    ith unusual oresight, Folly Beach City Councilpassed a resolution right beore the 2009 Fourth

    o July debacle that transerred $15,000 in undsallocated or beach management to create a civilian beachpatrol. Te Beach Management Patrol, which originallyconsisted o Ali Akhyari, Eric Cadiz and John Crisco, wasquickly put together in the atermath o that disastrous

    weekend and the three young men could be seen walking orcycling up and down the beach wearing identical gray poloshirts. It was a hard, hot job that paid eight bucks an hour.

    Only John Crisco is let, a dynamo who has trudged thebeaches ever since just about every day, all year long tokeep Follys beaches ree o the stu people leave behind andthe stu that washes up on the beach. Flotsam and jetsamand then some. John is truly an unsung hero, said Zoning

    Administrator Aaron Pope. He has been selfessly workingbehind the scenes perorming the kind o invisible servicethat people take or granted.

    I youre too cool to pick up trash on the beach, yourepart o the problem, said Crisco. It makes such a dierence

    when you see other people out there picking up trash. Itsa hard day when you nd things like dirty diapers on thebeach, then you see someone else walk ing down the beachpicking up trash and youre reenergized.

    City CouncilCity Council did not meet on July 13because that was Election Day. Teir nextregular meeting will be July 27 at 7:00p.m. in Council chambers. Agenda itemswere to include ordinances amending

    the current rules or dogs on the beach,requiring non-residents to purchase alicense tag or pets they bring to thebeach, and establishing rules or the useo gol carts within the City o FollyBeach, but Mayor Goodwin has decidedto have a workshop on those issues soresidents can come orward to expresstheir ideas and opinions. Te date othe workshop will be announced soon.On the agenda or the July 27 meetingare the repeal o the Red Bay Laurelordinance and discussion o the vacationrental management ordinance. Residentsare encouraged to attend and speak theirminds. o make a citizen comment, allyou have to do is show up and sign in.It is not necessary to be placed on theagenda in advance.

    Planning CommissionTe Planning Commission met on July12 and the rst order o business wasto swear in Elton Culpepper, PennellClamps appointee to the Planning

    Commission. Ten the PlanningCommission got down to business.

    Zoning Administrator Aaron Popeintroduced an ordinance he describedas a regulatory mechanism to manage

    short-term rentals and the problemsassociated with them that will establishrequirements or obtaining a businesslicense to rent property on a short-termbasis.

    One o the issues discussed was limitingthe number o occupants and includinga list o all occupants on the rentalagreement. Sam Robinson said thereshould be a maximum number o rentersbased on the number o bedrooms. Itsa health issue because o the demands onthe septic system, he said, and a saetyissue in the event o a re. Kirk Grantthought it would be dicult to enorceoccupancy limits, but Chairman LaJuanKennedy said two guests per bedroomplus two additional guests conormsto maximum occupancy guidelineselsewhere and should be enorceable.

    Another major issue was how to makesure owners as well as renters were awareo the rules regarding such issues asnoise, trash, parking, animals, sea turtles

    and gol carts. Some people dont havea clue, said Kennedy. Te agents willabide by the rules, but we need to educatethe people who dont have agents.

    Tere was some squabbling about

    whether the rules should be includedin the actual rental agreements thatresulted in a vote o three or and threeagainst with Kennedy recusing herselrom the vote since she works or a rentalagency. ie votes ail, so the PlanningCommission will recommend to CityCouncil that the rules become part o therental agreement vacationers must sign.Te listing o all renters was scrapped,but Planning did vote to require thenumber o occupants to be included onthe rental agreement.

    Te rules and regulations must also beposted in a prominent position in thehomes. It was agreed that the door wouldbe the best place to post the rules. Keepit short so they will read and understandit, said Millard Smith. Culpepper wenteven urther. It needs to be somethinga ten-year-old can understand, he said.Grant suggested that the City provide abulleted poster.

    Carl Hally made the point that under

    current law, the owner is responsible orviolations. Tis will make the rentersresponsible, so they should know whatthe consequences are. Culpepper agreed.Te owner is getting rental income, buthe is not the one creating the problem.

