A meeting to discuss drainage andooding issues at 9th Street Westand Red Sunset Lane attracted

about a dozen concerned residents. ClintHoward and Chris Carleston were onhand as representatives o CharlestonCounty.

Zoning Administrator Aaron Popebegan the meeting by clariying that astudy o drainage and road realignment  was a proposal, NO a ully unded,ready-to-go project. Te study wouldexamine, among other things, movingthe right-o-way to the city-ownedplot and raising the roadway to controldrainage. Red Sunset Lane resident andCity Councilman Paul Hume said thathe'd measured water on the road at 21.5inches o tidal salt water. It stands ordays and prevents residents rom 'growinganything.' Hume suggested building aberm or raising select areas o ground tounnel water o the road.

Ray rine, a resident o Cashiers,N.C., who owns three lots on Red SunsetLane, expressed concerns about whetherthe city would be responsible or repairs when a culvert on his land gives out. A

road built through private lots makes ora sticky situation.

Howe Davis o 816 West Ashley spokeon behal o nature, worrying that a newbridge or urther improvements coulddamage the wildlie habitat that stillremains along the Folly River between6th and 9th blocks West. “In the nameo progress, developers end up butchering wetlands, trees, and oliage or personalgain,” said Davis. “It’s time to put a stopto unnecessary developments and protectthe trees, the grass, and the wildlie thatinhabits these areas, beore there are nomore wetlands to protect. Would yourather call it ‘sandy beach’ or ‘the lostisland’?”

Several other residents o 9th Streetand Red Sunset Lane spoke aboutthe ooding at high tides, claimingthat portions o 9th Street are entirely underwater and that guests andemergency vehicles are unable to ollowthe roadway. Te ull time residents o Red Sunset Lane want minimal changesbut support improvements to raise theroad and d ivert water ow.

An engineer pointed out that any changes to the marsh require mitigationand preserving marsh elsewhere, a tricky task. Te area in question sits betweentwo tidal ows, essentially a ood plain.Red Sunset Lane resident Darlene Rawlssaid she’d like her water meter moved androcks put into the road to divert water, saying the ooding has gotten steadily   worse since the 1990s. Is Red SunsetLane an early Folly victim o rising sealevels?

Planning Commission Chair LaJuan

Kennedy concluded the meeting, recommending that a study go orward.Te fnal assertion was that public unds would not be put into private property.Currently, Red Sunset Lane runs partia lly across private property and partially in apublicly owned right-o-way. Either theexisting road would have to be abandonedand moved to the right-o-way, or a newright-o-way along the ex isting road wouldneed to be required to utilize governmentunding or any improvements to RedSunset Lane.

owdy visitors and trash on thebeach are a pain, but it’s how toclean up ater them that’s ruing

eathers in the o-season.

Council gathered to work out asystem or beach management amidstthree coexisting programs. Resident JimSetord began by volunteering himsel and Karl Haley to adopt and clean the13th block East area o the beach, actingas a “poster child type o thing” or uturevolunteers. Mayor im Goodwin thankedthem, but explained that the Army Corpso Engineers had recommended againstplacing sand encing on the beach.

Councilmember DJ Rich asked i putting encing between dune rows

would help, and Mayor Goodwin said

he’d ask. Setord then answered his cellphone while still addressing council. Hisheat was out during a very cold week,he explained, and it was the repairmancalling.

Nancy Smith o 1207 abby Drivespoke to support sand encing, andexpressed dismay that the Civilian BeachPatrol had been suspended in September.“Te beach is not a business that only needs attention when the customers

come,” said Smith. “It’s the reason orour existence.”

Currently, three beach patrol programsexist: the paid Civilian Beach Patrol, the Volunteer Program, and the PublicSaety Patrol. Council discussed hiring anew person or contractor to oversee allthree, but support was weak and money not readily available.

Council asked outgoing Police Chie erry Boatwright i he could coordinatea system o management under PublicSaety by March 1. Boatwright said some

work could be done, but an entirely newsystem could not be in place by then.

“Which bite o this elephant is mostbenecial to take by February?” askedMayor Goodwin.

