.

Alternative 4- Downsize current

drawings.

Council members Charlie McCarty andMayor Beckmann spoke on their assignedcriteria; the ransitional Accommodationsor personnel and equipment. Teir brie explanation introduced a range rom howlittle or no transitional accommodations

would be required or Alternative 1 tothe necessity to nd proximate long term

temporary housing accommodations orre ghters and their equipment duringconstruction o Alternative 2. Councilmember om Scruggs’ assigned criteriaocused on the need to meet all regulatory

body requirements. Tese requirementsstemmed rom such agencies as FEMA,

ADA and IBC as well as Folly BeachZoning ordinances and the Folly BeachDesign Review Board.

Some common needsor a re department, or instance, includedan apparatus room or re equipment,a dorm or sleeping cubicle, an area oradministrative duties and training, anda kitchen area and day room. Goodwin’sconclusions or a police station as well asa re station were that such acilities werebest designed according to the needs o the City.

Council member Beck’s assignment  was to evaluate the best need in termso square ootage through the year 2010.She turned the oor over to two architects

who proceeded to explain how they basedtheir ndings on the recommended

square ootage required using inormationgathered rom the City Hall sta, Chie o Police and others who occupy City Hall.Beck ollowed the architect’s remarksby asking the degree o conservatismthe architects utilized in reaching theirrecommendations. Te two architectsassured the Council that they used themost conservative approach possibleduring their evaluation.

Council member Ellis was charged  with researching the accommodation o all current and anticipated City services. He concluded that the City should notexperience any signicant growth withoutannexation or increasing density.

Ater all criteria was presented, eachCouncil person then rated the importanceo all 6 areas, and based on a scale rom1-5 (1 being the most important, and5 being the least), applying each criteriaagainst each o the our options. In theend, Alternative 2 was the preerredoption ater all points were tallied.