    How do we determine what constitutes aviolation? Pope asked. Tats where wegot derailed last time we tried to do this.Te City has the right to revoke licenses,but we dont have any parameters.

    I we are going to have it this year,we have got to get something to CityCouncil, said Kennedy. I we dont haveit in their hands by October, we will haveto wait until next year.

    Te Planning Commission votedunanimously to have their suggestionsincorporated into the ordinance that willreceive rst reading at the City Councilmeeting on July 27. Council will hash itover and send it back to Planning or apublic hearing. Tats when residents whowill be afected by the new laws andisnt that everyone? as well as ownerso vacation rentals can most efectivelycontribute to the dialogue. Te PlanningCommission makes recommendations;City Council makes laws.

    As I sit here on uesday, July 6,reecting on what we have accomplished,all I can eel is pride! We the people oFolly have begun what no doubt will be asuccessul mission to take back our beach.Our message is getting out there - Wewant you to come to Folly Beach. We want

    you to have un. We do, however, expect,no, DEMAND that you treat our beachlike you would want us to treat your livingroom, (or as Laura Beck would say, yourGrandmothers house).

    Tis past weekend we saw nothingshort o astounding progress. We dohave trouble spots, namely 10th - 13thblocks East, but over all we have seen vastimprovement in trash on the beach, trashat the walkovers, and trash in general.

    Kudos to Steve Robinsons guys inPublic Works. Tey were very eective innot only knowing their island and placingadditional receptacles where needed,but then in coming in over the holiday weekend to collect them and make sure

    that our streets didnt look like a dump.Tese guys work really hard or us andI think when you see them out there insweltering heat taking care o us, it isworth a wave and smile at least! (Tink othe late Rick Hus song Te Big Orangeruck).

    Kudos to Chie Boatwright and all theocers in Public Saety. Tey too havegotten behind our initiative to educateour visitors and ultimately enorce our

    laws! Ocer Mike Jackson did a littlemoonwalk o his own in coordinatingthe tremendous beach eort between ourdepartment, County Sheris, and StateConstables. Great job! We appreciate allyall (southern term).

    Lets not orget John Crisco, ournumber one beach clean-up guy. Johnscrew alone has picked up, by hand, anestimated 10+ ONS o trash this year incredible! O course then there is US, you

    know, we the people. I have seen more andmore people out cleaning up trash on thebeach, in the streets, and on the sidewalksthan ever beore, people handing out trashbags and cups on the beach while kindlyreminding guests that we are trying reallyhard to keep our little piece o paradiseclean or all to enjoy!

    All that said, we must remember thatthis is a process, not an event. Tere isnot a magic one-time fx and we do stillhave a long way to go. We have specifcareas that need more thought, planning,and diligence (all ideas are appreciated) inorder to fnally achieve the reputation thatwe desire in the general publics mind. Improud o us and hope you are too! Tis is

    a battle that we will win because "We arethe little island that can!"

    I you thought July 3 was a strangedate to pick or Independence Dayfreworks, you werent the onlyone. Believe it or not, there wasa good reason. Te City couldeither do it on July 3 or not do it atall; the reason being that the Citydiscovered late in the process that thepyrotechnic group hired to displaythe Citys freworks had its licensepulled in another state or unsaepractices. Te City, ater researchingother companies, fnally ound alocal pyrotechnic group who waslicensed to display the freworks orFolly. Tere was one glitch: they

    were already completely bookedor the 4th o July. Based on thisinormation and knowing that therewere no other pyrotechnics whocould do it on July 4, the City oFolly Beach decided to hire the localgroup and display the freworks onJuly 3.In an eort to notiy the residentso the change, the City put thisinormation on the Citys web site,announced it at council meetings,put it on the sign located nearthe oll Booth property and putyers up in the commercial districtannouncing July 3 as the datefreworks would be displayed.

    On Wednesday, July 7, the Friendso Michael Houser Adopt A Beacheam set out to help the City o

    Folly Beach clean up the area rom 4thBlock to 8th Block East in the wake o the July 4 holiday. South Carolina's Adopt-A-Beach Program is administered by theDepartment o Health and Environmental

    Control's Oce o Ocean and CoastalResource Management (DHEC-OCRM),but this specic efort was coordinated byFriends o Michael Houser.