Councilman Eddie Ellis then spoke upabout the tangible results and successulsummer o litter control by the CivilianBeach Patrol. Surrider Foundationhas oered $4,000 to continue theprogram, and DJ Rich said the restaurantassociation would match that, i the city

 would contribute an equal portion.

At a previous meeting, the estimatedcost o maintaining CBP was $14,000,a sum Ellis voted against ater oering

support or the program. Goodwinpointed this out and Ellis commentedthat he elt “beat up on.” Te pairsquabbled or a moment, promptingCouncilmember Charlie McCarty to callthe bickering an “old marriage trick.”Ellis said he just wanted to hear somegood ideas they could knock around.“I’m in it or the community,” he said. “Idon’t care about my public image. Look at how I’m dressed.”

Goodwin estimated $28,000 or beachpatrol in general, and it was pointed outthat that money could be used to hirea volunteer supervisor. Ellis suggestedthat McCarty spearhead the VolunteerProgram, but suggested the CivilianBeach Patrol continue on the ground

beginning February 1. McCarty said he’dlead the program, but pointed out he was76 years old. “I I carry the fag orward,i I should all, I need to know somebody

will stand,” said the elder councilman.

Council then went into executivesession to gather legal advice aboutpaying or the management patrols. Tey also voted to waive the open containerclause or the Christmas Parade, andgranted Saturday work permits or City Hall renovations in January.

Te victim thought her ex-boyriend had committed the act becausethey had gotten into a heated argumentthe night beore at Snapper Jacks whenhe created a scene and was kicked out.She said he had a history o being violent

with her and she had called the policeon him when they were living together.

A blue upright vacuum cleaner va lued at$100 had been stolen. Food and drink

was splattered all over the kitchen oorand the rerigerator had been let open, causing $500 worth o ood to spoil.Several large potted plants had beenthrown around the kitchen, causing a rip

in the linoleum and a hole in the wall, and a large ramed mirror had been takenof a wooden chest and smashed againstthe wall. A lamp was damaged and twopaintings had been ripped in hal andthrown across the room, knocking itemsof the V table. Te victim stated shehad given one o the pictures to herboyriend as a sentimental git and thatthe vacuum cleaner actually belonged tohim.

Give me a minute to get my story straight On March 28 at about 1:00 a.m. a PublicSaety Ocer observed a vehicle parkedon E. Arctic with a man asleep in thedriver’s seat. When the ocer awakenedthe subject and asked or identication,he was told the subject had none. Teocer ran his name and birth datethrough Charleston County and wasadvised that the subject was wanted outo Virginia or escape. Another ocer

was dispatched to the scene to assist inquestioning the subject, who said he wasstaying in a condominium with riends

who had driven him to Folly Beach but

he got bored and let. Te ocers ranthe tag on the vehicle and it came back stolen out o Virginia. Te subject thenadmitted he had driven to the beach butthat he had borrowed a riend’s car orthe trip. He was placed under arrest orpossession o a stolen vehicle and givingalse inormation to police and wastransported to CCDC and processed by the jail staf.

But, ocer, he didn’t take me home At approximately 2:15 a.m. on March 28,an ocer conducting an investigationo a stolen vehicle at E. Arctic and 2ndStreet East was approached by a Yellow Cab driver with a drunk and disorderly passenger who would not exit his cab.Te cabbie said the passenger could nottell him where he was staying and he

wanted him out o his vehicle. Te ocerapproached the subject who appeared

totally inebriated and reused to leave thecab when asked by the ocer. Te ocerthen repeated that the subject needed toexit the cab and pay the cab driver andhe reused again. Upon threat o beingphysically removed, the subject got outbut was very unstable on his eet. Whenthe ocer told the subject he needed topay the cab driver $30, he pulled twoone-dollar bills out o his wallet. At thisthe cab driver said he had wasted enougho his time and was going to leave. Teocer took the driver’s inormation so hecould inorm him o the court date. Tesubject was placed under arrest or raudand disorderly conduct and transported

to CCDC. Hal-dressed woman raises a ruckus

A partially clad woman was arrestedabout 5:30 p.m. on April 23 when ocersresponded to a report o a car parked inthe middle o the road in the 600 block o E Erie. When ocers arrived they ound a woman asleep in the back seatnext to a hal -empty 12-pack o beer

with an open container on the console. When she was awakened, the womanrambled on about how she happened tobe stopped in the street and loudly cursedthe ocers. She was asked to get dressed, and while being arrested or disorderly conduct and improper parking, the

woman scratched the ocer and kickedhim in the groin while attempting toget away. She was transported to theCharleston County Detention Center to

await a bond hearing.

What about destruction o property? A panicked 10-year-old child ran into theKangaroo about 3:30 a.m. on May 20and told an ocer that her mother wasbeing beaten by her boyriend. Te ocerollowed the child outside and the motherstumbled into the parking lot begging orhelp. She had a bruise on her oreheadand said her boyriend had hit her in theace with a closed fst. When asked whereshe lived, the woman pointed to a near-by

Te ocerpursued the boyriend as he attemptedto leave the island and pulled the suspectover at Center and Indian, removedhim rom the truck at aser point, andhandcued him. Both the suspect andthe victim had been drinking and thesuspect claimed the woman had spit onhim and punched him in the eye. Catch me i you canOn July 3 about 8:00 p.m. Public Saety  was alerted to our cars leaving 10thStreet East whose occupants appearedto be highly intoxicated. An ocerstopped one o the cars and the othersturned into the parking lot o 208 E. Ashley. Te ocer responding to thataddress ound the 19-year-old driver o one o the vehicles so intoxicated thathe could not stand and he was not givena feld sobriety test due to concerns orhis saety. He was placed under arrestor DUI, double-cued, placed in theback o the control car and belted in. While in route to the Charleston County

Detention center the suspect bragged that

he had been doing this or seven years without being caught. When he ailed theData-Master test, he was advised that hislicense was suspended and he was lodgedinto the detention center.

Are you looking or me? While patrolling Center Street during barclosing time around 2:00 a.m. on July 6, an ocer observed a man sitting ona bench in ront o City Hall drinkinga Budweiser. As the ocer approached, the subject tossed the beer bottle into

a ower planter. Meanwhile the ocer was sidetracked by a woman who aggedhim down to ask a question, and whilehe was talking to her the subject gotup and staggered down E. Erie. Teocer circled the block, where he wasagain agged down regarding a groupo people having an argument on E.Cooper when the subject came stumblingout o an alley and unwittingly walkedright up to the police ocer. Te subjectappeared to be in a state o gross alcoholintoxication and when questionedabout the open container he becamebelligerent and started swearing at theocer. Te report said the subject is

known to be homeless and requently intoxicated and was placed under arrestor public drunkenness, littering, andopen container and then transported andbooked into the Charleston County Jail.

Best herb I’ve had in a long timeOn July 24 about 3:30 a.m. a PublicSaety Ocer spotted a man lying undera truck on East Second Street. Teocer woke the man up and got him outrom under the truck. Te subject wasclearly intoxicated and stated that he wasplanning on sleeping under his truck thatnight because he was too drunk to drivehome. On the ground next to him werehis cell phone and a small wooden box

containing a green leay substance. Whenasked about the contents o the box, thesubject admitted it was his and said it was“the best herb I’ve had in a long time.”He was issued a City citation or simplepossession o marijuana and allowed tocall his brother to come pick him up.

Anybody got a shovel? On July 30 about 2:30 a.m. an ocer onpatrol at Summer Place Lane observeda Ford Explorer stuck in the sand onthe beachront. A man trying to dig

the truck out with a plastic cooler lidadmitted to being intoxicated and said heknew he had messed up by driving on thebeach. He also admitted he did not havehis driver’s license. A emale passenger

also appeared to be intoxicated. Moore’sowing was called to pull the vehicle outo the sand but the man did not have any money, so the vehicle was towed. Tesubject was issued a citation or drivingon the beach and he and the passenger were let standing in the sand. How’d you see me with the lights of? A vehicle driving north on Center Street with its lights o was stopped just beore

midnight on August 17. Te driverseemed disoriented and could not fndthe vehicle registration. When asked how much he had had to drink, the subjectresponded “too much” and was asked toexit the vehicle and perorm feld sobriety tests. He could not perorm the one-legged stand and lost his balance and elldown on the walk and turn test. A emale was passed out in the passenger seat.wo riends walked up and agreed totake the passenger to their house and allthree were driven there in the cruiser. Tesubject was transported to the CharlestonCounty Jail where his BAC measured .16.His driver’s license was seized and he wasbooked into the acility or DUI.