    Te team collected 14 industrial-strength trash bags (more than 100 lbs.total) worth o garbage, including 25plastic bags, eight balloons, six glassbeverage bottles, three aluminum beveragecans, three shoes, 14 plastic cups, plates,knives and spoons, 80 spent reworks, 45paper or plastic ood wrappers, ve metalpull tabs, three six-pack holders, 25 plasticstraws, two toys, 30 drink caps or lids,over 1,000 cigarette butts and lters, 15cigar tips, 30 tobacco packaging wrappers,one battery, 20 band-aids and a cross withRosary beads.

    I had the pleasure o working with theteam on this particular clean-up efort, andwhile I still believe Folly Beach should be

    open to the public, there are some measureswhich still need to be taken in order to cutdown on the litter. Stronger warnings tovisitors, better signage outlining the ruleso the beach, and possibly the distributiono garbage bags to visitors upon arrival areall possibilities.

    O course, a more courteous and

    respectul tourist and visitor would beideal, but a lot o what we see on our beachare high school and college students,many o whom are obviously apatheticand insensitive to the community's efortsto keep the beaches in pristine condition.

    "It's amazing how much garbage islet on the beach, said Bobby Hurley, aFriends o Michael Houser Adopt a Beachvolunteer. I'm happy to do my part,but perhaps more important is having apresence on the beach, picking up trashand hopeully spreading awareness toothers."

    Tere are still plenty of areas along thebeach available to be adopted, and any group interested in learning more can

    Its all over but the swearing in. D.J.Rich won the July 13 special electionto ll the City Council seat let vacant

    when im Goodwin was elected mayor onApril 6.

    Rich, the owner o Planet Follywood,received 54 percent o the vote and city

    planner Susan Breslin garnered 46 percento the vote. Both Rich and Breslin werecandidates in the April 6 election, butneither received enough votes to win.Breslin squared of against Councilmember Laura Beck in a runof electionon April 22 in which Beck was able toretain her seat on City Council.

    Rich said he was excited about the winand ready to get to work on City Council.

    We always knew the winner would bethe one who could get the most supportersout to vote, Rich said. I was pretty sure Ihad 300 supporters who would denitelyvote or me. Rich received 317 votes.

    Breslin said she enjoyed the campaignand the opportunity to meet so many

    people and talk about their concernsregarding the direction in which FollyBeach was headed. But ater threecampaigns in our months, she said shewas ready to move on to other ventures.She added that she would continue toattend city meetings and work behindthe scenes. I love Folly Beach, she said.Nothing will change that.

    Hes not out there alone anymore, Criscosaid, adding that there are about a dozenactive reliable volunteers o the BeachManagement Patrol like Nancy Smith,

    who can be ound regularly cleaning hersection o the beach in the mornings orPaul Hume, who cleans up on the Westside. One o our best volunteers, ChrisPeters, ound a twenty dollar bill while he

    was picking up litter and used the money to

    buy a grabber rom Lowe's so he could pickup trash aster, Crisco said.

    Tere are many other unsung heroespicking up trash, according to Crisco, whosaid he has a long list o people who supportthe program and attend scheduled beachsweeps and other events. He said severallocal residents deserve special recognition.Long-time local Julia Scott has ormeda group that meets across rom the CrabShack every Saturday at 7:00 p.m. to cleanthe roadsides within a block o CenterStreet.

    Ten there's Danny. Nearly everymorning like clockwork out by the pier,Danny is guaranteed to be lugging a bag ogarbage around. He has rarely spoken withme and seems to preer discretion, but this

    guy is truly an inspiration, Crisco said.Volunteerism takes many orms andis a undamental aspect o the BeachManagement program, according toCrisco. We know that certain areas o thebeach are covered, so we ocus our eortselsewhere. Without all these volunteers, wesimply would not have been able to makesuch a signifcant impact on the health oour beach and the environmental awarenesso our community.

    In addition to removing trash, damagedsand encing, and large debris that has

    washed in, the Beach Patrol serves as aliaison to Public Saety and Public Works,reporting violations and erosion. As thelocal volunteer base has grown, the BeachManagement Patrol has placed buckets inlocal businesses or donations to help deraythe cost o materials.

    Surriders, the US Coast Guard, localschools, and other organizations andcommunity groups have organized theirown beach clean-up eorts or joined orces

    with Crisco, and the Beach Management

    Patrol sponsors events like the "Ater FourthBeach Blitz" and the "Sunday Sweeps" thatgive residents an opportunity to becomemore actively involved in helping to keepour beach clean.

    Crisco has been relentless in achievinghis goals. Although he had been repeatedlytold that Charleston County would neveragree to provide the recycling bins he wantedor the beach access points, he managed toacquire 20 brand new 95-gallon recyclingroll carts. Prior to the placement o these

    recycling bins, there were no bins on theWest side except the one at Tird Street,Crisco said. Te new bins clearly made abig dierence with this year's holiday trashpileup. It gives people a chance to do theright thing.

    Criscos long range goals includecontinued community activism andvolunteer support, recycling improvements,and the acquisition o a used AV. TeBeach Management Patrol recentlyreceived $25,000 in unding romthe accommodations tax and City

    Administrator oni Connor-Rooks islooking or grant money to augment thatunding. I wish I had a magic wandto wave that would make this happenovernight, she said, but it takes time toreally get things up and running.

    Kevin Boniace has recently joinedthe Beach Management Patrol as a paidemployee and Crisco would like to hireseveral other part-time employees who areCPR trained and can work with PublicSaety. In addition to an AV, Crisco

    would like to purchase a john boat so theteam can remove litter and debris romthe marshes. I would eventually like tosee Beach Management grow into IslandManagement, covering all roadsides andaccessible marshy areas, he said.

    Bottom line is that people are lessinclined to litter when the beach is clean,Crisco pointed out. Our ultimate goal isto increase community awareness to thepoint that people dont litter and those whodo stick out like a sore thumb.

    Although Noel lives in Kentuckyor most o the year and maintains aull-time job in college administration,his best times are spent here in SouthCarolina with his wie, Susan.

    Its cheaper than drugs and drinkingand much more socially acceptable,Noel pointed out, laughing. Tisattitude reers particularly to hishobbies o writing and photography

    that he likes to view more as a type otherapy. And it doesnt hurt that hisinterests earn him some cash, too!

    So its not against the law to . . .A couple engaging in sexual relationson a blanket strewn with empty beerbottles was cited or glass on beach justater midnight on June 23. Te ocerasked or IDs and when he ran theirinormation he discovered the 39-year-oldman was wanted by Charleston County

    or check law violations. Ater beingtaken into custody and searched, a smallamount o marijuana was discovered inhis cigarette pack. Te subject admittedto having more marijuana in the consoleo his truck, which measured in at 2.5grams. Te woman was ticketed or glasson the beach and the man was issueda summons or simple possession omarijuana and released to the CharlestonCounty Sheris Department on theoutstanding warrant.

    Sittin on the dock . . .A 46-year-old man who reportedly stolea beer rom a convenience store wasarrested minutes later drinking the beer

    on a fshing pier. On June 24 about 9:00a.m. Public Saety was dispatched to theKangaroo by employees who said a manhad taken a can o Earthquake MaltLiquor and let the store without payingor it. Te manager o the Kangarooollowed the suspect to the Folly RiverPark where Chie Boatwright and theresponding ocer caught him at thedead end o the fshing pier, where he

    was arrested or open container. Whenasked when and where he had purchasedthe beer, the suspect said he had boughtit an hour earlier, but the ocer noticedthe beer was still cold. Both the managerand the cashier at the Kangaroo positivelyidentifed the suspect as the one who hadstolen the beer. Te man was taken to jailand charged with the maximum fnes onshopliting, open container and giving

    alse inormation to police.

    Nap attackPublic Saety was dispatched to theFolly Road Piggly Wiggly about 5:00p.m. on June 25 to help with a medicalcall regarding a man passed out in hisvehicle. Te suspect told ocers that hehad been out on the beach all day andhad drunk a ew beers and thought heneeded to get some rest. It was obviousto the responding oce that the subjecthad been drinking heavily and he wasissued a citation or disorderly conductby intoxication. Te subject graciouslyaccepted the citation and apologized orthe trouble he had caused and the ocer

    called a riend to drive him home.