“Curb” your enthusiasm A vehicle traveling down E. Ashley around midnight on August 22 wasclocked at 47 mph and did not respondto ashing blue lights and siren or morethan a block. When the vehicle did pullover, it ran up on the curb at about 20mph. Te driver would not speak to theocer and umbled around in the vehiclecausing the ocer to think he might bein a possible altered mental status, sohe was asked to perorm feld sobriety

Te driver reused a BAC at theCharleston County Jail and insisted onhaving an independent person perormthe test, but the person whose name hegave would not return the call and thesubject was booked into the jail.

I’m done and I’m going to drown A man fshing on the Folly River about5:00 p.m. on August 23 saw a manailing in the water who stated “I’m doneand I’m going to drown.” Te fshermanpulled the subject into his boat and took

him to the Folly boat landing, where theman told ocers he had been kidnappedin Monck’s Corner and taken to Folly Beach, where he escaped rom his captorat the pier and ran to the West end o theisland and jumped into the water to swimto saety. Upon urther investigation, the ocer determined the suspect hadbeen brought to Folly Beach by a personhe no longer wanted to hang around with. Ater walking to the County Park he had attempted to swim to a nearby island where he intended to camp, buthe got caught up in the current, wherehe was rescued by the fsherman. When

He jumped in his cruiser topursue and clocked the car at 47 mphand climbing. Te car had a lead o several blocks and the ocer was araidthe driver would try to evade him i heactivated his blue lights and siren. He saw the subject drive wildly through severalgroups o pedestrians walking in the roadand nearly hit a man on a bicycle. Whenhe got within two blocks o the speeder, the ocer activated his lights and sirenand saw the subject make a quick turnon 11th Street and rapidly accelerate inan apparent attempt to lose him. Heturned let on E. Ashley, but the ocer was able to stay with him. Te subjectpulled over on East 10th Street and jumped out o the vehicle and appearedto consider running away. When theocer shouted or him to get back inthe car, he did, but he was unable to ndthe vehicle registration and handed theocer his passport instead. Te driver was now crying and sobbing his answers

I needed another hot dog  Just beore 4:00 a.m. on September 5,public saety responded to a call romBert’s Market regarding a disorderly customer. Ocers located the subject inthe East 2nd Street beach access with a woman who said she was his common-law wie and was trying to get him to gohome. Te subject was visibly and grossly intoxicated and unsteady on his eet and was crying and making statements aboutbeing a soldier and post traumatic stress. He appeared to calm down ater talking with the police, who allowed his wie tolead him o but warned him i he cameback out on the street they would haveno choice but to arrest him. About anhour later the clerk at Bert’s called tosay the subject was back. When ocers

responded to the scene, they ound thesubject in the parking lot with a bouncerrom a local bar separating the manrom his wie. Te wie said her husband would not listen to her and was becomingviolent. Te subject continued makingirrational statements and was completely out o control, trying to walk away romthe ocer and resisting arrest. Eventually the ocers were able to handcu the

man and transport him to the CharlestonCounty Jail, where he was placed underarrest or disorderly conduct.

Story fnally “gels”Folly Beach Public Saety was dispatchedto W. Ashley Avenue on September 10by a woman who told the respondingocers that a man who had been orderedto stay away rom her home had brokenin, held her prisoner, and assaulted her.Te man reportedly told her he needed aplace to stay and when she said “No” hegrabbed her around the throat and saidno one would ever nd her body. Tenhe threw a phone book and a tube o hair gel at her. Te woman said when shetried several times to leave the house, thesubject threw her to the foor and she wasso araid o him that she had to wait untilhe passed out to call the police. Whenocers arrived, the suspect was asleep.Tey woke him up and charged him withkidnapping, second-degree burglary, andtrespass ater notice and took him to theCharleston County Detention Center.