    Road ragewo men were walking down East Arcticabout 6:30 p.m. on June 26 when a carollowing them started honking the hornand yelling at them to get out o the way.Te vehicle passed them and stopped andthe driver got out and approached oneo the men and pushed him backwardscausing him to all to the ground,

    striking his head on a parked vehiclein the process. Te driver returned tohis car and drove o, but a witness gothis license number. Te victim sueredlacerations to his head and back. Damageto the parked vehicle was estimated at$500. Charges o assault and battery, 3rddegree, and vandalism will be served onthe suspect when he is located.

    Ofcer, I was just holding that post upAbout 1:00 p.m. on June 27 PublicSaety was dispatched to the Crab Shackbecause a 23-year-old woman was causinga disturbance with several patrons andhad reused to leave. While ocers weremeeting with the Crab Shack employees,the woman came outside and had tohold onto a post to keep rom allingdown and it was apparent she was grosslyintoxicated. Te responding ocerhad dealings with the same woman theprevious day at her residence when it

    was also apparent that she was grosslyintoxicated. She was placed under arrestor disorderly conduct and transported tothe Charleston County Detention Center

    or booking and to await a bond hearing.

    Cracking the caseA vehicle with a cracked windshield wasstopped on a saety violation about 6:00p.m. on July 1 and the ocer noticedthat the driver and passenger appearedoverly nervous. Te driver stated that heand his girlriend had an argument andhe kicked the windshield in. When theocer walked around to the passengerside to get a better look at the windshield,he noticed that the passenger wasbreathing so heavily that his tee shirt wasbouncing o his chest. Te ocer askedthe driver i there was anything illegalin the vehicle and he said, Look or

    yoursel. Te passenger was asked to steprom the vehicle and the ocer pattedhim down or weapons. As he was doingthis the suspect began to sweat prouselyand his legs started to shake, and theocer asked i he could search his person.During the search the ocer removed thesuspects baseball cap and when he turnedit upside down and shook it, two whiterock-like objects ell rom under the brim.

    Te suspect was arrested or possessiono cocaine base and transported toCharleston County Detention Center.

    was alerted to our cars leaving 10thStreet East whose occupants appeared tobe highly intoxicated. An ocer stoppedone o the cars and the others turnedinto the parking lot o 208 E Ashley.Te ocer responding to that addressound the 19-year-old driver o one othe vehicles so intoxicated that he couldnot stand and the driver was not giventhe chance to take a feld sobriety testdue to concerns or his saety. He was

    placed under arrest or DUI, double-cued, placed in the back o the controlcar and belted in. While in route to theCharleston County Detention center thesuspect bragged that he had been doingthis or seven years withoutbeing caught.

    When he blew a .18 on theData-Master test, he wasadvised that his license

    was suspended and lodgedinto the detention center

    withouturtherincident.

    I the aithulness o a parish communitymay be measured by the steadastnesso its volunteers, then the parish o

    Our Lady o Good Counsel on FollyBeach has good reason to celebrate. Ata pot luck luncheon on Sunday, July 11,the parish honored our o its members

    whose combined years o dedicated servicemeasures a lietime: 89 years.

    Although their contributions have hada dramatic eect on the parish, custodianJim Laurey, 88; sacristan Catherine Eyer,92; music director and organist MargaretSheedy, 99; and church decorator ClaireMartin, 71, are modest about theirachievements. And while each is steppingdown rom some o the responsibilitiesthey assumed, none is leaving the parishcommunity they love or their call toserve.

    Jim Laurey and his wie Retta movedrom James Island to their home on FollyBeach on Saint Patricks Day, 1975. For35 years they have been actively involvedin the community and the church.Uncomortable in the limelight o thisrecognition, Jim Laurey points to themany people have joined him in servingthe priests who served the parish. On weekdays, Joe Moran and Jim assist atMass and especially at uneral liturgies. When the rst resident priest moved into his cottage on Huron Street, Richard Jones and Jim helped to complete therenovations. With help rom Larry Martin,they painted the inside o the priests

    residence. When sexton Don Longeneckeris out o town, Jim takes responsibility oropening the church each day.

    Jims custodial service to the parish isthe kind o thing that is most noticeablei let undone. He changes the air ltersand takes out the trash. He looks or

    cost-saving opportunities: turning o theair conditioner when the hall is not inuse, cleaning the rerigerator lter, andshopping or supplies or the hall at thediscount stores. Because this communityis like a amily, retiring rom it is notsomething Jim imagines he will do. "Illstill do my share, he said. Maybe its notall that much, but you never give up.

    Giving up is not something thatCatherine Eyer is likely to do, either. A resident o James Island since the late1960s, Catherine discovered the missionchurch on Folly Beach around 1987.She was drawn to the amiliar art andarchitecture in the traditional space andelt at peace. At that time the parish hadno resident priest, so various priests o thediocese were assigned to minister to thesmall congregation. Monsignor DonaldHamburger instructed Catherine on theproper care o altar linens. Eventually,Catherine served as Our Lady o GoodCounsel sacristan or 20 years, caring orthe altar cloths, vestments, and sacredvessels o our church under the di rection onine resident priests and countless visitingpriests. She also coordinated the work othe Altar Guild. Catherines attention to

    detail and circumspection challengedeveryone to be mindul o the privilegeand responsibility o handling the sacredvessels, and to value the sacred traditionso our aith. It was a joy to do it, shesaid.

    Catherine announced her retirement

    in March 2009, and the parish recognizedher contribution at a Mass and with apermanent remembrance in the parishmemorial garden. She continues to serveas extraordinary minster o the Eucharistand as a member o the Altar Guild.

    Earlier this year, in honor o MargaretPark Sheedy's many years o service asorganist, music director and choir director,the choir presented parish administratorFather Jesuprathap Narichetti with a goldciborium. While Miss Margaret gave hertime to the Folly Beach parish or 17 years,she was no stranger to service. Active inher beloved Charleston community since1939, she volunteers with the AmericanRed Cross, is an associate member o theSisters o Charity o Our Lady o Mercy,has served as an usher or the Dock StreetTeatre, and is an active member o theTeresians. She continues to worship withthe parishioners o Our Lady o GoodCounsel and is a rich resource or themusic ministry.

    Another one o the honorees who willcontinue to serve is Claire Martin, who hasbeen in charge o church decorations or 17years. As a graduate o Hixson's School o

    Floral Design in Lakewood, Ohio, Clairesnatural talents were given proessionalpolish when she began arranging fowersor weddings, receptions and holidays.In 1993, Claire and her husband Larryrelocated to Folly Beach rom Philadelphia. Around the same time Father Ronald

    Cellini, ormerly o Pittsburgh, PA, wasappointed as administrator o Our Lady oGood Counsel. Claire was just the sort osel-starter that Father Cellini was hopingto nd. Beore long she was engagingothers in her vision. For Claire, the workwas never a chore. Te joy was in makingthe sanctuary beautiul because or her,it enhances the experience o worship.Since those early days, many more peoplehave joined in the mission. Troughout itall, Claire saw the hand o God at work.I learned so much by doing this, saidClaire. Some days I might be rustratedand wonder how it was going to workout. Ten, Id turn around and someone would be standing there ready to help.Claire says shes not going to stop serving

    the parish, which she called wonderul."I could never totally walk away rom theneatest parish in the whole wide world.Its just time or someone else to be incharge.

    Who will take center stage as this casto our step out o the limelight? Te utureis in the hands o God. Now is the timeor Jim, Catherine, Margaret and Claire totake a bow.

    Cary Hudson comes rom Sumrall,Mississippi, but has relocated a handulo times to Oxord, where he madehis stand in the late 1980s as therontman or the seminal blues-rockand alt-country act Blue Mountain(originally the Hilltops). Te originallineup included Hudson and twinbrother-sister duo John Stirratt (oUncle upelo and Wilco) and LaurieStirratt. Ater the divorce o Hudson