Tey must have been dressed as ghosts

On October 30 about 9:00 p.m. a policeocer and state constable were assistinga ather and two children returningrom the Halloween carnival cross thepedestrian walkway at Center Streetand Indian Avenue when a white Nissantravelling north on Center Street ailedto slow on approach. Te ocer shinedhis fashlight to get the driver’s attentionand the constable waved an illuminatedtrac wand, but the car did not slow down and came within inches o runningdown the children. Te ocer slapped

the passenger side window loudly andyelled or the driver to stop, but shecontinued to drive o. An ocer jumpedinto his cruiser and managed to stop thesubject near Oak Island. As the ocerapproached, he detected a strong odoro alcohol emanating rom the vehicle. He asked the subject to exit the vehicleand perorm the standard eld sobriety tests, but when she tried the one-leggedstand she stumbled and ell over into theroadway. Te ocer decided that askingher to perorm any other tests wouldprobably endanger both o their lives,so she was placed under arrest or DUIand issued a citation or ailing to yieldat a crosswalk. W hen she reused to takethe BAC test at the County DetentionCenter, her license was conscated andshe was booked on a DUI charge.

Just like the little blue pill that Love and Other Drugs revolves around, this movie has some disturbing side aects. Tis could have been an

extremely interesting lm about exposing the intense competition betweenpharmaceutical companies; it could have been a consummate love story, but it

couldn’t be both so you walk away rom this movie with a sense o annoyance,

aggravation and loathing.

Director Edward Zwick tried very hard to make this lm the next Up in

the Air and ailed miserably. Te movie is based on a cocky pharmaceuticalsalesman Jamie Randall (Jake Gyllenhaal) who tries to make his mark

in the business while at the same time engaging in a no-strings-attachedrelationship with the extremely blunt Maggie Murdock (Anne Hathaway).

Te lm is initially light and unny, and the audience spends a lot o itstime wrapped up in the sheets with Jamie and Maggie – oten gratuitously.

O course, like most no-strings-attached relationships, their mutual commitmentdeepens and this is where the movie mutates into a serious drama with Maggie’s

medical hardships and Jake’s reaction to it.

Te topics that writer-director Edward Zwick and co-scripter Charles Randolph

chose to discuss in this lm were so deep and painul that it elt so wrong that they

would try to return to the light and unny lm that it was at the beginning. Teprescribed romantic comedy trappings, like the awkward car chase and the idiotic

brother (Josh Gad) who l ives on his couch, don’t seem to have a purpose in the lmexcept to overly layer it with more story lines and conuse the theatergoer.

I would not recommend this lm to anyone, not even on DVD. I Zwick wouldhave had a strong, clear vision rom the beginning, he could have had an award-

nominee lm on his hands with such strong perormances or Gyllenhaal andHathaway, but unortunately he could not decide and we are let with a lm that

makes you want to take drugs just to orget it. Missed opportunity.

Side efects bring downLove and Other Drugs

W hile Santa gets the reindeer into top physical condition, his mortal helpers inthe pack and ship industry have geared up or their annual holiday shippingrush. With the highest expected package volume in recent years, US post and

parcel carriers have braced to support an overwhelming 20.5 billion pieces o holiday mail and packages this year.

Between the combination o a recovering economy and online retail sales projectedat $21.6 billion, git shipping this year will reach all time records. Between December 1and 24, domestic carriers FedEx and UPS will deliver more than 700 million packages toconsumers across the country. Early bird shoppers and shippers have already completed

their git purchases, but or the procrastinators out there, the last day you will be ableto send out packages or delivery beore December 25 is Tursday, December 23; andthat’s at the more expensive Next Day Delivery rate.

FedEx and UPS will all ofer next day delivery or Christmas Eve, but the peak day or shipping volume will be Monday, December 20, so plan ahead. I you’re sendingpackages internationally, you’ll need to get your shipments of no later than this date.

Here are some tips to remember when preparing to ship your gifts:
